Jame s B ower s APPROVAL OF MINUTES MOTION: Made by�Councilman 5imons, seconded by Councilman Fulkerth that minutes of the last previous meeting of July 5th be approved as mailed to each of the councilmen, The Vote: Unanimous Ayes. � LIBRARY BUILDING.-LIBRARY PARK � Mrs. H. H. Reynolds, representing the Wo:n;derland Garden Club, presented ,; Mrs. Mary Tipton who spoke on behalf of the Garden Club, the Women's Imp- � � rovement Club and the Bonneyview Women's Improvement Club for retention of the library builcling and�the park, She gave a resurne of the actions of the Women's Improvement Club in the early 1900s��and thei-r" efforts 'to obtain•furids for the library and its improvements. J She stated a great many of the�early members of the Women's Improvement Club ;�'�._5 were now•members of the Shasta Historical Society and in conclusion stated "Give the library to this Historical Society, they deserve ito " Mr. �'C`ornmodore Kise, speaking on behalf of The Senior Citizens, stated tihe older people were earnestly seeking to have a memorial building that mementos � of the past be preserved for the future generations. "We have many mem�entos to give, if we only had a place to keep them" he said. Mr, Roy Ballou, president of the Shasta Historical Society, stated he regretted the action taken by the City Council at their last meeting to let the library building go, and asked for reconsideration and re:secindi_ng of the actionm He read a report from Donald Chamberlin, director of the County Department of Public Wo.rks on the condition of the building. "TTie building was constructed in 1904 through the efforts of the Women's Improvement Club, and is a gem of historical value and should be preserved. This building is an historical monument and should b e a museum".he concluded. M-rs. Edna Eaton spoke of the original grant of the Carnegie Library, and stressed the building was still usable; that extra work had led to the reinforcing between the ceiling and the roof; the 5hasta C�unty Chapter of the American Red Cross had excavated and reinforced the basement at their expense in order to have rooms made available for their requirements, She stressed this was the only green < 9b spot in the heart of Redding; that the building and the park should be saved. "Do not destroy what you have..already" she stated. . Mrs. Bertha'Sublett, representing the Native D�,ughters of the Golden West, stated their group was inter.ested in the restoration of landmarks and to protect and protest the demolishing of old buildings; she concurred that old buildings would become more valuable as time went on. . ' Mr. Allyn Martin, architect, a newcomer to Redding, said it was the historical aspects of the old residences and buildings that had the appeal. Mrs. Elizabeth Aleck said the tearing down of a sound building was wasting of money. M�s. David Beauchamp �stressed the point the park represented som�thing very important to children. Mrs. E, C. Frisbie said that while business around the area needed this _area, they could purchase comparable prop:erty. "Value the Past" she urged. James Dotta asserted it was obvious the city had a moral obligation to s.ave the library building, and it would be making a mistake to ignore the peo.ple _: present, . ' ;-. ' ;`� �¢:�a Laurence Kennedy 5r. questioned the legality of abandonment of the buildirig,, stating that to his knowledge no one had ever conferred with the Board of Trustees of the Library regarding the lease., or abandonment of the buildingO , � ' Mrs. Lbla Troughton said she visited the library almost daily and the need for more books and more room was obvious. She commended Mi�ss Mardon for the wonderful work she was doing. Mayor Fleharty thanked the audience for their attendance and interest shown at this meeting, and for their fine presentations. He stated in his opinion the building was not structurally sound, and advised that about two years ago the city had paid to the county over $42, 000 to help construct a library; this money was spent because of councils desire to help build an adequate library for the residents of tT�e area, That now they had a purchaser for this prope�ty who would pay this amount of money for the property, which, when sold would be placed in the Real Estate Funcl with�the view of purchasing the Dimmick and adjacent property across the river as a continuation of their park system; also a more suitable downtown area for a park was under consideration. . Councilmen speaking individually, all stressed their action had been taken because in their opinion it was to the best interests of the city; the judicious , use of money to obtain a central park in downtown Redding, away from the railroad tracks and skid row would be berieficial to residents of the aream , However, they were not adverse to the preservation of the building were it deemed feasible. . ` , . � . MOTION: Made by Councilman Martin, seconded�,by,:;Councilman 5im.on that r City check into the structural soundness of the Carnegie Library building and � obtain an estimate of cost to rehabilitate said building. The Vote: Unanimous , Aye s. _ _, - Mayor Fleharty then stated if people were sincere in their belief this building `was a heritage; there sh'o:ulci' be joint participation in it as a project, City, County, organizations and the volunteer citizens help of you and your friends. Action deferred, pending future�reports. � Mrs. Margaret Bibbens, owner of the Grandview Nursery, advised councilmen riot to move the palm trees .by the Carnegie Libr_ary, stating she would freely donate as many as were need'ed. Tlie mayor requested this remark be made part of the minutes, for� future. reference. NOTICE OF APPEAL FROM DECISION - John R, Andrews Mr. Orr M. Chenoweth, courisel for Jbhn R. Andrews, briefed c�uncil on the request of John R. Andrews for permission to subdivide property in an R-1 ��� Single Family Residential District into two lot`s, property described.as I.�ot 6, - Mosswood Park Subdivision. (648 State Street. ) � tii 97 He advised this area has duplex and apartment rentals and is not a first class residential portion of the city; �hat property was purchased by Mr. Andrews and an existing garage had been converted into an apartment building; that residents of the are'a were in accord=that�a second residence be constructed � on the lot as it eliminated a nuisance and eye sore. Building had been con- structed by Mr. Andrews with�the intention his son purchase it, however this did not materialize and residence was sold, the North Valley Title Insurance Co. issuing title on a divided lot, separating the lot into two parts. However, it was not possible to finance the purchase of this property without the line being �fficially recognized and made legal, otherwise there was a stigma on the title, � Quoting Section 1396. 11 of the Subdivision Ordinance, Mr. Chenoweth read the following: . � "The Planning Commission may grant conditional exceptions to any of the requirements and regu.lations se.t forth in this ordinance. -----It shall be necessary that the Planning Commissi�n shall firid ' ' the following facts with respect the�reto: a, There are special circumstances or conditions affecting said property b.. That the exception is necessary for the preservation and enjoyment . of a substantial property right of the petitioner. � " � ' ce That the granting of the exception will not be detrimental to the "' ` public welfareor injurious to other property in the vicinity in which said property is situated, � Mr. Ck�enoweth contended-�he had not been advised of the second meeting of the Planning Commission when appeal of John Andrews was to. b,e reconsidered; that the City Attorney had erroneously advised the. Planning Commis'sion they. •' could not change the line under the provisions of the building code, In fairness of John Andrews, and to the First Western Bank who had made a substantial lqan on the property, councilmen were urged to approve the sub- division of this proper-ty. • City Attorney Coshow defended himself and employees of the city from any negligence, stating it was not p�ssible for thezn to anticipate that Mr. Andrews intended to subdivide the lot and sell one portion; the granting' of the use permit provided only for the construction�of a residence, ,not the subsequent subdivision to provide two owners for two portions. MOTION: I�Iade by Councilman Simons, seconded by Councilman Fulkerth that the matter be referred back to the Planning Commission to reconsider the petition of. John R. Andrews, particularly the alle'gation that the. City Attorney had informed the Planning Commission that the Commission could not grant the petition. T.he Vote: �Unanimous Ayes. The mayor directed the reco'r'd to show that no inference was to be drawn that the council desired the Planning Coxnmission to change its decision, rrierely to clarify and review. COMMLTNICATIONS � R.equest for Play Area - Greenwood Heights ' R. B. "Bob" Middleton under date of July 7th, submitted an urgent requ. est to the Council to p"rovide a play area on City land either as an all City project, ��� or possibly in conjunction with one or more service clubs, to serve the �reenwood Heigh•ts s.ection. Referred to the Parks and Recreation� Commission, Claim for Damage to Automobile � ' ' The California State Au'tomobile Association submitted a.claim .on behalf of Norman and`Daisy Herrington for darnage tb their automobile in the City parking lot at Yuba and East Str`eets, Estimated amount of Claim $50, 00. Reques.ts' for Changes in Tax Roll MOTION: Made by Councilman Fulkerth, seconded by Councilman Puryear that Resolution No. 2738 be adopted, a resolution of the City Council of the City of Redding correcting the 1960-61 Secured Property Tax Roll. Councilman Puryear expressed his opinion that program for the sale of the city hall property should not be scuttled at this time, as sale would provide funds for the development of other property. --ZF� City Attorney Coshow concurred with Councilman Simons that City would have to pay the commission if we did not accept the appraisal, offer. MOTION: Made by Councilman Martin, seconded by Councilman Fulkerth that listing for sale of the city hall property be withdrawn from the market at this tim�. Voting was. as follows: Ayes: Councilmen - Fulkerth, Puryear, Sixnons and Fleharty Noes': Councilmen - Puryear Absent: Co.uncilm��n - None Mayor Fleharty stated he thought perhaps the City Hall building was more structurally souncl than the library building, and perhaps consideration could be given this building be utilized as a museuxn. � Benton Airport The National Aviation Trades Association, under date of July llth, ur.-ged the retention of the B'enton Airport property as an airport. "We strongly � �� advise that you retain it so that you can properly capitalize upon its attractive features which can increase the income from aviation to your comznunity. " WATER SERVICE - Riviera Drive City Engineer Ward advised the water�situation had become m;a.ch worse in the Riviera Drive area, the area proposed to be annexed to the City cf Redding. The ��� Health Department had declared the water polluted; the residents had then appealed to the Public Utilities Comm'ission, who in turn appealed to the Civil Defense Commission. City has now been advised Civil Defense has available "pipe for an �-j / emergency pipeline; Gity has a booster pump that could be loaned, and if council was in accord, it was planned that work would be done as a civil defense project, � 3j working after ho.�s and weekends, as soon .as pipe was available. MOTION: Made by Councilman Martin, seconded by Councilman Fulkerth that Resolution No. 2740 be adopted, a resolution of the City Council of the City: of Redding setting forth terms and conditions for the sale of water to residents of Riviera Drive, pending annexation. . . , 99 ,v,. Councilman Sixnons, Finance Commzttee, rep'orted the Treasurer's Cash Balance ��G� as of June 30th, 1960 to be $1, 347, 459, 69. ` WATER REPLACEM:ENT - North Redding Heights CityEngineer Ward submitted an estimate of $6, 300. 00 to,imp'rove the w:ater pressure in North Redding Heights; this would include 1; 260 ft. of 6 inch �water, ' line, fire hydrants and reconnection of house services, etc, and would,be::a ,� ! d f� part of the master water plan, new mains and replacements. - .� . . MOTION: Made by Councilman Fulkerth, seconded by Councilman S imons that � Resolution No. 2741 be adopted, a resolu�ion of award of contract to Jess Hogg •�-5 and Son, Redding Heibhts Sewer Assessment District 1960-3. Cities Sacramento Division� Councilmen were advised of the special meeting of the Sacramento Valley Division ,�- '� of the League of Calif. Cities to be held in Mt. Shasta on July 23rd and 24th and City Manager Cowden �.id the City of Redding would be well represented. RE CONSTRUCTION - B rick Structure around Air Valv.e;s , . A memo dated July 12th from the City Manager submitted recom�nendation that the City build tlie b ick structure around the re-located air va,lves at Shasta College/�'��nt��thce°��tenecessary to improve water pressures for fire protection. �-7� City Engineer Ward,estimated the cost would be $350. 00, work to'b�e' done by an outside masonry contractor, in accordance with a plan approved by the college. RE MAIL COLLECTION BOXES A communication from the City Manager dated July 18th submitted copy of a letter from Spiro B. Rafalovich, Postal Installations Manager of the San Francisco Regional Office of the Post Office Department, and report and � � �� recommendation of the City Manager re decision of the post office department to relocate vehicular mail collection boxes on the west side of Railroad Avenue near the Post Office driveway. City Manager Cowden was authorized to write further to the Post Office Depart- ment regarding this subject. ' RESOLUTION - Approving Promotional Contracts M�JTION: Made by Councilman Martin, seconded by Councilman Simons that " � Resolution No. 2742 be adopted, a resolution of the City Council of the City of /��/ Redding approving promotional agreements with Redding Chamber of Commerce, Shasta Cascade Wonderland Association, Redding Jr. Chamber of Commerce and the Shasta County Economic Commission authorizing payments of funds to these organizations and authorizing the mayo r of the City of Redding to execute the agreements.
