The Pledge .of Allegiance to the Flag was led by Mayor Martin. Reverend Galen Onstad, Pastor of All Saints .Episcopal Church, gave the invocation. The meeting was called to order by Ma,yor IVlartiri, with the following counciimen present: Chatfield, Denny, �riegsman, Moty and Martin: Also present were City Manager Cowden; City Attorney 1vlurphy, Assistant City Manager and Director of Finance Courtney, Director of Public Works Arness, Planning Director Keyes, Purchasing Director Stewart, Airports Manager Michael, Traffic Engineer Freeman and Parks Superintendent Smith. COMMUNICATIONS � Shasta.County Safety Council � Mrs. Christina Gans, Manager of the Shasta County Safety Council, called attention to the traffic problem on Riverside Drive betwe'en Market and Calif. Streets due to the narrowness of Riverside Drive at this point. Parking is � � � prohibited on the north side, she advises, but th� s"treet is:too:narrow for two cars to pass, thus' creating a hazardous conditiori and a serious traffic . problem.' , Mayor Martin directed the City Clerk to write to Mrs. Gans that action will be taken on this item. ° � Re A. A. U. Championship Meets Mr. Joe Silva reported on,tYie conference held in San Diego by the U. S. Olympic Association and the A. A. U. He stated he had addressed the Committees with Redding's proposals and had secured unanimous approval of all five com- mittees for the following activities in Redding during 1964: The first U. S. .Invitational Championships for Judo, Track and Field, the Women's Decathlon and the Meri`s Decathlon: '"� In 1965 Redding had been awarded two other major sports; in 1966 and 1967 -���9 two other major sports and in 1968 to revert back to �Track and Field. The 1964 activities will involve some 2500 athletes; brochures are to be printed that will be circulated throughout the United States. Mr. Silva urged the cooperation of the City Council and all the citizens for this undertaking. Re Rezoning Application RZ-14-63 � Under date of December 11, Robert Sondag, Civil Engineer with Clair A. Hill and Associates, submitted a letter on behalf of F. O. Beutke, owner and Redding's Panorama`Heights, Inc. , the developer, regarding Rezoning Application RZ-14-63, He asks council consicleration on certain requests, predicated upon the action of the C�ity Planning Commissiori on December lOth �� when they�disapproved the reque st for rezoning; bu� submitted a statement � � to the Council that rezoning of the property to multiple family use was : appropriate as to land use, and that the applicant's request was reasonable. 472 The disapprpval of the Planning Commission was based upon the premise there is presently�an insufficient access roadway section serving the properties in question, and this roadway, Grandview Avenue, will not carry the traffic that would be generated by the proposed multiple family area. He therefore requested the Department of Public Works submit to the Council at the time of their consider.ation of the rezoning application, a detailed and factual engineering report which clear�ly establishes the maximum traffic load that the present geometrical design of Grandview Avenue will carry in conformance with the general public welfare. Further, with the above information available, he asked Council to approve the rezoning request and instruct the Planning Commission to limit their approval of future tentative maps in the area, so as not to exceed the maxi- �� mum density that the present access road will support. � • . That the Council instruct the City Planning Commission to bring the Master � Street and Highway Plan of the City of Redding up to date in this area. Re Legislation H. R. .6457 The. �Mayor of the City ,of B�arstow, California, Ida Pleasant, submitted copy of legislation now before the 88th Congress of `the United States, H. R. 6457, "that can result in substantial economic damage to cities along the Interstate Highway System if those cities depend, to any substantial amount on tourist trade. " This is a Bill to amend Section 111 of Title 23 of .the U. S. Code to permit States to,allow certain service facilities to be constructed o'r located on the rights-of-way of the.Interstate System. (Code amended by striking out _ "will not." and inserting in lieu thereof "may!'. ) � �1:�% City Attorney Murphy said this could tend to inject on freeways service �� facilities in between cities, rather than located withiri coagulated points by cities or towns, � Councilman Chatfield said he felt this was more related to interchanges ' � where the State. owned.fragments of land that was of no value to them. Councilman Kriegsman stated he was of the.op'inion the City of Barstow was 100°jo right; that council represented a city with motels arid stop-off facilitie s. Mayor Martin stated he had mixed feelings about this; that political methods should not stand in the way of development, on the othe� hand he realized it had a certain impact on the�deve`lopment of cities who exist because of their location and their facilities. Progress should not be impeded by legis- lation, competition should not be interfered with.
