The meeting was called to order by Mayor Martin with the following councilmen
present: Chatfield, Denny,. Kriegsman, Moty and Martin. . '
Also pres,ent were City Manager Cowden, City Attorney Murphy, Director of
Public Works Arness, Purchasing Director Stewart, Planning Director Keyes,
Parks Supervisor Smith and Assistant Civil Engineer Hastings.

Cable Television - Request for Franchise
Wm. D. Elkins, Western Regional Manager of TelePrompter Corp. , Eugene,
Oregon, advised they wished to apply for a franchise to install and operate
a community antenna television system in Redding,

The let�er states that a number of their systems carry Educational Television
in �he form of ETV s.tations or origination in the local schools.with distri-
bution over their, cables. . _
Councilman Krieg;sman stated a meeting had been held this morning with the
� ,� 'City Attorney, City Aqanager, George O'Brien, Pacific Gas and Electric
:� �",� _ � �;�.C#omgany, .t�§,rea 4members, of the Pacific Telephone and Telegraph Company,
' . Gene .Dais.and Councilman Denny in attendance. It was their thinking the ���
first phase would'be the development of an ordinance befpre any negotiations
were carried on for a franchise with the applicants; the second phase would
be to negotiate,through committee to get the most advantageous contract for
. the City.
He outlined the use of poles jointly owned by the City with the P. G. & E.
' and poles jointly owned by the City with P. T. and T. , 'advising there were
two alternatives; leasing the lines and service, or a lease based on poles

owned by the applicants for their own lines. This would require maintenance
crews to handle this cable, and leasing the line s from the P. T. and T. was
� more advantageous•to the City. Councilman Kriegsman suggested the City
Attorney draft an ordinance based on the Watsonville ordinance with certain
modifications to make it applicable for Redding.
Mayor Martin stated the mayor of Chico had asked him, or a representative,
to attend a conference to be held in Chico in August; that it would be.well
if Chico, Marysville, Red Bluff and Redding work in concert; that the County,
too, should be included in any discussion group.
City Manager Cowden stated he had talked with the two applicants and it
was their opinion the cost of using the P. T. and T. lines would be too
high. The line charge from San Francisco to Chico would be approximately
$7000 to $7500 per month and they hoped to do this for about $2000 by
building their own line system, cable to be of sufficient capacity to carry
- � as many channels as there are positions on the dial.
MOTION: Made by Councilman Kriegsman, seconded by Councilman Denny
' to instruct the City Attorney to draft an ordinance for first reading at the
next council meeting. The Vote: Unanimous ayes. �
Mr. Fred Marler, speaking from the floor, advised that he and Mrs.. Reynolds,
Chairman of the Northern California Educational T. V. As soc�iati�on, and
representing educational t. v. , were quite concerned with these applications
from an educational viewpoint. This would raise a grave problem on the
duplication of service and reduce their chances for finding financial supportA.
. That it would, no doubt, kill their chances for a locally operated and owned
station. They were of the opinion an educational station locally owned and
� operated would be better than a station from San Francisco as,the programs
would be more flexible and.the supplemental material so necessary would
be available as required.
Asked about the financing, Mr. Marler stated a major portion.of the funds
would be pledged from Counties participating and purchasing in-school
telecasting time based on -their daily attendance. It was stressed they
pl�nned to operate a non-commercial educational• channel.

RE ASSESSMENT AWARD OF BID - Oil Blast Circuit Breaker
Purchasing Director Stewart advised Bid Schedule No. 255 for oil blast circuit
breaker had been awarded to Incandescent Supply Co. of Redding on an item
manufactured by Westinghouse Electric Company. Award was made at the
council meeting of February 18, 1963.
�� � That after submitting final blueprints and plans, it was discovered a mutual
mistake of fact as to specifications contained in the bid reque-st existed, and
for this reason the proposal does not meet our requirements. It was his
recommendation that C.ouncil cancel the award of Westinghouse Electric with
` Incandescent SuppTy as their agent, and award the bid to the next lowest bidder,
Graybar Electric Company of Sacramento in the amount of $3, 334. 55, on a
General Electric manufactured article, which will be acceptable as to specifi-
cations. The supplier has agreed to hold open his original proposal, I'vlr.

RE M�MBERSHIP - Planning Cominission� �
Planning Director Keyes in a communication dated July lOth, states it was the
Planning Commission's recommendation that City Council amend the present
provisions of the Code so as to increase the Planning Commission membership
from six to seven inembers, to be appointed '(as at present) �or four-year
staggered terms, with the elimination of ex-officio members, and instead,
�3,�� having advisory members to include the City Attorney, Director of Public Works
and the Planning Director, or their designated deputies.
MOTION: Made by Councilman Chatfield, seconded by Councilman Moty to
approve the recommendations of the Planning Commission on membership,
with advisory members. The Vote: Unanimous Ayes.
The City Attorney was directed to prepare an ordinance for submittal next-
council meeting.

RIVERVIEW ESTATES SUBDIVISION - Unit #1
Plannin�g Director Keyes submitted a memo to all councilmeti dated July llth
entitled "Riverview Estates Subdivision, Unit l, Hilltop Road Access Relinquish-
ments". �
Mr. I�eyes briefed council on the request of Larry Manahan, Shasta County Title
Company that City not enforce relinquishment of abutters 'rights to Hilltop Road
, from,Lots 1 thru 5 and lots 65 thru 69 as provided by the final map of the River-
� view Estates Subdivision: � �
It was the PTanning Corrimission recommendation that City Council waive the.
present prohibition of access from Hilltop Road to Lots 65 thru 69 and Lots 1 thru 5
of the Riverview Estates Subdivision Uriit 1, at such�time as vertical. curbs,
gutters and sidewalks are provided or guaranteed, underground storm�drai�nage
installed and the owners of those lots have secured.the approval of the Public
Works and Planning Departments concerning the location of private driveways and
the design of off-street parking spaces. It was the intent of their recommendation
that the waiver be don� lot by lot. �

Mr. Keyes stated originaTly these lots had been zoned residential, some of the

City Attorney be instructed to prepare the necessary resolutiori incorporating

STREET. NAMES - Iris and Monardas Drives � '
Planning Director Keyes advised the Postmaster had requested that portions of
Iris and Monardas Drives be renamed in order to avoid a difference in street
numbering between properties on Hilltop Road and the easterly portions of Iris
and Monardas Drives which para11e1 Hilltop Road.
Planning Commission recommended these portions be reriamed Daisy Way.

A inemo dated July llth from Robert �Courtney, Secretary of the Civic Arts
Commission, advised the request of the Museur��Directors before the Shasta y���
County Board of 5upervisors for funds in the a�n�ount of� $4430� 00'. .:had been
formally denied at their special meeting held July 9, 1963.
Councilman Moty expressed disappointment at the action of tlie Board of Supervisors
in turning d�own this request, stating in his opinion the .museum will greatly benefit
not only tlie City of Redding but all of Shasta_County. _ , ;

approve the request of the Civic Arts Commission for an additional.appropriation

Mr. Hullinger advised the Museum attendant was one of the Senior Citizens.
Councilman Denny suggested some recognition be given to the volunteer workers
and the Civic Arts Commission and Mr. Hullinger was requested to confer with the
City Manager for names of those who did so much to assist with this project.

RE SITE - Hangar Benton Air Park
Director of Public Works Ar.ness spoke in detail of the pla�ment of the T hangar
i� I witliout doors at B�enton�Air. Park; _he .spoke of the necessary fill, grading and
compaction and recommended the location of_ the hangar on the west side of the
runway.
MOTION: Made by Councilman K'r�iegsman, seconded by Councilman Chatfield

Councilman Chatfield explained that he thought this had been very poorTy handled at �
the property owners level; there were n�.any items not as yet answered, particularly
from the planning standpoint.'� The aut�iorization�to negotiate�witli these people was
not carried out properly, and taking action was .not in good faith. ,
RE BUSINESS LICENSES
The City Clerk requested the business license��section{of the�Re�ciding�lVlunicipal
Code be amended that salesmen be included und`er Section 17-31. It was stated
this would avoid a certain confusion in the interpretation of this section, arising
when a sales`rrian is .neither�a professional �member of tlie firm nor a salaried ���
e`mployee of the firm. � ,
MOTION: Made by Councilman Moty, seconded by Councilman Kriegsman the
City Attorney be authorized to prepare the necessary ordinance as requested.

ACQUISITION OF PROPERTY - Trisdale.
MOTION: Made �by� Councilman Kriegsman, seconded by Councilman Moty -the
Mayor be authorized to sign escrow instructions for the escrow acquisition of ,�.SZ"i

PROTEST - Motel/Hotel Owners � � �
Max Lechner, owner and operator of Town House Lodge, 'a'rid�'associate members
of like establishments, presented a protest on public camping in City owned
parks, stating this was contrary to practice in incorporated cities in the State � ��
of California. That there was inadequate police;protection, the parks were left
in deplorable condition and the motel industry was a major tax payer of the City
of Redding.
- It was their request the Redding City Code be changed, deleting that section

that allowed the parks and recreation director .to grant permission to ce�rtain
organizations to camp in a public park in accordance with regulations.

City'Manager Cowden advised the Redding.Swi:m Meet had been permitte�d to
camp in the park - that many of the participants were on a "shoe-string"; there
had been no problem of. policing or of litter. .

Mr, W. J.� O�Brien, President of the Redding Swim Team Boosters Club,
stated any, action taken by City council would directTy affect them. That: the __..
hospitalit�r of Redding had become well known and the Jr. Olympic team hoped__

to� come to'Re'dding within two weeks. That it was difficult to`believe the
park had been left in deplorable coridition at the last camping as they had
not heard of ariy �p'roblem. . That during the swim meets, often a terit was
� erected��only for �the contestants to.rest.during the meet, and not for�sleeping.
That in his opinion the motel owners were not being hurt; that of the sor.ne 350
people who came into the area for the meets, a very small percentage u.sed
the camping 'in ,the 'parks; the majority used -the hotels and�`motel's: �' ''I do. not
think any action should be taken,to delete this section from the Code" he con-
cluded. '
