The meeting was called to order by Mayor� Fleharty with the following council-

who is now the local manager of Ivluncy McPherson and Coinpany, and who has
personally taken over the audit of the H & H Flying Servi.ce, Inc, bookso,. .
A brief report was given by Mr. C�show on the bookkeeping system used by
H & H, and council was advised it was a definitely adequate system and,a , , _
certified audit was possible if this was council's desire. However; it"was�
�y / the City Atto,rney's.suggestion this might not be deemed necessary as.a certified
audit would�necessitate checking�many facets of the business that would be of
., , . . � , . . . . , _ ._ . .
no particular interest to the city.
He further stated if information�received from subsequent checkirig by Mr.
Hancock was consistent with previou�s findings, it would be his recommendation
that a satisfactory settlement be made with H &�H on the monies .owirig; from
the gasoline sales, and a final settlement and disposition.of the matter be madea
Coznplete `report and rec`ommendation will be submitted at the next regular_
meeting of the City Councilvon January 18th. � �

City Attorney C�show was directed to draft an ordinance establishing the
regular meeting.time and place for the Airport C�mznission, after checking
with all members of the Commission to determine what day of the month and
what time of the day would be most satisfactory to the majority of the members,
BENTON AIRPORT PROPERTY - Appraisal
MOTION: M�,de by Councilman Simons, seco.nded by Councilman Fulkerth that
the City Manager be directed to have a full and complete appraisal made of the
Benton Airport property, with appraisal cost to be known before formal pro-
r�� cedure for a particular appraiser to perform the work was authorized. The ''

There being no further business, on motion of Councilman Simons, seconded by

Recommendations of the Parking Commission
1. Installation of a 40 ft.' passenger loading and unloading zone on the
north side of Butte Street immediately in front of the Butte Street
entrance to Memorial Hospital, in accordance with request of Mr,

There was considerable discussion on the advisability of this type park-
ing; C'aty Manager Cowden stated cost for changing Market and Pine
Streets would be $1, 080s00, cost for changing the entire city estimated
at $3, 250, 00, with am�le money in the Parking "Material and Supplies"

that Market and�Pine Streets be marked for the new type parking and
authorization be granted for the expenditure of $1, 080. 00 or any p�rtion

DOUBLE PARKING `
Councilman Kelly spoke on the problem of doubl�e parking, particularly on
Market Street, suggesting the fine be increased from $5. 00 to $25. 0.0 for
double parking on Market Street.
Subject referred to Councilman Puryear, Police Committee.
5o That City reverse the present diagonal parking program now in use on
Oregon Street, on the west side of the street between Yuba and
Placer 5treets. In other words, diagonal parking would be moved
from the west to the east side of Oregon .Street.between Yuba and
Placer Streets as would parallel parking.

That time limit for parking be 12 minutes on the east side of Oregon
' `Street where diagonal� parking is recommended and that a two-hour
time limit continue to be imposed upon the west side of Oregon 5treet. '
That all currently diagonal parking on the south side of Yuba Street
- betweeri the Southern Pacific Railroad and Oregon Street be removed
and�replaced with`parallel parking and the 12 xninute parking limit-

There was considerable discussion on the above recommendati�ns, with
Councilxnan Simons suggesting the prohibiting of parking on the north side
of Yuba Street between the Railroad tracks and Oregon Street, and channeling
west bound traffic to one lane between this area, �
Mayor Fleharty advised the State so disapproved of diagonal parking that no
gas tax funds would be made available for streets using diagonal parkingo
Mayor Fleharty deferred action on this subject�for a council meeting with all
councilmen in attendarice, and an on-site tour with the Parking Commissi�n
was scheduled for 12 noon, February lst,

MARKET STREET BRIDGE - Widening_
City Engineer Ward advised that when the Market �.treet Bridge is widened, it
will require moving a drain ditch on the west ;side and the north side of the river
(Lake Redding-Park) fo-r a shor_t distance near the river°s edge, covering an
-��•� area in the park froin ZO to 30 ft. wide and 200 to 300 fte long. This ditch jointly
benefits the state and the city by draining the highway and the Benton :Subdivision,
f,� .�. It was Mr, Ward's recommendation that City_gr.ant the Division of Highways,
State of California, .permission-to relocate the exi.sting: drain ditch. in.Lake Redding
Park now situated at the base o_f the Market Street Bridge embankment westerly to
a sirnilar location along the base of the new eznbankment required in the widening
of the Market Street bridge. , �
