Resolution.No:..27..98- on� file.,in the. office,,of the City;Clerk. . . . ,, CITY HALL - Shasta at Market Streets � . . � . • , � G L Councilman 5imons, Building Committee, was reques�ted by Mayor Fleharty to � work with Councilmen Pur.year .and-Fulkerth and submit recommendations on �Ic J Police De.partment quarters in the present city hall building. , - � � REQUEST - Carnival ° The 5hasta County Sheriff's Posse requested council approval of a carnival to be sponsored by them on April 18th through 23rd, preferred location in the Benton �-Z Tract; they are willing to pay all the regular fees, and funds raised would be used to defray some of the expenses incurred during Rodeo Week. (Royal West and Golden Gate Carni.val). Councilmen approved the request of the Shasta County 5heriff's Posse;to hold a carnival on April 18th through 23rd, subject to the condition there is no conflict with activities sponsored by the Asphalt Cowboys. BUILDING COSTS Dr. Martin, referring to an article in the Record Searchlight regarding costs of building in the country in contrast to building in the city, stated he felt this %�� cast an unfortunate light on building construction within the city; he suggested an official statement be prepared showing the other side of the picture. City Attorney Coshow said that building costs, properly analyzed, would show far less for construction within the city over a period of ten years . MOTION: Made by Councilman Martin, seconded by Councilman Fulkerth a s:tatement of policy, and"analysis of costs, be prepared comparing costs of 210 building in the city v:s, the county, the services rendered and other variable considerations. APPQINTMENT TO COMMITTEE - Chamber of Commerce City Attorney Coshow advised he had been appointed to the Annexation Committee of the Redding Chamber of Commerce. ��� USE OF PUBLIG PROPERTY � Councilman Furyear advised that Cleverdon Company was using a great deal of public property (in the Benton Tract) for the storing of equipment, and suggest- ���7 ed a plan be worked out with them to receive rental. `� City Manager Cowden will submit report and recommendation at the next council me eting. � WATER TREATMENT & PUMPING PLANT City Engineer Ward introduced Ray Layton, Consulting Engineer, George White, Wallace and Tiernan Company, Roger Peterson, B: I. F. Industries, Lafe Stapp and Howard Rosenberger, Fred J. Early Company, General Contraetors, and Jack Slater of C. D. Drauker Co. , Inc. , Redding Industrial Electric Contractors . Mr. Ward advised this meeting between council and the contractors and sub- contraetors of the water pumping and treatment plant and the electrical control equipment had been scheduled that everyone be given the oppor�unity to•convey their opinions to council and hear the City's side of the problem. In briefing the problems involved, the City Engineer advised the constr.uction of ���-� these facilities had been completed on May lst, giving nine full months operation to the plant; that he thought problems existed with the equipment but was unable to be certain until the water was of a condition requiring treatment, which did not occur until early in December. He was of the opinion some of these problems were the city's and perhaps the city had not pursued them as diligently and thoro- ughly as they should. This he felt was due to a lack of interest by persons running the plant and due to lack of basic training necessary for the operators of the plant. That basically there were two questions: Who has the respor�sibility of salving the problems, and (2) how can they be expedited to be solved. That under the ordinance, the city engineer had no authority over this plant, that he was third down the line. _ . Mr. Layton stated the design of the plant was sound, that he.felt:he,only erred in not having closer contact. Automatic operation of the plant was possible through education of employees and subjugation of their present fears. ' Representatives of the various companies spoke on their interest in the success- ful operation of the plant, and Mr. White of Wallace and Tiernan said that they, as manufacturers were delighted if the city took as much interest as tliey, the - manufacturers, did. Mayor Fleharty said it was quite evident everyone was in good faith and he ex- pressed his regret it had taken so long for this problem to be�mutually studied. Mr. Jack Slater stated his company was willing to have him work on an hourly basis getting the plant in operation and educating the personnel to the operation of the plant; he was of the opinion this could be done working four hours a week. Mayor Fleharty requested a proposal for the hiring of Mr. Slater be presented , for council consideration, and expressed his appreciation for the interest shown by everyone at this meeting.
