Reverend J��hn O'Connor, Pastor of St. Joseph's Church, Redding, gave the
invo c ation. '
The meeting was called to order by Mayor Fleharty with the following council-
men present. Fulkerth, Kelly, Puryear, Simons and Fleharty.
Also present were City Manager Cowden, City Attorney Coshow, City Engineer
. Wa"rd, Associate Civil Engineer Byrne, Director of Finance Courtney, Planning
Director Evans, Purchasing Agent Stewart and Assistant to the City Manager
Preaseau.
APPROVAL OF MINUTES
MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that �
minutes of the last regular meeting of December 21st be approved as mailed to
each of the councilmen. The Vote: Unanimous Ayes.
WELCOME
Mayor Fleharty welcomed the member of the Shasta College Law Enforcement
Class, in attendance at this meeting.
i�.E PROPOSED BENTON SEWER CONSTRUCTION
Dr. C. A, Weichers, 1512 Nancy �reet, requested information regarding the
�y� area involved in the proposed sewer eonstruction in the Benton Tract, asking
if one, or two districts were involved. He further asked to verify signatures
" on the petitions on file in the City Cierk's office.
City Engineer Wa.rd explained the recently adopted Ordinance relating to sewer
connection permits, regulations and policies for the construction of connections
to the sewer system, providing for sewer connection charges, providing for the
de;posit of fees collected in a particular fund, and stating a policy for ownership
and maintenance of sewer lines. (Ordinance Np. 613)
RIDGE DRIVE IM:PROVEMENTS Assessment District No. 1960-1
Petitions for the formation of the Ridge D,'rive Assessment District, filed with
the City Clerk on December 30th, were presented to City Council for their
consideration.
Certificate signed by the Ci ty Engineer, Richard Ward, states:
°��`� "I hereby certify that the Petition presented to you this day for the
construction of Improvements in Assessment District No. 1960-1,
Ridge Drive, �ity of Redding, Shasta County, California, is signed
by the owners of real property within said area representing more than
60% of the area of the district proposed to be assessed to pay for tlie
cost of said improvements. '''
Gwynn ^ . Bland, owner of property in the proposed assessment district, advised
a former member of the City Engineering Department had advised him his prop-
erty would be assessed on a 2 lot basis, due to the odd shape of his lot and the
ZO ft, easement for power line, however present petition has him assessed over
$1800. 00.
Engineer Byrne stated this matter was subject to review,
MOTION: Made by Counc'ilman Kelly, seconded by Councilman Simons that the
office of Eugene K. Sturgis be authorized to proceed with the formation of the
Ridge Drive Assessment District No. 1960-1, beginning witli the Resolution of
Intention. The Vote: Unanimous Ayes.

BENTON TRACT IMPROVEMENTS - Assessment District No. 1960-2
Petitions for the formation of the Benton Tract Assessment District,: filed
with the City Clerk on December 30th, w�re presented to Ci.ty C�uncil for
their consideration,
Certificate signed by City Engineer Richard Ward states:

Mr, A. T, Housman, 734 Loma Street, advised he would like to examine the
petitions, Mayor Fleharty commended Ed Bassett for his .efforts on behalf
of the formation of this district.
A memo to all councilmen dated January 4th from the City Manager, entitled --����
".Suggestions and recommendations for the financing of the City�s portion of
the Benton Tract Assessment District Formation", advised it would be pass-
ible to include the Lake Redding Park area, city owned land, in the district,
and City would have five years in which'to pay. the assessment, , �

the office of E. K, Sturgis be authorized to proceed with'the formation of the
Benton Tract Assessment District Noer 1960-2, beginning with the Re�solution �

the assessment district and file validation proceedings in Superior• Court, with-

MOTION: Made by Councilman Kelly, seconded by Councilman Fulkerth that
Resolution No. 266Z be adopted, a resolution of the 'C�ty.Council of the City of
Redding providing that five diagonal parking spaces on the east side of Liberty �C�
Street, immediately north of the intersectior� of Yuba an�l Liberty Streets, be
limited to two hou,r parking, and be. so mark�d and designated.

It was the recommendation of Purchasing A�,ent Stewart that a portion of the
award of bid on Schedule No. 163, Gasoline, Diesel Oil and Motor Oil and Greases,
be rescinded, that portion referring to 10-3�0 motor oil, ' Thr�ugh an error it had
been recommend�d that the bid on 10-30 ..motor oil be awar�led to Shasta-Douglas
�b� Company,., however low bid had been submitted by Tid�water Associated Oil
Company„ kn the amount of` 70_� per gallon. '

council re�scind that portion: of Bid Schedule No. 163�awarding bid .on 10-30 motor
oil to Shasta-Douglas Company, and bid on 10-3.0 motor oil .be awarded to Tide-

City Engineer�Ward advised "an estimate had been made for improving Cotton=
wood� A,venue wi�th 4 ft. sidewalks, roYled'curb_and gutter, and paving of�the
_o��� street, estimate,d to cost $15, 3190 00 or $8. 64 per �front foot. Property owners
of 43. 5 of the area had been contacted, Mrm Ward stated,;.�and all�voiced thieir
opinion they had no intention to form a district. It, was his recommendatipn,
therefore,� the subject of the i�mprovement of C�ottonwood Av,enueVbe dropped.

to Dick Ward for further handling�
RE OBSOLETE FIRE ENGINE No. 3 � � '
A memo from the City Manager dated December 29th, advised the Redding
� Volunteer Fire Department had rejected the �offer of obsolete fire engine:.� No,
3, and recommended that this old engine be replaced with a new pumping engine, f 7j�
as indicated by the Fire Chief for several years in his annual budget reque.ste

Councilmen were advised that Mi.ner B, Phillipps would be available for consulting ���
services in approximately three months, during the transition period from their
service to one to be furnished by a local certified public accounting firm,

A memo to 'all councilmen dated December 21 st from the City _Manager gave
"Progress report and recominendation concerning Police jMotorcycle Radios"
however Mr. Cowden advised that police radios were being repaired by Motorola �'�U
Corporation under terms of their, existing contract. ,� G�

A brief report was given regarding rriotorcycle accident of a few �days ago .
LANDSCAPING - Overhill Drive Area
"Cost estimate for painting concrete water tanks on Foothill Boulevard including
revised plan for landscaping area around water` tanks" dated December 31st was

This matter was deferred until the n`ext meeting of the�Parks and Recreation
Commission, the 4th Tuesday of January, councilmen to be in attendance. .

RE R.ECREATION DEPARTMi.NT - Budgetary Accounts
City Manager Cowden submitted the following to .all councilmen, dated December
18th: "Report concerning current status of Parks and Recreation Department
Budgetary Accounts". The memo adv�ises ihat at a recent Commission meeting �
Commissioner Jackson Price had indicated�that in all probability�the high school ���
district would not continue to allocate $4, 000 to the recreation department, and /�5
Commissioner Siebert Stephens had indicated there was a possibility that the
elementary school district might`also delete their $4, 000 allocation from the
recreation budget.

A medical discharge has now been given to Captain Oliver F.urlong, who returns
to active duty on January 4, 1960, �Mr, Cowden`advisede Acting Police Captain L�C�
Nixon now resumes his former duties as Police Sergeant, and Acting Police
Sergeant Martin Dawson will assume his former duties as patrolxnan.

An offer to purchase City owned lots located at the corner of Butte and Walnut

was ,$3 500 for two lots, }�ein a re-subdivision of a portion of Lot 5 and all of
Lot b, �lock J C. L� Zez er �ubdivi'sion of�Block J,• 7�ak'yn Additi�on. � '���G
Appraisal value for the. lots �r;,as�::$'4, 200 - however, 10 ft. of Lot 5 had been s�ld
to James D. Larkin,-. A memo frozn the City Manager dated December 31st, states:
"The $4, 200 representing the appraised value of the two lots by Mro Zachary can

be reduced to $3800 since the sale of the aforesaid 10 feet to Mr, Lar-kin,: which �
makes the offer only $300 less than Bill Zachary's_current appraised value. :
Originally the value of the inside lot was appraised at $1750. by our ,Assessor
and the outside lot was appraised at $2100, It should be noted that both of these
appraisals are rather close t�gethero Our Assessor Bob Townsend places the
current value of the lots, since the sale to Mr. Larkin at $3400, $1600 for the
inside lot and °$1800 for the outside lot, which is $100 les,s than. the offer. "

It was requested that City retain the 6" water line easement running through the
rear 10 ft, of each of the lots. .

City Attorney Coshow submitted for council` consideration an, Agreement between
the City of'Redding and Anthony Garnero; he advised that Mr, Garnero had in-
��`� stalled sewer line from his property to the sewer main, at a construction cost
� of $10, 800, and property owners have connected to this main sewer-line. This
agreement would repay Mr, Garnero money collected from other property owners

APPRAISAL OF CITY OWNED PROPERTY

Tom Linville be directed to appraise the pole yard and warehouse, �ity-`owned `� C%�
property on Oregon Street, and this property be included in the list of property

Councilman Kelly suggested that serious consideration be given to the purchase of j 8J-

The purchase of t�iis� item through surplus Civil Defense was discussed, and the
need for the Purchasing Agent taking frequent trips to Sacramento.
