The meeting was called to order by Mayor Fleharty with the following council-
men present: Fulkerth, Puryear, Simons and Fleharty. Late: Councilman
Martin. ` '
Also present were City Manager 'Cowden, City�Attorney Coshow, Director of
Finance Courtney, City Engineer Ward, Purchasing Agent Stewart, Assistant

MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that
minutes of the last regular meeting of June 6th be approved as mailed to each

The following resolutions numbered 2723, 27Z4, 2725 and 2726 were presented
for council consideration, Resolutions finding that the Public Convenience and

Attorney E:d Ness advised the Superior Court had approved the validation proceed-
ings; that after the Engineering Report had been filed Public Hearing date would �'�..3
be set, and it was expected work would start during the early part of September,
COMMUNFCATIONS
Sacramento River Water Pollution Survey
Mr. Wm. Berry, Chief Engineer State Department of Water Resources,
advised the Sacraxnento River Water Pollution 5urvey, authorized b}� 1959 �7,
legislature, is now officially under way, and enclosed memo on the scope �
and objectives of the survey. The Field work would continue through June
1961 and the final report was due in 1962.
Re Business License C�-Partnership
Mr. Nolan Glahn, Redding M_erchant Patr�l Police, requested that City
business license now in the name of Nolan Glahn, be amended to re•ad as
a co-partnership "Nolan Glahn and Harry M. Drew".
5cott Lincecum, Chief of Police, advised Mr. Drew had been checked by �f�

MOTION: Made by Councilman Fulkerth, seconded by Councilman Simons
that business license "Nolan Glahn, Redding' Merch�.nt Patrol Police" be
amended to read as a co-partnership "Nolan Glahn and Harry M. Drew, .

Requests - Lake Redding Park
The Redding :Tr. Chamber of Commerce requested permission for use of
Lake Redding Park for their annual 4th of July celebration, advising the
following events were planned: Maid of Shasta County Contest
Games for Children, Concessions
Fireworks
Sale of Seer
The Redding Asphalt Cowboys requested use of Lake Redding Park and
facilities, with permission to sell beer, for their sixth annual barbecue
on.July 31st.

the requests of the Redding Jr, Chamber of Commerce and the Redding
Asphalt Cowboys, as outlined, be approved.

Councilman Fulkerth stated he d.id not approve of the sale of beer in public
p:arks, hence his negative vote.
Re Condemnation of Property (Report) � ` �
Building Official, Jack Penix, advised an agreeable working'plan with Mrs.
.3��`SY Rita Giroux had been established on the condexnnation of property 1249
Pine Street, and�she would not appear before Council at this time,
Parking Commission Recommendations � �
M-r. Clyde Rann, Chairman of the Parking Commission,` uncler�date of
June 16th, submitted 7 recommendations for council consideration and �,
appropriate action. ,
A petition signed by 9 residents and business owners and operators, re-
�r� quested the establishment of a 2 hour parking zone along the 1400 block
of Gold Street, between Market and California Streets, was filed at this
time. � '

Action deferred pending a field trip to locations in question; South City
Park and the Mistletoe area also to be checked.
Filing of Claim - Calif. State Auto Ass'n.
The Calif. State Auto Ass'n. filed a claim for damage to a station wagon
owned by Willis Haines on June 6, 1960, while p`arked.on the'parking lot near
�,>,3 the Shasta County Court House. City Attorney Coshow recommended the claim
. _: be_�denied and referred back to the City Attorney.
MOTION: Made by Councilman Puryear, seconded by Councilman Simons
the recom�nendation of the City Attorney be accepted, and claim submitted
by the Calif. State Auto Ass'n, be denied. The Vote: Unanimous Ayes.
Notice. of Appeal from.Decision - Filed by John R. Andrews
"Noti�e of Appeal from the Decision of t�he Planning Commis,sion �f the City
of Redding, California" was filed by John R. Andrews, dated .May 31, 1.960.
Planning Director Evans, in a memo dated June 17th, outlined reasons of '
the Planning Commission for their denial of the request of Jolin R, Andrews
��,j to subdivide property located at 648 State Street, in an R-1, Sirigle Family
�� Residential District, into two lots.
The City Attorney recommended the request be referred back 'to the Planning
Commission for additional report and advised Mr. Chenoweth, attorney for
Mr. Andrews, had asked for continuance of this matter,
MOTION: Made by Councilman Martin, seconded by Councilman Puryear
the matter of the subdivision of property located at 648 State Street into
two lots be referred back to the �Planning Commission for additional re-
port. The Vote: Unanimous Ayes.

MOTION: Made by Councilman Simons, Seconded by Councilman Fulkerth that

Director of Finance Courtney submitted Financial Statement as of May 31, 1960.
Councilman Simons stated in the past at this time of year it was customary to
transfer funds to adjust accounts operating in the red; this year, in order. to have ��t'

REZOlVING REQ�UEST - Adjacent to Riverview Estates
Planning Di'rector Evans submitted Resolution of the Planning Commission of the
City of Redding incorporating recomrnendations and findings in the matter of the
request of Jack Pine, et al, to rezone certain properties from "U" (Unclassified) /`�`�
to R-1 (Single Family Residential) District. (Land adjacent to Riverview Estates)
� MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that �
Public Hearing date for rezoning of land adjacent to the Riverview Estates Sub-
division be set for July 5, 1960 at 7:30 P. M. The Vote:_ Unanimous Ayes.

FiLLING IN OF GUTTEFtS �
A memo addressed to City Councilmen from the City Engineer dated 'June 15th
advised that residents in some areas� had filled 'in the gutter at the approach to
their driveways, and submitted a proposed letter to be directed to those residents
advising why this has created problems.

The proposed letter states "Probably in all,instances these structures were
placed there contrary to city ordinances; one of which requires an 'encroachment
permit to be issued prior to doin.g' any, work on a city street, another which pro-
hibits the placing of material w.ithin the,city street.,. and another w.hich requires
that all construction be in accordance with city street plans and specifications. "
The letter concludes "I am sure that if you had been aware of the many reasons
against constructing these ramps you would not have built yours, and therefore
shortly after receipt of�this notice street crews will remove the, material for youa "

WATER PRESSURE IN PRESSURE ZO�1VE 2
City Engineer Ward submitted=a draft>of a letter�pr.op.o:sed to be sent to some
600 residents in Pressure Zone 2, an area in the higher elevations on the west-
erly side of town that has been separated from the rest of the water system and
connected to the new tank on Hill 900. �
The letter advises the City will soon complete the first phase of water works
improvements; that a 2-million gallon reservoir and connecting lines will 'pro-
vide a uniform suppiy-, however the benefits may have, in some instances;
��� created problems, particularly in houses which either have worn faucets'�r
old plumbing. This problem can be solved, the letter continues, by the in-
stallation of a pressure reducing valve in the supply line to the house, easily
installed and available at a moderate cost.

ANNEXATION - South City "
, City Er�gineer Ward advised that petitions had been prepared for the area proposed
to be annexed to the City, and boundaries established. The problem of obtaining
water for this area was not too great, he stated, 'and Dale Watson, Sanitarian for
the County Health Department, said the septic tanks, thus far, �vere satisfactory
�` � and there had been no sewer overflow.

MOTION: Made by Councilman Fulkerth, seconded by Councilman Simons that
Resolution No. 2727 be adopted, a resolution of the City Council of the City of Redd-
ing consenting t� the commencement of proceedings for the annexation of certain
inhabited territory designate��d as"South City Annexation".

City Manager Cowden submitted recommendation that $30, 000 be appropriated

resurfacing work completed before the increase in cost of plant mix took effect
July 1 st.

Attorney Ness advised the District Court of Los Angeles had upheld the rights
of cities to include the sewer connection fees in assessment districts, a decision
wnich sustained the position of the City of Redding in its ass_essment district
proceedings and upon which the firm of Eugene K, Sturgis had filed an amicus
curiae brief on behalf of the City of Redding and the City of Concord.
