The Reverend Ray Lo Welles, Pastor of the Pilgrixn Congregational Church, Redding, gave the invocation. � The meeting was called to order by Mayor Fleharty with the f�llowing council- men present: Martin, Puryear, Simons and Fleharty. APPROVAL OF MINUTE5 MUTION: Made by Councilman Simons, seconded by Councilman Martin the following minutes be approved as mailed to each of the councilmen; minutes of the adjourned meetings of July 6th and 13th, the regular meeting of July 18th and the adjourned meeting of July 20th. G�MM•UNI CATIONS I�ibrary Park � Mrs. Jean M, Beauchamp, 830 Overhill Drive, $tated in her opinion the library park was a poor place for a park, however was better than no park at all; that opposition to making the library park into a parking ����.. lot would fade away if some positive effort were made towards acquir- ing a better downtown park. ' Mr. Earl Lee Kelly Jr. , former councilman and police commissioner, stated he had always been against and always wou.ld be against the library park as detrimental to the downtown area and it was his recom.mendation this area be made into a parking lot. , Mayor Fleharty thanked Mr. Kelly for his statement, stating "You were always willing to speak your xnand, whether popular or not". Re Retention of Benton Airport . Mr. Thomas D. Lyne, General Manager National Pil�ts Association, Washington, D. C. , • urged the retention of Benton. Airport stating it was virtually certain that in just a few more years Redding's airport �1 will change from a questionable luxury into a� important transportation � link, and a solid asset to the development of the City of Redding, Mayor Flehartyts reply to this communication was submitted, in which he states "I believe that a city of our size that maintains one �` airport in a first class condition is more or less meeting needs of aviation business and recreational use for our communit�. -----. While I know you have an. interest in airports, period, it w�uld seem that you also must give some consideration to the economic ability of a small community to support two public airports in a community of our size that has an additional private airport avail- able for use. " : Councilman Puryear, Airport Cominittee, stated these letters being , received were wit3�out any consideration for the welfare of the people of Redding, and he was in accord with the sentiments of the mayor, Parking Comrnis.sion Recommendations l�� ' Clyde W, Rann, Chairman of the Parking Commission, submitted� recommendations under date of July 22nd and 27th. Item 2 and Itein 3 - July 22nd Recommendations Parallel parking be established on the south side of Yuba Street 103 between Oregon and Court Streets That two hour parking limitation be established on the south side - of Yuba Stre`et between Oregon and Court Streets. � Mr. . Earl Lee Kelly, jr. , representing the Shasta County Title Co, 1745 Yuba Street , asked that council give consideration to "in and out" parking shou.ld diagonal parking be eliminated in this block, stating that a great many of the offices in the �.rea had clients who would transact their business in ten to fift:een minutes; it was his recommendation a time limit of either one-half hour, or one hour be established. Tillotson and_ circulated by himself and Mr. Firth, protesting the abolishing of angle parking, and enforce- ment of parallel parking had been held up by referendum. �. It was his contention there were less accidents with angle parking and that he had moued ta this. location in order to have angle parking. , The City Clerk was requested to notify all busiriessmen located in this block, and the Chairman of the Parking Commission that a joint meet- ing will be held in Earl Kelly's office, 1745 Yuba Street, at 11:30 � A, M. Friday, August 12th, for further consideration of this problem. - This meeting will be followed by an on-site tour for consideration of the other recommendati�ns of the P�.rking Commission as contained in their letters dated July 22nd and 27th. Mr, Larry Manahan:, owner of pr�perty on Court Street between Butte and Tehama Streets, stated there was inadequate parking for this apartment building until his plan for off-street parking materialized. � Mayor Fleharty placed this as an item for the tour, about 1:30 P. M. Friday, August I2th, . , Drop Mail Boxes The Parking Comxnission recoxnmended that two Snorkel-type znail collection boxes be placed on the east side of Market Street, near , Placer, in front of or immediately south of the Golden Bird Confection- �',s�. �, ary, 1721 Market Street; that two Snorkel-type mail collection boxes be placed on the west side of Pine Street, near the southwest' corner of Pine and Tehama Street, requiring the removal of one two-hour parking meter. . MOTION: Made,by Councilman Sixnons, �econded by Councilman Puryear the recommendations of the Parking Commission be approved, �� { for the placing of Snorkel-type mail collection boxes on the east side of Market Street, near Placer, and on the west side of Pine Street near the southwest corner of Pine and Tehaxna Streets, and one parking meter be removed. Application of Greyhound Corporation for an order authorizing increases ,� � � in intrastate express charges and intrastate passenger fares, except commutation fares, Application No. 40057 was placed on file. Play Area - Greenwood Heights Mr. Ovid �. Holm�s, Chairman of the Reereation and Parks Commission, �,�..t�� submitted their recommendation that a small baseball backstop be con- structed on the eastern end of the unused East-West Benton Field runway, and all maintenance be borne by the neighborhood residents. MOTION: Made by Councilman Puryear, seconded by Councilman Simons that necessary steps be taken to construct a baseball backstop on the eastern end of; the unused East-West Benton Field runway, with all maintenance costs to be borne by the residents. Water - Barbara Road Mr. Frank Wilson, Chairman of the Redding Heights Improvement Ass'n. / ��_�. expressed his sincere appreciation to the City Engineer and �council for cooperation in authorizing the removal of the 1 1/2" and 2" water line . in Barbara Road and replacing it with the needed 6" line, 104 City Engineer Ward explained to council that water line would not be constructed until after the sewer line was put in, and this had been explained to �Mr. Wilson, . Removal of Asphalt Ramps-Kutras Tract � � A petition, signed by 16 residents of the Kutras area, requested that ; City at their expense correct the hazard created by the removal of the asphalt ramps in the driveways in the Kutras area. The petition � states: "The curbs as they now exist make i,t.�very easy to throw our l�%8 cars out of alignxnent. ` This not oril'y makes it bad for the ho�neowners, but for guests who do not know this situation exists. " City Engineer Ward advised that of the 140 residences in the area, only"23 liad put'in the asphalt ramps inclicating the vast majority of tl�e'prbperty owners were getting along all right; the curbs were from 5" to 7" high, however an automobile could get into the driveway with- out damage to the car. REPORT ,ON LIBRARY BUILDING . � City Engineer Ward submitted a seven page comprehensive report on the .struct- ural fitness of the Carnegie Library Building at Yuba and Center Streets, together with a scale drawing of the first floor and basement. He concludes his report as follows: "It is hard to estimate the� cost of such rehabilitation without going into considerable detail, much mor'e than was poss.- ible in preparing this report, but I estimate the work to cos.t between $30,000 and $50, 000, and it still being impossible to materially im�rove the structural l�S strength of the building." Report on the structural fitness of the _Carnegie �Libra-ry building, dated�July Z9th, 1960, on file in the offi.c;e of the. City,Clerk. Mrs. Edna Behrens Eaton said she was most interested in the report and was astounded the city had allowed the building to deteriorate in this manner; Mayor Fleharty advised the County had.been.o.ccupying the building for many years and was responsible for its maintenance and operation. WATER -- Riviera D.rive � Col�ester Hancock, 1473 Riviera Drive, said he and the residents of Riviera Drive wanted to thank council very much for� "furnishing us with the sweetest and best tasting water we ever had". He particularly wanted to commend Dick Ward and Bill Coshow for their sincere endeavor to get water to them, stating it was completed twenty-four hours ahead of time due to their efforts. PETITION - To Abate Nuisance � � A Petition signed by twenty-seven property owners, re:"sidents and householders was presented for council consideration. It requests council take appropriate steps and action to protect the area from the unsightly view and condition created by Gerlinger Steel and Supply Company on the southerly side of Placer Street, said premises being used as a storage yard and for other usese The occupation of these premises is non-conforzning because of prior use. The petition stated the present condition of the premises constitutes an unreasonable and objectionable condition and is capable of correction. Mr. D. H. Baldwin, who presented the Petition, advised that formerly the property had been protected from view by a board fence, however this had been removed and the area was exposed to view due to the eonstruction of a woven �1s�-� wire fence. He stated he had planned to construct a duplex on his property, however this was being held in abeyance pending settlement of this problem, as he was of the opinion that property values would be adversely affected and the area would be unpleasant for residential purposese City Attorney Coshow stated the difficulty was that Gerlinger had been there first, and he was not prepared to say if the City would have any jurisdiction, Councilznan Puryear said he considered this. prime residential area, and in ten years it would be one of the finest areas in the town. A joint meeting with the Planning Director, representatives of the area and Mr. Gerlinger was suggested in order to resolve the problem in an amicable manner, if possible. RECESS A five minute recess was called b.y Mayor Fleharty, with the council then meet- ing in the City Manager's office for discussion of problems. Names were suggested for appointment to commissions; a water rate s.tudy was to be scheduled by Councilmen Fulkerth, Puryear and Martin; the C.ity Engineer was to be directed to prepare a report on the condition of the City Hall building; � Capital expenditure items were discussed, and the Director of Finance was directed to submit a report on the establishment of central cash collections. RE INCREASE IN VACATIONS & SICK LEAVE BENEFITS Council discussed the request of the City of Redding Employees' Association � for increased vacations for employees with five years and over service; and 3� . twenty years and over service and that employees with twenty years or more of service be granted their accumulated sick leave with pay when they retire from service. 107 MOTION: Made by Councilman Simons, seconde.d�by Councilman Puryear that requests of the City of Redding Employees' Association be reviewed next year.
