Councilman Martin, M. D, enjoined councilmen to arrange a field trip of the
Sewage Treatment Plant,, that it would be very educational and very erili�_ghten=
ing.
Councilman Simons stated he had spoken with Roscoe Anderson, former ,_
Mayor and CityCouncilman, who had advised him the sewage plant had been
constructed during his administration; .that plant, when constructed, was
very effective and was the best that could be obtained and that it should
work effectively now. He asked if there was a possibility that plant was
not being operated as it should be.
It was requested the City Engineer conduct the councilmen on a field trip of
the sewage treatment plant.

Bureau of Reclamation. The.water to be appropriated from the Spring
Creek tributary to the Sacramento River; amount applied for is 6, 500

City Attorney Redmon requested this item be deferred until his portion

The Shasta County_ Board of Realtors, urged opposition to AB 801 stating
- that "many property owners will be under the jurisdication of a pow.erful
new 5tate police power, the Fair Employment Practices Commission".
In a communication addressed to the Council the following explanation
is given: "The proponents of the bill say that it has been.watered down
and is relatively ineffective, but this is only a clever legislative maneuver. �7.�
- It s:till placed property. owners under control of FEPC. Even as it now
reads, any owner who has had any type of FHA loan on his property, includ-
ing loans for repair or improvement, would be subject to FEPC. "
Mrs. Ger.aldine Glare, speaking from the floor, urged council to take no
stand on tliis proposed bill, advising some three million people now lived
in substandard housing and this proposed bill did not affect people owning
only one residence but those with two or more.
Councilman Fulkerth stated as an individual prop.erty owner he opposed this
bill; that he did not want anyone, including the State, to tell him to whom he -
would rent were he ever in the position of renting.property.
Councilman Martin advised that all a person had to do was to eschew State

or, F'ederal funds in finaneing. . '
Mrs. Clare stated that Councilman Fulkerth�s statements were invalid
arguments; that he:.probably lived in a restricted neighborhood=and.while
the restrictions inay not hold in eourt, there was a "Gentleman!s Agree-
- ment.. " •

Councilman Simoris was of the opinion action should be taken on this proposed
bill, otherwise we may be subject to another State bureau.
MO-TICI�N: Made by Councilman Martin, s econded by Councilman Simons .that
Council opposed AB 801 and that we notify our legislators that we oppose it.

In explanation of their vote, Councilman .Moty stated by inclination he was
opposed to the bill, however did not feel he was qualified to take a definite
stand.
Mayor Puryear stated he thought we did not know enough about the b'ill, that
it would be wise to lay aside for the time being and refer the� subject to our
City Attorney.
� The City Attorney was �directed to write our legislators on this action of the
council with indication there was not unanimity.
Re Senate Bill 1522 and As s embly Bill 2848
The I�eague of Calif.� Cities urged council support of A.B 2848 and SB 1522; ,? /�x
both bills� authorize the withdrawal of territory from a recreation and park

district aft er its inclusion within a City.by action of the City Council,
subject to the right of the district board to delay withdra.wal for a period
up�to five years. � -�
Re Facilities for Small Crafts�
John R.eginato, GeneraT Manager of .the Shasta-Cascade Wonderlar�d Ass'n.
requested Council support to construct adequate facili.ties for passage of
1 7 Z small crafts over the Red Bluff Diversion Dam, and submitted copy of
a resolution adopted by them. It was asked.that Council adopt a sixnilar
resolution to be forwarded to the proper federal and state agencies .
The City Attorney was directed to prepare the necessary resolution re-
questing the Department of the Interior to include facilities for-passage of
small pleasure crafts, up to 26' ft. in length at least, ove� the:Red Bluff
Diversion Dam. -
Re 4th of July C elebration - Lake Redding Park
Don W. Masterson, President. of the Redding Jr. Chamber of �ommerce,
requested permis'sion to hold their annual 4th of July Celebration on Tuesday,
July 4th, at Lake Redding Park; this would include the sale of beer, con-
��.� ? cessions, fireworks and a Frog Jumping Contest.

A:. Ray Taylor, Shasta County Clerk, submi.tted Resolution Establishing
Operation Mutual Aid Area, passed by the Shasta County Board o.f Super-
visors at their May 22nd meeting. He requested that if resolution.was
app'rovecl by tlie City Council that authorization be given to the 1Vlayor to
j sign on behalf of .the City; resolution will then�be sent to the Ariderson City
�� / Council for their appropriate action.

RE CIVIL DEFENSE .
Mr. Donald M. Bertucci, 1540 Pleasant St. , Representing Radiological Defense
� :� � (RA.DEF) advised he had assisted in the Civil Defense exe��cises and.:he.wondered �
if Council had fulfilled their obligation to the City; .that several Civil Defense
surveys had been made, .a State plan, a C.ounty plan, .but he:h.adinot seen a City's �
plan. ,

He then spoke of the necessity for an:_adequate shelter that vol,unteer workers�
� could use as an_operating base during:a nuclear attack. He .said there was a
steel building opposite the U. S. Ply;�vood,plant that could be used, and it was
such a building that should be built in,the City of Redding. There would be mat ch-
ing funds for financing such construction, 50°jo local, 50°jo furnished by the U. S.
government.

$20, 000 was the estirnated figure to construct and furnish a 20 x 100' bomb
proof building, tested by tlie Atomic Energy Co�mmission. He stressed the
fact he felt,a moral obligation to acquairit people with the situation; that while
we are ideally�situated'in case of a disaster, there was the danger of fallout;
however, this area would receive thousands of evacuees in case of an emergency
and we have.the,revacua.tion:routes. Thatwhile,w.e should. try to-eliminate-wars,
we .sliould.hav.e an alter.native.in case of war.: � -� . -� � �-
Councilman Moty asked regarding a full time director of Civil Defense, with
joint effort of C�.ty �.nd County. It was :r�equested'that proposal sh'ould be pre- �
sented to the three political entities for joint participation.
Dr. Maxtin stressed the vitalness 'of this issue at this time, that.the ;communist
conspirators, do �not: change their plans and we will only aid their eonspiracy if we
bury our heads in the sand.
City Manager .Cowden, Director of Civil Defense for the City of Redding, was
requested to contact the County, tlie City of Anderson, Earl Miller and Don
Bertucci to explore the possibility of joint participation in a Civil Defense
program. . .. ,

REQUEST TO A.DVERTISE FOR BIDS - Capital Imp. Muni. Airport
City Manager Cowden submitted a meino to all councilmen dated June 1st •
entitled�"Request for authorization to bid for:the `construc.tion of certain capital
improvements at the Redding Municipal Airport".
This mgmo outlines t�e proposed irriprovements in accord,a.nce.with a memo dated
�/ March 8th.frorn �the_City 1V�anager entitled "Plan� for the construction of certain
�/ ?7 capital improvements at the Redding Municipal A.irport;� and a memo from Richard
Ward dated March 7th entitled "Redding Municipal Airport, 10-Unit T Harigar
and other improvements".
City Manager Cowden's memo dated June lst reads in part: "A.ttached to the
Citp Erigineer�s memorandum was a map of the portion of Redding M.unicipal Air-
port showing.the proposed ixn-pro�vements. The map was eiztitled "Muriicipal Airport
Facility Expansion Plan No. 625". The proposed impr.ovexr.zents were marked "A",
"B" and "C". The portion of the improvements on the map marked ''A." included
the cost of the construction of the propos.ed teri place ''T" hangar. .and.the paving
of the proposed.tiedown area. The portion of the imp'rovements on the map marked
"B" included the proposed improvement of the existing .tiedown.area by:surfacing
the area. The portion of the map marked. "C" included extension in a northerly
direction of the existing tiedown area and the improvement of the extended tie-
down area. ' � �
The partic'ipation,of the Cities of Anderson. and Redding and the County of Shasta
in the cost of these improvements was discussed at the meeting of the three
groups which was held on March 27th. At that meeting Redding Mayor� C. B.
Puryear, Shasta County Supervisor Jonathan Tibbitts, and Anderson City
Councilman Del Withee.were appointed to further investigate this conternplated
project and to mak� a recommendation to .the three bodies at their next meeting
which was held on Monday, May 29th, 1961. A.t this meeting all three bodies
unanimously approved participation in the cost. of�these improvements wi:th the
City of Red�ding to pay 45%� of the cost, the County of.5hasta 45°jo of_the cost, and '
the City of Anderson:10°jo. of the cost. " , _.
The memo advises the contemplated improvements can be completed for a sum
of $62, 000, the City of Redding by force account to do as much of the site pre-
paration as'possibLe: Because.the improvements are vitally needed, i� was
. requested the City Couricil authorize .the Gity Engineer to advertise for bids for_
the impro�verr�ents,and to complete the.work at the earliest poss,ible.time._ ,

Charles Hall, Chairman o�f the Airport Commission, requested Jos. Patten,�

It was Mr. Patten's contention costs could be reduced some $15, 000 to $20, 000
by reducing the-base of the paving, subs�tituting seal coating, and_the-:elimination
of the paving of the tiedown area. He suggested that`�perhaps there had been a
"slight overdesign" and recommended that alternate bids'he requ.ested with re-
evaluation when bids were received.

Engineer and proposed these suggestions be given to Mr.-.A.rness �or.review with
Don Chamberlin, Shasta County Director of Public Works for report and recom-

on the "Structural condition of the apartment building owned by Della Murray,
located at 1104 Tehama Street, which was destroyed by fire a.t 3:20. A.M. May -���

The memo states "This report is being made to the City Council at this time in
order to acquaint the general public with .the importance of the City�s. excellent
program of recommending the abatement of subs.tandard structure.s".
Report of substandard structures will be submitted by the. Building Department
and the Fire Marshal within the next two to three weeks, Mr. Cowden advises.

City Engineer Arness advised preliminary plan and estimate for an irrigation
system for the Redding Park area had been prepar.ed .at an estimated-cost. of

City Engineer Arness advised thirty-three cards had been sent to property owners
residing on the south side of Parkview Avenue regarding their participation in
a complete street program. Eleven cards hacl been returned approving the pro-
gram, �six had opposed the pr�ogram. � '
Mayor Puryear suggested that personal contact be made with owners of subject
propert'ies and the City Engine�er spoke of scheduling an informal session to acquaint
the owners of the proposed plan for a complete street improvement program for
Parkview Avenue.

REGULATING S.WIMMING P��LS
City Attorney Redmon presented a proposed ordinance regulating swi;mming
pools in the City of Redding, and councilrrien-concurred it was a reasonable and /[f�
very fair ordinance.

In a commizriication dated M�.y'22rid, Mr. .Ovid Holrnes,� Chairman,of the Recreation
and Parks Commission, advised they had, served as �an Advisory Street Tree
Committee for one year, and now feel this work should be undertaken by a
separate arid special Street Tree Comrriittee; whose only-concern would be
to work toward a complete street tree program for the City of Redding.
� Speaking from the floor, 'Mr.:�Holmes advised this c.ommittee, if formed, I
