AUDITORIUM-CONVENTION HALL
It was the recommendation of the Citizens Auditorium-Convention Hall
.��'� Committee tliat 'council authorize the City Manager to negotiate�on a formal
�y..� basis with the California State Division of Forestry for •the exchange �f "ware-
house facilities on a 'no rent' basis for 4. 8 acres of land now lield�under
lease from the City of Redding in the Parkview Civic Center area.

Mr. Ed Evans, secretary, stated that greater utilization of .the area would
result if there was cancellation of the existing 50 year lease with the State
and it would appear reasonable that economic benefits wo.uld accrue to them
with consolidation of their buildings and operation in the Parkview area.
Action deferred pending field trip of the area and it was requested that Dick
Smart and Ed Evans accompany councilmen on this tour if possible. .
PUBLIC HEARING - Adoption of Conditions of Blight Map ... ._. .
The hour of 7:30 P. M. having arrived, Mayor Fleharty opened the public
hearing on the adoption of the Conditions of Blight Map, dated April Z6,
1960. .

housing; that it was the responsibility of government that housing be. decent,
safe and sanitary, however it was not the responsibility of government to
furnisli low cost housing; He cited �.s an•example.the redevelopm�nt pro`
gram of the City of 5acramento stating .this:has been a..great boon to the City.

Councilman C, B; Puryear submitted the following communication to all
Councilmen and all mem�ers of the City Board of Appeals: -

- Re: Discriminatory Ordinances No. 522-578 adop ted �
April 1, 1957, as a supplem�nt to the City of Redding
Uniform Building Electrical and Plumbirig Codes , . �_j,,..L
After several meetings with the Redding City�Building Inspectors, j��
Mr. Jack Penix and Electric Inspector, Mr. Joe Otis, as well .
as m�eting with the Board of Appeals, it is my conclusion that
this Ordinance is strictly prohibitive and infringes_ upon,the ,rights .
andpr-e'rogati.ve:s of the citizens of the City of l�dding. By deleting
certain wording in Ordinances No. 522-578 of the code, we can
correct these inequities without disturbing the now existing
, Uniform Electrical and Plumbing and Building Codes, which pro-

vide the necessary and proper safeguards for the continued .
building of safe and s`ound �bui�lding structures in our City. � � . ,
Apparently Ordinances No. 522=578-were passed, and perhaps:- - -
rightfully so, during a period when it was not economically
feasible for the City of Redding to maintain a full time Electrical
� and Building:Inspection program and service�.- Howe'ver; tliis is �
certainly not the case at-the pres�ent_time: We liave;two well
qualified men in our Building and Inspection Departmerit. �I
might add at this p�int that Mr. Dais concurs with Mr. Otis
and Mr. Penix that with full time inspection and working.under
the present uriiform building and electrical code, there would
be no problems of enforcement involved other than we have at
the present time.
Both Mr. Penix and Mr, Otis have said that they believe tliis
section as it now stands is definitely unjust �and.unfair and that . �
they see no problems involving the removaT of it, providing
the Electrical Inspector shall devote his total e£forts and time
fo.r the.issuance of permits. and pr.oviding the necessary inspection
service is required. .
The City of Redding is lega:lly as well as morally bound by the
Building, Electrical and� Plumbing �Codes to provide .a responsible
inspection service regardless of to whom the permits are issued,
including individual property owners or contractors alike,
In conclu'siori', after �rriuch careful consideration and many dis;.
cussions with•several very well qua�lified�people,:�i�t is my ,opinion
and feeling that there are no bonafide. reasoms or explanations
- why any contractor or any other person should enjoy a statutory
coritrolled ex�clusive for 'a particular portion of the �construction
of any building, and more particularly; at the expense of infring-
ing upon or denying the right of any individual to act in the true
American com�etitive spirit, -
� . I have asked Mr. Coshow to prepare the necessary chang�.s� for
,��r,� your consideration and recommend quite strongly that these
j�,� changes be adopted and passed by the City Council at the next
regular meeting;• . . . . . .
Councilman C. B. Puryear
A comniunication dated May 12th from the Shasta�County Contractors ' '
Association, Geo'rge�Vicari, Executive� Secretary, advised the officers
and directors of their association voted unanimously to upfiold the present
. Electrical and. Plumbing' C.odes 'that is now in effect, "�We feel xhat a
change of this type in our city code tends to weaken the all.-over prin�ipal
of sound construction" the letter states. . '
�ity Attorney Coshow, in a communication dated. May- 13th, advised the
Board of Appeals, at their hearing, voted by a vote of 3 to 2; opposimg
the proposed ordinances affecting the issuance of permits for
plumbing and electrical work, provided that the B'oard-of'Appeals-
would consider acaeptabTe an amendment to the pres.ent C.ode which
would provide for special owner permi.ts to be us'ed in cases where
the plumbing and/or electrical materials would not exceed $50. 00
in value. ,

Building Officials,, and, cited th.e fire next door to her residence that day,

an electrical contractor could do unsatisfactory work as well as a home

R. C. Rodgers, 2423 Tehama St. , advised all laws were discriminatory
against sorne one and ;the'.cos�t of inspection would be out of all reason.
He recommended no change in the pr�sent ordinances.

H. E, Mclntire, 5693 Cascade Drive, comznented that being a licensed °
contractor did not guarantee a job would be beyond repro,ach, and recom-
mended that journeymen plumbers and electricians be licensed by the City,
and home owners could then hire licensed journeymen. ,
Bill Wittner stated the code "is going from;the sublime to the ridiculo�s";
he commended Joe Otis and Jack Penix for the fine job they were doing
in inspection. 5peaking of the past rnany years; he stated he would 100
times rather do business under the present day conditions, for he now knows
w�en he hires a m�.n from the hiring hall, the man is qualifieda

journeymen electricians and plumbers.

L. E. Pasley, 153�7 Mag-nolia St.�,-stated changes in the present ordinances
will not increase the amount of wiring done in_the..Cit}�, .but.would have the
affect of having all work inspected.

Mr. Branscomb, owner of subject property, advised he first saw the article
in the newspaper regarding the condemnation of his property; that:he had
to g�ive at least thirty days notice to tenants. He requested an extension of
time for at least six months, and asked the Building Inspector and;Fire

RE CHANGES IN TAX ROLL - Church Property
City Manager Cowden reported that it was necessary for the Assessor to assess
all church and welfare property, then exempt it on the roll in order to determine
the total amount .of exemptions on the roll. Tk�e Assessor had established a flagging J��
system and it was hoped to eliminate, to a great extent at least, the skipping of
exemptions in the future.
PUBLIC UTILITIES COMMIS5ION - M�eting in Redding - .
Representatives of the Public Utilities Commission will meet in Redding on �
Thursday, May 26th, in order to make an up-to-date survey of the railroad �grade
crossing situation in the City of Redding. It was requested that m�:mbers of the 3)j�
City Council attend this joint meeting with representatives of the Southern
Pacific Company and Shasta County. ,
C�uncilman Fulkerth indicated he would be present.
NATIONAL SAFETY COUNCIL - Shasta Chapter
City Manager Cowden stated the new Shasta Chapter of the National Safety Council ,/
was requesting $200. 00 from the City of Redding and $300. 00 from the County of /�-�`
Shasta and it was expected their minimum budget for an educational, safety cam-
paign, with awards would amount to' $1, 500. 00 to $2, 500. 00.
This request to be considered during preliminary budget hearings. .
