George C:, Kallerup, 2586 Churn Creek Road, Enterprise, requested council consideration on the annexation of th�eir property to the City of Redding.- The'back line of their property is on the present city °2G�f limits, bordering the Meek Lumber Company. ' They plan to construct an eight unit apartment building and a small commercial building at the front, providing'this area can be contained in the city liinits. The Vote: Unanimous Ayes. 263 Re Airport Survey, Special Election Mrs. Vera Haddon, 2800 Yuba Street, protested the spending of $3, 000 for a survey of the�Benton Airport and questioned the holding of a special election'this fall as an additional unnecessary expense. The City Clerk:was directed to write to Mrs . Haddon regarding the special bond election to be held this fall. ! �~ Fencin� of Swimmin� Pools � Mrs . Jeanne Bradshaw, Corresponding Secretary of the Redding Branch I �� American Association of University Women, stated their support of a proposed ordinance that would require all swimrriing pools in the city be fenced arid locked againstu.ninvited eritry. ' , Public Utilities Commission Decision , U Decision:No. 61869 of the Public Utilities Commission approved the � / � application of the Pacifie Gas and Electric Company for a� order authorizing applicant to perform and carry out the provisions of agreement dated August 15, 1�60 with the City of Redding. � Parking Commission Recommendations - Clyde W. Rann, Chairman of the Parking Commission submitted the recommendations of the Parking Commission dated'April�26, 1961 . This would establish a o�e hour parkinglimitation for five parking �'') spaces on the south side of Placer Street commencing from a setback � - point on Placer Street at its intersection with Continental Street. Establish two more unloading zones on the east side of the 1500 block . on California Street between Yuba and Butte Streets. Eliminate parking on tYie west side of Center Street (1700 block) and establish diagonal parking on the east side. The Vote: Unanimous Ayes. � Recreation and Parks Commission Recommendations Lands cape •PTan - Richard W ood Mr. Ovid Holmes, Chairman of the Recreation and Parks Commission, „ advise�°the landscape_plan of R'ichard Wood for the area of the two � �L water tanks on Foothill Boulevard had been reviewed by the Commission and approved. A budget figure of $420. 00 had.been submitted in the 1961-62 budget request, and it was their recommendation the project be commenced and carried out as funds are made available. Deferred to Budget sessions for 1961-62 fiscal year. Redding Wranglerettes The Commission recommended the Redding Wranglerettes be permitted to use the unused area near the Sewer Disposal Plant. Bull A letter to all councilxnen dated April 27th from Charles Bull, Redding Yellow Cab Company and Hertz System License.e,..advises the conditions with r.efererice to the ground transportation facilities at the Redding Municipal Airport have steadily grown worse and the limousine service �lff'� provided to passengers. arriving and depar.t�in-g.�.�: via commercial airlines ��L� at the airport must by necessity'be reduced. or pos.sibly abandoned. His letter states "This would definitely not be�in the public interest and this step will be taken only if I am forced to compete with the illicit com- . petition we are confronted with by the Hackett Redding Cab,Company. � The Hackett .Redding C.ab meets all incoming Pacific Airline _flights and brings passengers in to town which would. ordinarily ride the limousine. The Redding Cab driver solicits the incoming passengers and will bring these passengers, and has done so, in to Redding for the same fare as that charged by the li.mousine. At the present time we are forced to take a Yellow .Cab out to the airport in addition to the limousine to meet the incoming flights in or.der that we a.re in a position to.compete with this untenable situation. " 265 He then advises limousine fees are set by the Public Utilities Commission and should the public be forc�d to use cab service, it would be considerably higher as it would be necessary to charge� the regular cab fares in order to make it�profitable. ' - � ' � He then briefs his plan to inv_est a �consi:derabl�e sum of money for facilities for servicing his rental vehicles at the airport, �stating the location of thi.s facility was. not of prime importance. However, he would �want the situation at the airpo.rt clarifi`ed as� to who is' going to be allowed to,operate not only rental vehicles but the ground transportation at tlie airport befo.r`e he could deem it-wise to. make an investment such as he ,,e;o,n�templated on. ' Hackett, not only' r'ep'reserited A.vis, `but`His own car's. �He�then said he . was reluctant to ask for an exclusive franchise, but there was no real necessity for taxicab service at the airport. � Mr. Lee Lopez, attorney for Mr. Hackett, Redding. Cab Company, said 'there were two p'roblems. One, that Mr. $ull would build, certain � 'faciTities only if he were`giveri`an exclusive,` two; Mr. 'Bu11 wants and requests exclusive right to offer taxicab service at tlie Municipal Airport otherwise he would withdraw certairi services. � Elaborating on these points, Mr. Lopez said Mr. Bull disliked competition, called it "illicit", however Mr. Hackett had the .same right as Mr. Bull. That Mr. Hackett had applied for a per'mit from the Public Utilities Com- mission to render limousine service. "This 'is � matter of.public interest, public concern" he concluded, "people have free choice; the}r can use the limousine, or the cab. " Mayor Puryear referred this subject to the City Attorney, requesting him to prepare ari o"rdinance fo`r couriciT consideration tliat had�''.teeth.in it", an ordinance,that would control the operation of taxi cab servic.e. In the interest of time and econorriy the�'Parking Committ�ee �w'ould, at this timp, propose to investigate a new approach to the solution of the parking problem iri downtown Reddirig. ', � � ' ' As you must know, tlie proposed parking district has' come 'to a bottle- neck because a very large property holder has been financially discriminated against by a law that would appear to require testing i�n th`e courts. 266 Also, it�has come to the committees attention that the proposed parking district would require approximately 10°jo of the bond worth just to process these bonds. The figure in question would be about $60, 000. Considering these two factors, the committee would like to propose a "pay as you go plan" on direct city financing� using meter revenues alon.e.to pay for off street.parking. We. feel sure that�the following program will make city parking self-sustainirig. Si nce the meters are now showing an annual yield of .$73, 000 less $28, 000 for main- tenance and operation, leaving.$43, 000, we feel that the remaining .$463. 52 cbuld easily be`made up by the meter revenue on the new lots . After five ye;ars the F.irth property wi1T be paid off allowing $20, 879 to be applied annually to the city�loan. This plan should be;considered�.even more.feasible with the��knowledge that,the meter revenue has been �increasing 10% per year under the present system. Some of the other factors motivating this new approach was: a. Under the district and bond plan the district is� legally bound to keep . meters on the lots for the next 20 years. b. Under the "pay as�you go" plari, financirig is extended over� 10 years and - � the city may at its own option u.se some other method of financing parking should met ers prove.unpopuIar iri any location in the future. The foregoing figures 'show everything except the Breslauer property. V e rec`ommend that'the City Attorney send a letter to the owners of both the Breslauer property and the Mieske property (tliat property considered for parking 'only) notifyirig them of�the city's intent to institute condemnation proeeedings. Request for Water fo.r Irrigation Purposes Mr L R. Thompson, 1Vlanager�of Lake Redding Golf Course, stated the area developed as a golf course was an attractive asset to the city, getting usage from both local people and the traveling public. . There was a high operating cost because of the large water requirements to keep the turf in proper condition, and the cost would increase as the weather became warm- er. The water used for irrigation is from the regular city system,. is treated water utilizing the City's storage and treating facilities and must be. paid for in accordance with the regular city rate schedule,; however, the cost _ is excessive for their type of use and would discourage future development of this type of business within the city limits .of Redding. The letter continue,s`.` "Since we do not require the water of the quality that �� � � is needed for domestic� and commercial consuinption, but only raw untreated water�for irrigation purposes, I would like also to ask your consideration for furnishing ,us .with.raw water direct�ly, from the river at a. reduced rate. :Fortunately, we ar,e sxtuated so that this is entirely possible by utilizing the old Southern Pacific pumps and pipe lines, which r'un right along the easterly boundary of our prop'erty. " We could then either use . this water directly into our sprinkler system or we could use our water hazard pond as a distribution reservoir and pump out of that into our sprinkler system. ': , ' Spe.aking from the floor, .Mr. Thompson said his April water bill was $1.34, and during the summer months three times more water would be used. R.e Sewerage Treatment Plant A communication from the California State Department of Public Health, ,� �� Bureau of Sanitary Engineering, dated April 28th was received, together with "Redding 5ewage Disposal Study, 5ummary and Conclusions . " . 2 68 The report shows the sewage discharge causes significant increas.es in coliforrn bacteria counts in the 5acramento River at all seasons of the.year. The bacteriological sample courits in the river change from a few hundred at the Highway 44 Bridge to several hundred thousand just below the sewage discharge, and this discharge of sewage bacteria is a threat to the health of many people who use the water downstr.eam. . Acting City Engineer Ward was directed to make a estimate on costs ; of improvement as recommended. Resi�nation - Airport Commission Mr. Jack G. Fiss•ori.submitted his resignation as a memb�er of the Airport �G � Commission due to pressure of business: AIRPQ�RTS USA.GE SURVEY Mayor Puryear opened the discussion on the Airports Usage Survey. Councilman Moty stated he had first expressed his doubts on the worth of the survey but now believes it is necessary:and a good thing.. . . . . . /��' Councilman Simons concurred with this statement, saying that it would be wise to j��' have an experienced company make the survey to get .the best information possible. • Councilman Fulkerth said in his opinion people were entitled to know the truth. In summarizing, Mayor Puryear said he had, talked with personnel from Lockheed Air Terminals, Burbank and Quinton Engineers, Lt.d. , Los Angeles and.was convinced they wouid do a survey that wa� unbiased, unemotional, factual and essential to the best interests of the people of the.City of Redding. - _ � MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth to authorize the City Attorney to prepare a contractural arrangement_wi_th Lockheed Air T,errninals .and Quintori Engineers, Ltd, for an. REQUEST TO ADVERTISE �F'OR BIDS - Village Shopping Center A memo dated April 28th from the City Engineer advis ed a building permit had been issued for the construction of a'�building to be occupied as a branch "of the Bank of America, and was the first unit to be constructed in the Village Shopping Center. ' In explanation, Mr. Ward advised there were no sewers east of the A. C. I. D: ��(, canal; that drainage was adequate at the' present time for the residences of th'is area, however as the shopping center developed there'should be better disposal as the more construction in the area, the more chance for contamination. The proposed pl'an would be the installation of a sewage l�ift s'tation arid a�trunk sewer line from the pump over to South Street; service would then�be'made avail- able to people in the Kutras Tract. Estimate of cost $45, 000. 00, which funds are available `in the Surplus-Sewer Extension and Repl'acement Fund, Account UG- 270 Unappropriated Surplus.
