The Reverend Chester Westphal, Pastor of the Seventh Day Adventist Church, Redding,
gave the invocation. `
The meeting was called to order by Vice Mayor Martin with the following councilmen
present: Chatfield, Kriegsman and Dr. Martin. Absent: Mayor Fulkerth and
Councilman Moty.
Also present were City: Manager Cowden, City Attorney Murphy, Assistant City
Manager and Director of Finance Courtney, Director of Public Works Arness,
Purchasing Agent Stewart, Planning Director Evans, Parks Supervisor Smith, .
Associate Civil Engineer Lynch and Assistant Civil Engineer Hastings.

MOTION: Made by Councilman Chatfield, seconded by Councilman Kriegsman
that minutes of the regular meeting of December 17th and the special meeting
of December 24th be approved as mailed to each of the. Councilmen. . The Vote:

COMMUNICATIONS �
Request for Abandonment of Easement
Five property owners of Block B, Riverview Estates Unit No. 1 petitioned
for the abandonrnent of the ten ft. easement for utility purposes running along
the rear of Lots 19 through 34 inclusive.
The reason is the land use has been changed from R-1 to R-4 where an incre-
ment of lots are used as one building site rather than individual sites; also
the utilities have already been placed in the street right of way rather than
at the rear of the lots. -

Highways plan; the City Attorney�aclvised the easement had been in existence
more than five years without public use.

Kenneth Arens, owner of the Sportsman Fishing Supplies, 3460 South
Market Street; submitted: appli'cation for a card room license and depo,sited

Report of Chief of Police Lincecum v✓as submitted to all couricilmen. �:���
Mr. Arens advised he had been conducting a bar and card room at this
location prior to the South City Annexation; that to date there had been just
one minor problem. ' '

Letter of Appreciation
Leander W. Pitman, President of the Redding Lions Club, expre'ssed the
� appreciation of the .club".for the many courtesies and cooperation of the City
� Council members in connection with White Cane Days last October. Funds rU�
raised by this event are being used to purchase a membershi p in the Lions
Eye� Foundation and also to finance ano�her Glaucoma Clinic this spring in
Redding. '

Recommendation of the Traffic and Parking Commission

Item 2 of this memo recommended a 3=hour parking limitation be imposed
' on both sides of Yuba Street between Court and West Streets, and on �utte
Street between Court and West Streets;,th�at sa�id limitations,to be.in�ffect
between the hours of 8:00 A.`M, to 5:00 P. M. , Saturday and Sunday and

holidays excepted. '
Councilmen discussed this item at great length; Councilmen Chatfield and
Kriegsman' stating it was their thinking that parking regulations in the adjacent
areas should be more consistent; why e�lude parking on Saturdays on Court
Street, �yet permit parking on Saturdays in subject areas.
Councilman Chatfield favored four or five hour parking.
MOTION: Made by Councilman Chatfield, seconded by Councilman Kriegsman
to refer Item 2 of the Traffic and Parking Commission's recommendation back
to them for further study. The Vote: Unanimous Ayes.

the area south of the City recently annexed to the City, whose property is

City Attorney Murphy submitted report dated January.3rd on the procedure

He stated he had spoken with Mr. Jack Darley, attorney;for the district, who
said it was his belief if the Board of Supervisors were asked to initiate pro-
ceedings by adoption of a resolution of intention to exclude designated territory
from the district, the majority of the supervisors would give favorable con-
sideration to the request. ,
Because this is a matter of some urgency, the City Attorney was directed to
' take whatever steps are necessary to urge the Board of Supervisors to
initiate proceedings for the exclusion of certain territory from the Cascade
Gornmunity„Services District. _ ,
5heriff's Po��se of Shasta Co. , ;Inc. re West Coast,Shows
Mr. A1 Mattson, Captain of the Sheriff's Posse of Shasta County, Inc. ,
requested waiver of,permit ,and license fee and approval of the West Coast
Shows for ::appearance:: in Caldwell Memorial P'ark May 28th through June
2, 1963; money received for the proceeds of this show will be used for the
promotion of their annual Rodeo Parade in May. ,
Mr. Bill Smith, Parks Supervisor, adv'ised this would cause an overload on
the sanitary facilities which in;this area were very inadequate; also would
put a strain on the services of -the parks.personnel due to the debris and
vandalism as, a.::r:es.u'lt�. af the larger number of people in the area.
�-�.� It was suggested the Posse or the carnival rent portable sanitary units for
use during.the. carnival, and Mr._ J�hn Jennings stated this could be taken care
of. . ,

the request of the Sheriff's Posse of Shasta County, Inc, for waiver of fees
and permit to hold a carnival in Caldwell Memorial Park May 28th th�rough

It was. the de.cision of• the Council that any items not_ removed from the premises
by the carnival within two days would be confiscated by the City.
Use Permit - Carnivals
Under date of December 2.1, 1962, City Attorney Murphy submitted to all
councilmen a m�mo .entitled "LTse� Permit - Carnival". He listed the various
/U� code sections relating to us:e permits for carnivals and concluded with an
� explanation of the procedures.
It was:._his recommendation that Council consider the adoption of an:ordinance

which would modify our zoning law so a�s to make it unnecessary for an
organization qualifying under the provisions of 5ection 17-5.3 to apply for
a use permit for a ternporary aetivity sueh as a carnival or a, circus and/or
to provide further that such fees rnay be waived where a qualifying organization
is the applicant. � . �
' Planning.Director Evans advised the Planning Commission had not reviewed
the City Attorney'.s recommendation, however this was strictly a policy /� �
. , matter concerning public lands;�that he persorially felt it was �a duplication
of effort on the part of the Council and the Planning Commission and lie thought
this section. shoulcl .be either eliminated from the code or the ,cocle section
should be amended.
The City Attorriey was directed to prepare an ordinance for submittal at the
next council�meeting.
Re Architectural Firm
Julian O. Wilke, A. I. A. Architect, 2510 Eureka Way, submitted for council
consideration qualifi.cations of his organization and stated he would like the
opportunity to�discus s the me rits of�his organization and consideration in any `�'��
future building programs that may be contemplated.
Submittal of Bill for Damage
Mr. George A. Greenleaf, 1100 Redbud Drive, submitted a bill in the amount
of $91. 60 for damage to his residence on IDecember 15, 1962.

Re Carnegie Library Bldg. �
Mr. Byron E. Engle, President of Senior Citizens of Sliasta County, Inc. ,
stated their organi_zation had voted unanimously in favor of the. retention of ���
the Carnegie Library bu,ilding for use as a community cultural center.
Rental of Bldg. - South City Annexation Area
An offer was made�by Mr, and Mrs. Birtcil for the rental of a 20'`x 60'
corrugated iron buil,ding situated at the rear of 4210 Higliway 99 South, rental
to be $75..00 per month.
City Manager Cowden, stated this would be a temporary structure for the fire ��7y
truck, and was a possible site for the 'fire station to be constructed: '

that proposal� of Mr, and Mrs. Birtcil for the rental of�building '4210 Highway
99-South.be accepted. The Vote: Unanimous Ayes.
Re Benton Airport - Construction of Hangar
Mr. R. G. Watt, Norcal Aviation, briefed his dealings to date on the proposed
construction and use of a hangar at Benton Field. He stated they were dis-
appointed in the ,estimates received for the construction of a hangar and detailed
� suggestions for the amortization of the investment.

Referred to the Airport Commission for study and recommendation. Mr.
Kriegsman advised an estimate had been received fro"m Pascoe. for construction
of a hangar for .$13, 500, with $500 additional for water and electricity; that
perhaps the Airport Commission .might consider this not a bacl investment and
there might be a demand for several more,

Director of Public Works Arness submitted to all .councilmen a copy of the
map of the area, together with .a copy of the assessment spread, and stated
charges were computed on a square footage basis. ' Bob Hastings,''A'ssistant
Civil Engineer, using a map illustrated a typical assessment district cost
determination for c�orner lot charges using City's square footage formula.
'S � � Councilmen we.r;e further advised that laterals were placed wliere property
J owners re.quested; that�letters had been mail�ed to the property owners to
advise that monies placed in trust for street resurfacing wiTl be used in the
spring and that in the meantime roads would be kept safe and passable.
Mrs.. Niki Ferguson,, 2271 Athens Avenue, prote�s.ted that property owners
did not have sufficient informat'ion originally; she did not tfiink figuring on
a square footage fair, but was not protesting her assessment as much as
her lack of knowledge_ prior to M.r. Hasting's explanation. '
Mr. W. E. Engelbert, 455 South Street, said he dicl riot tliink it fair that
'owners of one residence paid a sum equal to property used for apartments
, or multi-dwelli��s. In his opinion a lot with tfiree houses should pay their
proportionate/over a lot with just one house. _
Councilman Kriegsmari�said from a practical standpoint the control'of assess-
ments on the basis of� zoning would be difficult to administer.

It was the 'suggestion.of Councilman Kriegsinan that in the future all owners of
property within an asses'sment"district receive from the Department of Public
Works, in writing', information on the methods used to determine 'the financing
of the district.
Mrs. C. L. Brown was advised that in the future. shoizld a sewer line.be
constructed down Olympus Avenue she would not be charged, because she has
received' benefit:from the construction of the Kutras Tract Assessment Dis-
trict sewers.

the Agreeinent between McGuire and Hester, Contractors, and the City of
Redding be approved, and the Vice Mayor be authorized ta sign on behalf of

Re Sanitary Sewers-South Pine Street. � �
W. K. Adams of the firrri of Adams and Reiser states he had made an investi.-
gation of the sanitary sewers traversing the property on south Pine Street
at which location the construction of a motel is proposed. �
The letter dated January 4th states: "Since�these sanitary sewers are
laterals, are small in size, and would be located under �th'e proposed
construction for relatively short distances, we request the City� to approve
the recommendation that. the lines remain where they are and be encased
in a concrete envelope where located under the proposed coristruction.
Any load bearing footing crossing a line could be �constructed as a beam �/,
thereby'removing all possibility of damage to the lines. �
This procedure would obviate the alternative of realignment of.the lines
which we believe to be an unnecessary and an uneconomical procedure
in this case. " �
Director of Public Works Arness stated he had written a rriemb.to his people
dated June, 1961, that a permit should not be issued without council authori-
zation in a circumstance such as this; he felt his office was not authorized
to accept the liability of this type of construction. That it was a small 1'ine,
however it did receive the waste from the 400 Motel and he was reticent to
see sewer lines, water lines or storm drains placed beneath a structure.
There should be a hold harmless agreement to protect the City should there
be a line.failure.
� Mr. Mac Wood, representing the firm of John Bryant, stated he had several
conversations with the former City Engineer (Mr. Ward).who had even drawn
a diagram; this had been presented to his client to indicate that, it could be
and would be feasible. ,

Councilrnan Kriegsman, stated that it was a common practice of many cities
to require cast iron pipe�.or;that lines be encased in concrete; that this is
not an unnormal procedure; either method or a combinatiori of the two,
together with a hold harmless agreement. _
City Attorney,Murphy, said that on a long range basis the hold harmless

portion of City's protection may not be available to us unless it was made to
run with the land ,rather than with the individual contracting party. This is
not a precedent,to be sought for. nor would you like to have.become common.
Council reviewed the sale of this property: $42, 500 �assessed valuation,
sold for $22, 500,which represented the cost for the r.elo_cation of this line.

John X. Murphy, firm of Adams and Reiser, advised council they had the
easements for access to the property; that it was only a short �un, twenty
feet in two different spots.

Airports Manager Owens submitted to all councilmen a memo dated Jarivary 3, 1963
entitled "Costs of Enclosing Open 'T' Hangars at Benton Airport. " The estimate
indicated the cost of enclosing the open 'T' h'angar would be $12, 000 for doors` and . �,.

He concludes his memo: "Since this hangar and the closed hangar will have to be �' �; 1�
relocated before our ground lease and'auto parking areas can be �fully improved, �
it is the recommeridation of the staff that the deci'sion to enclose the open� 'T'
harigar be deferred until'the hangars are in their new iocation. " -
Councilman Kriegsman suggested it would be a good idea to encourage people to
put up their own canvas.

He states that conference had been held• to discuss the-regulations�and requirements
City would impose upon county licerised septic tank cleaners'<xTlien discharging their
wastes into the City of Redding sanitary sewer system, 'and this memo ��vas the
result of t�ie Concerted thinking of Dale Watson, Shasta County Sanitai•ian, Dr. _j��

Mr: Joe Miller, Shasta Septic Tank Service, advised that he, Dewey Miller.
representing A. H. Overman and R. L. Chester, representing Ch`ester Septic
Tank Cleaning had attended this meeting to recommend a basic rate of $1:�00
per load in accordance with the rates charged by the�`Cit;y, of Anderson. ,
That the county has closed the pits formerly used by them and itwas'now nec-
essary to dump iri certain areas; that he personally had a total of from 500 to
600 operat�ons per year, with three operators this would run between 1500 to
1600 operations per year.
Mr., Chester stated if $2. 50 per load was charged, this would�work a real hard-

had thought this recommendation fair and reasonable; that all costs should be
covered, labor, materials and equipment.

Director of Public Works Arness submitted a proposed agreement between the
City of Redding and Mrs. Zelma Benton which would permit the City to remove

that Agreement between the City of Redding and Mrs. Zelma •Benton be approved

SANITARY SEWERS - Enterprise P. U. D. and City of Redding
Director of Public Works Arness submitted a memo dated January 4, 1963
enti�tled: "Sanitary Sewers Enterprise Public Utilities District and the Ci�ty of
Redding. "
He informs council the firm of Clair A. Hill and Associates are working on a
master sewer plan for the Enterprise Public Utility District; there are a few places
where the City of Redding has provided sanitary sewer service within the common
boundaries of the City of�Redcling and the Enterprise Public Utility District.
���� It was suggested the City Council appoint a Council Committee to work with the
City Manager, the Director of Finance and the Director of Public�W�orks to
prepare a basic policy consideration for review by the City Council at the January
21 st meeting.
No action taken, due to the absence of Mayor Fulkerth at this meeting. Vice
Mayor Martin stated it was the prerogative of the Mayor to appoint committees.
RE TWO-WAY COMM�UNICATION=SYSTEMS
City Manager in a memo dated December 26th submitted ".Cost involved in moving
the City of Redding's- present 2-way communication systerns base stati�on fa�cilities
/��� from Foothill Boulevard and Hillcrest Place to 311. Lake Boulevard. "
The letter outlines the proposal of John Johannessen, Radio Electronics Products
Corporation; the City Manager estimates the cost at $600. 00 which would be a
recaptural cost. . • .

He further states that City personnel had tried out the facilities and they were
able to broadcast and receive from a radio equipped car from portions of the City
south of the viaduct and in other areas of the City where reception historically
has been either poor or impossible. The signals were clear and distinguishable
even though REPCO at that time was not fully equipped in their new building.
It was the City Manager's recommendation that Council approve the relocating
of our transmitter equipment-from its present location.to REPCO's building and
authorize the City Attorney to draw up a suitable agreement for signature of the
Mayor.

Councilman Chatfield stated he -thought City should get a permanent installation
of their own.

granted them proviciing th'at the Carters clearly und�rstand that the house must be
'vacated by not later than Friday, . February 15th, T963, and that the rental rate
for the remainder of th� exterision of time will be at the same rate as was in effect
during the previous extension of time.

There was considerable discussion on this request for ��tension of time to
vacate premises and the possible increase of rent during this period. The City
Attorney advised it would be necessary to give him thirty days notice before it

1959, as amended, providing for regulation of public dances in the City of Redding.
Mr. Arch Merrifield, .Secretary-Treasure� of the Musicians Uni�n� Local 113
stated he was deeply perturbed by this ordinance, that he did not think theCity
had an ordinance they could live with. He cited the following problems that would
arise.: 1 - Checking of the I D cards for teen agers � �.
2.- The closing of the dance at 12:30 A. M. if teen agers were in attendance
3 - No readmission without 'payment of additional fee
He stated it was known that teen agers did not like restrictions; they would go
out of the City to thwart 'restrictions, if�`the County adopted an ordinance such as
this, they would go out of the County. That proper lighting and adequate patroll-
ing of the grounds and the hall would have the same effect.
Terry Bowman, President o,f the Teen C�nte.r, approved the 12:30 A. M. closing,
and said that no doubt, if you had adequate reason, you could be readmitted to a
dance without payment of an additional fee. -

City Attorney Murphy submitted a memo to all councilmen dated December 21 st
on "Explosives:�and��Explo.sive Materials" in which he reports the transportation � 7C/
of explosives is controlleci by Division.,lld of the California Vehicle Code. That �
pursuant to this, the State Fire Marshal has established certain regulations
which provides approved routes and "a list of safe stopping places for vehicles trans-
porting explosives throughout the State of California. The routes established by
the State Fire Marshal for the Cit.y. of�. Redding eliminate the possibility of explosives
being transported through the central business core.
He concludes�_hi�s memo as follows: '.�'!.In my opinion, .this field has been pre-empted
by the State, and it would be improper for the City to adopt any ordinances in
' relation to the transportation of explosives, or explosive materials, through town."

dependent appraisal. In his memo dated January 4th, the City Attorney stated
