The Vote: Unanimous Ayes. Commendation - Police & Fire Departments Mr. and Mrs. James J. Essex expressed their sincere gratitude and thanks to the R.edding Fire Department and Police Departnient for their speedy `. action and willing response to their emergency call for aid when their infant son choked. "The help of both departments played an important roll in �Uv saving our son�s life", the letter states. "Su.ch.action as you showed in this situation may be considered by many as routine, however, we can witness the fact that a lesser degree of concern by our civic organizations, such as yours, would`many times (and possibly in our sonls case) prove fatal. Redding' should be proud of�your fine wo�rk.�" ,. � � Re Sho pin� Center Development Mr. and M:r_:s. Leslie Dahl, 491 South Street, wrote-they would li�e to correct a statemerit. that was accredited` to them' at a recent meeting of the City Council. "I would like to take this opportunity to state, that in my ��L opinion, the city. officials were both considerate and fair to us in regards to the� zo�ing problems that arose in connection with� the proposed shopping center project located near South and Athens 5treets . " 275 Public Utilities Commission - Greyhound Fares The Public Utilities.Commission announced a further public hearing to be ��''��'�, held June fith in.San �'rancisco in the matter of the application of Greyhound Corp. et al for increase.in fa.res. Presentation - Richard Wood, Landscape Designer Mr. Ric�iard Wood submitted a cost estimate on landscaping of the new City Hall area on,Parkview Avenue and the Water Tower area; and illustrated . the landscape plans by a detailed drawing. . In his cost estimates submitted May 12th, Mr.. Wood stat es: "The above cost estimates are ba,sed on materials only. It is.assumed that the city work crew would supply the necessary labor and equipment needed. Plant material costs are based on the lowest cos�t as _requested from three nurseries : The irrigation system is. only an approximate estimate as the system would have to:be designed in full before accurate costs could be de- rived. " � Estimate of cost for stakingtrees, :the irrigation s.ystem, gras:s seed and ��� concrete mowing strip fo.r the area from the .A:. The expediency of planting the trees, as soon as possible was discussed�and Mr. Wood stated if trees were watered, they shou.ld live. City Mariager Cowden stated money as recommended by the Parks and Rec- reation Commission for the landscaping of the water tanks was included in , the preliminary.budget. The Vote: Unanimous A.yes. , � _ .. � � � . � �.. , , �. � Salary Increases - Fiscal Year 1961-62 Under date of May 12th, Earl Phillips, President of the City of Redding Employees' Association, submitted a letter (as directed by the Employees� Association) on the problems of salaries, adjustments and increases in the light of the report "Salary Recommendations for Classified Employees, of the City of Redding" prepared by the City Manager. The letter states the Report indicates two inequities:� One, salar,ies are only to be considered for all exnployees every two budget years and, two, the cost of living index has risen two and one-half percent in the last two years. "Under thes e conditions the adjustments upwards of 5% in two years only equals the increased cost of living and does not constitute a raise in salary for merit or incentive service,." the .lette.r explains. ,. He then detailed the reclassification and adjustments as recommended in the Report as compared to the equivalent average reported in the salary . survey of fifteen cities as conducted by the City Manager and the Director of Finance. The letter concludes: 1°Again the Association appreciates the re�ommendations of the Manager and wishes at this time to endorse A.Tte.rnate 1 as presented and to further request considerations and granting of the following: 1 . Grant a straight.five % salary increase to all employees as merit, and "�J� incentive pay and as an increase of cost of living adjustment for the past two years and the next two years . 2. Grant fifteen working days vacation time annually for employees of over five years service. 3., Grant tW.enty working days vacation.time annually for employees of over fifteen years service. � ; As, free citizens and�,faithful employees of..the City, . we,feel.that the:above requests are well within the realm of reasonably equitable adjustments to sustain us in doing a job well done and contributing.to the welfare of the community in a progres sive and fruitful manner. D. , advised the Edwin Fleischmann,�Report on Water Rates dated A.pril 20, 1961, had been received and studied by the Water Committee; It was their recommendation that City will be able to continue the water service we have and augment. the growtli of the water supply by a reduction of some $30, 000 per year in revenues; `that it would be'very equitable and very reasonable to afford some relief to the large users of water who were being unduly taxede Councilman 5imons stated it certainly seemed a reasonable thing to do; that City could well afford to cut down some of their established rates to afford relief to ��j the larger users of water. Councilman Moty suggested the minimum charge for water be raised $l . 00; . Councilman IVlartin�said basically this' would be correct, the question was, would it be expedient. ' - '. Councilman Fulkerth was in accord with Mr. Fleischmann�s recommendation tlie water improvement program be spread over a twenty year period in view of the inequities and inequalities to th.e larger users of water. "I approve� his recom- mendation" he stated. , � , , � : Mayor Puryear concluded the discussion by:s.tating the're was a definite iriequity in the water rates and the proposed red'uction would save the citizens of �2.edding about $30, 000 a year. "I think this is a substantial sum" he said. Councilman Fulkerth, too, questioned the necessity of this purchase in view of � the minor collections that were .taken in compared with the _collections- taken by the City Clerk or City 3'reasurer, neither department having ever .had a register. � . Zso Councilman Simons favored the better procedure with the use of a cash register. "I am firmly convinced this is good; we are using.public funds and this is pro- tection to the person handling the funds" he sa�id. Councilman Mot}r said that because something in the past had not been done was no reason why better business procedure should not be enco.uraged .at .the present time.
