ANNEXATION - South of City Limits � � The Riviera Drive Citizens Committee a gain asked for further consideration of their Oct�ber 1959 request for annexation to the City of Redding in a communi- cation dated March lZth. 'They' advised the water situation was most critical; a deep welT ;had been drilled; 'however had a high chloride and ironcontent and while the �surface runoff from recent� rains had given temporary relief and tested safe,� it�could��easi.ly becom'e poll'uted: The letter states "Ev;,en if pollution does not occur, the dry months will soon be here, leaving us dependent again on the wells which were inadequate last year. These older wells, in�cidentally, have been p�lluted by the riew deep well so that all our summer water will be salty. " An additional complication was the fact the owner of the water sy5tem had de- clared bankruptcy and the results of this were not predi�etable at thi�s time. The proposed area for annexation was roughly as follows: The business strip on both sides of Highway 99 from the present south city limits to the Southern Pacific underpass; the business area west of Highway 99 as far south as Kenyon Drive, plus the Harrison Tract and Riviera Drive areas, •. 4 0 The letter continues: "We do not expect miracles from the city. We under- stand that it may take som�� time to obtain some of these services. W� further understand that some services rnay be available for commercial areas ahead of us. We want city power, but recognize the probable delay in bringing service because of the heavy capital investm�nt involved. However, our immediate concern is water. We realize that �n assessment district or districts may have to be formed and we are willing to do this in order to get �vater. " A communication dated March 8th from H. A, Holyfield, Chairman �f the Special Projects Committee, Redding Chamber of Commerce, was submitted to all councilm�n. Inforxn�.tion was requested in acquiring municipal service as follows: Cost data� on Sewer trunk extensions, water service extensions, fire hydrant and alarm system installations and city electric service installations. Also city rate and service schedules for the following: Water rates to those in the study area, electric service rates, business licenses and a statement of the method of assessment on real and personal property in the area, A memo from the City M�.nager advised these cost figur.es are being compiled. Mr:, Willard Jackson stated the residents of Ri�viera Drive were middle. or upper middle class and there was a large expansion area if the wa•ter problem was solved. "We need your services, he stated "and we feel we have something to offer the City of Redding also. " . ��-� Mrs. Senta Goots said the water situation was dire; the high content of iron corroded the pipes to the extent that laundry appliances were not usable, it was necessary tn haul in drinking water and the�surface water had to be boiled. Councilman were in accord that i� would be good economics to have an orderly development of the area south of Redding and to help the residents of the area, and Mayor Fleharty said the city was willing and ready to help furnish inforxnation; that this was a real emergency and would�be treated as such. City Attorney Coshow advised the appointment for the trustee in the bankruptcy proceedings had not been made and suggested when appoi�tment is made, residents of the area discuss with him the disposition of the pipes, meters, etc. in the present water system. � Mayor Fleharty said the basic problem in annexation was the setting of th;e: boundaries - first, what you wish to annex, and second, what you can annex. That it was necessary to ha-ve the approval of the Shasta County Boundary Commission before Gouncil could start the annexation proceedings. Mayor Fleharty directed the city forces as well as City Manager Cowden and City Engineer Ward to work on this problem, and suggested the_ Riviera Drive Citizens Committee work with representatives of Harrison Tract for bette-r � results. He asked that petitio�ns be brought in as soon as possible and if it � was necessary, a special m�eting of the City Council would be called - "Progress comes through emergencies" he concluded. COIvIMUIVICATIONS _ Lake Redding Park Development Mr. Ovid Holmes, Chairman of the Recreation and Parks Co,mmission, advised the Campfire Parks Development project n�w underway in Lake Redding Park and the Ruess Memorial, area between the,Redding _Swimming Pool and the Harlan Carter residence ;r.epres,ented the gen.erous offer of � the Campfire girls who were planting trees and landscaping the area, and `��� the guiding light of this project was Mr. R. J. Ruess. Mr. Holmes, using a m�:p, illustrated the area of the 1960 Campfire project and_ gave an overall picture of the Lake Redding Park Master Planning. Mr. Ruess, speaking from the floor, advised he was on the advisory board of the Campfire Girls of the Redding Area Council, and t�iere had been several meetings to work out the plan for the spot planting of this area. "Now we need a water line in order to water the newly planted area" he concluded. � Merritt Nelson, Super•intendent of Parks and Recreation advised�M-r, Ruess liad contributed about three dozen specimen trees planted in the park area. 41 Congres_sman "Bizz" Johnson �,�, � . Congres.sman Harold T. (Bizz) Johnson expressed his deep appreciation for assistance in the staging of the V111 International W:inter Olympic G.ames at Squaw Valley,. � . Fish and Game Property-Cypress St. The ,Calif. Department of Fish and Game submitted a detailed r.eport on their use of property in Redding. Mr. James Stokes, Regional Manager, �.5✓� advised he had recommended to Department Headquarters that plans be made. to determine the State's space requirements in Redding for the future, and that when such plans had been made it would be possible to determine whether or not there is any surplus land. � Parking Comrnission Recommendations Clyde W. Rann, Chairxnan of the Parking Coxnmis.sion, submitted recommendations dated March 15th, for consideration and action by the City Council. '�� � . City Manager C;owden briefed council on the recoxnznendation to establish monthly parking rate for the Southern Pacific Off-Street Parking Lot No. l, at the rate of $4. 00 per xnonth, parking permits to be issued on a quarter- ly basis only. � - Action defexred on all recommendations of the Parking Comrnission for an on-site field trip. r Mayor Fleharty stated this council meeting will be adjourned until 11:30 , A. M, Monday, April 4th, to be followed by the field trip. It was asked . that all m?mbers of the Parking Commission, or at least representatives of this Comtnission attend this xn�eting. Joint Meeting Council-Board of Supervisors A joint meeting of tke Board of.Supervisors and the Redding City Council j��' was scheduled for March 28th, 7:00 P. M, , Grande Cafe, to discuss the parking situation in and around the Court House block and other items of - mutual intere st. Proposed Ordinance Safety Provisions H, L. Weingartner, Executive Secretary of the Five Counties Central � ;; Labor Council, submitted an Ordinance of the City and County of San /� ' Francisco aimed to prevent accidents, fires and to promote safety. � _ Referred to Fire Marshal Wade for report and recommendation. PROCLAMATION Ted Garlington, Manager of the Redding Chamb.er of Cbmmerce, advised the R.A. T, S: .C.ommittee of the Redding Chamber were planning a "M'ost Courteous Em- ployee of the Month" contest for the month of Apr�si and asked that Mayor Fleharty ��� proclaim April as the month for Redding's "Most Courteous F:mployee of the Month". MOTION: Made by Councilman Fulkerth, seconded by Councilman Kelly that Mayor Fleharty be authorized to sign Proclaxnation in recognition of Redding's most courteous employee of the month - April, 1960. The Vote: Unanimous. Ayes. PROGRESS REPORT - Power Allocations May�r Fleharty read the following telegram from H. P. Dugan, Regional Director of the Bureau of Reclamation, Sacramento: " Re your letter M�.rch lst, 1960, I have contacted commissioner D�ininy and he advises that we are willing to dis- ��3.� cuss the possibility of temporary-sales of allocated but unused CVP power, the amount�in condition to be considered in detailed negotiation. " Mayor Fleharty said this was the first specific recognition of our application for a block of power; that they would appear in Sacramento Friday at the Con- gressional Hearings in our belief in the existence of power and to further the plan to continue the low rate for electricity to further the econoxn�.c progress. of thi s commiznity. MOTION: M�de by Councilxnan Simons,� seconded by C�uncilman• Kelly that lease for fan marker site at the Benton Airport-maintained by the �Federal ' Aviation Agency be renewed, and the Mayor be authorized-to sign amendment to said lease approving continuance of the lease until June 30, I975. Vaughan, trustee for th�e S. U. H, S, and Jr, ` College District, protested '�'�� the appearance of two large concrete air valves built on 'the college campus. City Engineer �Wa'rd' assured"council`men�this design would be modified. , � PROTEST - Shasta College Road ` g� Mayor Fleharty, speaking to J. R. Vaugliari,' advised that T. R. Woods had deeded land to Shasta College for road purposes; that r�ad had been built, but had not been brought up to standard and was potentially`dangerous. It was his suggestion that College bring this road up to standard after which it would be accepted and maintained by the City of Redding. ' , Mr, Vaughan advised he would check into this matter. LEGISLATION - Re Change of Sales Tax Law Councilmen were in accord��that no �action be taken on the proposed resolution �`�7� to oppose changes in the sales tax law.
