The meeting was called to order by Vice Ma.yor Simons, with.the following
councilmen present: Kelly, Puryear and Simons. . Absent: Councilmen ,
Fulkerthl and Fleharty. ' �. � } � , �
the following mernbers of the Parking C,oxnmission were -present: Clyde
Rann, Cliair'man, Robert Woods,� Bob Dicker and Norma Reynolds.
The joint meeting of the City Council and the Parking Commission was held
to consider the 'Par'king Commission's recommendations contained in their
letter dated March 1.5th, 196,0.

' 1: A "Stop" sign be installed on Canal Drive at Gold S.treet.for
control of traffic proceeding in a southerly direction on Canal Drive
(Approved by Couricil)
2.. "No Jaywalking" signs be installed� on Market Stre:et.

3, Flow of.traffic on Railroad Ave. between Yuba and Placer Streets
be changed�from its present north bound flow to a south�bound f1ow.
� 4. The drop mail box located on the west side of Railroad Ave. be

There was considerable discussion on Items 3, 4, 5, 6 :and :7 as
listed, with Councilman Simons stating he was not fully in accord
with the recommendations, however would not vote no against them.
8. The County Board of Supervisors recommended that parking meters .
be installed on the west side of Court St. b.etween Butte and Yuba Sts. ,
with a one hour parking limitation. h '

parking limitation on the west side of Court St. between Yuba and Butte
Sts, )

The mee•tino was called to order by Mayor Fleharty with the following councilmen
present: Fulkerth, Kelly, Puryear and Simons. Absent: Mayor Fleharty.
Also present were City Manager Cowden, City Attorney Coshow, ,Assistant to the

Mr. Wm. Lewis, � representing the 20-30 Club, asked City Councilmen to participate
in a Donkey Basketball game with the Shasta County Board of Supervisors to be held

Vice Mayor Simons advised Mrs�. Edwards it was customary for adjacent property �`F�
owners to pay for any street improvement; subject referred to City Engineer Ward
for report and recommendation at the next meeting of the City Council. �

Protest on_Electrical Qrdinance . .
Mr. Boyd Kivley, 1115 Eureka Way,. pr:otested with r�egards to the ord-
inance that required a licensed electr,�ical contractor. to do all the wiring
in all commercial buildings within the corporat e lirr�its of Redding.
The letter states: "I believe it is against the principle of the constitution
and does not reflect the will of all the people. The C,ouncil is determining
�� �_ the difference between organized labor a�nd the independe�t worker and
therefore limits competition. It restricts the rights of the larger portion
of the city's direct supporting group which is the property, owner. The
rights of each individual are comproznised - worker, owner and user
alike. ... - .- - .
Safety is not accomplished for that is the job of the insp�ctor. "
City Attorney Coshow said the present ordinance had been accepted by
the Board of Appeals as having the xnaxim�zm value of safety; that a
strict building code was the only way it was possible to maintain control.
Councilmen Kelly and Puryear were of the opinion the_ordinance should,
be modified. : � , - '
Vice Mayor Simons referred this matter to Councilman Puryear of the
Electric Co.mmittee, for further study and recommendation. , , ,
PROCLAIVIATIOlV - Toastmisbress Week
MOTION: Made by Councilmar� Kelly, seconded by Councilman Fulkerth to approve
��-'� Proclamation declaring the week of April 4th through lOth as Toastmistress Week,
and authorizing Vice Mayor Sixnons to sign said proclmation on behalf of the: City.

There were no written prot.ests and no pne appeared in person to protest this reassess-

DELINQUENT TAX REPORT •
Councilman Kelly advised the report of Genevieve Simonds, Delinquent Tax Collector;
for the period January 1 to Nl�.rch 31, 1960 inclusive indicated $928. 96 paid, of which s�'�
$193. 64 was penalties. ' ' ' � � � �` 4
RE PR.OTEST - Water Construction Project
City Manager Cowden submitted copy of a letter from 3�avid Marr, Secretary of
Board of Trustees of the Shasta Union High School and College District, concerning
the installation currently being made by the City on its easement for city water
lines through the grounds of Shasta College. It was requested that City personnel
consult with the College Administration in order to.arrive at an installation and
design that would not only meet city needs, but preserve the beauty of the� adjacent ���
grounds to the entrance. �
City Manager Cowden adv�ised the City Engineer was redesigning-the-plans which
would then receive the approval of Ric�hard Smart, architect. All plans would re-
ceive the prior appraval of the Board of Trustees of Shasta Union High School and
College District before construction. . -
City Manager Cowden advised it would cost about $1, 000> 00 to relocate thel�valves
and the cost would be borne by the City, not Ray Layton who had been directly re=
sponsible for the design.
RE LEASE OF PT:JMP & WELL FACILITY
Under date of March 31st, City Manager Cowden submitted recommendations regard-
ing the proposal of L, R. Thompson, operator`of Redding Park Go1f.Course; to lease
from the City Pumps and Well Facility owned by the City to irriga�e..his golf course,
together with copy of letter to Mr. Cowden from M-r. Thompson. ���

The opinion of the City Attorne y was that the C:ity could not establish a water rate
for sale of water from this faciiity at a rate less than the rate char'ged for water �
sold by the City to custoxriers served from our municipal system 'as. to do so would
be in conflict with the spirit and intent of our w�.ter revenue bond issue,
M�, Cowden concludes his merrio with this remark "---it would appsar that continued
service from the City's existing system would' be more logical and less expensive to
the proposed lessee". � �
In speaking of 1VIr, Thompsor�'s delinquent utility account, the Director of Finance
advised service would not be resumed until this account was paid. , �

In discussion it was stated because Pebble Drive is not a dedicated street it would

ORDINANCE -One-Way Portion Railroad Avenue
City Attorney Coshow submitted proposed Ordinance No. 635, an ordinance amend-
ing Section 18-6 of the Mixnicipal Code of the City of Redding that vehicles ori '

Claim filed by Chariety M, Henry, 4654 Harrison Avenue; for injuries received on ���
December 24, 1959 was presented by City Attorney Coshow.

recommendation of the City Attorney be approved, and claim of Chariety M. Henry
be denied, and referred back to the City Attorney.
