Reverend Galen Onstad, Pastor of All Saints Episcopal Church, Redding, gave
the invocation.
The meeting was called to order by Mayor Fulkerth with the following councilmen �
present: Chatfield, Kriegsman, Martin, Moty and Fulkerth.

APPROVAL OF MINUTES
MOTION: : Made by Councilman Kriegsman, seconded by Councilman Chatfield
that minutes of the regular meeting of February 18th be approved as mailed to
each of the councilmen. The Vote: Unanimous Ayes.
COMMUNICATIONS
Claim for Damages
Mrs. Gertrude Courtney, P. O. Box 847 Redding, submitted claim for injuries
in the amount of $22. 00, : �

MOTION: Made by Councilman Chatfield, seconded by Dr. Martin that claim
of Mrs. Coux•tney be denied and referred to the City Attorney and City's
. insurance .carrier. The Vote: Unanimous Ayes.
Resignation - Recreation and Parks Commission
Ovid L. Holmes submitted his resignation as chairman and member of the
Recreation and Parks Commission. ,
MOTION: Made by Dr. Martin, seconded by Councilman Chatfield the
resignation of Ovid Holmes from the Recreation and Parks Commission be
accepted with regret and an appreciation scroll be sent to him. The Vote:
Unanimous Ayes.
Mayor Fulkerth commended the Recreation and Parks Commission for the ���
,work they hadac<c,ompiis,hed under the leadership of Mr. Holmes, and stated
they appreciated his services to the City and were proud of his accomplish-
ments.

Request - Sale of Beer Lake Redding Park
' The Active 20-30 Club of Redding, Ken Robertson, Secretary, r�equested
permission to sell beer in Lake Redding Park on July 4th, 1963 in con-
junction with the Redding Outboard Club. '
MOTION: Made by Dr. Martin, seconded by Councilman Chatfield to
app'rove the request of the Active 20-30 Club of Redding to sell beer in
�,� �. Lake Redding Park on July 4th, 1963 with the stipulation that activity be
"'� corifined west of the railroad tracks; permits to be non-assignable.

` Request for Approval of'Assembly Bills 316 & 462 �
The City of Oakdale requested City of Redding approve and urge the adoption.
of California Assembly Bills Nos. 316 and 462 (exemption of raw materials
in the original packages when held by manufacturers from personal property
,���� taxes within the State of California. )
MOTION: Made by Dr. Martin, seconded by Councilman Moty the City
Manager be directed to write for additional details on this proposed legis-
lation. The Vote: Unanimous Ayes.
Re Carnegie Library Building
The Cascade Wonderland Iris 5ociety advised their organization had passed
G��� � a resolution urging the 'retention of the Carnegie Library for cultural pur-
poses. ' '
Department of Alcoholic Beverage Control
The Department of Alcoholic Beverage Control advised the following applications

Re Kiddieland Contract
Robert Hesse, Presid�nt of the Redding Y's Men's Club advised the Kiddieland
contract expires June lst, 1963 and requested renewal of the contract based
on the calendar year.
He states the organization is non-profit and their agreement with Mr. Wilsey
,��5 .� is that any profits from the business not used to improve the business must be
' used for the benefit of the kiddies and young people of Redding and Shasta County
through the Y. M. C. A. program. The letter is concluded as follows: "We
would like to' have the council consider canceling the 5% of our gross receipts
that we are paying the city in rent. This amount runs between five and six
hundred dollars each }rear, which could be added to �he Y. M. C. A, program. "
MOTION: Made by Councilman Kriegsman, seconded by Councilman Chatfield
to approve the contract with Kiddieland for 5 1/2 years at no percent for
the Redding Y's Men's Club (to run with calendar year).

Prote st Re Public Funds
The Shasta County Democratic :Club urged that any public agency allocating �
�•��� funds to the Redding Chamber of Commerce should cease this practice.
This referred to the Redding City Council and the Shasta County Board of
Supervisors. '

Their next meeting will be held Tuesday, March. 19th a� 8:00 P. M. in the
Justice Court (old building) Yuba Street entrance with Chamber president
and manager in attendance; Councilmen were invited to attend this meeting.
� Report of Shasta Co. Dept, of Public Health
County Health Officer John D. Keye, M. D. , stated they had received per-
sistent complaints about the leachings from the City Dump creating a
nuisance as they pollute the creek that runs adjacent to Linden Street,
and asked that the problem be permanently corrected as soon as possible.
Director of Public Works Arness reported this condition had existed last ��, �
year and two small dykes had been built to help the problem, that the
entire drainage area from Placer to about San Francisco Street had been
flushed. However they did not finish laying part of the storm drainage
�
system at the sanitary landfill area.
That last year the area was trapped with 8 to 10 ft. of water between the
outlet and the dam which had saturated the garbage refuse. It was their
plan to follow the same procedure as last year, to flush the area, when
ground coriditions permit to again build dykes; to build small retaining
� ponds for the oxidizing of the effluent. '
He then stated when we get the surcharge at a higher elevation and when.
the area is brought to grade we will plug the whole line and have the

water going over rather than through the area.
Recreation and Parks Commission
a. The Recreation and Parks Commission, Siebert Stephens, Secretary,
requested a special appropriation of funds in the amount of $860. 00 to
make possible four basic recreation programs during the month of June.
These programs are tennis costing $100 for leadership, boyst farm s}istem
baseball $250, men's softball $60 and two playgrounds $450. 00. That
numerous other regular recreation programs carried on in June will not
be attempted until new fiscal year funds permit. �5,� ;
Councilman Chatfield stated this request was made necessary to replace
the void left by the removal of the $4, 000 formerly pledged by the Elementary
School District; that the fee programs had been unsuccessful, due partly to
the peoples inability�to pay.
MOTION: Made by Councilman Chatfield, seconded by Councilman Kriegsman
to approve the recommendation of the Recreation and Parks Commission
for a special appropriation of $860. 00, and the City Attorney be directed
to prepare the necessary resolution for the transfer of funds.

b.` Downtown Mall
Mr. Siebert Stephens, Secretary, advised the Commission regretted that r���
for lack of sufficient information on all related factors, one of which is
that a possible downtown mall would have its beginnings in the establishinent
of a downtown park, no decision could be reached as to the exact location of
a downtown park in connection with an additional parking lot as proposed by
a downtown merchants� committee. However, they are strongly in favor of
a centrally located downtown park.

Resolution - Cancelling Taxes
I�1I.C�TION: Made by Councilman `Chatfield, seconded by Dr. Martin that
R;e�s�olution No. 3069 be adopted, a resolution of the City Council of the ��''�'
City of Redding making a certain change in the Secured Tax Roll for 1962-63.

Redding Chamber of Commerce
� The Redding Chamber of Commerce will present a film on the Pomona down
town mall at the Elks building on Wednesday, March 13th at 7:30 P. M. The �
�-��� film, in addition to showing before and after sceries, will go into a description of .
the work entailed, method� of financing, design and construction time tables.
The public was invited to see this film.
Expression of Appreciation
Mrs. Edna Behrens Eaton, 1520 West 5treet, in a communication addressed
to the City Council, expressed the appreciation of her family and herself for
lU � the helpful cooperation of the city officials in saving certain sixty year old
walnut trees in front of hex• residence. She particularly_thanked Mr. Nelson
and Mr. Smith of the Parks and Recreation Department , Mr. � Semon of the
Engineering Department and the men who laid the sidewalk.

MOTION: Made by Councilman Kriegsman, seconded by Councilman Moty that
Warrant`Register No. 17, warrant Nos. 3740 to 3908 inclusive, in the amount
of $68, 170. 00 be approvecl and paid; that Payroll Register No. 17, Salaries Feb.
lOth, 1963 through February 23, 19b3, warrant Nos. 10�420 to 10635 inclusive

PROGRESS REPOR`T - Applications for Federal Funds �
Director �of Finance Courtney submitted to all councilmen a memo dated March 1 st
e ntitled: "}?rogress Report concerning appl'ications for federal funds pursuant to
Public Works Acceleration Act and Program �of Advan�ces for Public Works Plannin . "
The memo advises applications for grants under the accelerated public works
program have been initiated for the following projects:

Mr. Courtney continues: "In connection with the overpass project, as soon as
the feasibility studies have been completed, including the determination of the
project site, the remaining preliminary planning and final planning will fall into
the eligibility area of the Program of Advances for Public Works Planning; and,
as soon as the feasibility and project location have been determined, an application
will be submitted for a planning loan under this program. At this time, it should
be emphasized that the contractual relationship with the engineering firm selected
to do the preliminary work on�the overpass project should invol.ve two�phases;
1. A contract for �determination of feasibil'ity and project location; and 2, at the
completion of the first contract, ��a second contract involving design and constructio
detail should be entered into after the submission of the. City's application for a
planning loan under the Program of Advances for Public Works PTanning. "
REDDING MUSEUM & ART CENTER �
Director of Finance Courtney advised members of the Civic Arts Commission and
�G� � the City Staff, including the fire marshal, building official ana electrical inspector
inspected the Redding Museum and Art Center property. The following deficiencies
were reported: 1. Replacement of roof covering '
2. Replacement of obsolete and undersize electrical wiring
3. Provisions for adequate venting under structure and also
interior heating, cooling and forced air circulation
4. Repair of minor termite damage

The Arts Commission advised they were reluctant to place a request before
the City Council for more than the minimum items necessary in order to place
the Redding Museum and Art Center in operation, however the roof leaks badly
and has caused some interior damage and it was not possible for the volunteer
workers to begin the construction of display cases or storage of exhibits within
this building. •
Prices for roofing of the building were submitted:
1. Asphalt shing�es •$562. 00 .
2. Cedar shingles 945. 00
� 3. Cedar shakes 1080. 00.
The Civic Arts Commis�sion submitted a strong preference for cedar shakes or
shingles, feeling that asphalt shingles would�detract from the exterior appearance
of the building. �
Councilmen discussed the possibility of purchasing the material for the roof and
proceeding with either volunteer labor or City force, however the City Manager
stressed due to the�liability hazard, the type of roof and the man power shortage
this would not be feasible.
Finance Director Courtney stated in his opinion the cedar shingles would be more
feasible and practical; that perhaps the present roof structure on the building L���
would not bear the weight of shakes.
MOTION: Made by Councilman�Kriegsman•, seco�ded by Councilman Martin to
appropriate the sum of $945. 00 for the purchase and installation of cedar shingles
for the Redding�Museum and Art Center building and the City Attorney be requested
to draw up the necessary resolution authorizing the transfer.of funds.

ANNEXATION - Greater Enterp�ise Area
Planning Director Evans advised the Planning Commission had unanimously �
recommended that City Council proceed with the�annexation of the G.reater. '��
Enterprise Area as delineated and described on the map presented and marked
"Exhibit A". � .

MOTION: �Made by Dr. Martin, seaonded by Councilman Chatfield to approve
the recommendation of the Planning�Comrnission and a resolution be prepared
consenting to�the commencemerit of annexa�ion proceedings. The Vote:
Unanimous Ayes.
PROPOSE•D PARKING �,OT - California St.
The Planning Commission submitted the following recommendation on the proposed
California Street public parking lot: "---That the City Council selec.t the 1500
block of California Street for an additional off-street parking lot and that future �� ��
consideration be given to the possibility of converting the ground level parking -
at a future date to an elevated parking lot, with the ground level being leased for
businesses. " �_
RE ZONING REGULATIONS �
Planning Director Evans advised the Planning .Commission had held public hear-
ings on three suggested amendments to the Redding City Code pertaining to
zoning regulations and recommended the adoption by City Council of the following:
a. An ordinance repealing Section 30-18 "General Provisions and Exceptions"
by including therefor a clause pertaining to the operation of a circus or.
carnival for a period of less than ten (10) days ���
b. An ordinance adding Chapter 32 to the P���.�:=i� Git�- �'rc�e, 1959, as
amended, providing for the' establishment of official plan lines for the pur-
pose of protecting the Master Street and Highway Plan.

c. An ordinance. adding Section 30-1. 1 to Chapter 30 of the Redding City
Code, 1959, as amended, providing additional definitions (plan line) for
use in connection with said Chapter.
City Attorney Murphy submitted Ordinance No. 708, an ordinance of the City of
Redding adding 5ection 30-1. 1 to Chapter 30 of the Redding City Code, 1959, as
amended, providing additional definitions for use in connection with said Chapter.
Dr. Martin offered Ordinance No. 708 for first reading. .
MOTION: Made by Councilman Martin, seconded by Councilman Chatfield
that public hearing be set for March 18, 1_963, 7:30 P. M. on amending the
City Code by_adding Section 30-1. 1 to Chapter 30, providing additional
definitions for use in connection with said Chapter. The Vote: Unanimous
Ayes.
�G/ � City Attorney Murphy sub,mitted Ordinance No. 709, an ordinance of the City of
Redding adding Chapter 32 to the Redding City Code, 1959, as amended, pro-
viding for the establishment of Official Plan Lines for the purpose of protecti�ng

hearing be set for March 18, 1963, 7:30 P. M. on amending the City Code by
repealing. Section 30-18 thereof and substituting therefor a new section 30-18
providing general provisions ,and specifications in regard to the zoning
regulations of the. City of Reclding. The Vote: Unanimous Ayes.
City' Attorney Murphy stated the purpose of this proposed ordinance was to
facilitate charitable organizations.such as the Sheriff's Posse, etc. , but that
it was not necessary to eliminate the use permit step for profit making organi-
zations.
RE APPROPRIATIONS FOR AIRPORT.S
Airports Manager Owens advis.ed the Airports� Commission recommended the
City make application for matching funds with the State Aeronautics Board
/!� / in the sum of $2500 for each airport . Funds are now available in the Special
� Airport Assistance Fund the City has been advised and to obtain these funds
r' it was necessary the City deposit matching funds in the 5pecial Aviation Fund
� /� for each Airport.
MOTION: Made by Councilman Chatfield, seconded by Councilman Kriegsman
to adopt the recommendations of the Airport Commission and the City Attorney
be directed to prepare the nece'ssary resolution for the transfer of funds as
outlined. The Vote: Unanimous Ayes.
BENTON AIRPORT IMPROVEMIENTS
J �I Airports Manager Owens submitted to all Councilmen a memo dated February
2Sth entitled "Benton Airport Improvements. "

It was their recommendation "that ive �itemize the actual sums spent; and
what we expect to be spent to accomplish Proposition 'A', indicate
surplus or deficit resulting therefrom; request an appropr:iation
sufficient to complete the current phase of worl�; �be' made from
airport funds now available and the Sales Tax Gapital Outlay Fund,
and request authority to go ahead with the grading and chip and
seal surfacing of certain areas at Benton. "

An itemized list of the improvements recommended by .the Commission and ' �
staff showing costs, funds expended and funds required to complete and giving
sources of available funds was attached to Mr. Owens' memo. �
Mr. Owens explained that Federal Aviation Funds we�re not available for Benton
Airport as it is not included in the National Airport Plan. +
Councilman Chatfield stated. in.his judgment Benton field facilities:couTcl return
money to the City when it is in operation; that'it•�could° not be'put:in op'eration
until the basic plan has been accomplished, and this list was probably minimum, .
in order to get the leases. That if money is available, we should go ahead. �yl
Councilman Moty said he realized the urgency of�some of tlie items and suggested .
we forego the administration building until we find if it would qualify under the
Accelerated Public Works Prograrn.
Mr. Patten, Airport Commission stated the commission had labored 'stucliously
� over this;�there was a real-problem- in connection with not�completely using
the $7, 000 for the administration building. That if we do not use the $7, 000 or
accomplish the purpose of Proposition 'A', the improvements have not been
completed. �� � � • � '
City Attorney Murphy further explained that certain promises had been made
to the voters and under Proposition. 'A' sums can not be considered being
surplus until all Proposition 'A' projects have been completed. .
That Proposition. 'A' provides $7, 000 for. the renovating'of the olcl administration
building; the Airport Commission consider this unfeasible. That. once the
council made the determination the renovatio� of the old administration building
was uneconomical and unfeasible, this sum could be used toward the construction
of a new building. � - '
Mr. Patten stated the iterns not,included in the list showing costs,' funds ex-
pended and funds re�quired, but which the Commis�sion felt could be included
in the Accelerated Public Works Program were:
Entrance Road - Placer to Gold, Gold to south of ground lease area 2
Fi11 large �ravines on east side -of airport. �• � � �
Road to hospital from south of ground lease area 2
Grading drainage channel and placing culverts between runvvay & taxiway
Large hangar for heavy twin engine aircraft . � �
Councilmen concurred on the deletion of the "Administration building" Item 1.
MOTION: Made by Councilman Kriegsman, seconded by Dr. Martin that we
approve Items 2 through 12, and the City Attorney be �instructed to draw up the
necessary resolution transferring the necessarjr funds from Sales: Tax Capital
Outlay Fund to accomplish this. The Vote: Unanimous Ayes.

��,� � Mr. Grif�in. stated he wanted,-to :conduct�a �key club and only persons with
`� membership cards would be admitted. That it would be strictly a club
room for business .men, lodge men, etc. and;wou.ld' not be opened�to the
public. Thexe would be rio beer, no whiskey license, and because the
-� . business would be conducted mostly at night, there would l�e no parking
problem. Draperies would cover the windows and there would be a solid
entrance door. �� �

City Attorney Murphy stated�this would be classified as-a private recreation
club and would fall under provisions of Section 30-18, page 437 of the Redding
City Code; that it. did not matter what zone it was in, however would require

Mr. Arness stated the HP rating was secondary to gallonage; that he was
interested in pumping sewage sludge in the amount of 300 gallons per minute
and he recommended bid be awar,ded on a 3 HP, 300 gallon per minute pumps
as described by the specifications and bid proposal, Fleharty's Home Appliance.
Due to the s,ubstantial deyiation from the ,specifications, all action�deferred '
pending further research,by the City Attorney.
RE CITY AS5ESSOR
City Manager Co.wden submitted to councilmen a memo dated February 28, 1963
entitled: "Recommended part-time employment of City Assessor from March
15th through June 30, 1963". ���

and the remainder in tlie 1400 and 1600 block.
Chuck Zink, Butte �and California Street,"part owrie'r' �of Ken''s protested the
acquisition of this property for off-street park'ing.

Ken Abbott, 1356 Walnut Street, 'asked if s'omeone purchased the 1600 block
on California Street with the intention of putting up a building, would they be
required to provide off-street parking as part of their plan. Plann'ing
Director Evans advised "no" because this area is in the C-4 District. Mr.
Abbott then said the 1600 block on Market Street is :the area most deprived of
parking, .and becaus�e they would benefi't' mostly, pe�rhaps property could be
acquired by them. �

Mr. Carl Williams:spoke in, favor of acquiring the 1500'�block for off-street
parking. He stated tlie problerri corif'rontirig us 'is not Redding's problerri alone,
it exists in all cities where there is progress. This community has a tax
problem - within a very short time, five years or so, the sales tax will amount
of some One Million Dollars and the merchants will be collecting this tax without
oharge, givin�g�it back to.the City, of R.edding'. , , ' .
That s.o far Redding had been very lucky because they were no large shopping
ceriters out of the City, and he was speaking before the council for the benefit
of Redding. : .In his�opinion Redding has. a mos,t ma.rvelous opportunity�to
forge ahead and while the decision would be difficult on certain people, progress
was important. He concluded with the remark "If our town grows, I will grow
with the,town. I. am not going,to live yesterday.. I am going to live tomorrow. "
Maurice Johannesen, 2875 Weldon Street, spoke of the Pomona Mall and'the
effect it had on the business district. "People like myself will_ not shop unless
ther.e is ,parking provided" he stressed. .
In summarizing remarks for the opposition to parking lot for the 1500 block,
Raymond Kassis urged council to consider the recommendations of the various

area of Redding is of vital importance because it is the very. bacicbone of the
future of the City and how to protect the downtown area is a basic problem
of any and .all citie s. .
That it was council's desire to create an atmosphere for busiriess; not to want
to put people out of business. Getting a downtown pax•k, r'est"rooms, beautifi-
cation of the area would seem to create an atmosphere for the fu'rtherance of
busines.s. Redding is going.to grow, he conc.luded, we will be the queen City
of the north, a city of major importance. He requested deferrment of any
decision until March 18th.
Councilman Chatfield favored delaying any decision and asked the Cit}r Manager
and staff to contact persons involved within the next two weeks to -see if they
have any solutions to offer to our parking problems.

more per vehicle than the minimum rates in.the existing ordinance.

Mr. Charles Bull stated he was here to discuss the taxicab situation and in
particular, the is.suance o.f two vehicle permits to the Redding .Cab Company.
He thankecl Messrs. Kriegsm,an and'Cliatfield for their action in upholcling the
public interest in .this matter. That he had little confidence or re�spect for any
�e.r.sonwho.sits on a public ,body and ignores the main issue just to avoid un-

Councilman Kriegsman stated he was a little concerned'in this respect; that
in his opinion�ive have legislated a man out of business. Some of the facts were
presented, some were not taken at face value, particularly the economic situation

EXTENSION OF TIM� - Condemnation of Building
, . Mrs. Hunter, executr�x of the estate of Elvie Hunter advised she had received
notice of condemnation of�buildings 2029-2039 and 2051 Shasta Street and asked
for a ninety day extension of _time.
MOTION: Made �by Councilman Chatfield, seconded by Councilman Moty the
request for a ninety day extension of time for the demolition of buildings 2029- \j��
2039 and 2051 Shasta Street be approved, provided that buildings are vacated by
March llth and remain vacated until demolished. The Vote: Unanimous ayes.
