The meeting was called to order by.>Mayor Martin with the following councilmen
� present: Chatfield, Denny, Kriegsman and Martin. Late: Councilman Moty.

MOTION: Made by Councilman Kriegsman, seconded by Councilman Chatfield
that minutes of the regular meeting of July 15th and-the adjourned meeting of

Offer to Purchase Prope.rty
Reverend Jqhn O'Conno,r, Pastor of St. Joseph Parish, _advised he wished to
purchase City property entitled "Possi�ble Church Site": on:the BeMton Airport
Master Plan and offered .the sum of $18, 000, 00,
The letter states: "A review of the appraisal price set by Mr, Bob Townsend
on behalf of the City and the appraised value placed on it by those who appraised
it for St. Joseph Church, would indicate the sum of $18, 000, 00 as being a
reasonable figure. " . �C,'��
The area is approximately 2. 45 acres, located on the south side of Gold Street,
west of Walnut Street. City Manager Cowden said it was.his understanding
two levels were planned with a road to be constructed for access to parking
at the rear lower level.
MOTION: Made by Councilman Kriegsman, seconded by Councilman Denny
the offer of Reverend John O'.Connor to purchase land designated as "Possible
Church Site" on the Benton Airport Master Plan for $18, 000. OO.be.accepted,
provided certain restrictions are enforced (off-street parking requirements,
height of structure), and the City Attorney be authorized to draw up the necess-
ary resolution. The Vote: Unanimous Ayes. �
Mayor Martin asked Councilman Kriegsman to confer with Father O'Connor
regarding construc.tion plans and off-street parking plans.

Request for Space-Caldwell Park
The Ame.rican Legion Enterprise Post No. 746 advised they planned to hold •
their annual picnic on August l lth at Caldwell Park and requested space
��-� '� ancl tables be reserved for some 130 to 150 people.

Re Redding City Landfill .
John D. Keye, M. D. , Shasta County Health Officer, submitted tc� council .
letters.from the Bureaus of Vector Control and Sanitary Engineering of
, the California State �Iealth Department, dealing with< the problein of.leach-
ings from the Redding City Dump polluting the stream that runs down
Linden.Avenue. �

. Dr. Keye�s letter reads: "You will notice that each Bureau presents
the problem as a complex one, which may arise both from upstream
runoff.water and from rain wate'r falling on the dump itself, Each.
letter also recomrriends careful study in order to plan for a proper �
solution_to the_ problem". .
A letter from George B. Gentr.y, District Sanitary Engineer,states it is
f�� their belief a.detailed study of the landfill drainage problem should be
made before .any long term or expensive solutions are tried and .th.ey
would be pleased to assist in any investigation of the p•roblem.
Director of Public Works Arness advised�there was a difference of opinion
between -the reports submitted by these agencies and himself abou�t what
should happen at the landfill. In his opinion, to abandon the landfill would ,
be a mistake; that while the area is not ready for its potential usa;ge at the
present time, it has a future potential. He spoke at great length on what
they-were doing at this area, and what the plans were for the land:Eill area.
He further stated he hoped to meet with Dale Watson.the next day ,�.nd
would answer Dr, Keye's letter. �
MOTION: Made by Councilman Chatfield, seconded by Councilma�n
� Kriegsman the City Engineer be directed to meet with the County ]Fiealth
Department and the State Health Department and arrive at some s��lution
to this problem; report and recommendation to be s'ubmitted at the: ear.liest

Mayor Martin spoke of the purchase of a Cat and Can; City Manag�r Cowden
advised the cost of this equiprrient.would be approximately $50, 000. 00.
CommendatiQn Merritt Nelson � � - •
Mrs. Helen Faye Generes, Secretary of the Wonde�rland Garden Club,
commended Merritt Nelson, Recreation Superintendent, for his oL�ttstanding
and continuous effort for- our c�ommunity. The letter concludes with this
/C C� sentence: Many of -the fine recrea.tional activities in our area, so�netimes
small, sometimes large, owe something to the efforts of Merritt ]Velson,
our Recreational Director, whom the Wonderland Garden Club take this
opportunity to .thank at this time.
Offer to Rent Space Carnegie Library B'ldg.
ID. J. Vincelle, Owner-Manager of Shasta Firestone Dealer, infor•med
council he was interested in renting addi.tional warehouse space. ar.id
would be .willing to pay the City $50. 00 per month for.the use.of the
�,,.� basement storage in tl�e Carnegie Library �building. That he would hold
� the City blameless from any fire or vandalism in connection with the
� merchandise so stored.
There was considerable disoussion on the structural soundness of the
building, and action deferred pending inves.tigation by the City Attorney.
Report will be submitted next council meeting.,

Re Acquisition of "Open Space" Lands
The Redding Chamber of Commerce submitted a copy of a resolution
passed by their Board of Directors urging the Shasta County Board of ,��"�
Supervisors to name the Redding City Council as the designated agency
for acquiring "open space" lands as a further aid toward the acquisition
of Turtle Bay property because of the increased amount of Federal grant
monie s available.

Noel Porter, President of the League of California Cities, advised the
' September issue of Western Cit.'y.;.Magazine last year included a series

` their cities offer to the location of industry and as a prospective home for
new re sidents. ' r
This year they were inviting communities in the northern part of the state
to-similarly.join in this effort to help their community 'and Western City

an advertisement, and no action was taken. -

' CONFERENCE - San Francisco
• Mayor Martin advised that J. G. Melville, Housing and Home Financing Agency,
had requested City send a representative to the conference on "The Role of
Conservation in Neighborhood.and Commercial Development" to be held in
San Francisco September 4, 5 and 6. - �� �

ORDINANCE - Sale s and U se Tax
Councilman Kriegsman, Finance Committee, stated he had worked with the
City Manager, the Director of Finance and Mayor Martin investigating t;he
finance s of the City. That.when the 1963-64 budget was adopted, only $46, 000
of unbudgeted funds had.been allowed; some �of-these .funds.had already been
�r � i� spent, and more would be used tonight. That with the problems facing i;he City
it would appear necessary to adopt an ordinance amending the sales and use tax
ordinance.

Councilman Kriegsman offered Ordinance.No. �732 for first reading, an ordinance
of the City Council of the City of Redding amending Sections 26-5 and 26-6 of the
Redding City Code, 1959, as amended, relating to Sales and Use Tax.

Councilman Kriegsman asked that a letter be directed .to. the Shasta County Board
of Supervisors explaining City's position and our need of funds. To assure them
we had no axe to �rind_ and hoped to workwith them in:a cooperative ma�nner.
CI.:AIM FOR DAMAGES
Miss Lolita,Martorell,; P. O.. Box ,1000, Redding, California, . submitted claim
for damages in the total amount of $546. 88,. covering two bills from McQuown
�� `� and Son Plumbing, and D and D Excavating Company. This was to cover trouble
with the sewer line at.the corner of Trinity and Ferry Streets.
MOTION: Made.by. Councilman Kriegsman,. seconded by Councilman De�nny to deny
the claim of Lolita Martorell and refer it to the City Attorney and,.City's insurance
carrier. The Vote: Unanimous Ayes.
ORDINANCE - Planning Commi s sion
Councilman Chatfield offered Ordinance No. 733 for first reading, an ordinance of
the City Council of the City of Redding, amending Chapter 2, Article 111, of the
,�� � Redding City Code, 1959, as amended, by repealing Sections 2-101, 2-104
and 2-106, and substituting therefor new Sections 2-101, 2-101. 1, 2-104, 2-106. 1
, and 2,-1,06. 2, pertaining to membership, officers and meetings, of, the Redding
Planning Cornmission. ,

Councilman Moty offered Ordinance No. 734 for first reading, an ordinance of
�� � the Gity of Redding, amending Chaptex 1.7, Article 11,, off the Redding, City Code,
1959, as amended, by repealing Section 17-31, and substituting therefor a new
section 17-31, pertaining to business license fees for businesses, profE�ssions
or occupations: of certain.classifications. , . , .

RE A. B. 1491 - Motel/Hotel Occupancy Tax , . .
City Attorney Murphy advised Governor Brown had signed A. B. 1491, ]Vlotel/
Hotel Occupancy Tax Law, which would become effective September 191:h. This
law would permit general law cities to do what charter cities have been doing,
grant the.m the power to pass a tax on.the occupancy of.motel,and hotel. units.

The League.of; California Citie s,will be drafting model legislation ,in this field
making it available for, cities, consideration and use, he added.
Mr. Fred C. Feiten, Executive Vice President of the California Motel Ass'n. ,
spoke on behalf of the members of their organization in the City of Red�ding.
�� / He stated the motel industry, as,a whole were cognizant of the problems of
! developing and obtaining adequate revenue to operate a city; they were not
opposed to taxation, but their opposition was to a room tax imposed at local or
regional level - not because it was taxation, b.ut because of its detrimental
effect on business,

- He spoke of the three types of travelers who would be deterred by a 1% sales tax;
, Travel.ers on a. budget, commercial travelers and Federal and State enzployees,
on a per diem allowance. Experiences of cities who have impo�sed the roorri tax
were, related and he stressed it was harmful not only to. the motel indu:atry but
to the community as a whole. However, were a state-wide room ta:x to be

introduced, their organization would not oppose it.
Carl Williams, 1438 Yuba Street, statecl Redding was becoming a motel city,
and we do recognize the value of the recreational dollar. �If the proposed room
tax was .to be placed in a' general fund, he wo�ild' oppose it, but if it were to be
placed in a fund to promote tourism and conventions, it would be of great value �t
to the motel and hotel industry, and this was the strong point of the tax,
Roy Gamble, owner and operator of Hospitality House, 532. No�rth Market Street,
informed council motels were very costly, and business was precarious; that
money from a motel was money from another area, 'and the motel dollar actually
had_a.wortli of $10,OO in�the comriiunity. New taxes were a burden to the people,
and h''�:�.heartily opposed the proposed room tax.
Councilman Kriegsman informed the moteT operators the council respected the
motel business and certainly wanted'it to 'flourish;� that the City has the problem
of obtaining funds to finance the many capital improvement projects 'needed, He
then quoted from the "Declaration of Intent Regarding Implementation of AB 1491".
"Whereas, some of the motel owners arid operators withiri the City of
Redding have expressed interest in what the policy of this Counci:l will
be in relation to the adoption of an ordinance establishing the motel .���
occupancy tax pursuant to the permissive features.of this legislation,
and ���
Whereas,` the City Council.of`the City of Redding feels that it would be
suitable and appropriate to express in advance its present attitude con-
cerning this subject, so that those doing busiriess in this field will have
adequate knowledge of the Cityts proposed policy, '
Now, Therefore, .the City Council of the City of Redding does declare
that it is its_intent, on or before such time as AB 1491 becomes effective
as part of the statutory law of the State on September 19, '1963, to urge
the counties and cities in this region to simultaneously enact similar
legislation establishing a motel occupancy tax, so that the motel`operators�
and owners in no single community or 'a'rea will be adversely'affected by
the imposition of such.a levy by its local governing body while its com-
petitors over the adjoining political boundary lirie remain unaffected.
It is also the policy of this �Council that if such efforts are successful -
and this body therefore determines to avail itself of such a tax, that
the proceeds therefrom will be reserved .for the acquisition, rlhainteiiance
and operation of a �civic auditorium, to prorriote`tourism and conventions,
and to aid economic and cultural development in the City of Redding. "
"We will only be intere_sted in unanimity" he concluded.
Councilman Moty stated`if he were in �the motel business he would favor the
adoption of the "Declaration of�,Inte�nt"' as he feels it�woul'd benefit the motel
busine s s.

Interior, Bureau of Reclamation that Redding had received an increase in our
contract rate. of delivery of electrical energ.y, effective with the Septer.nber
billing period. This will be an increase from 31, 000 kilowatts to_ 38, 000 kilo-

City Manager Cowden submitted to all councilmen a memo dated August 1 st

ORDINANCE - Community Antenna Television System � � - � � ��
City Attorney�Murph}r submitted a memo to all councilmen dated July 31 st
- entitled "Alternate provisions for proposed CATV ordinance".
He stated he had received a five page communication from Mr. McKay on the
Watsonville ordinance, and the ordinance presented this evening for council
consideration 'incorp�orated 9g% of the changes in _the Watsonville ordinance as L��y
sugge sted by Mr. McKay.
It was Mr, Murphy�s suggestion this.ordinance receive first reading tonight,
after determination by council of certain points. He would redraft th;�e� ordinance,
for second reading on the 1'9tli of� August. � ' � -• �

Mr. Fred W. Marler, Jr, submitted�a letter dated July 30, 1963, re:
Educational Television., Mr. Marler represents Northern California Educational
Television Association, Inc. , �and states he again requests that the Council
consider conditioning a grant of fr,anchise upon the agreement by _the cable
television people not to carry educational television from KQED or KVIE.
The letter states: "The .basic.problem�faced by NCETA is that if 5an Francisco
educational television is available via ,cable to the population centers of the
Valley, the necessary donations to support a local station will.be hard to come
by. We strongly feel that the service via cable would block the__successful
financing of a local station. " �
(�� �_ He f}zr-ther states :that even if.the cable franchise �r✓ere conditioned upon a
discontinuation of,out of town ETC when a signal was first dissem-i.nated' f.r.om
a local ETV station, this could.possibly prejudice fund.raising attempts while
San Francisco ETV was being received. That Channel 9 in San Francisco is
not at all interested in having its .signal disseminated here by cable. There
has been an agreement between Sacramento and San Francisco ETV stations
for the use of th.eir signal by,, NCET� for some time, however a for.mal exclusive
grant of license is currently being negotiated. That after the..license has been
granted, it was his opinion that the cable people w.ill have no.legal right to
disseminate the programming of .the educational stations without their permission.

Mr. Lee A. Lopez, under date of July 31 st, submitted a letter re: Community
Antenna Television Systems, and recommended.that any ordinance adopted
by the 'City Council include .the languag.e set forth in Public Notice G: Federal
Communications Commission: �
".If the CATV system operates in an area within the predicted Grade
A contour of any television broadcast station in operation, or which
subsequently comes into operation, the CATV s_ystem�must not duplicate
simultaneously or 30 days prior or :subsequent thereto a„program broadcast
by such television broadcast station, provided the CATV operator has
received at least 30 days advance notification from the broadcast station
lic.ensee of the date of such broadcast. Further, if requested by such
television station, -the CATV_ system must carry .the signal of such
station without any material degradation in quality. "

RE CAMPING /PARKING TRAILERS - City Streets or Public Property
There was considerable discussion on a proposed ordinance prohibiting camping
or parking of trailers on City streets or public property.
Mayor Martin said it was his opinion this proposed ordinance did not go far
enough. It was his belief permits should be issued in town for camping - that �''�� '�
areas suitable for camping should be identified, and a sticker placed on each
tent. It was his understanding people had been decoyed off the highway to �C'�

encourage camping. He suggested an area west of the Pony League, not �
adjacent to the highway as a possible site, stating this would at least half solve
the problem.
Councilman Kriegsman said he did not approve of camping in our parks, this
should be permitted only in regular camp grounds. That he thought the hotel
and motel operators have a very good point, and we should not ignore them.
Mayor Martin referred the proposed ordinance to Staff for further study,
Mrs. Donna Hord, Redding Swim Club, stated she did not think the hotel/motel
owners would object to camping in the parks this week. That there had been
500 individual entries in the last swim mee:t with only 15 tents used for camping.

This was less than 5°jo who camped, the balance used motel or hotel accommo-
dations. That Redding's hospitality was one of the strong selling points in
holding mee.ts here, and she hoped we would continue to permit campirig in�
the parks by the conte stants. � �
Phil Beguin advised that he had worked with the under-privileged children for
many years, and camping trips were a highlight for them. He suggested a
public camp grounds be established .in the City, _and suggested t�e former .
trailer court near the Elks Club as a possible site. �
