The invocation was given by Mr. Paul Harlander of th'e Redding Gospel Mission, 1433 California Street. The meeting was called to order by Vice Mayor Simons, with the following councilmen present: Fulkerth, Martin, Puryear and Simons„ Absent: Mayor Fleharty, � Als.o present were City Manager Cowden, City Attorney Coshow, Dire'ctor of Finance Courtney, Gity Engineer Ward' and Assistant to the City Manager � Preaseau. O.'Brien APPROVAL OF MINIJTES� MOTION: Made by Councilman Fulkerth, seconded by Councilman Puryear that minutes of the previous meeting of May 16th be approved as mailed to each of the councilmen. M otion carried. CHAMBER OF COMMERCE - Re Highway Projects Mr. Clyde Rann, Chairman of the Roads and Highways Committee of the Redding Chamber of Commerce, submitted "Report on State Highway Projects Recommended for Construction and Consideration by the Redding Chamber of Comxnerce" dated May, 1960, and requested Council approval of the report. J� � He advised Report was being sent to other Chambers of Commerce and to the Board of Supervisors in order to have a unified group behind the recom- mendations, Councilmen were invited to attend a dinner zneeting at the Rite Spot on Thursday, June 9th at 7:15 P. M, re this. MOTION: Made by Councilman Fulkerth, seconded by Councilman Puryear to approve State Highway Projects Recoxnmended for Construction and Con- sideration by the Redding Chamber of Commerce, as outlined, The Vote: Unanimous Ayes. COMMUNICATIONS C1aim - Pacific Telep-'horie �a `�`el�g'r-aph Co. �,2 � Under date of May 17th, the Pacific Telephone and Telegraph Company submitted verified claim in the estimated amount of $600. 00 for damages that occurred on April 29th. MOTION: Made by Councilman Fulkerth, seconded by Councilman Puryear that_ recommendation of the City Attorney be accepted, and claim of the Pacific Telephone and Telegraph Com�n;,y in the estimated amount of $600. 00 be denied. The Vote: Unanimous Ayes. Re Traffic on South St. A comznunication signed by 24 residents of South Street protested traffic on South Street advising from a quiet residential area there had been a „L".��' steady increase of traffic; a traffic count was suggested, residential speed limit signs and a four way stop at Garden and South Streets. A memo from the City Manager dated May 23rd reviewed action of the Traffic Division of the Police Department, and stated speed limit signs had been erected. (Z5 miles per hour speed limit). Re Plastic Bags - Appreciation Letter The Director of Recreation of the Weaverville-Douglas City Recreation Department expressed appreciation that City loaned them the plastic bags f�r use at their new swimxning pool. Re Circus-Rodeo Grounds .�-� Redding Lodge B. P. O. Elks No. 1073 requested permission to hold their annual benefit cire.is at the Redding Rodeo Grounds Sept. 10, 1960. 76 MOTION: Made by Councilman Puryear, seconded by CQuncilman Fulkerth to approve the request of the Redding Elks Club to hold � Rudy Bros. Absent: Councilmen - Fleharty 77 Resolution No, 2720 on file �in�the office of the City Clerk. � RIDGE DRIVE TRUNK SEWER - Condemnation - � � City Engineer Ward advised that Pietro Ferrero would not accept�the offer made by the City for right-of-way easement throizgh his property for'the Ridge Drive Trunk Sewer. City Attorney Coshow requested authorization to negotiate within the appraised value for this right-of-way, or to proceed with the condemnation suit. Sh'aring in cost without annexation The memo concludes: "It would appear, considering the difficult soil con- ditions at the site and benefits of permanent gravity sewers, that the school �:f � should find it more desirable to connect onto the City system; I� they do it would be necessary for therri to annex�to th:e City and pay the=aforexneritioned cons.�cruction and connection charges of $4, 520; and advance the� balance of cost of construction.to their point of connection (ap�roximately midway along the south line of their property) estimate at $27, 120, or a total payment and _ advance of $31, 640. - It is recommended. further from a long range standpoint that the City construct �,�v�.5 the additional 990 feet of an 8-inch line to Mistletoe Lane now while the inter- vening land is unimproved and in anticipation of the eminent use o��line by the Christensen Subdivision and Mistletoe area. The estimated cost of this work is $6, 400. The amount of $10, 000 has been proposed in the budget for.this . project. " � � � . • . ; Mr. Ward further advised he had received a corriinunication from the 'State ' Department of Finance requesting a thirty year. reimbursement period, instead of ten years as .established by Ordinanc•e No. 613. The letter� states: "From the viewpoint of this o�fice:, acting as a loan age�cy, any agreements for re- imbursement of capital outlay expenditure should be for a period of� not�less than the term of the loan, which in this case of State School Building Aid would �, be thirty years": ' . � Mr. C. A. Christensen, owner of property west of the school property, stated he was very much interested in the construction of the sewer and.annex- ation to the City. • • � ' Councilmen scheduled a tour of this property for.Friday, June lOth, 10:00 A. M, - Item re pay back periods for School Districts deferred until next council meeting. RE GRADE CROS5INGS - Southern P,acific Railroad - City Manager Cowden submitted the following report dated June 2, 1960: "Progress Report concerning. meeting of 'Redding City Offici:als,- Southern J� 1 Pacific Com�any Officials, Public Utilities Corrimission Official�, and Brother- hood of Locomotive Engineers Representative at the South Street Railroad Crossing in Redding, 1:30 P, M„ Thursday, May 26, 1960". 78 It was stated the 5outhern Pacific Company would a'ssign an engineer to . work with the City should th� City elect to have an engineering feasibility study made, and the superintendent of the Shasta Division ac�vised he would recomxnend to the railroad company's management that they. give favorable consideration to financial participation in the c�st of the engineering study the city might elect to make. It was indicated that participation on the part of the Southern Pacific would be based on the degree of benefit to them, , , - Councilman Puryear recommended the City have a feasibility study and check with the Southern Pacific re costs. RE CONDEMNATION ACTION - 1249 I'ine St, Mrs. Rita Giroux requested a one year extension on condemnation action on property located at 1249 Pine Street. She advised extensive improvements ��� had been made that were satisfactory to the Building Inspector, however due to the costs involved in having water meters and service to a portion of the property, extension of. time was required. Subject deferred until June 20th, with a request the Building Inspector and Fire Marshal be preserit,for r_eport and recomrrien.dation. ORDINANCE - Withdrawn City_ Attorney Coshow re.quested that Ordinance No. 638 be withdrawn and ���- numher restored, as additional changes were necessary. MOTION: Made by Councilman Martin, seconded by Councilman Fulkerth that Ordinance No. 638 be withdrawn. The Vote: Unanimous Ayes. AGREEMENT - City-County Jail �� � MOTION: Made by Councilman Fulkerth, seconded by,_Couricilman Martin to approve Agreement with the County of Shasta for' County-City jail facilities, and the mayor be authorized to sign said Agreement.
