Mr. Albert Peters.on, President of the Redding Stake Church of Jesus Christ Latter Day Saints, gave the invocation. The meeting was called to order by Mayor Puryear with the following councilmen present: Fulkerth, Martin, Moty and Puryear. Absent: Councilman Simons. Also present were City Manager Cowden, City Attorney Redmon, Acting City Engineer Ward, Director of Finance Courtney, Purchasing Agent Stewart, Superintendent of the Electric_ Department Dais, Associate Civil Engineer Lang, Principal Engineering Aide Hastings and Senior Engineering Aide Russell. Alwood APPRQVAL OF MINUTES MQTION: Motion made by Councilman Martin, seconded by Councilman Fulkerth that minutes of the regular meeting of April 3rd and special meeting of April 7th be approved as mailed to each of the councilmen. The Vote: Unanimous Ayes . COMMUNICATIONS Proposed Legislation ACA 42 The Shasta County Board of Supervisors, Henry F. Ke.efer, Chairman, advised their group had reviewed Assembly Constitutional Amendment No. 42: Prop- erty Taxation - Assessment of Dams, .and had gone on record as vigorously �7� opposing this amendment. They urged the City of Redding to pass similar resolution opposing this amendment and to so notify the State Legislature of � this opposition. The City Attorney was authorized to check Assembly Constitutional Amend- ment No. 42 and if action was urgent to notify .individual councilmen that necessary action be taken prior to the next council meeting. Request of R..E>: T:5. Committee � Mr. Ted Garlington, Manager of the Redding Chamber of Commerce, advised the R.A. T. S. Committee would like to take over the painting of two sides of the disposal cans .distributed throughout the .downtown area, keeping them painted;in attractive pastel colors with reminder of coming special days, such . as Mother's Day, Father's Day, Rodeo Week, , etc. There would be no com- . � mercial advertising. . l��z. Report. - Shas.ta County Boundary Commission Copy of the. Shasta County Boundary. Commission�s report.on the proposed annexation of uninhabited .territory known as the "Mistletoe Elementary �'s3`� School Annexation" was submitted by A. Ray Taylor, 5ha'sta County Clerk. Pony League Mr. Don Phillips, Chairman of the Pony League, thanked council for their 251 cooperation in making it possible to have the Pony League field..put in ��� � such excellent condition to begin their competitive games in May, and ' enclosed a schedule.for the 19.61 season. Request of Asphalt. Cowboys - West Coast Shows E. G. Albertson, Exalt�d Puncher of the Asphalt Cowboys; advised they are sporisoririg the Wes`t Coast Shows, Inc. on May 29th to June 4th inclusive, to be held at Lake Redding Park, funds to be used for community betterment. They asked council for a waiver of the carnival license and any other applicable permits and fees; one police patrolman per night for �5olice protection at the car'nival grounds and the furnishing of water connections `at the site. Councilman Martin said he would like to point out that a waiver of fees is � a donation; that public funds are being donated �o 'private endeavor; He ., � suggested a regular procedure.be set up to investigate organizatti.ons as �-� some day it would .be necessary to` draw the lirie; that City should ask that organizations present their l�udget showing expenditures of previous years before any requests of,this nature be considered. Re Proposed Swim Meet - May 13th and 14th � The Recreation and Parks Commission, Ovid L. Holmes, Chairman, in a communication dated April 6th advi.sed they had decided not to recommend that City Council back a proposed invitational 5wim meet on May 13th and 14th; and listed their reasons for this decisi.on. Lacic of personnel and firiancial obstacles were t.he main objections. �; � Mr. Jack Rodgers, President of the Redding Swim Team Boosters Club , requested council permission to use the Redding Plunge for a swim meet May 13th and 14th; .th,ey would like the pool filled immediately in order to take advantage of the warm weather, the club would help out b�y setting up the judges stands, officials s"tand and the. blea'chers .' " Speaking from the floor, Mr. Rodgers advised the club had spent six hours . cleaning out the pool, they would sand the bleachers and do anything the Parks and Rec.reation Commission requested them to do. Recommendations of the Airpo'rt Commission � ' The Redding Airport, Commission, Cliarles Ha11; Chairman, under date �/ � of April 13th, advised they liad discussed the p`ossibility of recommending � to the City Council the employment. of a consulting engineering firm to make �� an airport usage survey. of_Redding Municipal A.irport, Bent.on A�irport and Sky Ranch in order that objective information be made available when a dec'ision is rriade regarding the retention of Benton Airport, or .that the property be sold for;:development by private capital. � 7 F 252 Following,the Mareh rneeting of the Airport Commission, City Manager Cbwden had contacted a number�of engineering firms. specializing in this type of work, and obtained from them an indication of their professional fees . At their April meeting the proposals were reviewed and it was obvious the firms had envisioned a survey beyond the scope the Commission had deemed necessary. For this reason they had again asked the City Manager to again contact the firms submitting proposals and discuss the ,scope of the intended survey that they may submit an amended proposal if they so wished. It was their opinion the sum of approximately $3, 000. 00 should be allocated by Council for this purpose. There >.was considerable discussion on the necessity of obtaining this expert opinion on the ultimate usage of Benton Airport. Mayor Puryear indicated this would be an unbiased, unemotional report; that City was thinking in terms of property valued at between a milli:on and a million and one half dollars. Councilman Martin questioned the spending of this proposed sum as "a perfect waste of money" as the answers would be predicated and precon- ceived: Councilman Moty said he thought it would be an insurmountable problem to get this information to the people in order they make sound judgment at the special election to be called this fall. Councilman Fulkerth questioned the legality of obtaining a survey on property outside the city limits (Sky Ranch); the City Attorney Redmon said it would be legal as .the survey had a definite bearing on the question whether the City should, or should not, retain Benton Field. City Manager Cowden said that fact s would be obtained by the survey, no conclusions, no recommendations. The survey would be made available to the people..and anyone could evaluate it. , , Mayor Puryear directed the City Manager to call a special meeting of the Redding Airport Commission to meet with councilmen at either a breakfast or luncheon for further discussion of this matter. . ; , < < . R.e Tie Down Charg.e - �t.edding Municipal Airport The Redding Airport Commission made the following recommendation at their meeting held February 16th: , , A $5. 00 monthly tie down charge be established at R.edding Municipal Airport _ ���, A charge of $1, . 00 for the first night and 50� for each consecutive ' night thereafter, not to exceed $7. 50 per month. MOTION: Made by Councilman Moty,..seconded-by Councilman Fulkerth the� recommendations of the Airport Commission be adopted for tie down charge, Redding Municipal A.irport , effective when the tie down area is paved. Bull � City Manager Cowden reviewed the�r`equest of Charles Bull; Yellow Cab Company, for a lease agreement with the City for a plot of land at Redding Municipal Air- port on which he proposed to erect an office building and facilities for servicing ,./ his rental vehicles. That he further planned to install two ten thousand gallon � 17� underground storage tanks . Mr. Bull advised that tentative plans had been submitted� to Charles Hall, Air- port Commission, however there would be minor revisions should there be a change of location for this building as propos ed. ' � � , A tentative location west of the administration building, near the residence of ; Burt Train was proposed. It� was requested a field trip be arranged, and a de- finite recommendation for the location of the buildings be submitted to council for appropriate action. ' City Manager Cowden submitted proposal of Dunn-Gardner, Janitorial Contractors, for janitorial service in tlie �Pol'ice Department arid Council Chambers� building . That it was his opinion the City had the right to enter into these exclusive contracts in 1957.
