The meeting'was called to orde-r by Mayor Ful'kertli with the following councilmen
present: Chatfield, Kriegsman, Martin, Moty and Fulkerth.

APPROVAL OF MINUTES
MOTION: Made by Councilman Moty, seconded by Councilman Chatfield that
minutes of the regular meeting of March 4th be approved as mailed to each of
the councilmen. The Vote: Unanimous Ayes. '
C OMMU NICA TIONS
Buckeye County Water District'i
MOTION: Made by Councilman Chatfield, seconded by Dr. Martin that
action be deferred on communications from the Buckeye County Water
District pending executiv'e session to be held later. The Vote: Unanimous
Aye s. '
Application - Redding Cab Company
The Redding Gab Company, owned and operated by Freeman Hackett,
submitted Application for a vehicle permit to operate three additional
�L'� taxi cabs within the City of Redding.
City Attorney Murphy stated to the best of his knowledge Mr. Bull had
ceased operation of the taxi cab business. Mr. Bull had ten taxi cab
permits, falling into two basic categories:
1. 3 permits that have never been used since 1947.
He saw no reason Council could not take action on these permits
immediately, because of lack of use.
2. Regarding the other 7 permits, under Section 28-21, vehicle permits
may be sold, assigned, leased, transferred or inherited as other
property only upon authorization by the City Council. It appeared
to him it would be fair and reasonable to instruct the City Manage.r
or City Attorney to communicate with Mr. Bull advising that unless
we heard to the contrary that he intended to use these 7 permits as
a part of the consideration and sale of his equipment and business or
for some other purpose, City would be compelled to take action :'. :

in regard to their cancellation and refund him a portion of the
' permit fee.
Council could cancel the three permits this even'ing, if they so
desired, but it would be necessa-ry to find additional public
convenience and necessity to increase from the present 12
permits any additional permits Council saw fit to issue. • But
if 3 of l�I.r. Bull's permits were canceled it would not be altering
. the total number of permits in circulation.•
� MOTION: Made by Councilman Kriegsman; seConded by Councilman Moty
to cancel 3 permits of Mr. Bull not being 'used-and refund any money that
is due Mr. Bull for this cancellation.

Councilman�Kriegsman claimed tlie following reasons for this motion:
That Mr. Bull has publicly stated he used only 5� cabs. That he had
announced his intentions of not staying in the taxi cab business and 2
cab permits were not enough to satisfy public necessity. That Mr.
Bull would probably like to sell� or dispose of his equipment and he
sho�lcl be given e•very opportunity to do so and he should be given
reasonable time for this. �
Dr. Martin stated he did not like to restrict Mr. Bullzs rights. on this
matter. He did not think Council has been against Mr. Bull's operation,
that we ha-ve done a great deal to try to satisfy his demands. .That he
was in accord with-the motion because he felt it did not restrict his
operation at all.

MOTION: Made_by Gouncilman Kriegsman; seconded by Gouncilman Moty
that in view of the announcement of Mr. Bull that he has_ ceased operation
of his taxi cab business, that qua�i£ies Redding �ab Company under Section
28-15, Section 8 - pubiic convenience and necessity�-�for us to. issue 3
vacant germits to Redding Cab Company, provided all sections of this
chapter of the Municipal Code are complied with. The Vote: Unanimous
Ayes.
Councilman Chatfield stated he was in favor of issuing three additional
' permits, but not in favor of eurtailing Mr. Bull's taxi cab operation.
Request to Segregate Rancho Parks No. 34-A
City Treasurer Genevieve Simonds advised the North Valley Title Company
had requested 1915 Special Assessment Rancho $,rks No. 34-A be split
and reassessed and the prescribed fee of $50. 00 to cover costs had been �G�
paid.
MOTION: Made by Councilman Chatfield, seconded by Councilman Moty
the City Engineer be directed to prepare map and amended assessment
� on Rancho Parks No. 34-A,, after which the City Clerk set public hearing
thereon. The Vote: Unanimous Ayes. .
Traffic and Parking Commission Recommendatons ,
Under date of March 14th, Robert Miller, Chairman of the Traffic and
Parking Commission submitted recommendations for Council consideration:
1. That the ar'ea on the west side of Magnolia Street from a point five
feet north of the present school crosswalk to the intersection of the / � �
corner of Placer and Magnolia Streets shall be designated as a
school unloading zone and the curbs be painted appropriately with
any necessary signing.

MOTION: Made by Councilman Moty, seconded by Councilman Kriegsman
that a school bus unloading zone be designated as outlined and a letter
be� sent to the 5uperintendent of Schools requ�.ti�ng•school buses use this
zone and no other. The Vote: Unanimous Ayes.
2. . That Council direct thea;�propri.ate,staff personnel to erect signs on
this block.prohibiting�parking .from 2 A, M�, to 4 A. M. (1500 block on
Liberty Street).,
Mr. Miller advises�that a complaint had been received regarding week-
long parkers using the east side of the 1500 block on Liberty Street and
the Commission felt this was an unfair practice as this area is bordering �
on a residential area. Also, as a result of this misuse of parking
facilities it is impossible for the motorized street cleaning equipment to
clean this. area.
. MOTION: Made by Councilman Moty, seconded by Councilman Chatfield
to approve this recommendation, and signs be erected on the 1500 block
of Liberty Street prohibiting parking from 2 A. M. to 4 A. M. The
Vote: Unanimous Ayes. .

4. That stop signs be installed on State Street stopping traffic moving
east or west.on Lanning, Akard and Leland Streets.
Mr. Miller advises that accident records do not, on the surface, seem
to indicate the necessity of placing stop signs in the area discussed,
it was the feeling of the traffic division of the Police Department, and
many others, that controls are necessary to try to eliminate potential
accidents on State 5treet.
It was the Commissionts further suggestion that letters be written in
an effort to have the residents of the above mentioned interse'ctions
cut bushes, trees,; sh.rubs, etc. , to the legal height as outlined in the
recently ad�pte:d ,'i"r.e:e�:and,::Shrub Ordinance.
MOTION: Made by Councilman Moty,. .seconded by Councilman Kriegsman
that stop signs be installed on State Street stopping traffic moving east
or west on Lanning, Akard and Leland Streets; that letters be written
to have the residents of the above mentioned intersections cut bushes,
• trees and shrubs to the .legal heights. The Vote: Unanimous Ayes. -
Councilman Chatfield suggested the Traffic and Parking Commission
check the possibility of installing stop signs where Wisconsin and Regent
Streets enter Placer Street.
Dr. Martin suggested a study be made that Council subrogate some of
their authority in matters such as this to the Traffic and Parking Com-
mi s sion. �
PUB LIC HEARING5 .
The hour of 7:30 P. M. having arxived, Mayor Fulkerth opened the Public Hearings ,
on the following Ordinances:
Ordinance No. 708 - Providing for additional definitions Plan Lines
Ordinance No. ?09 - Establishment of Official Plan Lines
Ordinance No. 710 - Provisions and exceptions zoning regulations

Mayor Fulkerth ascertained there were no written protests.

Sherman Holt stated he wanted to speak both for.and against the Plan
� Line �Ordin�.nce. That it was well to have planning, particularly in
view of.the changing traffic pattern with the freeway construction, and
the proper widening and taking care of future streets was necessary.
' However, he did take exceptions to some portions of this ordinance.
That in setting.aside some property for public use, in a way you were
reall'y cond"emning the property without due process Qr cox�ensation.
. That certain portions of property under this ordinance would be set
aside and not be available for development by the owner and this would
be done without compensation to the property owner. -
That set backs along certain streets could be obtained without any problem;
City. could negotiate with one or two property owners for the acquisition
of the property at a small cost to the City, or the property could be ac-
quired through condemnation. This would make it impossible to infringe
on anyone's rights. .
Planning Director Evans stated this matter was seriously considered by
the staff.and the Plannin.g Commission, the IDirector of Public Works
and the City Attorney. That he had contacted five cities that have the
- Plan Line Ordinance in their Municipal Code. This Plan Line Ordinance /U�
is only a legal instrument whereby cities in stages of tremendous growth:,
can protect themselves. The City will find itself encroached upon without
� any lorig range ,planning providing for future rights-of-way. He them:
stressed Publi� Hearings are held by the Planning Commission, that
all property owners are notified and credence given to their protests.

City Attorney Murphy stressed this is not a unique ordinance that the
staff had dreamed up. That it is a planning tool used by many cities in
the State of California.
That one of the largest costs in improving any street is land acquisition;
� in some cases areas along side of a particular street have been improved
so close to the sidewalks the cost of acquiring the land has become pro-
� hibitive, _primarily in the business area.
That by due process of law, notices of the hearing a`re published, the
street is posted for,1000 ft. The public is made aware of what is planned
or projected and they have the opportunity to protest. That after com-
pletion of t�e.public hearing held by the Planning Commission, a similar
public hearing is held by the City Council. _ Further, he knew 'of no case
in California in which this ordinance had been declared unconstitutional;
he could see no substantial danger from the enactment of��the ordinance.

MOTION: Made by Councilman Kriegsman, seconded by Councilman
Martin that Ordinance No. 709 be adopted, an ordinance of the City
of Redding adding Chapter 32 to the Redding City Code, 1959, as amended,
providing for the establishment of Official Plan Lines for the purpose of
� protecting the Master Street and Highway Plan.
Voting was as follows: -
Councilman Kriegsman stated he was aware of the Planning
� Commission's problems for the development of areas lot by lot.
without plari lines; and he felt this �is a step forward without real
harm to individual rights.
Councilman Chatfield said the Plan Line Ordinance will be imposed
primarily in the C-2 zones and would involve property that could be
� used for business: That'tliis may not 'be detrimerital; but actually
(� a boon to property owners as under the p'resent Plann'rng Commission
� / , � laws you can�t get uniform situations as there is no:means to prevent
people from moving in. �
City Attorriey Murphy stated at the time of the widening of s.treets, City
pays for the land used in the widening, at its fair market value. This
Ordinance would prevent the owner��'inadvertently or deliberately
from building out to the curb line, thereby making a�quisition expen-
sive.
Mayor Fulkerth' stated the ordinance not only imposes restrictions, but
p'roperty owners were protected'by the ordinance. •

Council of the City of R�dding`amending tlie R'edding City Code, 1959,
as amended, by repealing Section 30-18 thereof and substituting there-
-for a new Section 30'-18 providing �general provisioris and exceptions
in regard to the zoning regulations of• the City of Redding. .

Traffic and' Parking'Commission Recommendations �(Cont'd. )
5. That the City Council, at the earliest possible date, enter into
an agreement�-if at all possible with the Division of Highways to do
the necessary work to install 5tacking lanes for cross over vehicular
� traffic in much the same- manner as we now £ind on North Market
Street between the bridge and the bottom of the hill.

Council'meri concurred with this recommendation and the City-Manager
was directed to .talk with Mr. Miles at the earliest possible time.

6. That the two metered zonings on the nort'h side-of Tehama Street
immediately opposite the City Fire Hall b-e Eliminated and��.that�this
area be assigned to the Fire Department with the curbs appropriately
painted. ' •

It was requested the Fire and Police Departments not use the public
parking spaces if possible.
'3. ' Rel"ating to parking, restrictions around the courtliouse. Much
discussion was given to this problem in an effort to permit more
parking for varied lengths of time for the patrons having business at
� the court�house. It was stated one great problem that defie s legislation
is the habit of parking in a place most convenient to work. The
following were recommendations of the Commission:
' ' T�iat diagonal parking on teri ft. centers be initiated on both
sid'es of Yuba Street between Court and West Street and on both
' sides of Butte Street between West Street and Oregon Street.
�That a two hour parking restriction be instituted on the north side
of Yuba and on the south side of Butte between 'West and Court
Streets;
That a �four h�our restriction be imposed on the south side of Yuba
and the north side of Butte between West and Court Streets;
'' That the p�resent one hour parking restriction be changed to two
hour limitatiori on the west side of Court between Yuba and
Butte Streets. '
Councilman Chatfield observed that from.70°jo to 80°jo of the automobiles
around the Court House do not move during the noon hour and if their
parking was interrupted, the majority of the`people would use the parking
lot made available by the County; the problem was not the County's, but //�
the employnees. He approved having some four hour.parking for people
, ,� . , ,_ .

He"'further stated he had recommended to the Traffic and Parkirig Com-
mission tha.t Oregon Street between Tehama and Yuba Streets be changed
to diagonal parking on the we st side.
Councilman Kriegsman s_tated he personally was opposed to diagonal
' parking; he approved�the 2 hour parking on the north side of Yuba and the
south side of Butte between West and Court, with diagonal parking, because
of the high curb, however i:f the south side was made diagonal parking it
would make impossible traffic congestion unl�ess tlie street was made one
way. � � -
He suggested �unifor'm two hour parking with the Shasta County Clerk
sending out notices, dated, to all prospective jurors, to place on the
windshield of their car. He did not think having some streets two hour,
some_four hour made sense as it would make complicated patroling.

Mayor Fulkerth stated his affirmative vote was to expedite a solution
' to the parking problems around the �Court House, although he was in
accord with rriany of the suggestions �of Councilman Kriegsman.
Request for Funds - Shasta Dam Chamber of Commerce
Charles Gleeson, Secretary-Manager� of the Shasta Dam Chamber of
Commerce, appearing on behalf of the Lake Shasta Resorts, Inc. , all
members of the �Shasta Dam Chamber of Commerce, requested City
appropriate funds in order for them to participate in the Los Angeles
Boat Show;, that last,year they had asked, and received $500. 00 from
the. City. . _ . � . .

He advised the Chamber had some 6000 mail inquiries last year, 80%
coming from Southern California. They had appeared before the Board
of�Supervisors` this day for. an�additional appropriati:on, but had been
turned down: They had �received $3500 from the County, $500. 00 from
t�e Redding Chamber of Commerce, which was $250. 00 less than that
appropriated the previous year. In all their budget was $750. 00 less
than last year.
Herb Zastrow advised that 368, 000 people had attended the San Francisco
� Boat Show, the second largest held in the United States; the Los Angeles
Boat Show was the fifth largest. The map used in their booth showed the
�� complete Shasta Lake area from Redding north to Mt. Shasta, roads to
Burney and west to Weaverville were clearly marked. . Th.ey had an
aquarium of live fish and gave out brochure s of the_Lake�area and any
brochures provided of Shasta County. "This does the job for us" he
concluded.
Les Blue, Chairman of the Shasta Dam area Chamber of Commerce
Banking Committee, advised they had just completed a comprehensive
, economic study going back to 1940 projected,to 1970. and a brochure
� will be ready for distribution some time this week. It was their findings
that some $235 million was spent on recreation and vacations with over
$75 million s,pent.in Shasta County. That the Shasta Dam area was
dependent upon R�edding for its services an,d every merchant in_Redding

and Shasta C.ounty,benefit,ed. .
Councilman Moty stated in his opinion this was a function of the County
and they were remiss in not doing something about it, .but because it was
impo,rtant to the whole area,. ,he would, reluctantlylapprove the request.

Shasta County Economic Commission
The 5hasta County. Economic ,Commission extended an invitation to
the City Councils of Anderson and Redding and the Shasta County Board
of Supervisors to, meet in joint.session with the Economic Commission
for evaluating the work of the commission and the results so far attained. �

A no-host dinner meeting at the Grande Cafe on March 26th 7:00 P. M.
. was tentatively scheduled.
The City Clerk was requested to remind councilmen of this date.
Re Acquisition of Property - Core Area
Councilman Moty stepped down from his .council seat, claiming�there
might be conflict of interest. .
Robert IDicker, of C. M. Dicker, 1600-Market Str-eet, representing a
.majority of the mer.chants in the core area of Market Street, reiterated
the request made some months ago regarding parking in the 1500 block
of California Street from the alley to Calif. St. , bounded by Butte St.
on the north and south by Yuba St. He stated that at this time he was
discussing parking only, a.s a committee had been formed to study a mall,
or park, on a larger proportion than had.first been presented.
. :That .par,king was a.p,r.oblem..to a major portion of the downtown area, and
this:had been supp,orted by.three surveys made� by Graves, Hahn Wise
,and Faustman. : That it had been stated off-street parking took property
off the tax roll, however about ten parking meters;� in the do��zntown
core area will pay for all the real estate taxes lost through of•f-:st.r'eet -,1����
parking. , ,

Parking isn't always parking for Redding merchants, it is for the customers.
Consideration had been given to using second story parking and renting the
first floor, but for a City owned facility this had been deemed too expen-
sive;. private venture had. looked into this, .but they too decided it would be
too expensive to buy an entire block, ,putting tenants downstairs and parking
above =- they couldn't find tenants to justify the expenditure.
Parking was definitely a need, and Redding core area was far below the �
acceptable limits of ratio parking to sales and service basis. He stated
the core area is a towns personality, without a core area a town withers
{ and dies.� ,That when..e,quipment becomes obsolete it is replaced as it
depreciates, but in the c,ore area we have neglected the principle of
depreciation.
That to his knowledge,the ,vast majority of the business men of the area
were in favor of pledging to pay apropor.tiorate cost of the project and by
retiring the balance of the costs through parking meters, there would be
no strain on the tax payers. It was not their intent to legislate the 1500
, block of. merchants out of business, but it was their hope they could be
relocated. ,
Letters from the fol'lowing persons were read, expressing interest in
the 1500 block of Califor.nia,for off-street,parking:

Raymond Kassis, as a citizen, taxpayer and downtown merchant, sub-
mitted to all councilmen a seven page comi-nunication in support of
retaining the 1500 block on California as business property.
He briefed the communication, then stated he had checked Redding very
closely and can't find whe re it would be possible to relocate their business.
That the merchants of the 1500 `block of California Street were being forced
to show evidence of why their block should continue to remain as business.
Chuck Zink questioned the 'location of the proposed off-street parking lot
and gave�other locations that to him were just as -acceptable, particularly
mentioning the library lot. ,
City Attorney Murphy advised there were legal questions involved in this ,
particular location and in his judgment it would not be possible to convert
tlie property -to a parking lot, or sell it, without bringing it to the people
� for vote.
Mr. L. Giroux, representing his wife, stated he had asked last council
meeting what protection did lessees have when forced to move, and he
now had one-half of the answer. He submitted Statement dated March 15th
indicating a total of $45, 250: 43 reflected the damage t'o `be`suffe'red if �the

Governor Brown has directed the Department of the Youth Authority to coordinate

, Councilman Chatfield commented he had enjoyed the short time he had spent
on the council with Mayor Fulkerth, and he appreciated his past services
much more since he had been on the council.
Dr. Martin stated he had voted and campaigned for Mr. Fulkerth and he had
fulfilled every duty that he had expected him to do, and much more. "He is
a very fine man" he concluded,
City Manager Cowden stated he was speaking for the entire administrative
staff when he expressed the feeling he hated to see him go. That during the
almost eight years that he had been City Manager Mr. Fulkerth had been
a member of the City Council.
