Reverend Harold D. Byram, Pastor of the Assembly of God Church, 1040 State
Street, Redding, gave the` invocation. - -- -. �
The meeting was called to order by Mayor Fulkertli with the following councilmen
present: Chatfield, Kriegsman, Martin, Moty and Fulkerth. -
Also present were City Manager Cowden, City Attorney Murphy, Director of
Public Works Arness, Assi=stant City Manager and Director of Finance Courtney,
Purchasing Agent Stewart, Planning Director Evans,' Working Parks Supervisor
Smith, Superintendent of the Electrical Division Dais, Water Superintendent
Gullixson, Fire Marshall Wade, Assistant Fire Marshall Keilbart, Assistant
Civil Engineer Hastings .

APPROVAL OF MINUTES � � -
MOTION: `Made by Councilman Martin, `seconded by Councilman Chatfield that
minutes of �he regular meeting of April lst' be approved as corrected and mailed
to each of the councilmen. The Vote: Unanimous Ayes.
PRESENTATION - Redding Yout•h Baseball Ass'n-. � - �
Mr. Robert Liddell, President of the Redding�Youth�Baseball Ass'n: , presented
a check in the amount of $2, 000. to the City of Redding and expressed apprecia-
tion to the •City for the improvements.made in the ballparks. He re�iewed the o.,?��
Baseball Program offered to the youth since 1953 and stated there are now 460
boys playing,. 160 adult helpers and the annual budget for the Association is
$14, 000: .. He requested the Council give consideration' to the acquizition of
additional faciTit'ies in the future so that more boys may be served. He advised
320 boys had been turned away this past year due b� lack of facilities.
Councilmen concurred that every boy with a desire to participate in the Youth
Baseball Program should be allowed to play and the emphasis should be on
playing, not winning. Mayor Fulkerth thanked Mr. Liddell for the presentation.
•C:O�N�I7-E•1VINATION - Property 827. West Street, rear �
Fire Marshall Wade filed a report of the property located-at 827 West Street,
owned by Mrs. P. L. Nichols. He stated the property, condemned in
August, 1961, has not been improved to conform to City Standards as
agreed when six month extension was granted to allow Mrs. Nichols to
remedy hazardous conditions. He requested that the three existing struc-
tures be demolished. � J.�r
Mrs. Nichols said she had been advised on October 18, 1961, she eould
keep the larger house if certain repairs wer'e made. She did replace
wiring and siding and placed cement blocks under the house and felt this
was adequate.
Fire Marshall Wade said some work has been done but it is still far below
City Code Stanclards and the hazardous-condition still exists.

next Council Meeting to indicate whether she is willing to comply.

Rancho Parks Assessment District. - Reassessment
The hour of 7:30 having arrived, Mayor Fulkerth opened the public
hearing on the reassessment of Parcel 34-A, Rancho Parks Assess-

Mayor Fulkerth ascertained there were no written protests to this

L arid extending east approximately 600 feet from a "U" (Unclassified)

Mr. Clyde Charsl,ton�;�., Developer, briefed Council on plans for the
shopping center. In answer to a question from Councilman Kriegsman,
Mr. Charl�tb;n� advised the State already has plans to install a three
way signal at the intersection of Hilltop�. Road with Highway 44.

POWER L,INE REL.00ATION - Municipal Airport • � �
R. V. Stewart, Purchasing IDirector , presented a communication from the
/� � Airports Commission, dated April 10, 1963. 'The'=present P. G. & E, power
line serving the Municipal Airport is hazardous to helicopter flying and other
operations in the southern portion of available leasing.locations . It,is nec-
essary to re�loc'ate�'the line �to the west of the new access road. This will
eliminate the hazardous impediment 6f the' power lines. The Airports Com-
mission recommends the relocation at a cost of $2, 325. 93.

MUSEUM - ART CENTER
Director of Finance Courtney presented progress report of�the activities of
the Civic Arts Commission at the Museum and Art Center. Volunteer workers, �
under the direction of the Civic Arts Commission, have completely remodeled
the interior of the former Carter house, and it is their goal to open the; new
Redding Mus eum and A rt C enter by July 1, 19;63.
It was the request of the Civic Arts Commission that the City,:Gouncil now ���
provide funds for Termite Control, $155. 00; New Electric Service and Panel,
$250. 00; I�nterior Wiring;and L:'ighting Fixtures $1, 750. 00. The total $2, 155. 00.
Council requested that a study be .started immediately for the cooling and
heating system and for fi"re.protection for,the museum and these items.be
included in the.new budget. -

that request of the Civic Arts Commission for funds, as itemized in the total
amount of $2, 155. 00 be•approved and the City Attorney shoulcl prepare a

bids for excavation of approximat'ely `:'27, 600 cubie .yards. of earth, moving
