Pastor Chester Westphal of the Seventh Day Adventist Church, Redding, gave the
invocati on. .
The meeting was- called to order, by Mayor �Fulkerth with the following councilmen
present: Chatfield, Kriegsman, Martin and.Fulkerth. Absent: Councilman Moty.
Also present were City. Manager Cowden, City Attorney Murphy, Director of
Public Works Arness, Purchasing Agent Stewart, .Airports Manager Owens, Parks

that Minutes of the regular meeting of January 7th be approved as recorded and

Re Carnegie Library Building
The Wonderland Garden Club of Redding submitted a Resolution "that we
will back the action of the Citizens Committee for the preservation and �v�'
restoration of the Carnegie Library Building".
The Women's Improvement Club of Redding submitted a Resolution "that
we will back the action of the Citizens Committee for the preservation
and restoration of the Carnegie Library Building".

Application for Vehicle Permit
Freeman Haekett, -owner and operator of the Redding Cab Company, -3270
South Market Street, submitted application for a vehicle permit to operate
four taxi cabs within the City of Redding.
The application states: ''I possess the qualifications necessary to obtain
the vehicle permit and am prepared, at a time to be set by the City Council,
to make a satisfactory showing that I possess vehicles meeting the qualifi- ��-�
cations of Section 28-15 of the Redding City Code, and that public convenience
and necessity make expedient the operation of the four taxi cabs owned by the
applicant".

Councilman Chatfield suggested that to accurately determine Council's
position on this request a Public Hearing should be held.
MOTION: Made by Councilman Chatfield, seconded by Councilman Kriegsman

request of Freeman Hackett, Redding Cab Company, for a permit to operate

Re Document from Reading, England .
Miss Esther Mardon, 5hasta County Librarian, advised the book given to the
City of Reddi-ng by the Burrough of Reading, England, is. now on display in the
� glass case built into ar� inside wall of the new County Lib.rary, and that photo
copies of the correspondence which accompanied the book are also on display.
"We will keep the book on display until such time as the City museum has
space available for it" she further states.

Where it is necessary to relocate the sewer because of the proposed pool
location, manholes will be required at the angle points. In regard to this .
item. this line shall be increased. from. a 6" to an R" to take care of future
sewer requirements on this lirie. . It is'rriy. recommendation that the City
�corit'ribute the difference in'invoice`pipe prices (is approxirriately•$1�00. 0�0)
Before the City will release the easement for that line which is to be
relocated, tlie 'owner will have to pr�epare�,�` exeeute and deliver an-easement
to the City for the area occupied by the�new line. The line shall be installed
to line and gracie as approved by the City and shall also be inspected by the
City.� At such time as`the line is appr'oved,�� we wil'T then recommend to the
City Council that the.:new `easement�be accepted and the form'er easement be '
abandoned.

They shall also be required to structurally support their footing in the
manner shown on the sketch prepared by the firm of Adams and Reiser.
The purpose of.thi�s extra �stru;ctural .support is, to transfer,the building
loads to, the native s:oils and not to the sewer„line.
The floor slab over the trencli shall be .designed to support,the,floor and ,
all imposed loads in the event the trench settles. . . ,
Should the City Council choose to grant the request to construct over the
sewers, we recommend that all items covered in this r-epo,rt be included in
. an agreement signed by the owne;rs of record and that the agreement be
recorded with the County Recorder.

Mr. Jack Srok; Chairman of the Control Board of Veterans Memorial Hall,
stated`th'e Control Board was composed of two representatives of the Veterans
of Foreign War's, 'the'Veteraris.�of World War"l�and the American Legion; the
closed door policy had been tried'at th� Memorial Hall and there was no� profit
in it, there was never a crowd. Tha* ��nle'�� th:ere were uniform thinking City
wise� and County wise, a City 'regulation would cl.o no godd. That he personally
was in favor of the' clo"sed door policy, if it wa`s' uniforrri, City and County.
Terry Bowman, representing the Redding Teen Center, stated that if the City
adopted a dance ordinance it was expected' the County would..also adopt..the
same regulations; that 'if the regulatioris of the City and County'were uniform
the crowd'would go to the' d'ances whether the policy was open or closed door.

Chairman Joe Patten, Airports Commission reviewed in detail Items 4, 6 and
7 referred to their commission at the December 17th meetirig of the City �
Council. ' '
Item 4. That the City prepare the sites for lease areas 3 and 4 including
/� � � the area.from.the road to the taxiway as soon as possible.
Item 6: That ground lease areas '1, 2, 3 and 4•be leased to applicants .who

Mr. Patten stated the Commission r.ecommended certain.
modification; To delete "concrete or masonry type construction"
, and substitute '-'architectural control". ,
The Commission was not in complete accord with the "cost of not
less than $20, 000".as they felt a smaller�investment with good
architecture could be advantageous. However, this was the pre-
rogative of the City Council, the Airports Commission would
have no objection this be deleted:
Item 7�. That the -requests of..Alma Hinds and Felix Beguin, to construct
� buildings-at B.enton Field, be approved provided that both build- '
ings set back 15 ft. and that'�both buildings shall open to the �'nortli.
That Alma Hinds be leased area 4 and Felix Beguin be leased area

Chairman Patten stated the core area concept of the Iv1a.`ster Plan
:.. .,. for,Benton Airport should be mairitained, however the plan had
- been.mo�ified to two alternate locations near the� administration
area for the fixed..base operators.
That it was possible all existing buildings would eventually be
, removed, however .it,was necessary to have cost figures before too
many steps were. taken as..they did �not want to� see piecemeal

Ken Owens said they only envision two fixed'base operator�s on the

Felix Beguin informed council it was his opinion it would be
cheaper to tear down the old T hangar than convert_it for use
by the fixed base operators. That he wanted to have complete
doors on the 100 ft. side of. the hangar..

are in Redding this week on the annual invitation sent to them by the Redding
Rotary Club.

Councilman Kriegsman offered Ordinance No. 706 for first reading, an ordinance
of the City Council.of the City of Redding amending Ar.ticle 111 of CYiapter 9 of
the Redding City Code, 1959, as amended, by repealing Se�ction 9-9 �thereof
and substituting a new Section 9-9, to provide for the adoption by reference of
the National Electrical Code - 1962, in the place and steacl of tlie National
Electrical Code, 1959 Edition, and providing certain amendments thereto,

and providing for certain amendments to, the Unifor'm Electrical Code, 1951
Edition.

CANCELLATION OF AGREEMENT - U. S. Plywood `
City Attorney Murphy stated an agreement had been entered into to provide
standby fire protection to the United States PlyWood Corporatiori whereby the
City would furnish protection in consideration of the U. S. Plywood making
certain payments to the City each time the City answered a fire call on the pre-

City Attorney Murphy stated he had attended the Board of Supervisors meeting
this morning, and he wanted to report they had adopte'd a Resolution of Intention
to with�draw�the�p,ortion of the 'Cascade Community Services 'District which was
annexed into tlie City of Redd�irig'as�a�pa'rt of'the'Soutli City 'annexation from the
remainder of the District, and Public Hea�ring had bee'n set for February 18th at
/ 2:00 P. M.

The Board of Sup�ervisors liad"'called for 'report`from tlie'�Cascade" Community
Services Distr'ict (in�accordance`with law) �to answer`certain` questions pertaining
to the withdrawal,size of the district, indebtedness of the District, etc. The
Board of Supervisors will then determine on the basis of evidence presented what
liability, �'if any, ��the withdrawing portion`of�the Di�'strict�has�for those expenses
incurred by the District at the time of the withdrawal. '
The City Attorney stated it would be suitable for one or two of the council members
to be preserit at this me-eting. � , �

City.Attorney Murphy stated he had received information from the League of
California �Cities on proposed bills comin'g before tlie State legislation'now in'
session, and he thought two of tliese ;proposed bills merited council consideration.
1. Relating�to Parking Meter Revenue `
"Parking mete.r revenues collected by any city, county, or city
�� � and county. shall be used exclusively-for .the. acquisition;:: c`on-
struction, improveinent o"r maintenance of the offstreet parki�ng
� ' facilities� of �the city," county, or city and�county.'" ° �

It was explained this would mean that all parking meter revenues,
� �� b`oth`�ori street arid off street'would be limited to� tlie' sol'e'purp'ose
� of acquisition, construction, irriprovemerit or maintenance of
off street parking facilities.
MOTION: Made by Councilman Kriegsman, seconded by Councilman
Chatfield the City Attorney be directed to prepare a resoluti�on opposing
this bill in toto, ancl the Mayor be authorized to sign said' reso�lution on
behalf of .the City; that certified copies of this resolution be sent to
Senator Geddes, The League of California Cities, Assemblywoxrian `

ing a fire at the request of a public officer or employee
charged witli the duty of preventing or suppressing fires; is

serving or assisting in the suppression of the fire, and is
entitled to receive compensation from such pubTic entity
in accordanc.e with the provisions of this division."
This would also apply to "each person engaged in the per-
� formance of active law enforcement service as part of the
posse comitatus or power of the county, and each person
engaged in assisting.any peace officer in active law enforce-
ment service ,at the request of such peace officer, is deemed
to be an employee of the public entity that he is serving or
assisting in the enforcement of the law, and is entitled to
receive compensation from such public entity in accordance
, with the provisions of this division. "
City Attorney Murphy stated this would mean that compensation would be based
on the maximum weekly earnings set by Section 4453 of the Labor Code, at the .
present time $106. 53 per week.
In essence, the Attorney, ex�lained, this would mean an injured volunteer would
er wee
� receive compensation at the rate of $106. 53/�or one ull year, State Compensation
paying 1/2, City paying 1/2.
A regular employee of the police or fire department suffering service connected
disability would receive compensation based on his actual salary at the time of
the injury. � �
Once this bill is adopted, City Attorney Murphy stated, the control of compensation
for injured volunteers would be under the State Legislation.
