The Pledge of Allegiance to the Flag was-led by Chief of Police Lincecum.
Reverend Jack Stegeman, Pastor of St, James I�utheran Church, Redding, gave
the invocation.
' The meeting was called to order by Mayor Martin with the following councilmen
present: Chatfield, Denny, Kriegsman, Moty and Martin.
Also present were City Manager Cowden, City Attorney Murphy, Director of
Public Works Arness, Assistant City Manager and Director of Finance Courtney,
Purchasing Agent Stewart, Planning Director Keyes, Parks Supervisor Smith,
Electrical Superintendent Dais, Water Superintendent Gullixson, Chief of Police
Lincecum, Fire Chief Grant and Lieut, of Traffic Vanderpool.

APPROVAL OF MINUTES
MOTION: Made .by Councilman Kriegsman, seconded by Councilman Denny that
minutes.of the regular meeting of June 3d and the adjourned meeting of June llth
be approved as mailed to each councilman and as recorded. The Vote: Unanimous
Ayes.
COMMUNICATIONS
Reque st U se of Lake Redding.Park
The Asphalt Cowboys requested the use of Lake Redding Park, adjacent
barbecue and other facilities for their. lOth annual barbecue to be held
Sunday, July 14th; they also requested permission to sell beer.
�,�"� Rev. Quincy Phipps, Pastor of the First Southern Baptist Church, 916 Highway
��� 44, Redding, sul�.nitted a communication dated June 16th expressing their
earnest desire and hope the petition be denied. The following reasons were
listed: Families, many with small children attend this event; many parents
object to having their children exposed to this type of thing; because they
believed it is morally wrong and one of the many reasons for the increase in
crime and divorce and many other evils.
Chief of Police Lincecum stated as far back as he could remember, there
had been no difficulties at these community events.
MOTION: Made by Councilman Moty, seconded by Councilman Chatfield -the
request of the Asphalt Cowboys for use of Lake Redding Park and adjacent
facilities July 14th be approved, together with their request for the sale of
beer. The Vote: Unanimous Ayes.
Petition - Street Improvements
A petition signed by four property owners requested Council consider the
initiation of special assessment proceedings .for street improvements in
the area on Lincoln Street between Olive and Walnut Avenues and Walnut
)� Avenue between Gold and Lincoln Streets. Work to consist of grading,

base rock, paving, curb, gutter, sidewalk and necessary storm drain
facilities and all necessary incidentals.
MOTION: Made by Councilman Chatfield, seconded by Councilman Moty
to direct the Public Works Department to prepare the necessary documents
and petition for circula.tion in the area. The Vote: Unanimous Ayes.

Traffic Commission Recommendations
The .Traffic and Parking. Commission submitted recommendations dated June
13th. � . .

Robert Miller, Chairman of the Traffic and Parki.ng Commassion
advised traffic counts on some of these locations were requested to
be a guide for the future after the construction of the freeway, in
order to see where traffic is going; that it would be good to garner
information now.
City Ma-nager Cowden stressed if traffic counts were to include
turning movement, it would take manpower and to date no money
had been budgeted for this.
Councilman Chatfield called attention to�the traffic counts that had

Mr. Clyde Rann, �Chairman.of.the Streets,:and_Highways�.Committee of_the
Redding Chamber of Commerce, submitted Priority List of California State
Highway Construction Projects. He stated it was hoped that all political
entities be in agreement with the list and there be no opposition at its consid-

that City.Council endorse and support the r�commendation of the Redding
Chamber of Commerce with,;respect to the :California State Highway Con-

Mayor Martin stated those who resided in the City and .those who did not
reside in-the.City were well aware of the importance of these roads,
u'sed by all. He personally congratulated Mr. Rann for his wisdom and
foresight in serving on this committee and for the great contribution he
has made to this community. . . .

� � � The Department of Alcoholic Beverage Control advised application had been
received from Charles .Belobraidic, dba The Blue Banjo, 4118 Highway 99
South.
Problem - Leachings from City Dump
John D. Keye, M. D. , Shasta County Health. Officer, advised a petition had
been received �by the California State Health Department requesting correction
of the problem of leachirigs from the City �=dump�: :that pollute the stream flowing
beside Linderi Avenue. "The measures .taken by .the City this spring to correct
the problem are again of a temporary nature. We expect that the pollution
�f will reoccur next spring unless measures are _taken to effect a .permanent
�� f solution" Dr. Keye writes. . . . .. . _ . . _
Director of Public Works Arness reported.that City had built .two holding ponds.
That dissolved oxygen downstream ranged from 0. 5 to 1. 3 ppm which indicated
that an aerobic condition exists. The .upstream� holding�pond had 27. 1 ppm
of dissolved oxygen as shown by one sample; a.good algae bloom was present.
That the long run solution to this problem is to abandon the pip.e through the
landfill and extend the landfill downstream. The surface water will then run
over the land. There is no evidence of leaching from -the oldest section .of the
landfill now used as a burn site.
Mr. Arness was directed to write to Dr. Keye.

Mayor Martin stated that he and Councilman Chatfield will.take this under
advisement and perhaps bring back_ a �recommendation. _. , �
Southern Pacific Railroad Grade Separation Study
Clair A. Hill and Associates.in a communication dated June 6th advised
-�J some preliminary results on-the Souther.n .Pacific Railroad Grade Separation
/� / Studywere expected vvithiri .the next six weeks.,. "Physical, studies of potential
grade separation sites are now underway. When the traffic study is completed,
these two will be correlated to determine the most satisfactory locations for
� the proposed separation structure. At this time we believe it would be. well
to review this with your Public Works, Police and Fire Departments" .the

Planning Director Keyes submitted ''Preliminary Report of the Planning Commission
concerning Sureau of Reclamation request for action to preclude flood channel

He states Planning Comnnission members had been advised .the problems ha.d
been discussed with the Shasta County Water Resources.Board; .that he had.
secured copies of the flood way limits which are subject to inundation. Further, ��1�,
the Commission had reque.sted staff to prepare several alternate forms of
regulations, more complex specifications, foundations or elevations within the
flooding areas.

PIPELINE MATERIALS - Related Appurtenances
Director of Public Works Arness submitted a four page memo dated June 14th
entitled "Discussion of pipe line materials and related appurtenances". In this
memo Mr. Arness.explains his reasons for his preference for cast iron pipe and
attempted to establish a realistic price differential between the use of cast.ir.on
pipe and asbestos cement pipe. Further; he recommended the standardization
of ce rtain make s of pipe fitting s, valve s and hydrants. _ '
He made a tentative suggestiori that City could purchase by estimated car load or
truck load pipe, or go on yearly bid 'for pipe to be used when need�d, City then
could supply to the developer at invoice price plus certain charges f, o, b, our

" � Mayor Martin stated should the City Council adopt any such policy, he would
suggest that City may find it desirable to furnish all new subdivisions the pipe
required for the development of their' on site water system. Contr2,ctor, or
developer, would be billed at our contract price plus a % for handling.
Director of Public Works Arness stressed both pipes.are widely used and meet
with A. W. W. Association standards; however, in many ca.ses .a. su�bdivider could
choose low first cost, and City would pay high operating costs.
Councilman Chatfield again stated if asbestos cement pipe' was to be not used,
then it should be ruled out on -the bids. He questioned whether City should go
in to the business of a supply yard - that this would require a great deal of study.
City Attorney Murphy stated he would like to research the law pertaining to
General Law Cities. He said it was possible the City cou,ld impose a standard
as part of its policy that all subdividers who are required to put in on site water
distribution systems, distribute water from an incoming point in a subdivision
throughout the subdivision to individual lots be required to make such system of
cast iron pi.pe if it is to be acceptable to the City standards, however the� providing
of price differeritial in our bidding would present a problem.
There was..a suggestion a public hearing be held, but it is decided further study
was required. ,
MOTION: Made by Councilman Chatfield; seconded by Councilman Moty this
subject be under study for further discussion July 15th. The Vote: Unanimous
Ayes.
REQUEST - Call for Bids Sulphur Creek Trunk Sewer
�� � MOTION: Made by Councilman Chatfield, seconded by Councilman Kriegsman
the Director of Public Works be authorized to call for bids for the construction
of a trunk sewer to serve 'area lying west a'nd north of the present termini of the
sewer to serve properties owned by Frank Magaldi and Tom Woods and other
tributary areas. The Vote: Unanimous Ayes,
BENTON AIRPARK - Hangar Relocation
The Director of Public Works submitted a memo entitled "Benton Airpark - Hangar
Relocation" dated, June 17, 1963.
It was Mr. Arness' reComm"endation the�City Attorney prepare an agreement
between William Ernie Allen and .the City in an amount of $2,�187. 47 to do.the
necessary foundation work; that an agreement be prepared between Stotts and Sons
l;j' and the City in an amount of $10; 000. 00 to relocate both "T'' hangars, and the
V� Mayor be authorized to sign both agreements in the name of the City.

He further recommended the City with City forces place all necessary aggregate
base and asphalt concrete associated with the hangar relocation. �
Mr. Arness stated the relocated hangars would be approximately 9 inches higher
than now, and a sheet metal skirt would be added; that<this was inclu_ded in the bid.

accept the bid of Wm. Ernie Allen in the amount of $2, 187. 47 for the necessary

No. 722 be adopted, an ordinance of the City Council. of the City of Redding amend-
ing Section 30-3 of the Redding City Code, 1959, as amended, relating to the
rezoning of certain real property in the City. �
( Lots 7., 8, 9, 10, 11 and 12, Block K Highland Addition)
Councilmen Chatfield and Kriegsman requested report and recommendation from
our new Planning Director Robert Keyes, stating that perhaps .the. request for
rezoning should be referred back to the Planning Commission.
Planning Director Keyes submitted maps_ of the area, stating a 7500
sq, ft. market was planned for the corner of Sacramento and Pleasant
Streets;. this. would require parking spaces for 75 vehicles and there
probabl�y_would not be sufficient _ parking .s.pace,s under.ou;r.code. ,. ,,
That he did not think he would have recommended the rezoning: The
area appeared to be developing as single family residential; it is
undesirable to put Commercial.usage.. across from residential. The
protestants, Mrs. McCartin,and Mrs.. Smith were_ still very.much � ,
opposed to this rezoning.
. . , Councilman Kriegsrnan said in.his_ opinion,an alternate r.ezoning should
be. used here; .that it was City's.res.p.onsibility that property_owne,rs are
able to put their proper.ty to.the highest and best use, and yet not be too
damaging to th.eir neighbors. We are in a position to cause .this area to
.grow acco.r;dingly. � .
Councilman Moty said many more property owners facing the property
approved the rezoning, only two protestants actually were affected.
. Councilman Chatfield stated,no conditions are imposed. on:a rezoning,
, , ,- , �. that after,_this area was rezoned w,.e.would ,not, know what commercial
usage it might be put to. F. H. A, money is not available for property
_ facing commercial, and F. H. A. does.investig�ate surrounding zoning.
f / � That he would like to see established a 60 ft. buffer zone along Sacramento
Street and 60 ft, along Pleasant.Street to remain R-2, the balance on Pleasant
Street to be zoned C-1.
. Gouncilman Denny said in his opinion the consideration of F. H.. A.. should
•not be pa-rticularly�significant, that he did not feel re sidential property
would depreciate as a result, of commercial. zoning,. but ,the value of the
property, would probably increase. It is a �compensation for .the rezoning.

That until we can properly implement a General Plan, agreed to by the.
Planning Commission and .the Council, we w.ill:find ourselves .in this
similar situation in many instance s.. � . . _
� The General Plan calls for a neighborhood commercial development in
this area, that a number� of petitioner.s indicated their favoring this re-
' zoning which was a good indication the development was needed. He
had spoken with people. living in,the.area.and feels, .with them, neighbor-
hood commercial is sound. There was no indication on the map the
area was.going in the direction of R-1 zoning, and if .th,e area was. to
develop into neighborhood commercial it would have to.be at the expense
of a few R-2 residences.
Councilman Chatfield, spoke of the General Plan, 'which is not precise
zoning or precise planning, but is subject to change, subject to molding
into the needs of a community. That when F. H. A. would not finance
property facing commercial you eliminated a segment of financing, thereby
depleting the market and interest rates are raised. .
Planning Director Keye,si said if the General Plan were. to be revised, he
thou�ght it.:would be well.to put smalle r cente r s furthe r' out, rathe r than
' concentrate many commercial uses in one location - perhaps one' mile
apart: `

sale of beer in Lake Redding Park. He stated it was their hope that council
would adopt a policy of higher, e.thics as, it w.as their conviction.the sale of beer
in public . places was wrong, and it was their plan to proceed' with their con-
