The special meeting of the City Council was called 'to order by Mayor Puryear with the following councilmen present: Fulkerth, Moty and Puryear. Absent: Couricilmen Martin and'Simons. Also present we�e Gity Manager Cowden, Director of Civil Defense, and Robert Stewart, Assistarit:Director of Civil Defense. '. Mayor. Puryear advised the�busin.ess to be transacted at this special meeting was regarding Civ.il Defense Alert Exercise and requested the Deputy City Clerk to read the following Proclamati�n: (Mock) Proclamation of Existence of a Disaster (By. City Council, City of Redding, California, for Alert 1961 Exercise) WHEREAS, �Qrdinance No. 603 of the City of Redding empowers the City Council to proclaim the existence of threatened existence of a disaster when said city is affected or likely to be affected by a public calamity; and WHEREA5, said City Council has been requested by the Director of Civil Defense and Disaster of said city to proclaim the existence of a disaster therein; and WHEREAS, said Gity Council does hereby find: That conditions of extreme peril to the safety of persons_and property have arisen within said city caused by ENEMY ATTACK; and /� � That the aforesaid conditions of extreme peril warrant and necessitate the proclamation of the existence of a disaster. -" NOW, THEREFORE, IT IS HEREBY PROCLA.IMED that a disaster now exists throughout the said city; and IT IS FURTHER PROCLAIMED AND ORDERED that. during the existence of said disaster the powers, functions and duties of the Director of Civil Defense and Disaster and the Civil Defense and Disaster organi- zation of this city shall be those prescribed by state law and the ordinances, resolutions and approved plans of the City of Redding in order to mitigate the effects of said disaster; and IT IS FURTHER PROCLAIMED AND QRDERED that said disaster shall be deemed to continue to exist until its termination is proclaimed by the City Council of the City of Redding, California. The Vote: Unanimous A�yes . 261 � Mr. R. V. Stewart, Assistant Director of Civil Defense for the City of Redding, advised .the. City of Redding�is -tak'i'n°g part in an exercise referred to as "Nation- wide Alert 1961": . All Civil Defense organizations, including City, State and National entities are participating. The purpose of the Alert is to test the efficiency of the Civil Defense A.gencies. Our exercise concerns evacuees coming into this area: We are experieneirig no fall out. or direct s.trike. Shasta County has offered their control center at the Court House and pre positioned envelops wiJ.l be given to direct operations. In general .discussion, councilmen.coneurred that the local press could do a public service by compiling and printing specific information fo'r :c�o.urse ;of action in case of Civil Defense emergency. Mr. Stewart suggested facts be compiled by,:Shasta County Givil Defense Coord'inating Gouricil and distributed to the press. There being no further business, the meeting was adjourned. APPRO. .
