Davis ' W�s Ludwig � ' APPROVAL OF MINUTES MOTION: Made by Councilman 5imons, seconded by Councilman Fulkerth that minutes of the regular xneeting of June 20th and the adjourned rrieetings of June 29th and 30th be approved as mailed to each of,the .councilmen. The Vote: Unanimous Ayes. ' REDDING HEIGHTS - Protest on Water Pressure Mr. Frank W�lson,� 1770 Barbara Road, advised his residence was served with a two inch water line and the water pressure was inadequate to use appliances or the shower a good part of the time. He commented the residents of the area ��,.5 had only signed for the sewer assessment district, there being insuffici'ent signatures for the package deal, which would have included adequate size pipe /;7„� for improved water service to the area. He asked if anything would be done to alleviate this situation when the sewer lines were construc�ed and the streets were torn up. City Engineer Ward advised th�ere were two four-inch water lines to Redding Heights, however Barbara Road and Pearl Street were served with a 1 1/2 inch line. ` Mayor Fleharty directed Mx. Ward to develop an estimate of cost for adequate pipe lines to the area, to �ue presented for council consideration. ' ' ' There was considera�le discussion on the formation of the sewer assessment district by residents of the area; Mr. Ed Ness, former City Attorney, outlined and explained actions of approximately the past three years, when this, and the package deal, were being considered. BOARD OF EQUALIZATION - Council convenes as Board of Equalization. '��� COMMUNICATIONS Shasta County Jr. Sheriffs Posse r, orman o e, spo esman or the Shasta County Jr. Sheriffs Posse, advised the group had been denied the privilege of using the Posse g.rounds for „z-%� practice and drills; that land east of the stadium, now being used, was dangerous and not satisfactory. There are about fifty members in the Jr. Posse, councilmen were told. A meeting was to be scheduled with Mayor Fleharty, Norman Dole and a member of the Sheriffs Posse in attendance, Action deferred, pending this rneeting. 89 PUBLIC HEA.RING - Rezoning � � The hour of 7:30 P, M. having arrived, Mayor Fleharty opened the public hearing to consider the rezoning of land adjacent to the Riverview Estates Subdivision from "U" �Unclassified to R-1, Single Faxnily Residential District. Affidavit of R�u�lilication Notice of Public Hearing on file in the office of the City Clerk, ' �i'1� Mayor Fleharty ascertained there were no written or verbal protests to this rezoning, - MOTION: Made by Councilman Simons, seconded by Councilman Martin the hearing be declared closed. Pajalich, Secretary, Public Utilities Commission, advised it would be appreciated if City, with the Railroad Company, wouldi�naugurate a study for the construction of a second grade separation and furnish a report to the commission as to the feasibility of its construction. � . , Citation in AAA Pedestrian Program Mr. Robert W, Graver, Manager of the Public Safety Department, Calif. ��(� State Automobile Association, in a communication dated June 20th, announced that City had received a citition in the AAA Pedestrian Program appraisal for having no pedestrian fatality in the year 1959, and that an appropriate certificate will be presented to the City in the near future. ' Re Mail Collection Boxes � Field Services Officer will visit Redding shortly,( from the S. F. Regional Office Post Office Department� to assist in determining feasibility of re- locating the collection boxes at the post office. 90 � Re Benefit Circus - Calif. Council of the Blind, Inc. CONSTRUCTION COST INDEX - June, 1960 City.Engineer Ward advised that Engineeririg News-Record as of June 23, 1960 indicated that Construction Cost Index, San Francisco was 884. 98. This revised `/� index plaees the trunk sewer;constructi;on fee.prescribed under Ordinance No. 613 at $316. 83 per acre. REPLACEMENT REPO,RT, Sidzewalk, Curb, C�utter - Replacement Report of defective sidewalk, curb and gutter, tree removal in the downtown area of the City, from December 29, 1'959 to May 31, 1960 was submitted to councilmen. Mayor Fleharty advised that a com�nunication addressed to him from Floyd.E. " Dominy, Commissioner, United States Department of the,Interior, Sureau.of .� � Reclamation, confirrried the fact that a total of 31, 000 kil-owatts of Ceritral^VaTie,y Project Power had been.allotted to the City of Redding. ; , . '!The.allotted power is immediately available and its delivery to the City is only dependent upon execution of an appropriate contract, and notice froxn the Pacific Gas and Electric Coznpany that;it will provide the.transmission s.ervice.necessary to power delivery, " the letter states. : A News Release dat ed June 29 from the Department of the �In�terior states: " The Redding allocation comprises 7, 000 kilowatts of firm p�wer; immediately increas- ing upon Trinity Division power availability to Z5, 300 kilowatts of firm power and �� � the remainders, :24, 000 kilowatts �until.Trinity powe,r is-introduced into the system and 5, 700 kilowatts after that time, would be withdrawable power. F.or Ames Laboratory, which has a present allotment of 50., 000 kilowatts of CVP firm power, all additional power allotted will be contr'acted on a withdrawable�basis. On commenting on the newly .approved.disposit•ion of C.VP�power, Commissioner � Dominy said, "The City of Redding is situated �n the very��sliadow of the Keswick . and Shasta Powerplants and is the only California municipality in the CVP service area not now receiving lower cost Government power which i.s immediately ready to contract for power and put it to u�se. " , RE ANNEXATION SMALL PARCELS OF LAND : City 1Vlanager Gowden ."submitted the.:following memos to co.uncilmen: "Recommendation that Gouncil formulate a policy regarding ZG � annexation of small lots to the City of Redding" dated June 22, 1960 "Cost projections in connection with recommendation that Council formulate a policy regar,ding annexation of small lots to the City of 92 Redding" dated June 30, 1960. � . � The memo advises the estimated costs of annexation of a srnall lot were legal advertising- fees $45, 00, 'engineering costs $25. 00; records of the: City and County Tax Collectors' offices, State records for tax refund purpo.ses, city boundary recor.ds, gasoline tax allocations and other State,grants and subventions computation reco'rds,� and population figures must be-adjusted. If the annexed area contains business structures, the Sales Tax Division of the Board of Equalization mast be notified; that $70. 00 actually represented less than one-half of the total costs concerned if administrative tixne was taken into consideration. � , �. . � _ It was therefore recommended by the City Manager and.the. City Engineer. that council establish a policy of requiring a charge of at least $100. 00 per single lot annexation, .o.r ;provide in the policy that no single annexations will be considered, limitirig parcel annexations to a minimum of at least five lots. MOTION: Made by Councilman Puryear, seconded by Councilman Simons to accept the recominendations of the C.it;y Manager and City Engineer and put into effect policy regarding single lot annexations, as outlined.
