Reverend Jack D. Stegeman, pastor of St. James Lutheran Church, Redding,
gave the invocation.
The meeting was called to order by Mayor� Fleharty with the following councilmen
; present: Fulkerth, Martin, Simons and Fleharty. Absent Councilman Puryear.

Also present were City M�nager Cowden, City Attorney Coshow, City Engineer
Ward, Finance Director Courtney, Purchasing Agent Stewart arid Planning
Director Evans. �

APPROVAL OF MINUTE5 �
MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that
minutes of the regu.lar adjourned meeting of January 3, 1961 be approved as
mailed to each of the councilmen,.....The Vote: Unanirnous Aye s.
COMMUNICATIONS
Senior Citizens of Shasta County, Inc.
In a letter dated January 4th, 1961, the 5enior Citizens �thank City �`��
Council for privileges and courtesies shown them during the past year
and for the cooperation of the Recreation Department. At present, the
organization has three hundred and sixty members.
Re Transfer Liquor Lieanse
Department of Alcoholie Beverage Control acknowledges receipt of � ��
protest against issuance of alcoholic beverage license to Jeremiah
' W. Twomey & Richard L. Porterfield� at 1437 California Street.
Department will notify C�ity of further developmerits. �
Request for Reassessment - Kriegsman Property
, Genevieve Simonds, City Treasurer, advised a request had b�een �/�—
received from S. A. Kriegsman, Jr. for re-�a.ssessment of Garden-
Olivia •Improvement #2, A.ssessment #6. 1 and Garden-Olivia Sewer

� papers and scheduling a Public Hearing for said re-assessment for

Request of Shasta County Health Dept. - Free City Code
Under date of January 4, 1961, Rachel S. 5androck, M.D. , Health ��/,
Officer, requested that City furnish the Health. Department with a
free copy of the City Code to enable the Department to enforce Statutes
relating to Public Health as ordered�by Resolution No. 1743.
MOTION: Made by Councilman Martin, seconded by Councilman Fulkerth
to accept request and provide the Shasta County Health Department with :3'�9
a free copy of the City Code. The Vote: U�animous Aye�,

Redding Redevelopment Agency - A.ppointments `
Mayor Fleharty recommended Bob Hill, General Contractor and

active young businessman, be appointed as a member of the Redding
� �
Redevelopment Agency to fill the unexpired term of Frank Plummer.
MOTION: Made by Councilman Simons, seconded by Councilman
���� Fulkerth approving_the appointment of Bob Hill to the Redding
Redevelopment Agency to fill the unexpired term of Frank Plummer.
The Vote: Unanimous Ayes.

Upon the recommendation of Mayor Fleharty,
MOTION: was made by Councilman Simons, seconded by Councilman
Fulkerth approying the reappointment of Jack Roberts to the Redding

Redevelopment Agency for a four year term. The Vote:

Master Plan - Lake Redding Park
A meeting was scheduled for Friday, January 27t1n at. 12:00 .Noon to
'��� discuss with Richard D. Wood, local landscape architect, the Master
"'� Plan for lands caping Lake Redding Park.

Mayor,Fl-eharty reported a discussion;with Harlan'Car"ter_ r'e his
property located North of the Sacramento River which is the last
remaining major parcel in that area not. included in the Pa'rk System.
He suggested that a current appraisal of the Carter Property and the
Diestlehorst Property south of the River and on both sides of the old

� Bridge, might be the s olution to the problem.

-'C'ouricilman Martin noted that a small parcel remains outside the Park

Area belonging.to the Benton Estate and is North of the. Carter Property
and South of the Road.
MOTION: Made by Councilman Simone, seconded by Councilman
Fulkerth authorizing the City Manager to employ Mr. Tom Linville
, to reapprais� the Carter, Benton and Diestelhorst Properties as
outlined. The Vote: Unanimous Ayes.
APPROVAL OF CLAIMS
MOTION: Made by Councilman Simons, seconded by Courici�man Fulkerth that

Warrant Register No. 13,_.warrant Nos. 5801 to 5899 ,inclusive in the amount
of $119, 886.40 be approved and paid; that Payroll. Re.gister No. 12; salaries
/C1� for the second half of December, warr��t Nos. 10, 096.,to 10, 287 inclusive
in the amount of $38, 384. 96 be approved with the exception of warrant #10, 09g.
Approval of warrant No. 1.0, 09�8 in the amount of $64. 5$ was withheld pending
explanation to Council -.by Director of Finance. Total .warrants paid $158, 271. 36.

CONSTRUCTION COST INDEX - Trunk 5ewer Charges
City Engineer Ward filed the revised constructio�: cost index indicating
the .following: Engineering News-Record, 330 West 42nd Street, New York 36,
New 'York - December 22, 19b0; Construction Cost Index - December, 1960;• _���
, San Francisco. . . . . . . .8.76.28. The �revised index pl�aces the trunk sewer
construction fee prescribed under Ordinance No. 613 at $313. 71 per acre'. �

accepting the revised construction cost index as filed. The Vote: -

EASEMENT - Crossing Canal with Sewer �Line � ' ' '' �
City Engineer Ward advised the City Attorney has prepared� an agreement for
presentation to the Anderson-Cottonwood Irrigation District for an easement� �-� �'
to construct a sewer line crossing the main Canal approximately fifty feet
North of Parkview A.venue. Agreement- is identi'cal to'orie prepared in 1952
by A.C. I.D. Att�rney for a similar easement. �,��
MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth
approving and authorizing the Mayor to sign agreement with the Anderson-
Cottonwood Irrigation District. The Vote: Unanimous Ayes.
PARKVIEW 5TORM DRAINAGE PROJECT
City Engirieer Ward .r-eviewe'd�tfie`'Parkview Storm Drainage Project. He
stated his opinion that a fifty-ei'ght foot street between curbs would be adequate
for the traff'ic volume. However, the minimum requirement of the Division
of Highways for a four lane street is sixty-four feet between curbs. In order
to use Gas Tax Funds, the City must have the approval of the Division of
Highways. Poles located on a Pacific Gas and Electric Company right-of-way � �^�
acquired in 1.917, would have to be moved s.even feet for a, sixty-four foot street.
Pacific Gas and Electric Company estimates the net cost of "relocation of fifteen
poles at $6, 000. District Manager George O'Brien advised the City would be
credited for salvage value.
MOTION: Made by Councilman Martin , seconded by Councilman Simons to
accept the report of City Engineer Ward. The Vote: Unanimous Ayes.
RES:OLUTION - Transfer of Funds Repairs & Alterations Muni Airport f„��
MOTION: Made by Councilman Simons, seconded by Councilman Martin that j f�,
Resolution No. 2792 be adopted, a resolution of the City Council of the City of
� Redding providing for a transfer of funds in the Budget from Account No. GA-270
Unappropriated surplus, General Fund to Account GA-285 Appropriations,
� Account GA-802-58, Airports repairs and alterations.
