Mayor Martin advised that spokesmen for the electrical department linemen and groundmen had spoken with him regarding the discrepancy between the proposed 5% increase and.some o� the classifications in various other.lines of work and also compared to cities of comparable size and the Pacific Gas and Electric Co. He stated that after talking with members of staff it was recognizecl there is an area of disagreement and suggested the 5°�o increase be approved at the present time with arbitration during the year. . City Manager Cowden concurred, stating it was their plan:to.reevaluate the salary structure and' some classifications would be changed; that..:. some adjust- �'`-�I ments can be made during the next fiscal year. Robert Doherty, Pastor of the Bethel Assembly of God_and Chairman ��`� of the Shasta County Evangelical Associataon,� s:tatecl-he. rep:resented approx- imately fifteen hundred people in the area who are-against the prineiple of selling alcoholic beverages in the City 1'arks.� He-said he has been advised by the following ministers that they also oppose the sale of alcoholic bever- ages in City �'arks: R.ev. Royal Blue, North Valley Baptist; R.ev: Glen Bradford, Christian Church; : Rev. Sam Post, Oak Run Community Church; Rev. Leo Jordan, Calvary Southern Baptist; Rev. Virgil Hutcheson, Church of the Nazarene; . Rev. Chester E. Westphal, Seventh Day Adventist Church; Rev. Robert Hawthorn, First Methodist; Rev. Leo Schlegel, . First Baptist; Rev. Royal Blue stated he 'is opposed to adults drinking in front of young •. people as this is a justification for the kids to c�o likewise later on; that as churches are .trying to strengthen families, it is an injustice to permit the sale :of beer in a public park where the youth can observe. He said the City Council has the privilege and responsibility to take action. • Rev. Ches:ter :Westphal advised his congregation of four hundred had unan- imously voted to oppose the sale of beer in the parks; that they too pay taxes for the upkeep of the park and would like to see the atmosphere preserved for the enjoyment of all;._ that the City Couneil should not give stamp of approval to use of beer in the parks. , Rev. Glen Bradford commented that�while it is the right of the individual to have beer in his ice box, this is not relevant to dispensing it in a public place. � .. < < Henry McArthur, retired farmer observed that there is a law.to punish thos e who abus e the us e of alcohol. Mrs. Alice Bailey of the Church of the Nazarene pointed out the responsi- bility to our children; that drinking while driving is dangerous and this . would_'apply to .boat races:. - ; � Mayor Martin thanked the group for their commentstand advised that if enough public pressure is brought to bear, the issue can be resolved. He commented that the Chief of.Police has had no problem arising from the sale of beer in the, parks, He expressed his desire that.this issue be placed on the ballot at election. - Couneilman Kriegsman.stated he is in sympathy,with the proposal of the � . group. _ However, service clubs have traditionally relied on this method of raising funds for their worthy projects and that these .Clubs should.have advance notice if they can no longer raise money in this mannere � Couneilman.Chatf ield concurred with Councilman.Kriegsman a,nd suggested the group now has�a good head of steam and should proceed with an election for a clear cut d'ecis�:on��. of the peoplee City Attorney Murphy advised that the sale of alcoholic commodities is controlled and regulated by the State Alcohol Control. He outlined steps necessary;t.o place the issue on .the ballot. �. , . Councilman Denny observed that the real issue is the propriety of selling beer in a public park; that Council position needs to be strengthened; that a glaring discrepancy exists in providing for the sale of beer in:.a;�ublic park and at.the same time co nsidering adoption of Ordinance:to regulate drunkenness in private residences. He urged the people to. avail themselves of the legal machinery of the Initiative to make the issue very clear. He concluded this has been a matter of tradition rather. than logic. Richard J. ,Asbill, Attorney, requested a franchise be granted to his client, � Western Cable T. V. He introduced Mr. David McKa�y, Pr.esident of the firm who propose to bring Sacramento and/or San Francisco Channels 2, �;�„��v 4, 5, 7. and 9 to Redding.on a cable basis.
