of Redding,gave the invocation.
The meeting was called to order by Mayo;r Fulkerth with the following councilmen '
present: Chatfield, Kriegsman, Martir�, Moty and Fulkerth.
Also present were City Manager Cowden, City Attorney Murphy, Director of
Finance and Assistant City Manager Courtney, Director of Public Works Arness,
Planning Director Evans, Purchasing Agent Stewart, Building Official Penix,
Superintendent of Parks and Recreation Nelson, Parks Supervisor Smith, Assistant
Civil Engineer Hastings, Assistant Civil.Engineer Semon, and Associate Civil
Engineer Lang.

Mr. Griffin stated he would like decision of the council as soon as possible.
MOTION: Made by Dr. Martin, seconded.by Councilman Chatfield the
request of Mr. Griffin to operate a ¢ard`.room at 1659 California Street
be set for public hearing 8:30 P. M. March 4th, 1963. The Vote:

Re Carnegie Library Building
� 'f The 5hasta County Cow-Belles advise their organization had voted in favor
�� / of keeping the library building as a cultural center.
Recreation and Parks Commission Recommendation
Mr. Ovid L. Holmes, Chairman of the Recreation and..Parks Commission,
in a communication dated February 13th recommended the adoption of the
'�y � Stage 11 (planting plan) of the Lake Redding Park Master Plan.

Pax•ks Supervisor Smith stated the proposed planting plan was as maintenance
free as was possible; that while the source of supplies were limited the nur-
series of the area were most cooperative.
Councilman Chatfield stated he had attended several of the meetings of the
Parks and Recreation Commission and they were in agreement this was a
good planting scheme. That the original concept of regimental planting made
the loss of any tree obvious, this plan of informal grouping was more pleasing
to the eye and the loss'of any particular tree was unnoticed.
MOTION: Made by Councilman Chatfield, seconded by Dr. Martin the recom-
mendation of the Parks and Recreation Commission be approved and Stage 11
of the Lake Redding Park Master Plan be adopted. The Vote: Unanimous Ayes.
Traffic and Parking Commission Recommendations
Due to personal interest, Councilman Moty steps down from his council seat.
Mr.` Bob Miller, Chairman of the Traffic and Parking Commission, submitted .
recommendations dated February 14th.
Councilman Kriegsman briefed the recommendations: � �
1. That an additional one-half block of park'ing be acquired in the
� � downtown area, in the best judgment of the Commission to be �con-
sidered, would be bounded on the west by the east side of California
on the north by the south side of Butte Street, and on the south by
� the north side of Placer Street. And we further recommend that no
portiori of Butte Street be blocked to vehicular traffic. _
Mr. Kriegsman stated the area proposed was the 1500 or the 1600
block on California Street; that at this time it was`riot neces�sary to .��y
make any decision on the closing of Butte Street, pending further
study. It was his personal opinion the 1500 block lended itself to f�
parking much better, for the following reasons: Some of tlie buildings �
are now vacant, some buildings are considered not safe. That while
k some of the existing businesses are highly successful, many are not.
Also, if the 1500 block was used for additional parking, City stood a
good chance for the excellent development in the 1600 block.
Councilman Chatfield suggested the Department of Public Works, the
City Manager and any other department involved in traffic discuss
with the Division of Highways that an on ramp going west froin'the
Posse grounds be considered in the initial contract.
� Mayor Fulkerth appointed Councilman Chatfield to work with the City
Manager and the Department of Public Warks for the construction of
this proposed on ramp.
City Attorney Murphy briefed council on the approximate length of time
it would take to acqui�re property; that it was his opinion six to nine
months should have the bulk of the property acquired by .the City.
Mr. Chuck Zink, owner of Ken's, 1503 Califorriia Street, stated he was
very much concerned in this matter; that he would like to present the
views and findings of a group of persons interested in the retention of
the i500 block as business.
Councilman Kriegsman stated the solution to the problem should be .
approached from the planning standpoint; that the difference in cost
should not be a primary factor.
MOTION: Made by Dr. Martin, seconded by Councilman Chatfield

recommendation; that a Public Hearing be held March 4th, 9:00 P. M.

Councilman Moty returns to the podium.
2. That a 2-hour parking Timitation be impos'ed on both sides of
Butte Street between West and Court Streets, and on the west side
of Court Street between Butte and Yuba Streets, and on both sides
of Yuba between West and Court Streets.
Councilman Moty suggested this be heTd over until next council meet-
� ing for further study ancl discussion.
Councilman Chatfield did not concur with this recommendation of the
� Commisaion; he stat�ed he thouglit the recommendation that parking
limitations be made more uniform was worthy of consideration, but
I � ✓� `it was his observation that over 60°jo of the automoliiles remained in
the parking spaces during the noon hour. He felt it was important
that County employees use the parking lot that has been supplied for
them; there wae confusion in parking in this area but it wa's his opinion
this could be solved by 4-hour parking. He was a firrri believer that
�parking limita't'ions should be based on needs. ` '

Councilmari Kriegsman concurred the County had a parking` problem,
� � liowe�ve�r' stated the City has taken a stand to correct their .deficiencies
and perhaps uniform parking would force the County to stand up to
their duty to provide parking facilities.for those people who have
business at the Court Hous'e, jurors arid otFiers. ' � '
Councilman Moty stated he would bring back the thoughts of councilmen
to the Traffic and Parking Commission, that he believed'it was lack
of communication when this item was last discussed. Councilman
Chatfield stated he would attend the next meeting of this Commission�
Ite'm deferred.
3. That all 90 minute parking restrictions be replaced with 2 hour
parking limitations, to wit:
From Magnolia St, to Olive St. - south side
From Magnolia St. to entrance to Shasta High School - north side
Continental St. , from Yuba to Placer St�reets - both sides
1200 block California St. , from Eureka Way to Shasta St. -
both sides
MOTION: Made by Councilman Moty, seconded by Councilman Kriegsman
that the recommendations of the Traffic and Parking Commission Item 3
be adopted. The Vote: Unanimous Ayes:
� 4. That a parking sticker program be initiated. Such sti:ckers to be
� 3 �/ sold on a quarterly basis for $}8. 00 a;q.uar-te.'r'�;. entitling the purchaser to
park in any 10 hour metered `zone only. Furtlier, that said sticker to
\ apply to one particular vehicle only and should�at all times be displayed
� in the lower right liand corner of the windshield, and, further, .that
the color of the sticker be changed 'for each quart-er.
Councilman Moty stated.lie concurrecl with this recommendation; it would
� reduce the number of`meters to be maintained and the `frequency of col-
lections and would result in large usage. `
, �MOTION: Made by Councilmari Moty, seconded by Dr. iVlartin that the
� recommendation of the Traffic and� Parking Commiss'i'on Item 4 be
approved. The Vote: Unanimous.Ayes. �
Stickers to be sold by the Police Department.

5. That Council remove all parking meters located on the north
S. P. parking lot and that, for the time�being,�.parking be made
available to the public free of charge, starting on`the firet day of
April, and we further recommend that the present permit system of
$•7. 50 per quarter be transferred to the more desirable south S. P.
lot. . .
City Manager Cowden advised the two leases on tlie S. P. lots had
expired and the S. P. had increased the rental charge from $100. 00 per
month ($50. 00 each lot) to $I70. 00 with` a $10. 00 per �montli reduction,
making a total of $160. 00 per month. The reason for the reduction of
$10. OO.was because_they would reduce the parking spaces on the north
- lot from 48 to 44, , as the �S. P. plannecl to u,se this as a site for their
micro wave station. Total rent for the two lots would be $160. 00 per
month, plus taxes. Last year's taxes amounted to $550. 00, this year
was $785. 00. ,
City Manager Cowden was directed to negotiate for the south lot only
with S. P. Company,� and Item #5 was held over pending report �_from
the City Manager.
BUTTE ST. MALL
Dr. Martin stated.he was very disappointed the Traffic and Parking Commission
did not feel as he did regarding the Butte Street mall; Councilman Moty
�said the Commission had not been unanimous iri the'ir feelinghowever the � _
pre sent plans for�a freeway�coming into town would cause a poor traffic l`��
pattern if Butte Street east of Market Street was closed; this did not pre-
clude the closing of Butte Street west of Market Street.
Councilman Chatfield advised he had discussed th�i��si problem with Mr. Miles
, who had assured him when warranted and justified a west on ramp to the
freeway� could be added, -_
PUBLIC HEARING - Adoption of National Electric Code 1962 '
The hour of 8:00 P. M. having arrived, Mayor Fulkerth opened the public hearing
on the adoption of the National Electric Code 1962. �
The_following document is on file in the office of the City C1erK
Affidavit of Publication Notice of Public Hearing .
Mayor Fulkerth ascertained there were no written protests and no one in the
audience protested. ���
MOTION: Made by Councilman Chatfield, seconded by Councilman Martin the
hearing be elosed. The Vote: Unanimous Ayes. �
MOTION: Made by Councilman Moty, seconded by� Councilman Chatfield the full
reading of Ordinance No. 706 be waived. The Vote: Unanimous A.yes.
MOTION: Made by Councilman Chatfield, seconded by Dr. Martin that Ordinance
No. 706 i�e adopted, an ordinance of the City Council of the City of Redding amend-
ing Article 111 of Chapter 9 of the Redding City Code, 1959, as amended, by
repealing Section 9-9 thereof and substituting a new Section 9-9, to provide for
the adoption by reference of the National Electrical Code, 1962, in the place and
stead of the National Electrical Code, 1959 Edition, and providing certain amend-
ments thereto, and providing for certain amendments to the Uniform Electrical
Code, 1951 Edition.
Voting was as follows:

COMMISSION MINUTES
Councilman Chatfield requested he receive a copy of all commission minutes in
order that he research certain subjects prior to council meetings.

Request - Shasta County Kennel Club �
Mr. Joseph.Rao, Di'rector of the Shasta`County Kennel Club, �requested
permission to hold their annual Kennel Club Show at Tiger Field.
MOTION: Made by Dr. Martin, seconded by Counc'ilman Chatfield the
'�� �� request of the Shasta County Kennel Club be approved. The Vote:
Unanimous Ayes.

Request for Hangar Construction - Norcal Aviation '
R. G. Watt, Norcal Aviation, in a communication dated February llth
advised it was their understanding that �City does not liave available funds
at this time for the construction of �, hangar at�Benton Field, in which
�/ case tliey were ready to proceed with the immediate construction of the
�7 / Double-T hangar. � �
Mr, Watt then outlined the costs of amortization�; insurance and City and
County taxes, the ground rental charge, which b�rought up a�figure of some
$176. 00 per month, with no provision for maintenance.
The letter states: "Perhaps we can work out an,arrangernent whereby the
City takes title to the builcling which would reduce this figure by $25. 00 per
month. Other than. that the only method of reducing these montliTy costs
would be to arrive at a longer, period of amortization. Forty years would
give us a monthly�cost of $132. 72 incIudirig taxes. " He ur�ed that�council
talce action as quickly.as possible, due to the sizeable investrrient made in
their airplane and they were very�much concerned about it being left out in
the weathe r. .
1VIOTION: Made by Councilman Martin, seconde,d bjr, Councilman Kriegsman
this letter be referred to the Airport Commission for recommendation to
council. The Vote: Unanimous Ayes.
Mr. Walter Callegy, representing Norcal Aviation, stressed'.the urgency
for a decision on this matter; Councilman Kriegsman advised him that at
the last meeting of the City Council it had been requested the Airports
Commission submit report and recommendation on priorities. The next
meeting of the Ai;r.porb.Com•will be Thursday, February 21 st.
Article "Landing Field in the Backyard"

Conference - State Dept. of Public Works
An Urban Transportation Planning Conference will be held in Sacramento
,� v/ February 25th and 26th, sponsored by the State of'Calif. Department of
Public Works. .
Petition - Protesting Dances Grange Hall ` '
Attorney Werner Ahrbeck filed with the City Clerk a petition signed by some
100 res'idents of the City of Redding and persons living adjacent to the
south boundaries of the City,� protesting the Saturday night dances being
�/ y conducted.by the Grange Hall located on Cedar Road at Kenyon Drive. The
� petition urges the ciances be declared a public nuisance and enjoin contin-
uance thereof, or that an. ordinance be adopted to prevent the continuance
of the disturbances being caused to the residents of the area by patrons"of
said dance s. ` `
He stated this was a mutual and joint problem City and County wise of long
standing duration; he urged Council to consider the adoption of amended
Ordinance No. 704� in an effort to regulate tlie conduct at darices.

Councilman Martin stated this was a very difficult problem, if the City
became� too r�estrictive it would just� result in the teenagers boycotting
dances held in the City; that if patrolling the area would solve the problem
our Police Department should so do. `
Councilman Moty said a uniform ordinance county wide would be of great
benefit, however this was difficult to achieve. That a start liad to be made
somewhere and as long as the City of Redding recognized the problem, the
start should be �made here. He would like to see the adoption of the second
version of Ordinance 704 tonight. He hoped the County would take similar
action later.
City Attorney Murphy said he had met"with 1VIr. A'bbe," District Attorney,
and Mr. Good rich, City Attorney of Anderson, and they had been most
cooperative, however they could not speak for the legisla�tive bodies. He
had no reason to believe either of the ordinances would be adopted in the
immediate future by the other two agencies in tYie County.
MOTION: Made by Councilman Moty, se.eonded by Dr. Martin to waive the
full reading of Ordinance No. 704 and the City Attorney be directed to scan
� same. The Vote: Unanimous Ayes.
MOTION: Made by Councilman Moty, seconded�by Councilman Kriegsman
that Ordinance No. 704 be aclopted, an ordiriance of the City Council of the
City of Redding adding Article YV to Chapter 10 of the Redding City "Code,
1959, as amended, providing for regulation of Public Dances 'in tlie City of
Redding. '

Proposed Legislation - Drivers License
Councilman Chatfield informed Council that Assembly. Bill No. 91 would
raise the driver's license age to 18 years and he would like our city to
adopt a resolution favoring such legislation; that we reque'st the League
of California Cities, the Board of Supervisors and the California Supervisors
Association to also endorse the bill. "Our juveniles do not know how to
cope with the mobility and privacy that an automobile �affords" he concluded ,�,�
and explained there were provisions in the bill for the licensing in cases of
emergency or hardship. '
MOTION: � Made by Councilman Chatfield, seconded by Councilman Moty
that we adopt a Resolution endorsing Assembly Bill No. 91.

Request re Widening Cypress St. Bridge
Mr. Robert C. Anderson, President of the Redding Chamber �of Commerce,
submitted a resolution requestirig the'.City of Redding and the County of
Shasta to set aside funds up to 15% of the total estimated�project, for the
widening of the Cypress St: Bridge from a two lane to a four lane structure.

He stated the Chamber had requested the Board of Supervisors to earmark
some $50, 000 for this project, and were asking City to earmark $100, 000.
Mr. Clyde Rann, Chairman of the Chamber of Commerce Roads and Highway
Committee, stated this project had been under consideration for many years,
howeve.r State funds had not beeri available: That Mr. Miles, District
Engineer Division of Highways, had stated recently if the County and State
would make a traffic survey �of this area and the bridge in particular and

if the project was feasible, some State funds might be available. It was
estimated the Cypress St. bridge carries, l5, 000 vehicles per day over a
24 hour period, by 1968 the estimate was 25, 000, by: 1980 38, 00.0. The
estimated cost was between $900, 000 and One Million dollars.
Director of Finance Courtney stated it was possible this project would
qualify under the Accelerated Public Works Project - that it would be wise
to have the funds available, but not to appropriate them.
City Manager Cowden explained the money must be pledged and available by
official act of the CAunc.il and Board of Supervisors; that he �had�been advised
however that State funds would not be available until the .1964-65 State
budget. , He was certain if the City Council would pass a resolution addressed
to the State D�.vision of Highways indicating if the Highway Commission con-
sidered this project for adoption in the 1964-65 budget, that City would put
up $100, 000 and the- County $50,, 000, you would have a very good chance it
would be given favorable consideration by the Highway Commission.

City Attorney Murphy was directed to report next council meeting if it
would be possible for City to allocate funds for use outside the City limits.

adopt the recommendations of the Chamber of Commerce as outlined, and

Jack Reiser, Chamber of Commerce Road Committee member, stated the
Board of Supervisors had been cautious in their deliberations as this is
just another bridge to them as .there,are many bridges in the County. The
matter had been referred to the Shasta County Director of Public Works
to work with the Board of Supervisors.
Request of the Sheriff's Posse ,
Councilmen were advised the Sheriff�s Posse of Shasta County are preparing
fo.r the 19b3 Rodeo Week and the 15th Annual Rodeo Parade; Top Hand
,�� � , Dinner Monday evening May 20.th, street dance Friday May 24th, rodeo
parade May 25th. They requested the adjournment of the City Council
from May 20th to the 21 st; also the adoption -of a 'r.esolution pertaining to
� Rodeo Week and the Parade.
MOTION: Made by.Councilman Kriegsman, seconded by Dr. Martin to accept
the recommendations as itemized in the Sheriff's Posse letter dated Feb. llth.
The Vote: Unanimous Ayes.
Adjournment of the May 20th meeting will be handled at the Council meeting of
May bth. _ �
Sacramento iValley Division - League of Calife Cities
The Sacramento Valley Division of the League of Galifornia Cities meeting will
� � � be ,held in Marysville March 1 st. Richard Carpenter, Executive Director and
General Counsel of the League of California Cities will be the inain speaker
, , _ on "Proposed Legislation Affecting Cities", � '
City Manager Cowden was directed to make reservations for those attending.
REQUEST OF REDDING CAB COMPANY FOR PERMIT �
Mayo� ,Fulkerth opened the discussion on the application of Freeman Hackett, �
Redd�,ng Cab Company for permit to operate four taxi cabs in the City of Redding.

He stated,there were three actions possible for council at this time:
.`�(�� 1. �Defer decision u`ntil transcript of public hearing is completed
2. Grant permit for 1 - 2 - 3 or 4 taxi cabs to Redding Cab Company
3. Deny the request

A poll of council members indicated the transcript would not.be nece,ssary.
Dr. Martin stated he had thought a great deal about this, and there had been a
fine summation from the City Attorney. He had consider.ed this from the follow-
ing points. 1 - City had moved into Mr. Hackett's area of business. 2 ,- To
deny him a permit to operate in that area is almost untHinkable.� 3 -� To make a
zone where Mr. Hackett can operate in this limited area (South City annexation
area) and also have Mr. Bull operate in the newly acquired area and�the old area
would create subsequent policing problems. That in his opinion the only reason- '
able solution is to allow the application of Mr. Hackett to be approved.
Councilman Chatfield stated he did not see any provision in the code that we
' would zone Gity to allow them to operate only in certain�section�s. 2 - We.are
not in the position that we are denying Mr. Hackett's right to operate out of
that particular location where his business is. 3 - That garbage -collection in
the South City area�l�ad been taken over by .the City�and in.his opinion this was
parallel. That he saw no way of controlling price wars, harassments and other .
things that required policing. According to the Code public convenience and
necessity had to be� proved by applicant, and he saw no•evi�dence this was done.
That he was not in favor of monopoly but did not think the size of the City justified
two cab: companies. This is a different category, the same as public utility.
With.,the future growth of the City or with future annexatio.ns; this situation might
change. . . . . . .. � � � _

He was of the opinion Council was in the position to be guided by the .Code; either
work with the Code, repeal or amend the legislation we now have on the books.
Councilman Kriegsman stated he was in complete agreement�•with•Mr.. 'Chatfield,
to abide by the ordinance, amend the ordinance or do away-with it. . _ That he
had received copies of ordinances from other cities through the League of Calif.
Cities. That under our ordinance it is necessary for the ap�licant to show the
necessity for additional service. Since the last meeting he� had talked with many
cab drivers, users of cabs, and others who know the transportation business.in ���3
'other cities, and the taxi cab business today is a dying business, that business
is not on the'increase: That he did not think we should deny Mr. Hackett the .
right to do busine�ss from the location he is in, outside the` City of Redding. In
his opinion, certain records pertaining to Mr. Hacke tt indicated we are not iri .
a position at this time to grant him permission to operate any taxi cabs in the
City of Redding. That he was in favor of deriying the application of Mr. Freeman
Hackett. - '•` " �
Councilman Moty stated in his judgment public�convenience and necessity required -
the licensing of a second operator. He did not believe public. convenience ancl
necessity required the licensing of four cabs as requested in Mr. Hackett's �.
application. He could not justify the issuance of�more than two taxi cab permits
for various reasons. He would not be in favor of granting a five year permit as
the present ordinance stipulate•s, but�he would approve the granting of two taxi
cab perrriits and amending the�ordinance so that permits are of one year duration. '
MOTION: Made by Councilman Moty, seconded by Dr. Martin the City Attorney
be directed to amend the ordinance that taxi cab permits are issued for one year

to operate taxi cabs be issued to Freeman Hackett, Redding Cab Company, under

Councilman Kriegsman asked how we can assure ourselves that Mr.
Hackett would live up to the obligation of only two�cabs. � Further,� he

questioned Mr. Moty's suggestion that public convenience and necessity
would be served. (Two cabs would..be. gotten rid .of,. :Mr...Hackett�advised. )

Council��Moty stated amending the ordinance,for one year indicated that
,, � 7 - Council would ta�ke a dim view of renewing the permits if the regulations
y are not complied with, and 'secondly public necessity and convenience was

REPORT - Uniform Housing Code, 1958 Edition
Building�Official Jack ,Penix advised the preface of the Unif.orm� Housirig Code�
states the code is designed to fillione of the primary needs.�of�Americ,ari cities
in securing funds from Federal Agencies for Urban Renewal, includirig conservation,
rehabilitation or redevelopment programs in cities throughout tlie country. The
development of this code was necessary for cities desiring Federal aid to comply
with the Workable Program requirements of the Housing and Home Finance'Agency.
In a memo dated February 13th Mr. Penix states: "To insure a uriiform inspection
of�every residential, commercial and industrial building within the corporate
boundaries of the City of Redding, it would require additional manpower as a
qualified inspector could complete only five, possibly six, inspectioris per day,
and unless enough manpower was put to work on the project the program would be
an endless task and would never be accomplished. " ��S�y
Under the Building Code, three hazards are considered, Fire and safety,
structural and health.. : T�hat under .this code 25°jo of the area designated as
substandard under the Building Code,, would hav.e 65.°jo to 70% declared substandard
under the Uniform Housing Code. (Riverview project area).

Planning Director Evans advised the proponents for annexation of the greater
Enterprise .area had filed a Petition for annexation; this was the resubmission
of the original petition, however certain items had been corrected as far as the
metes and bounds description, that county roads with their name had been placed

Councilman Moty asked the City Attorney if, after City commences on this annexation
another area were annexed to the E. P. U. D. , would it be required to be resub-
mitted again? , .
City Attorney Murphy stated there was a distinction between annexations which
were pending with the E. P. U. D. at�the time of our previous application and the
situation that exists at the present time. The present proposed area to be
annexed includes any and all annexations which E. P. U. D, has given any indication
of favoring., There is a built-in s.top valve in 'annexation procedure that when the
annexation has reached a certain point, they do not. have time to put a roadblock
in our way�before a stop-valve point is reached and they can not annex fu-rther until
our annexa;tion procedure is completed.

A memo from the City, Attorney dated February 15th entitled "Agreement for
three fire hydrants with'Buckeye Courity Wate.r District" advised councilmen
�(��� an agreement had beeri preparecl for execution by �the City and the Buckeye
County Water District for the installation and us� of three fire hydrants along
Lake Blvd. and Hilltop Road to provide more adequate fire protection for the
citizens in,that area. The provisions of the proposed agr'eement were that�the
City would pay the total expense, for the district to install th"ree fire�hydrants �
at a co,st of.$350. 00 per hydr.ant, at designated spots in tlie dist'rict's sy'stem
on Lake Blvd .and Hilltop Road to better' serve Doc Clearie's; .Tirnberlanes and
other property within the City limits in ,that area. � The hydrants were to be ,
owned by the City with an option to purchase available to the district, and to be
maintained by the District with the City paying $4. 00 per month service charge�.
