The Reverend John Dowling, Assistant �'astor of St. Joseph's Church, Redding,
gave the invocation.
The meeting was called to order by Mayor Fleharty with the following council-
men present: Fulkerth, Puryear,, Martin and Fleharty. Absent: Councilman

Mayor Fleharty advised Councilman 5imons was attending the Governor's
Conference on Aging in Sacramento.
Also present were City Manager Cowden, City Attorney Coshow, City Engineer
Ward, Director of Finance Courtney, Planning Director Evans, Purchasing
Agent Stewart, Electrical Superintendent Dais and City Assessor Townsend.

APPROVAL OF MINUTES
MOTION: Made by Councilman Fulkerth, seconded by Councilman Puryear
the minutes of the last regular meeting of September 19th be apgroved as
mailed to each of the councilmen. The Vote: Unanimous Ayes.
C�MMUNICATIONS
Recreation and Parks Commission
The Recreation and �arks Commission expressed their approval of
the purehase of a new three gang mower and again asked that council
consider the purchase of a tractor with dozer blade and scraper for
��r�' park maintenance.
Councilman Puryear stated the Commission was well justified in �
asking for this equipment, and it was hoped that it would be in-
cluded in next year's budget.
Parking Commission Recommendations
City Manager Cowden briefecl the recommendations of the Parking
Commission as outlined in their memo dated September 29th.
l . That petition of residents in the 1300, 1400 and 1500 blocks
on �regon Street tQ� rescind the two hour parking limitation now
imposed in that area be denied.
��� •
The letter advises the two hour parking limitation had been done at
the request of the property owners on these blocks, and if the time
limit was taken off the same problems would arise.
2. That parallel parking be established on the west side of Akard
Avenue from Locust Street to Cypress Avenue. `

3. That a two hour parking limitation be established on Placer �
Street between Railroad tracks and Court Street.
' 4. That Ordir�ance IVo. 627 be amended to provide that vehicles
parking in the alley between- Market and California Streets, pro-
ceeding in a southerly direction, park on the right side of the
alley.
� It was requested the City Attorney prepare the necessary resolutions
for consideration at the next meeting of the City Council.

Mrs. Norma Reynolds submitted her resignation to the Parking � �
Commission as she had moved out of the city limits.

MOTION: Made by Councilman Mar.tin, seconded by Councilman .-Z L�
Fulkerth the resignation of Mrs. Norma Reynolds from the Parking
Commission be accepted with regret. The Vote: Unanimous Ayes.
Mayor Fleharty recommended Fred Hanks, manager of Montgomery
Ward and Company, as a member of the Parking Commission.
MOTION: Made by Councilman Fulkerth, seconded by Councilman
Puryear that Fred Hanks be appointed to the Parking'Commission.

Libr�.ry Park -� Commendation Councilman Fulkerth
The Women's Improvement Club expressed their grateful thanks to
Councilman Fulkerth for his interest and efforts in trying to pre-
serve the Library Park. �

MOTION: Made by Councilman Fulkerth, seconded _by Councilman Puryear
that claims in the amount of $61,2�22 . 13, Warrant Register No. 6, warrant
Nos. 4694 'to-4853 inclusive, be approved and paid; that payroll in the �
amount of $39, 608. 36, Payroll Register No. 5, warrant Nos.� �774 to.8963 �C��
inclusive, be approved. Total: $100, 830.49.

DELINQUENT TAX REPORT ��' � �
_ Councilman Fulkerth submitted Delinquent Taxes and R.edemptions Report for
tlie period commencing July 1, 1960 and ending September 30, 1960 and advised �`��'
a total sum of $2, 520, 86 had been collected. �
AIRPORT COIVIMISSION - Budget Request
Chas. 'E: Hai�l, Chairnzan of the Airport Commission, requested a budget allocation
of $275. 00 for this fiscal year, in order to take care of some of the expenses due
to increased activity of the commission. 1�.�
City Attorney Coshow was directed to prepare the necessary resolution autliorizing
the transfer of funds.
A�l'ROVAL ELECTRIC ESTIMATE
Councilman.Puryear, El�ctric Committee, submitted Estimate No, 261- E,
replacement of street lights on Loma, Coronado, Delta and Santa Fe Streets /L�.�
in the Benton Tract, and additional street lights on Pearl, Rosemary and

Nancy Streets iri Redding Heights.
. MOTION: Made by Councilman Puryear, seconded by, Councilman Fulkerth
to approve Estimate No. 261-E of the Electric Depar.tment.,, Cost: $6, 405. 05.

NOTICE OF COMPLETION� - Ridge Drive Trunk Sewer
I/ City Engineer Ward advised that construction of the Ridge Drive Trunk Sewer,
,��y' Schedule No. 170, had been completed by G. G. Williamson and had been
accepted by the City Engineer on September 22nd. Notice of Completion was
recorded on September 26th. �
RE NOTICE INVITING BIDS
� � � City Engineer Ward advised that bids. will be opened on 2:00 �.M. , Thursday,
October 13th, for the extension of Building "A" for the City of Redding, Bid
5chedule No. 177.
MA5TER 5TORM DRAIN PLAN
Clair A. Hill, Civil Engineer, submitted report containing the results of an
engineering study concerning storm drainage runoff within, the City of Redding
and tributary areas. Part 1 sets forth the design criteria and procedure used
in the study, and Part 11, bound separately, contains detailed calculations
.��/�-' showing the accumulated runoff at approximately 385 collection points in 13
main drainage areas, comprising a total area of about 10, 000 acres.
Mayor Fleharty stated this Master Storm Drainage Plan was a direct aftermath
of the storm of September 18th last year, and was a complete master study to
channel future projects and use as a long range guide in comformance with an
overall plan.
It was requested a study session be scheduled, and further action be deferred
until next council meeting, .at which time the City Engineer was to: s:ubmit his
re commendation.
AWARDING OF IN5URANCE BIDS
City Attorney Coshow recommended that bid for munici,pal liabilit,y and pr.operty
damage, both municipal and auto, be awarded to �acific Indemnity Company
through the agent Christian Insurance Service. He.advised two agent�s had sub-
mitted a bid for Pacific Indemnity Company and it had been hoped tlie agents
would resolve between themselves the letting� of the bid, however this had not
been done. •

He then advised the bid of Christian.Insurance 5ervice stated=:their bid was a
��'� ' flat bid without audit, except for automobile coverage which will be audited on
the basis of number of automobiles, whereas the bid submitted by the other
agent did not so state. He further advised the Christiax2�Insurance Service had
evidenced great;interes.t in obtaining the business, and had further�inclicated
exceptional�willingness to cooperate with him in the event the, bid was awarded
to his firm.

The City Attorney further recommended bid be let for one year only, and City
re=submit for ;bids next year; he did not deem it necessary for city's policy
to have uninsured motorist coverage. .
Mr. Ralph 5harp, other agent for �'acific Indemnity Company, took exception
to .the recommendation, stating he had spent considerable time with the engin-
eer of Pacific Indemnity, and had contacted the office of the City Attorney on
many occasions.
MOTION: Made by Gouncilman Martin, seconded by Gouncilman .Fulkerth the
recommendation of the City Attorney be accepted, and bid for municipal
liability and property damage, both.municipal and_ auto, be awarded to Pacific
Indemnity Company, through agent Christian Insurance Service.

Mayor Fleharty advised the City Attorney had alerted council to •the probable
increase in insurance costs, and the downtown sidewalk program had been
initiated, now reflected in these more favorable insurance rates.
Airport and Hanga"r Keeps Le�al Liability Ins. " �
It was the recommendation of the Gity Attorney that Airp'ort`and �Ha�ngar Keepers
Legal Liability be awarded to the Associated Aviation L7nderwrite'rs; tlirough
the agent Carl A. Williams and Sons, Inc. Councilmen were �.dvised two agents
had submitted this bid, but the agents�had determined between themselves that
Carl A. Williams and Sons, Inc. was the company to whom bid. should be let.

Keepers Legal Liability be awarded to Associated Aviation Underwriters through

�UBLIC HEARING - Municipal Airport Master Plan
The hour of,-8:00 P.M, having arrived, Mayor Fleharty opened the Public
Hearing ori the adoption of a Municipal Airport Master Plan. .

�lanning Director Evans. outlined the Municipal Airport Master Plan, stating on
May 24, 19fi0 the Pl�anning Commission had by resolution adopted map as a master
plan of a'irport development and made their preliminary proposals, working in
conjunction with the many regulations of the C. A. A, and F. A. A.

Mr. James Herbert, Shasta County Planning Director, stated he thought this .
was a good plan, that he particularly liked the recreational and industrial areas;
he thought co'nsideration should be given whether the 6, 000 ft. runway was
sufficient.�
Mayor Fleharty stressed the close cooperation between the City and County in
working out this master plan, and opened the meeting to discussions from tlie
floor. There were no protests - no objections. �

MOTION: Made by Councilman Fulkerth, seconded by Councilman Martin that
Resolution No. -2770 be adopted', a resolution of the City Council of the City of
Redding'adoptirig-a 1VIaster ].'lan for the Municipal Airport.

Redcling providing for a transfer of funds in the budget from Account No. GA-
270 Unappropriated Surplus, General Fund; to GA-285 Appropriations, GA-440 ��7

MOTION: Made by Councilman Fulkerth, seconded by Councilman Martin
that Resolution No. 2772 be adopted, a resolution of the City Council of the
City�of Redding authorizing the Mayor to execute an Ap;reement with� the:
����- Pacific Gas and Electric Company for the lease of substation site locate'd
on portions of Lots 27 and 28, Lasse� Vista Park, in the City, of Redding,
for the period ending on August 31, 1961 .

SOUTH CITY ANNEXATION
City Enginee.r Ward advised he had carefully checked all, th� petitXons and had
determined the ownersliip of property within the area proposed to be annexed.
The following figures were submitted:

City Attorney Coshow stated the question was whether withdrawal of protes�ts
would be legally allowable; the code section was relatively new, and there had
been no interpretation of this particular point. He stated that R. M. (Bud)
Carpenter, Executive Director and General Counsel to the League of Calif.
Cities and Lewis Keller, Counsel for the League, were of the opinion that
withdrawls of protests would be allowable by the Courts, however, it was
impossible to tell. . .
Daniel Carlton, A.ttorney, asked if the requests of Mr. and Mrs. Millsap, Mr.
and Mrs . Francis and Mr�.� Stewart, residents of Grarg:eStreet, for withdrawal
of their properties flrAm the area proposed to be annexed had been approved.
Mayor�Fleharty�advised that withdrawals would be possible only. if it did not
interfere with the orderly development of the area; he ascertained these re-
sidences are now receiving some of the city services and adjacent property
owners on both sides of the streets favored annexation.
He then asked if it was known why there had been a request for withdrawals
of protests, and City Attorney Coshow stated the majority of persons had
given no reason, however read the following from the Notice of Withdrawal
of Protest• -

protest that it was for the purpose of holding
� . up annexation proceedings until more in-
formation was available".
Helen & Rueben Holcomb "W e feel that the facts involving costs upon
annexation to the City of Redding were in error.
We now realize that a savings to us is a fact".

Thelma Denny "Cheaper utilites, police and fire protection"
MOTION: Made by Gouncilman Furyear, seconded by Councilman Martin that
Resolution Nq. 27.73 be adopted, a resolution of the City Council of the City of
Redding calling a Special Election to be held on the 29th day of November,
1960, and pertaining to the annexation of "South City Annexation" to the City
of Redding. .
Voting was as follows:
Ayes: Councilmen - Fulkerth, Puryear, Martin and Fleharty
Noes: Councilmen - None

There being no further business, it was moved by Councilman�Martin,
