Councilmen were invited to attend their next meeting to be held May, 21 st, Justice : - Courtroom, o'ld building. . _ _ . . `... .. . /.,z � - - - --- Mayor Martin sugge sted the Democratic Club de signate ce rtain repre sentative s of their organization to attend our budget session, at a fixed time and place. Councilman Kriegsman stated the money donated by the City to the Chamber of Commerce was for them to act as our advertising agent; the Chamber was ful- filling its function and Council had no other alternative but to continu� that should we invite them to attend our budget session we were begging the issue. The money we give the Chamber is not that we are endorsing anything they do or don't do. Councilman Chatfield concurred there were some questions that needed answering and our budget sessions were public and they could come .if they so desired. � TrinityRiver Project - Cow Creek Unit � Donald Otley, Chairman of the Legislative Committee, Redding Grange #446 -�,'35 submitted copy of their re solution in support of the Cow Creek Unit of the Trinity River Project. �' 313 Mayor Martin said this may be a political decision beyond our normal scope. City Attorney Murphy concurred, stating it was a matter that concerned people beyond the City limits and that unless Council feels it of local value to citizens of Redding, it was a general project beyond the normal field of City's interest. Letter of Appreciation Mrs. Lois Stone, fo-rmer member of the Citizens Advisox°y Committee for �G>�� Capital Improvements, thanked the City Council for her appreciation scroll. Recorrimendations Traffic and Parking Commission Robert Miller, Chairman of the Traffic' and Parking Commission submitted recommendations for Council consideration dated May 9, 1963. 1. Upon'completion of the streets and curbing -Locust and Washington Streets from Athens Avenue to South Street that"parking. be restricted from a point starting at the southeast corner. of Athens. Avenue and Locust Street and continuing east on Locust to its mergence with Washington Avenue and then north to the intersection of Washington Avenue and South Street; that parking be restricted from a point starting at the northeast corner of Athens Avenue and Locust Street in an easterly direction for i, 000 feet at�which point Locust Street merges with Washington Avenue and then in a northerly direction on Washington Avenue for approximately 900 feet to the proposed London Avenue extension where London Avenue will merge with Washington Avenue. MOTION: Made by Councilman Moty, .seconded by Councilman Kriegsman that Recommendation #1 be adopted. The Vote: Unanimous Ayes. f/� 2. That City Council make available funds that would enable the Dept. of Public Works to hire college and/or high school students to � complete traffic counts at various .intersections starting in June, and that the Departrrierit of Public Works be directed to submit these completed traffic counts to Commission for study and evaluation for its September 1963 meeting. Councilman Kriegsman stated he would have no objections to traffic counts provided he knew the location of the intersections for this proposed count. City Manager Cowden informed council that automatic counters would only give the traffic,flows north, south, east or west, but not the turn- ing traffic. _ MOTION: Made by Councilman Moty, seconded by Councilman Denny to tentatively approve the hiring of college/high �chool students to complete traffic counts provided the intersections are specified and clearly designated before the counts are made. Voting was as follows: Ayes: Councilmen - Chatfield, Denny, Moty and Martin Noes: Councilmen - Kriegsman Absent: Councilmen - None 3. That a stop sign be installed at Royal Oak where it meets Suns,et Drive and Altura A.venue., .stopping southbound traffic on Royal Oak Drive due to the curvature at that intersection which hinders line of sight. MOTION: Made by Councilman Moty, seconded by Councilman Kriegsman to approve Recommendation No. 3. The Vote: Unanimous Ayes. 4. That City Council sugge st to the County Cle rk that when is suing a � jury duty summons that the prospective jurors be informed of the availability of all day parking in the County Courthouse parking lot one block north of the Courthouse at the corner of Tehama and West Streets. 314 MOTION: Made by Councilman Moty, seconded by Councilman Kriegsman that Recommendation #4 be appr.oved. The Vote: Unanimous Ayes. � BE'NTON AIRPORT� - .Open "T" Hangar , Joseph E. Patten, Chairman of Redding Airports Commission, submitted � the recommendations of the Commission for the future use of the open "T" hangar at Benton Airport. The letter states consideration was given to the . memo from Councilman Kriegsman on the proposed sale of the open "T" hangar at Benton Field and the following action was approved: "That the Commission�urge the City Council "to continue the plan of dismantling the old open "T" hangar and remove it from the airpo.rt; however, if the City Council should elect not to do this and considers moving this hangar to a new location, that it be relocated near the southeast corner of tlie 'runw'ay, and that it b.e left there only on.an interim ba.sis, not to exceed five years, and .` � that it be operated by the City and not by private. individuals in / � � competition.with the_City. " Councilman Kriegsman stated it was his opinion the recommendation of a . five year time limit was ill advised: That it.'would be -a sound investment to rent each hangar unit at $15. OO�per month, even though the cost of relocation of the hangar.was $5, 000. .00. Mr. Patten stated they had gone over all phases of the problem thoroughly: It was estimated to cost $5, 000 to relocate the hangar; this building was a second rate item, competing with hangar space available in a good hangar building. It would be direct cQmpetition with the rental of the good hangar sgaces and would tend•to reduce.the occupancy of .the good hangar s.paces. ` � City Manager Cowden stated $5, 000. 00 was the e'stimate of cost fQr the relocation of _each of -the hangars. Using figures for Municipal Airport hangars, a new � hangar, complete with doors, would cost .approximately. $26, 000. Benton Airport open ''T" hangar, built ,in the 40's cost approximately $15, 000. The placing of doors on the open "T" hangar was estimated at $12, 000. 00. Director of Public Works Arness gave the following figures for the relocation of the hangars: Relocation (each) $5, 000 Inside .concrete footings $1, 000 . City Manager Cowden spoke of the following action to be taken: Readvertise for -the removal of hangars individually Readvertise for the removal of both hangars Readvertise for the sale of the open "T" hangar It was reques.ted the Director of Public Works examine the buildings for their structural soundness and submit figures on the comparable cost of • a new structure. Re Pacific Air Lines Service Th� Airports Commission submitted the following report and recommendation re the service of Pacific Air Lines: I(� • "The Airport Commission ---- decided that no extensive investigation is necessary to determirie that the present Pacific Air Lines schedule is inadequate; it was further decided that the City Council should be advised that this Commission has long been dissatisfied with the service offered 315 by Pacific Air Lines, that this Commission feels that this service is •� of little value to the community;, that Pacific Air Lines should revise , their flight schedules to accomodate passengers making round trips to and from San Francisco, that it is the finding of this Commission that the present services are not suffi;ciently dependable to encourage an increase in ai�'r travel, and this Commis�ion recommends that the City Council make an effort to obtain service from another airline.'" Councilman Kriegsman was not in accord with this recommendation, stating we would have a rule on .the books we di.d not intend to enforce right at the moment; when we have.the problem, we .should face it at that time. He then _said the government has clamped down on operations,such as, this,� and in his opinion the practice was on the way out. ''We should encourage commerce" he �concluded. Councilman Chatfield said,he could see nothing,detrime.ntal to,our present operators; that if we have inquiries, at.least we could. quote the going rate.
