gave the invocation. �
The meeting was callecl to order by Mayor Fleharty with the following Councilmen
present: Fulkerth, Puryear, Simons and Fleharty. Absent: Councilman Martin.
Also present were City .Manager Cowden, City Attorney Coshow, City Engineer
Ward, Director of Finance-Courtney, Purchasing Agent Stewart, Electric 5uper-
intendent Dais and Planning Director Evans. .

MUNICIPAL AIRPORT MASTER PLAN
Planning Director Chris .Evans submitted a map of the proposed Master Plan
for the Municipal Airport, approved by the Planning Commission on May 24,
1960 with the recommendation for adoption by the Cit.y C.oun,cil. Mr. Evans
outlined the different areas proposed to be zoned: Restricted Airport Facilities
District, 483 acres'; Light Industrial, 373. 64 acres; Minimum Lot size
Industrial with off street parking, 115. acres; Recreation, 494 acres ancl
C-2 Retail Business District with off street parking, 9 acres. The plan must
be reviewed annually fo.r any amendments advisable. He recommended a
Public Hearing be.s et. . :
��� Council asked if existing 6000' runway is long enough for jet travel and if
acquisition of additional property to extend runway is desireable. Mr:: .Evans '
reported the Airport Comm.ission has discussed the situation with the F.A::.A-
and the C.A.A. and �both agencies feel at this time, consi�ieration need: only
be given to improvement of existing facilities.
Mr. James Herbert, County Planning Director stated the County and City
are working in a cooperative effort; the City owning the Airport which falls
under the County Zoning Ordinance. He further stated 6000' runway i"s
sufficient for the trunk type .airport we have.
It was agreed City would proceed to participate with the County for con-
struction of additional .Hangar Facilities at Municipal Airport. Charles
Hall, Chai�inan of A.irport Commission reported the Commission has re-
quested the County Planning Commission to establish Air Zoning.
MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth
setting Monday, October 3, 1960 .at 8:00 P.M. in the Couricil Cliambers,
as the time and place for a Public Hearing for the adoption of the Municipal
Airport Master Plan. The Vote: Unanimous Ayes.

Plarining Director Evans submitted for Council Approval the Final Map of

AWARD OF BID - Sewer Rodder Machine
Purchasing Agent Stewart submitted analysis and recommendation on Bid
Schedule 1Vo. 176 - Sewer Rodder Machine. It was his recommendation that
Bid be awarded to low bidder Southwest Sewer Tool Co. in the amount of
$4, 487. 60, tax included. ,
MOTION: Made by Councilman Puryear, seconded by Councilman Simons �=3 �
the recommendation of the Purchasing Agent be approved and Bid Schedule
No. 176, Sewer Rodder Machine be awarded to.5outhwest Sewer Tool Co.
provided it is within the overall budget. '

Edwin N. Ness, Bond Attorney, advised the City Engineer had refactored

this time filing an amended Engineers Report and an amended Engineers
Cost Estimate.

mate of costs to extend and improve Building "A" (New City Hall) on Park-
view Avenue; estimated cost of total job between $16, 500 and $20, 000.

IN5URANCE - Bid Schedule No. 174
City Attorney Coshow expressed personal appreciation to the Insurance
Agents in Redding who worked with the City to present excellent bids for
•�-� City Insurance. The low rate was attributed to the successful sidewalk
program the City initiated; the loss ratio being 20% to 30% the past •year.
Mr. Coshow requested the bids be taken under advisement in order to ob-
tain careful analysis; final decision to be made October 3rd.

the City of Redding; and an Ordinance 'No. 505 of the Gity of Redding,
adopted August 6, 1956, authorizing and approving annexation of
certain territory known and designated as the Butke C'ity Addition
to the City of Redding.
City Attorney advised the following documents on file:
Petition signed by 25% of property owners �
Affidavit of Publication Resolution No. 2758, a resolution of the City
Council of the City of Redding declaring 'its intention to call a special -
annexation election, and fixing a time and place for protests by
property owners.

Mayor Fleharty called for protests from the floor:
Harry Belanger, 1305 Riviera Drive, speaking as one of the original proponents
of the annexation, presented his views that the proposed annexation is a step
toward the natural progress for Redding to grow� . to the South and w�ile annexed
areas must share proportionate share of City taxes, the axea. will be benefited by
better represen�tation•in City a.ffairs, increased property values, lower fire and
theft insurance rates, lower electric rates and police p"rotection.
Dorothy Nachreiner, 4926 Cedar Road request'ed her three acres on the border
of the annexation be withdrawn as she would receive no advantages from being
in the City. Mrs. Nachreiner also �protested on behalf of the Riders of the
W onderland. �
Attorney Daniel S. Carlton, representing Mr. & Mrs. Millsap, Mr. & Mrs.
Francis and Mr. � & Mrs. Stewart, all of Grange Street in the soutliwest corner
area, requested their properties be withdrawn from the annexation as it is on
the boundary and would be uncontroversial. They do not wish�to become a
part of the City.
Attorney Carlton also represented another group which had filed petitions of
protest to annexation earlier this clate::: .`-:. Their properties are located on
Highway 99S. They aT�l resist annexation for a� variety of reasons;their group
objectibn being the area would be responsible for Borided Debt of City, a condi-
tion which was not placed on the last major annexation, Benton Tract. They
feel this is unequal treatment.� It was Mr. Carlton's � opinion tlie annexation
boundaries could, have gone down Railroad Avenue and not included this Business
property.
Mayor Fleharty explained that the Council in office at the time of the Benton
Tract Annexation,- felt it was necessary to make concessions to encourage
annexations. T,he present Council is not seeking or encouraging annexations.
Any group wishing to annex to gain the benefits:>of City residence must be
willing to bear their just, fair, tax load, whether a group of citizens or a
subdivider. The bond debt at tlie present time is very low. The facilities
for which they are paying are for the general use of the population of Redding:
Municipal Airport, Swimming Pool, Ball Park Lighting and the Sewage Treat-
ment Plant. Any group on the edge will not be 'forced to annex but property
owners within the area must submit to majority rule. A symmetrical boundary
is essential to a good annexation. It is the responsibility of Council to determine
if protest is being made by owners of over 50% assessed value of the property
as shown on the last County Assessment Roll.
Mr. Carlton stated that if: protests are not adequate percentage wise, an
additional ten da'ys are allowed for further protests.
Mr. E, L. Spohn, 1820 Mesa St. , asked how soon after.annexation his tenants
could expect relief from high water and electrical bills. He was advieed the
water bill would be one-�alf less immediately after annexation and reduced
electrical bills could be expected witliin six months. _ . .
Jay Presleigh, Harrison Tract, suggested incorrect information was circulating
among the residents and asked for clarification of water rates and personal
property assessments. He declared himself in favor of annexation and feds
area wi1T benefit greatly by it.

Senta C.00ts, 4674 Lookout Drive, stated newly annexed areas should accept the -.
bonded debt with the same grace as one buying a home ''within the City Limits.
City Attorney Coshow advised that if more than 5% of the property was ex-
cluded from annexation, the election could not be held and further plans for
annexation would be delayed one year. The pipe that is now �serving water
to the distressed area is borrowed from .the State on a temporary basis and
a years delay would be fatal to those in need of City water.
Some hypothetical electric bills were discussed to illustrate the savings
incurred on an in-eity rate as opposed to the P.� G. & E, rate. In many �
instances the. savings in power bill was proven to offset additional taxes.
City Attorney Coshow.stated that if 51% of the property owners by assessed
value have not filed protest at the end of ten days, the coun'cil will set an
election. The registered voters residing within the area on].y, will then
have an opportunity to vote; the majority ruling. . �
City Engineer Ward was. instructed to check the petitions of,protest to
determine if they are signed by legal owners of the�property. ,
MOTION: . Made by Councilman .Puryear, seconded by Councilman Fulkerth
that Public Hearing be closed. .
The Vote: Unanimous Ayes.
PARKING AS5ESSMENT DISTRICT .
City Attorney Coshow. stated he had requested information from the League
of Califorriia Cities re the option-purchase program as it affec�ts. the prop-
osed parking assessment district. The League legal staff sent iriformation
and forms which the}r approve for tklis purpose..
'���� Appraisals for the property involved have been submitted by the City Staff
and by independent appraisers. The property is purchasable from income
available �in the Parking Meter Fund. The City will be responsible for the
" County Taxes for the property under title of'.the property owner during the
ten year period: - .
MOTION: Made by Councilman Simons and seconded by Couneilman Fulkerth
approving and 'authorizing .the Mayor to execute the leas'e-optiori-purchase
eontracts on figures previously set forth with the assumption of '.the County
Taxes .by the City and authorizing issuance of warrants for initial payment.

For information, Councilman 5imons summarized the existing bond debt of

from Water Revenue. . . .
