Russell Johnson, Elder of the Church of Jesus Christ of Latter Day Saints,
Redding, gave the invocation,
The meeting was called to order by Mayor Fleharty with the following council-
men present: Fulkerth, Kelly and Fleharty. Absent; Councilmen Puryear
and Simons. Mayor Fleharty stated that Councilman Simons was vacationing '
in Hawaii, Councilman Puryear in Mexico.
MOTION: Made by Councilman Kelly,. seconded by Councilman Fulkerth that
ante dated request of Councilman Puryear to leave the country be approved.
The Vote: Unanirnous Ayes.
Also present at the council meeting were the following: City Manager Cowden,
City Attorney Coshow, Assistant to the City M�.nager Preaseau, Planning
Director Evans, City Engineer Ward and Associate Engineer Byrne.

APPROVAL OF MINUTES
MOT�ON: Made by Councilman Fulkerth, seconded b�r Councilman Kelly the
minutes of the adjourned meeting of April 4th and the regular meeting of April
4th be approved as mailed to each of the councilmen. The Vote: Unanimous
Ayes.
PROTEST - Condition of W.estcourt 5treet
Mrs. Edith Edwards, 1175 Westc�urt, stated she had` received a letter from
City Engineer Ward regarding the condition of the alley running along her property; ���
she protested the use of the word "alley" in his letter, stating this was a street,
not an alley. She complained about the dust, the chuck holes and the d ebris
thrown on her property by customers of the Ice Burgie.

Mayor Fleharty advised Mrs. Edwards it did not make xnuch difference whether
it was called a street or an alley, it was the policy of the city that the initial paving
of any street or ailey was done as a joint enterprise of the property owners involved;
City then accepted the street (or alley) and from then on the maintenance would be
done by the city. This had not been done on Westcourt and the estimate of the City
Engineer was $2. 50 per front foot should the property owners be interested in the
formation of an assessment district for this street construction. '

The following letter addressed to the City Council, dated April 14th,
signed by Mrs. Senta Coots, Citizens' Committee for Annexation,
was, submitted to all councilmen:

Gentlemen:
A careft�l survey of the_property owners in the area, in consultation
with the respective �ity offic�als reveals that a contiguous area of
which the majority of all segments are desirous of annexing to the .
City of Redding is now ready for referral to the Planning Commission.
This area c.ommences east of theA..Ca I: D. Canal.at the present :City
. boundary and proceeds along a property line in a south�esterly direction
to Mark Street, and southerly on Mark Stree.�:to the properties occupied
by the Union and Tidewater Oil Companies; thence jogging around to
include the oil company properties and the Superior Beverage Company
property; thence to Highway 99 and �across the over.pass over to Frontage
Road.and south on Frontage Road to property fronting on Kenyon Road; thence ::. . -..
,, in a westerly direction to the Reading Grant Line and northerly to the
present City boundary, This is more particularly described in the
attached map. We are requesting that the City Council refer this to
the Planning Commissio�n for its consideration, p.ursuant to the re-
quirements of the Annexation Act of 1913.
If this r.equest is approved by the City Council, we shall then publish
notice for ten days,, as required by the Annexation Act, requesting
permission of the City Council to circulate petitions to annex the terri-
tory to the City of Redding.

City Attorney Coshow using the map as a guide, indicated the property
proposed to be annexed and outlined the procedures that would be taken
to annex this area to the City; he stated if there were no dela�s, the
election would probably take place in 5eptember.

the matter of the annexation of the area south of Redding as indicated by
the Citizens' �'ommittee for Annexation be referred to the Planning .

Mr. Elreno Harrison,� 4514 Harrison Avenue, owner of property south
of Redding, stated his property.had no shortage of water, but he felt _
for the benefit of all, this area should be annexed for assurance of a
better community.
In answering Mr. Harris�n, Mayor Fleharty stated that it was public
spir,ited people like him wh� makes being a councilman a pleasure.
He further expressed his gratitude to the residents of the .area south
of Redding for their interest- and atteridance at council meetings.

Re Sewage - Redding Heights Subdivision
Donald R. Taves, M. D. , Health Officer Shasta C�unty Department of
Public Health, submitted a c�mmunication dated April 13, 1960 to all
councilmen regarding the overflowing sewage in the Redding Heights
Subdivision. His letter stated that in the fall of 1957 the following facts
were brought to light: � � `�'r.�
That one-half of the homes in the area had sewage overflows
to some degree
The soil on the subdivision was too tight to allow for disposal of
sewage in leaching fields on most.of the small and steep
lots. To correct the overflows many of the owne'rs would
find it necessary to replumb their houses, relocate septic
' tanks and to drill seepage pits. �
He advised the home owners asked for time to try to get pubTic sewerage
in the area; that numerous petitions had been circulated in a vain attempt
to obtain the signatures of 60% of the property owners in favor of either of
the two conflicting plans to .provide sewerage for the area. '
� As health officer he was requesting that�council publish resolution of intention
to sewer the assessxnent district proposed by the City engineering departm,ent
for the following reasons:
on March 16, 1960 of 36 res.idences in the subdivision visited by them,
19 had evidence of sewage failur.es '
Sewage on the surface of the grou,nd may be carried into hoznes in the
neighborhood by rodents; flies, insects, pets and children with
their toys. °
The foll•owing diseases reported in California in 1960 may be trans-
mitted in this manner:
Amebiasis � Infectious Hepatitis
Salmonellosis Typhoid Fever '
' Shigellosis ' , Co�sackie
• The letter states "The longer the sewage remains on the gr.ound, the greater
the chance is that the proper chain of events will occ'ur for the transmission
of these diseases. " � �
He then continued the possibility of this sewage being washed into the
Sacramento River about 1/2 mile and one mile above the intake of the
Rockaway and Enterprise water systems respectively; that during the
heavy rains part of the Redding Heights drain, into areas in the Benton Tract,
"We feel these points constitute sufficient risk to the,public's health to
warrant your action whether or not 60% .of the property owners have signed
a petition. The people of that area certainly have had sufficient time to
work out their own solution, and we understand that they have bogged down
just a few percent from the desired 60%. Hence we strongly urge you to
end this stalexnate", the letter concludes.
Mr. John Byrne advised petitions circulated in this 'area for sewers only
' had been signed by about 65%, the package deal liad been signed by 29,`2%
of the property owners. � '
Mayor Felharty requested the petition for sewers onl}r be reviewed and�this
items be placed on the agenda for the next meeting of the City Council, May

Shasta County Chapter National Sat:ety Council '
G, E. Oaks advised the Shasta County Chapter of the National Safety Council
was being formed in this area and in order�to assist the Chapter in putting
on its safety aims during the balance of this year, it would be necessary
to obtain finan.cial assistance. Proposed budget for the balance of the year �0,2 � .
was approxim�.tely $1, 500. 00 and C'ity Council was asked. to consider the sum
of $20.0.'00 to assist; it was anticipated the Board of Supervisors would do-
nate, a like amount. �
Mayor Fleharty requested the Safety Council submit a detailed expense pro-
jection which would then be referred to the Finance Committee for considera-
ti on. ,

PROGRESS REPORT - Trinity Power Allocation
Mayor Fleharty advised he had been informed by H. P. Dugan, f2.egional
Director of the Bureau of Reclamation that, some decision on` City!s.,appli-
cation for allocation of CVP power would, be :r,e,ceived within ten,da.ys from
Commissioner pominy. ��

City Manager Cowden reported th�a.t petitions on the formation of the Downtown
, � Assessment District had b.een signed by over 51.°�0 of.both the land area and
�i� � property by assessed valuation; petitions would be checked by the Assessment
_ � District Attorney, then turned over to the City.
Mayor Fleharty directed the City M�.nager,,to,prepar.e,scrolls of appreciation
for members of the Downtown. Property Owners Parking Committee and those
volunteer workers. "Their service was a real step ahead in the community,
and will be a great aid in preserving of the downtown area" he stated. �
REDDING REDEVELOPMENT .AGENCY.

Mayor Fleharty gave a brief resume of the Redding Redevelopment Agency and
stated the program initiated to demolish struCtures not suitable for human
habitation had resulted in over three hundred buildings demolished, with not
one suit against the City. This had aTso created a problem�= displacing older
pe.rsons who had a limited income. The prograzn was tlier'efo'r-twofolclo The
�'��` improvement of entire neighborhoods and the ho,using for persons with limited

Frank Doherty, Chairman of the Redding Redevelopment Agency stated the
Workable Program was p;resented to council at this tixne for study only; that
after formal approval by the,Abency, and adoption by_the City Council it
would constitute a preliminary step to seek Federal Aid in some form. .
A joint meeting of the Redding Redevelopment Agency and .City Council was to
be scheduled..prior to the acceptan.ce of this Workable Program.
Further action by City Council on May 2nd, 1960.
ORDINANCE - One-Way T�avel Portion Railroad Avenue.

Ordinance No. 635 be adopted, an ordinance amending Section 18-6 of the
M«nicipal Code of the City of Redding that vehicles on Railroad Avenue be-
