The Pledge of Allegiance to the Flag was led by Mr. Robert Miller.
Reverend Jack Stegeman, Pastor of St. James Lutheran Church, Redding, gave
the invocation.
The meeting was called to order by Mayor Martin with the following councilmen
present: Chatfield, Denny, Kriegsman, Moty and Martin.
Also present were City Manager Cowden, City Attorney Murphy, Director of
Public Works Arness, Purchasing Agent Stewart, Parks Supervisor 5mith,
Electrical Superintendent Dais, Planning Director Keyes, former Planning
Director Evans and Planning Draftsman Stone.
APPROVAL OF MINUTES
MOTION: Made by Councilman Kr.iegsman, seconded by Councilman Chatfield '
that minutes of the regular meeting of May 20, 1963 be approved as mailed to
each of the councilmen. The Vote: Unanimous Aye s.
PRESENTATION - Redding Chamber of Commerce
The following letter was submitted to Councilmen:

Gentlemen:
A few months ago the Redding Chamber of Commerce wa`s requested,
, ,by the City, to assist in providing a suitable memento of Redding
which might be sent to our sister city in Reading, England in return
for the gift previously sent by them. Preference was stipulated for
a picture if possible.
During the intervening time the Chamber has, through the efforts of
the following people and firms, secured the accompanying picture of '
downtown Redding at Christmas time. The original small photograph /,`s
was donated by the Record-Searchlight; it was enlarged by the Dick
Black Studios to a 4' x 5' size; it �was tinted by one of our local artists,
, Mrs. Grace Bailey; the beautiful frame was manufactured from local
wood products by U. S. Plywood, and the brass insignia on the frarne
was provided by Halling's Jewelers.
Accompanying this picture is a historical explanation of the famous Redding
Christmas tree, which should be forwarded with the picture to the Mayor
of Reading, England, Mr. E. Barrett, Town Hall. The Chamber has
arranged with Dickers to display this picture in their window for a week
beginning Tuesday, June 4th, if you will see that it is delive red there.
Dickers is providing a sign to accompany the picture in the window.
It is the hope of all who have participated in preparing this picture that
with its presentation will go the friendship of all our citizens. May the
symbol of this Christmas tree remain with both our peoples for years
to come.

Protest - Closing of Alley
� Mr. J. D. Hubbard, 368 Hamilton Street, protested the closing of the alley

Mayor Martin requested that Mr. Hubbard be advised of the public hearing
to be held by the Planning Commission on June. 25th re this.
Re City's Drag Strip
Mr. Don Stonehill, Klamath Fall's, Oregon, asked that City inform him
�� of what a drag strip can mean, and has meant to the community. It was
/ � / their hope to build a drag strip in Klamath Falls.
Mayor Martiri requested that members of staff involved with the drag
strip answer Mr. Stonehill's letter.
` Pending Legislation - AB 3025
Mr. Hugo Fisher, Adrriinistrator of the �esources Agency of California,
� � 2 submitted a memo entitled "Background and Essential Provisions of A.S
3025", a bill relating to the statewide activities of California in the field
of water quality.
City Attorney Murphy stated he was not aware if the League of California
Cities had taken any stand on this bill: �
Pending Legislation - SB 949 and AB 1166
Mr. Noel Porter, President of the League of California Cities, briefed
councilmen on Senate Bill 949 and Assembly. Bill 1166. He stated there
was a need to amend the law to facilitate withdrawal from Parks and
Recreation Districts territory within cities as a result of incorporation
� '�,� or annexation, whose inhabitants want withdrawal. He urged passage of
S. B. 949,de'f�at of A. B. 1166.
City Attorney Murphy advised City had taken action in support of S. B.
949.
MOTION: Made by Councilman Chatfield, seconded by Councilman Moty
the City Attorney be authorized to direct communications to our senator
and assemblywoman 'against A. B. 1166. The Vote: Unanimous Ayes.
Councilman Chatfield requested the City Attorney or the City Manager obtain
information from Bud Carpenter,' League of California Gities, on the
formation of Parks and Recreation Districts a�nd the history of the difficulties
they have had iri order to forestall, if possible, any problems here.

Re Museum and Art Center Px�operty �
The Civic Arts Commis,sion reminded Council of their previous action
regarding the removal by Mr. Harlan Carter of his personal property
� from his former home and yard. �

The Commission advised a substantial number of items of personal
property belonging to Mr. "C.�rter still remained in the area� lying west
of the Museum and Art Center building.
Dr. Martin, 1220 Almond Street, reminded councilmen of a restrictive
clause in p`revious action taken by them whereby a penalty of $10. 00 a
day would be charged unless clean-up was accomplished by a given date.

It was contended this penalty may only apply to the inside of the building,
not to the yard clean-up.

MOTION: Made by Councilman Chatfield, seconded by Councilman Moty
to allow Mr. Harlan Carter one week (7 days) after school is dismissed
to remove his personal property that he wants from the yard of his former
residence, what is left to be removed by the City at Mr. Cs.rter's expense.

Mayor Martin returns to his council seat. .
Prote st - Pipe Line Supply Co.
Mr. Jay S. Forni, General Manager of Pipeline Supply Company, Inc. ,
subxnitted: a protest on the award of Bid Schedule No. 266 for the furnishing
of asbestos cement and/or cast iron pipe fittings.
Also enclosed was the Opinion of Stanley Mosk, Attorney General and
Charles A. Barrett, P�ssistant Attorney General, on the following question:
"May a municipality_ operating a water system lawfully purchase
asbestos-cement pipe produced outside of the United States? "
The following conclusion was given: _

"Municipal corporations may purchase such asbestos-cement pipe
because the provisions of the California Buy-American Act (Govern-
ment Code sections 4300-4305) do not apply since the essential
material - asbestos - is not produced in the United States. "
Cpuncilman Moty said it was his personal feeling that, ��hen possible, we
should purchase material made in the United States of America.
City Attorney Murphy asked that the records sho��v that CarlArness had
asked his opinion regarding the purchase of material manufactured in a
foreign country, and without research he had told him the safer course to
follow would be to buy domestic products in view of general law. That he
was not aware of the opinion of Mr. Mosk when he had advised Mr. Arness.
Mr. Murphy then mentioned a copy of a letter from former City Attorney
Redmon giving his ruling on the "Buy American Act". He then stated
it would appear that Mr. Mosk had reversed his opinion.
Councilman Chatfield stated his objections were not only confined to
asbestos cement pipe; that possibly City should confine our requests for
bids to items acceptable to City, That if we confine our bids to cast iron
pipe only, we would have had no problem with the asbestos cement people.
Councilman Kriegsman advised he had heard criticism from other parties,
that perhaps the City was paying an additional amount for something that
was not worth that much more. That he would like a report to justify
City's position, and perhaps later to have a rebuttal from others.
Director of Public Works Arness stated they were preparing standards
that would give City something to fall back on, on all items of Public Works
construction.
Request for Renewal of Permit - Redding Wranglerettes
Louise Chatham, Secretary of the Redding Wranglerettes, advised their
p.resent permit for use of City property would expire June 14, 1963, and ai'%�
requested renewal of permit under the same agreement with the City.
MOTION: Made by Councilman Moty, secorided by Councilmari Kriegsman
that Permit for Redding Wranglerettes be renewed for one year, and be
written with a thirty day cancella�ion clause. The Vote: Unanimous Ayes.
Cathy Russell, 848 West Street, Captain, thanked City Council on behalf
of the g r oup. `

Pending Legislation - Whiskeytown-Shasta-Trinity
National Recreation Area �
Clair A. Hill, Chairman Water and Agricultural Committee, Redding
Chamber of Commerce, requested the City 'Council� endorse H. R. 3618
and so notify Congressman Johnson, Senators En.gle and Kuehel and
Secretary Udall.
He further advised a hearing would be held June 3rd in the Board of
°;+ � � Supervisors Room by Undersecretary James K. Carr to hear the pros
" and cons and iron out an}i difficulties.
Mayor Martin stated he had attendecl part of the meeting and a wealth of
material was being brought to the committee, • �
Both Councilman'Moty and Counc'ilman Chatfield were in accord with
a National Recreation area, but questioned whether this was the approp-
riate time to take action on H. R. 3618.
Councilman Denny spoke of the e�austive studies made by the Committee
and the Redding Chamb�er of Commerce, that he felt the bill was in the
best interests of the City of Redding, and moved that Council go on record
in support of H. R. 3618.
The motion died for want of a second. '

The following persons spoke in favor of the�rezoning:
Harry Rasure,- 3005 Plaeer Street, owner of subject property.
- Stated he had been a resident of the area for twenty five years,
� would like to expand for more commercial enterprises and
for convenience of shopping on the west side -
Bob Miller, 1801 Pleasant Street
h�esides diagonally a�ross from-the southwest corner of property
in question; wholeheartedly approves the recommendation of the
Planning Commission. That this was not a speculative plan on
Mr. Rasure's part, but he planned to build a larger grocery
� store as the present grocery was too small. That Mr. Rasure
was a good friend and neighbor to everyone and he deserved
consideration. �
Robert Hill, 2850 Sha'sta�Street .
- He concurred with the recommendation of the Planning Com-
mission, Mr. Rasure and Mr. Miller; that while he did not
reside within the 300 ft. �boundary, he was a=resident of the
area and did trade at the grocery store and the service station.
That he was aware of the continued and orderly growth of the
- area to the west in the new subdivisions, and there was a real
need for a development of this kind.
� Ask'ed by Councilman Kriegsman, Mr. Rasure stated it was his intention to
have curb, gutter and sidewalk installation, and to blacktop the area in
front of the proposed grocery store for additional parking space.
MOTION: Made by Councilman Moty; seconded by Councilman Kriegsman
the hearing be closed. The Vote: Unanimous Ayes.
Couneilman Cliatfield stated in his opinion this proposed rezoning violated
good planning, establishing a commercial�district across the street from
R-1 seemed not good zoning practice. That F. H. A, will not finance a
residence facing commercial property and he felt this was an infringe-
ment on the resi'dential area and the property owners who were trying to
improve their area through an assessment district.

Councilman 1Vloty called attention to the fact that the commercial area did
exist and there were commercial establishments. .
� MOTION: Made by Gouncilman Moty, seconded by Councilman Denny
- that protests' be overruled. � ,

Councilman Kriegsman asked the Planning Director to clarify
this matter, how this would fit into the land use plan.
f/,�L� Former Planning Director Evans stated this was in accordance
' - with .the General Land Use Plan which indicated neighborhood
� � ' comrriercial within that particular ar.ea, , That the area was grow-
ing and developing; that it was a mixed area of multiple family,
rentals, with Rolling Hills: and Westgate Subdivisions in the
� ' immediate vicinity.� That th� area warrante�d a,dditional retail
sales on a neighborhood commercial basis. He further advised
there was architectural control in this area for any subsequent
� development.
Councilman Kriegsman then questioned if the need for C-1 was
so great, perhaps the area rezoned should be larger. That if the
people who have homes in the area are precluded from getting
financing, this would reduce•the value of their horraes, but it may
increase the value of their homes if the property was commercial
and the need for commercial was shown.
Councilman Chatfield stated there was C1 zoning in the area now;
that he considered this not an orderly development and violated
zoning principles.

Mr. Hill advised the majority of property owners in the area
had signed the original petition approving the rezoning change.
Councilman Denny a.dvised the Planning Commission has had a
difficult time to ke,ep 'pace witli the commercial development in
Redding; this condition exists in many cases; that he advocated the
� adoption- of sound planning by .the City; however when you are
' confronted with these.problems you are almost forced .to deal
with expediency. . _

Councilman Moty offered Ordinance No: 722 for first reading, an ordinance
of the City Council of the City 'of Redding amending Section 30-3 of the Redding
City Code, 1959, as amended, relating to the rezoning of certain real property
in the� City.
The Planning Director was asked to prepare an accurate inventory of land use
as soon as possible; that some study be given this rezoning problem, to work
with the property owners to resolve the problem that exists.
Councilman Kriegsman requested a plot plan of streets and p�ropo�sed structures
be submitted to councilmen prior to the next meeting of. the City Council.

Mayor Martin ascertained there were no wri-tten protests to this rezoning,
Mr. A. E. Koehler, Box 1979 O. D. advised he owned property-across the
street from Mr. Woods Subdivision, and he did not warit commercial property
across from his, R-1 zoning. �
Mr. Evaris indicated by "a map Mr. Koehler's property was not across from
the propo'sed C'=2-P zoning, but was across from s•ingle family residential.
MOTION: Made by Councilman Moty, seconded by Councilman Kriegsman

Councilman Chatfield offered Ordinance_�No. 723 for first reading, an ordinance
of the City of Redding amending Section 30-3 of the Redding City Code, 1959,
as amended, relating to the rezoning of certain property in the City of Redding.
RE JUVENILE' DELIlVQUENCY� - �- � ' '. . ' .
A communication from Governor Edmund Brown was submitted to all councilmen
regarding juvenile delinquency, with a suggestion that mayors be asked to call
"town meetings" to discuss delinquency preverition projects. A copy of "Fifty
recommendations for delinquency prevention in California" was attached to Governor
Brown's letter. � � -

Mayor Martin advised if the council directed, he would ca11 a meeting, however,
in his opi:niori�. the scope of the proble�n wa5 so large it would be difficult to
resolve in town meetings. -

Councilman Chatfield asked regarding the creation of anotlier commission; that
in the mean,time it would.be good to di-rect this to a committee for study.
Councilman Denny said in his opinion the positive approach to this problem was
through the Recreation and Parks Commission. �
Councilman Chatfield,'was d�irected� to contact Jackson Price regarding the formation
of a committee of some three to fi�ve people, with perhaps the juvenile police
officer as one of the committee. . - _ _ . -
DEVELOPMENT ACCESS FACILITIES - Goat Island, S:acramento River
Mr. John Reginato, General Manager of the Shasta-Cascade Wonderland .Ass'n.
sub�itted a letter dated May 27th on the development o€ acces.s facilities to Goat
Island on the Sacramento River and attached a copy of �- resolution adq,pted by the
Shasta County Soard of Supervisors. He hoped council would adopt a similar
resolution and forward copies to the VVildlife Conservation Board, .Sena,tor Regan,
A'ssemblywoman Davis and the Shasta County Board of. Supervis_o.rs._ , . . . .
MOTION: Made by Councilman Chatfield, seconded by Councilma� Denny that
�� � Resolution No. 3124 be adopted, a resolution of the City Council of the City of
Redding in support of the creation of a wildlife conservation board project for the
development of access facilities to Goat Island on the Sacramento River.

Redding in support of the creation of a 1Vational Recreation Area in the Whiskey-
� � � town-Shasta-Trinity Region. �

RE SALE OF�CITY OWNED LAND • � � . . .
A ten minute executive session was called by Mayor Martin.
MOTION: Made by Councilman `Moty, seconded by Councilman Chatfield,that City
Council declare the nine acres of City owned land in.the vicinity of-Cypress and
Athens Avenue surplus to the City.

Councilman Chatfield stated he would like to have the recommendation
from the Planning Director and a meeting with the merchants of the area
��� to r'eview the situation prior to making any decision.
' Councilman IKriegsman stated he was opposed to the City offering this nine
acres for sale at this time. That a comprehensive study could not be
made in two weeks. That the City should hold on to this property until
such time as an inventory of lands,are available.

Councilman Chatfield withdrew his second. -

Purchasing Director Stewart submitted analysis and recommendation on 5 H. P.
Heat Pump for the Civic Arts Museum, and recommended the purchase from
Womacks, Inc: , in the amount of $2, 043. 00; pump manufactured by Gaffers and
Sadler, a subsidiary of Norse Thermador. There would be a 100% warranty �_ �
_ for one year, four years warranty on the compressor.

that Resolution No. 3126 be adopted, a resolution of the City Council of the City
of Redding establishing stop signs in certain locations in the City of Redding. ���

LANDING FEES - Transient Aircraft j�
Ordinance No. 724, an ordinance of the City Council of the City of Redding amend-
ing Chapter 4, Article 1 of the Redding City Code, 1959, as amended, by adding ��'��
Section 4-3 providing for fees for transient commercial services at Benton Airport

and Redding Municipal Airport was submitted for Council consideration.
Councilman Kriegsman urged this pr�oposed ordinance be tabled; that we have no
problem now and he did not think people should be penalized.
Councilman Chatfield stated while we do not have too many commercial passenger
pickups at this time, it.had been .the unanimous recommendation of the Airport
Cammission that this step be taken. .

LEASE - Redding Y's Men's Club �
City Attorney Murphy stated the Lease with Redding Y's Men's Club now included
� cancellation clause. He then stated the land immediately-.north of Kiddieland is

Y's Men's Club will use this portion of the park would constitute non-sectarian
activity.
MOTION: Made by Councilman Denny, Seconded by Councilman Kriegsman that
the Mayor be authorized to execute Lease between the Redding Y!s Men`s, Club
and the City of Redding. The Vote: Unanimous Ayes.

ORDINANCE - Amending Electrical Code
City Attorney Murphy submitted Ordinanc� No. 725 for council consideration,
an ordinance cover.ing the critical_areas of concern in electrical installation and
' service within the City. I�e stated a great_deal,qf work on this proposed ordinance

RE ABATEMENT - Hedges, Signs and Other Obstructions
City Attorney Murphy submitted an ordinance relating to the abatement of hedges,
� signs and other obstructions to visibility at_ street inter'sections

� � Councilman Kriegsman questi.oned this ordinance, stating it would establish a
� policy effecting many situations in which a visibility hazard did not exist; that he
would approve an enabling ordinance establishing a certain criteria, but he did
not approve establishing a policy making a certain sixuation unlawful in every case.
City Attorney Murphy withdrew the proposed ordinance stating he would refine it
and have it go through channels again.
Parks Supervisor Smith advised that in several instances in the past where there
had been a visibility problem, property owners had been cQntac.ted personally,and
once the situation had been explained„ cooperation had been excellent.
RE PLANTERS - Downtown Area
Councilman Moty asked regarding the ground cover for tree planters and was
advised by Parks Supervisor Smith it was their intention to pave planters with
patio blocks to reduce the weed growth.

City Attorney Murphy gave a progress report on the negotiation for the acquisition

time he was negotiating with a bank who was holding property in trust but there

The meeting was called to order by Mayor Martin with the following councilmen
present: Chatfield, Denny, Kriegsman and Martin. Absent: Councilman Moty.
Also present were City Manager Cowden, City Attorney Murphy, Director of
Public Works Arness, Assistant City Manager and Director of Finance Courtney,
Purchasing Director Stewart and Planning Director Keyes.
AWARD OF BID - Benton Air Park Grading/Paving
Director of Public Works Arness submitted "Benton Air Park Tabulation - Bid
Schedule No. 270 Grading Work and Placement of Aggregate Base and Asphalt
Conc rete".
He advises no bids were received on Bid Schedule No. 271 - relocation of the
hangars or for the sale of the "T" hangar without doors.
The following report was submited on the inspection of the two 10-place "T"
hangars at Benton: "Both appear to be in good condition. The "T" hangar with
doors shows some signs of rust. However, this is not considered as being
critical since wire brushing and painting will provide necessary protection.

We have contacted the party that'gave us the original hangar moving costs.
He is still willing .to do the work for the amounts previously mentioned.
We have also contacted an interested Sacramento firm regarding the hangar
moving, however, he would not be able to visit the area until next week. The
Tow grading bidder coritacted'this "office this rriorning arid `indicated that he
had a party wliich miglit be �inte'rested in relocating the hangars.
It is our recommendation that the low bid of J. F. Shea Company in an amount
of $68, 126. 00 for the basic bid proposal (�3id Schedule No. 270) and $4, 525.
for the supplemental bid proposal (Bid Schedule No. 270) be accepted, and
that the Director of Public Works and City Manager be authorized to nego-
tiate with either the low bidder or other construction groups for the
relocation of both hangar s".

MOTION: Made by Councilman Kriegsman, seconded by Councilman Denny the
recommendations of the Director of Public Works be approved and low bid of J.
F. Shea Company in the amount of $72, 651. 00 be accepted, and the City Manager
and the Director of Public Works be authorized to negotiate with the low bidder

and others for removal of hangars to an area south of the present area.
Chairman of the:Airports Commission stressed the Airports Commission
has not changed its position regarding relocation of the hangars.
Councilman Kriegsman said in his opinion this. was good business. With an

expenciiture of slightly over $5, 000 City could rent 10 hangar spaces
for $15. 00 per month and obtain some $1800 revenue yearly.

Councilman Chatfield suggested that when buildings were relocated higher
piers and foundation be considered in order to accommodate larger aircraft.
