The Reverend Clarence L. Williams, pastor of the Seventh Day Adventist Church,
Redding, gave the invocation.
The meeting was called to order by Mayor Fleharty wi'th the following councilmen
present: Fulkerth,. Puryear, Martin, 5imons and Fleharty.
Also present were.City Manager�.Cowden, City Attorney Coshow, City Engineer
Ward, Director of Finance Courtney, Planning Director Evans, Purchasing
Agent Stewart, Associate Civil Engineer Lang, Building Inspector Penix and
Superintendent of the Electric Department Dais.

AP�ROVAL OF MINUTES ,
MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that
minutes of the regular meeting of October 17th be approved as mailed to each
of the councilmen. The Vote: Unanimous Ayes.
COMMUNICATION5
Protest on Condemnation of Property
Mrs. Della Murray protested the condemnation of her property at 707
West Street, advising the house would have been removed several
�j.:i.�"� years ago if the land had not been rezoned R-1; when property was
purchased it had been zoned residential income, however after the R-1
j �� zoning variance to build an apartment had been refused four times.
Building Inspector Penix advised Mrs. Murray was naiv requesting R-3
zoning; that property would have to be rehabilitated, or the house torn
down.
Subject referred to the Planning Commission for rezoning report.
Councilmen were advised the Branscomb property, Trinity and. Con-
tinental Streets, had been brought up to standard with the removal of ' ` �
some of the houses, rehabilitation of others .
Request for Improvement of Hazardous Curb Condition
Reverend John O'Connor, pastor of St. Joseph Church, protested the �
hazardous high curb existing on Sacramento Street' adjacent to the
Catholic Church and commended the City Council�for the progress
being made to eliminate faulty sidewalks, curbs and gutters. He
.,�J f stated the church would be willing to assume its share of the costs
in the joint effort of City and property owners to make sidewalks
safe.
City Engineer Ward advised the curb was eighteen inclzes to two feet
high and it was difficult to park parallel; however, the job would in-
volve much nzore than the repair of the sidewalk as the sidewalk
should be lowered by about eighteen inches; it would be necessary
for the church to then repair a portion of the stairwells.
Mayor Fleharty asked the City Manager to schedule a joint meeting
of officers of the church, the City Engineer and councilmen to further
discuss this problem.

Recreation.and Parks Commission Recommendations
a. Retention of Large Trees in Downtown Redding
The Commission recommended that much thought and careful
decision be given to the wholesale removal of large trees in
downtown Redding stating the City can achieve downtown charm ,��j`�
to� go with our tourist attracting river and scenic mountains.
b. Re Professional Site Planner Lake Reddin� Park
The Commission recommended that a professional site planner
be engaged by the City to master plan the ultimate and overall
development of Lake Redding Park, stating this� should encom- .
pass the land on both sides of the river around Lake Redding ..
and up the river as far as the coiincil-cari envision�'Lake=Redding
Park as extending. `'' " � � � � � � � �

� Councilman Puryear, Parks 'Corrimittee,� stated he was much
in favor of a professional planner to prepare a master plan for
the park areas. �
c. Artificial 5pawning Grounds
The Commission asked they be eonsidered should the council
study the proposal of Joe Patten to construct an artificial -
spawning grounds in Lake Redding Park.
Mayor Fleharty arlvised that no proposal had been made to the
Council re this subject and the Recreation and Parlcs Commission
would most certainly be asked for their �recommendation before
council considered the subject.
The acquisition of river frontage property for park purposes was
discussed but no action taken.
Mayor Fleharty suggested that council meet with the Recreation and
Parks Commission for further consideration of these subjects .
Acquisition of Twomey 3'roperty �
Mr. George•Moty, Chairman of the Parking Committee, advised the
committee recommended that Council accept tlie negotiated figure• of
$20, 900. 00 for the ac�quisition of the Twomey property at 1437 Ca•lif.

Councilmen were advise�d there had been a reappraisal of this property
due to certain improvements on the back of property. �
MOTION: Made by Councilman Simons, seconded by Councilman Martin
the City Attorney be instructed to prepare the necessary papers for the
acquisition of the Twomey property at the negotiated price of $20,�900. 00.
The Vote: Unanimous Ayes. �
The City Manager was directed to prepare Notice of bid for the demolition
of buildings, to be advertised after the acquisition of the Breslauer prop�'-
erty: . .
City Attorney Coshow advised the Breslauers had not received their
appraisal report and negotiations would 'start shortly�following this receipt.
�arallel l'arking •
� Councilmen considered the protest of Dr. Otten on the establishment of
parallel parking on the s outherly portion of the west side of Akard Avenue �j�
between Cypress and Locust Streets. � '
It was reported that on ;individual tours taken by some of the councilmen
at various hours of the=day, adequate parallel park'ing spaces immecliately
adjacent to Dr. Otten's office, across the street and one block away had
be'en available. '

Councilmen discussed at length the advisability of doing away with
diagonal parking except at specific locations, stating the traffic hazard
was noticeably reduced with parallel parking. City <Attorney Coshow
advised that all City needed was .to enforce the present law.
MOTION: Made by Councilman Puryear, seconded by Councilman Fulkerth
, that City enforce the law with rega.rd to parallel parking. The Vote: �
Unanimous Ayes.
Mayor Fleliarty requested the Parking Commission.to survey the city
and submit their recommendation on areas they want diagonal parking
to be legal.
Re Formation of Board of Zoning Appeals
Mr. S. A. Kriegsman, Jr. , suggested that council consider adopting a
plan to appoint a Board of Zoriing Appeals; this would consist of approxi-
mately three men, preferably with planning eommission experience, to
1��� act as a Board of Appeals on zoning cases rather than the City Council
i i j acting as a Board of Appeals.
Planning Director Evans stated this was a practice in many cities in Calif.
and in mid-western states.
Mayor Fleharty directed Mr. Evans to. submit a review of the number of
appeals there had been over the last three years, stating if there were
only one or two it may not be worthwhile.

S chedule No. 178, Cable.and Wire, advising that low bidder was Valley
Electric Company of R.edding in the amount of $3, 562. 34, sales tax included.

City Engineer Ward advised the water line in Redding Heights was about 2/3
completed and would be finished in about two weeks .
REQUEST OF WESTERN AIR INDUSTRIES - Est. of Business
City Manager Cowden briefed council on the proposal of Western Air Industri.es
to construct a 32' x 60' all steel building at a cost of approximately $8, 000. 00
with improvements, � amortized over a period of ten years. At the end of the
ten year period they to receive first option for renewal of the lease of said
property, with buildings.and subsequent improvements, at a rental of $150. 00
per month.

In a memo dated November 2nd, City Manager Cowden submitted the recommend-
ations of the Air,p�r,t� Commis sion: '�
"Western Air Industries to be given an eight �year.ground lease in , ���;_
the industrial zone portion of the Redding Municipal Airport as re-
quested. This would mean, in effect, that their initial ground
lease, at no cost to them, including the improvements would be
amortized� in eight years rather than in ten years .
In return, the City would acquire any improvements made upon the
land at the end of an eight year period.
Western Air Industries would be given the first right of refusal to
rent the property from the City. However, the rental figure to be
determined in light of going rental rates at the end of the �ight year
period. •
Any structures placed upon the prope,rty would have to be approved by
the Shasta County Planning Commission.

The location of the building to be located as requested -but to be con=
structed on the south side of the cul-de-sac. " .
It was stressed that the building meet standards compatible to the zoning ordinance�.

Councilmen were advised by representatives. of Western Air Industries they
rented their aircraft to the Forest 5ervice with flyers, and were paid at a
fixed hourly rate. - However, -they"planned to get into�the aluminum alloy
and tanker installation business. �
Subject referred to the City Manager to work with Western Air Ind'ustries for,
drafting of a suitable agreex�zent; to be reviewed by the Airport Commission
before submittal to the City Council on November 21st. Mr. Evan� to attend.

REQUEST OF SHASTA ROADSTERS
Action deferred on the request of the•Shasta� Roadsters for assistance in im-
proving their drag strip at the Redding Municipal Airpart, ;pending computation
/���. of costs for this work by the Planning Director�and City Engineer....-T,lie Air-
port Commission will study this matter at their,November 17th;meeting and
submit recommendation for council meeting of November 21 st:� '
TR.AFFIC SIGNALS - Market and Pine Streets
City Manager Cowden submitted a memo dated November 2nd entitl'ed "Proposed
Installation of Traffic 5ignals at Certain Locations on Market and Fine Streets".
Councilmen were advised traffic studies conducted by the State Division of
Highways indicated that traffic signals should be installed at the following
��-3 locations: _
Location 1 Market and Saeramento Streets -
, Location 2 Pine and Sacramento Streets
Location 3 Pine and Butte Streets
I�ocatio'n 4 Pine'and Tehama Streets
The project was estimated to cost $20, 000 and would be financed jointly by .the
City and State; Major� City Street Gas Tax Funds could be used to finance a part
or all the cost of the project.
It would be necessary for -the City Council� to pass a resolution cancelling the
A. C. I. D, bridge project in order that funds be released for the signal project
!\`J i as well as for other major street improvement work to lie done later on as
� � approved by the City �and State; inasmuch as all of Redding�s available gas tax
funds were budgeted in-the prelixninary 1960=6�1 budget for the propos'ed bridge
across the canal. � � " , � � �
MOTION: Made by Councilman Martin, seconded by Councilman Fulkerth the
City Attorney be instructecl to prepare the necessary Resolution 'and the City
Engineer be authorized to fi�1e- amended project statement'with the State. The

ORDINANCE - Alley Parking
MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth
that Ordinance No. 643 be adopted, an ordinance amending Section 18-49 of
the Municipal Code of the City of Redding providing that vehicles parked in
the alley between Market and California Streets shall park on the right hand
side of the alley and vehicles parked in the alley between Market and Pine ��/�
.Streets shall park on the left hand side of the alley.

5QUTH CITY ANNEXATION
City Attorney Coshow advised council that suit had been filed against the City
on the proposed South City Annexation and he would appear in court on Sept. �'��`
21 st re this.
�ROPOSED AIVNEXATION - Hilltop Drive
Mr. R. H. Myers, 2491 Hilltop Drive, advised that he was anxious to annex his
property to the City and had contact property owners who also would like to annex.
He questioned whether he would have to wait to hookup to the sewer line if there
was 100°�o sign up for the annexation, as it was his intention to contact others. ,�C �

Councilmen were in accord there would be no objection to the immediate hookup
to the sewer line should petition for annexation be signed by 100°jo of the property
owners.
The City Attorney and City Engineer were directed to work out the boundaries
for this proposed annexation.
