The Reverend Fred Boring, Associate Pastor of the Assembly of God Church, 1040 State Street, gave the invocation. The meeting was called to order by Mayor Fulkerth with the following.councilmen present: Chatfield; Kriegsman, Martin and Fulkerth. Absent: Councilman Moty. Also present were City Manager Cowden, City Attorney Murphy, A-s:sis�ta-nb_: City Manager and Director of Finance Courtney, Director of Public Works Arness, Purchasing Agent 5tewart, Planning Director Evans, Building Inspector Penix, Parks Supervisor Smith, Fire Marshal Wade, Fire Chief Grant, Electric Sup't. The Vote: Unanimous Ayes. , ' COMMUNICATION5 State Department of Public Healtli - Revised Domestic Water Permit The State of California Department of Public Health submitted revised Domestic Water Permit for the City water system and the September 1962: � sanitary survey report. �.� I E. A. Reinke, Chief of the Bureau of Sanitary Engineering, advises the pro- visions in the permit state the conditions for city to meet in serving water 3.� � for domestic use, and with the completion of the changes listed in the survey �' report, the water system will meet all the permit provisions: Director of Public Works Arness briefed the provisions of the report and elaborated on certain of the recommendations. He stated he -thought the report realistic and fair and recommenc�e.d,its,•.'aeceptance. . �.,. ... . ' . MOTION: Made by Councilman Kriegsman, seconded by Councilman Chatfield the report be accepted and the Director of Public Works be directed to write a letter stating that city will comply. Resignation - Capital Improvement Comrriittee Mr. John Fitzpatrick submitted his resignation from the Capital Ixnprove- ment Committee, due to pressure of business. `�/ � MOTION: Made by Dr. Martin, seconded by Councilman Kriegsman the resignation of Mr. John Fitzpatrick from the Capital Improvement Committee be accepted with regret. The Vote: Unanimous Ayes. 163 Replacement of Mr. Fitzpatrick temporarily deferred. Petition for Street Improvement A Petition signed by twenty property owners was submitted to the City Clerk � on November 28t�i. The Petition�is for the remainder of curb, gutter, side- walk, necessary storm drain facilities, base rock and paving in the area bounded by Parkview Avenue on the north, Grange Street to the south, the A. C. I. D. Canal on'the ea•st and Highway 99'on�the we st. 5/�� Mr. Arness advised this is the start of the petition and it�was not known what the accepta'rice would'be; 'that boundaries in the petition were only to the former city limits and did not include any area of South City Annexation i. Meeting - Master Sewer Plan Shasta County Board of Supervisors, A. E. Dexter, Chairman of the Shasta County Sewage Committee, advised a meeting will be held December 5th, ' 8:00 P. M. County Office Building, 1855 Placer Street regarding the Master y��;- Sewer Plan;. that Mr. Mitchell of Stone and Youngberg, Dan Carlton and Clair A. Hill.will be..in attendance. Councilmen were invited to attend. The City Manager was directed to contact Mr. Dexter that several of the councilmen planned to attend. Claim for.Damages Mr. Richard C. McCartin, 3035 5acramento Street; submitted a claim for damages in the total amount of $20. 56. , �'Z� MOTION: Made by Councilman Martin, seconded by Councilman Kriegsman that Claim for Damages submitted by Richard C. McCartin be denied and referred to the insurance carrier and the City Attorney. The Vote: Unanimous Ayes. Mr. Mervin H. Engle, President of Senior Citizens of Shasta County, Inc. extended an invitation to all councilmen to attend thei�r annual Christmas �`�.Z party December 17th at ,11:30 A. M.. ; Veterans Memorial Hall. Request - Yellow Cab Company Mr. Chas. Bull, owner of Redding Yellow Cab Company, requested that City Council adopt a resolution allowing them to ,continue the practice of issuing 'E�� coupons to taxicab passengers whose point of origin is outside the city limits of Redding whereby their fare is applied to their return trip from within the city limits to the original point of origin. 164 City Attorney Murphy suggested that no positive action be taken until he has researched further, and the subject was tabled. Absent; Councilmen - Moty REQUEST TO REZONE - �Chaparral Terrace Planning Director Evans advisecl the Planning Commission had held a public hearing on the request of Frank Magaldi to zone and reclassify approximately �`�u 13. 0 acres of land in the proposed Chaparral�Ter�race Subdivision from a Unclassi�fied District to R-3 '(Restrscted Multiple Family Residential) District and to"a"C-1 (Neighborhood Gommercial) District, and it was their recommendation that Citp Council set a public hearing on subject zoning. MOTION: "IVlade by �Councilman�Kriegsman, seconded by Dr. Martin that public hearing be held December 17th at 8:00 P. M. on the zor�ing and reclassification of Chaparral Terrace Subdivision. The Vote: Unanirrlous Ayes. Planning Direc�.tor •Evans told councilmen that ma.ps. and report will be forwarded to them. REPORT - Bureau of Fire Prevention � Fire Marshal Wade submitted Report - Bureau of Fire Prevention dated Nov. 19, 1962. He statecl that city had backed the program of the Fire Marshal and Build- ing Inspector most satisfactorily, and that the follow through with their recom= � � � mendations was essential. "Reinspectiorr was the key to our: .success" he con- cluded. � - ... Mayor Fulkerth requested Councilman Chatfield work with the City Manager, the Fire Chief and Fire Marshal on the two recommendations included in the report - for a full time fireman to be assigned to the Bureau of Fire Prevention as inspector and a full time girl 'secretary to.be assigned to tlie Fire Department and the Bureau of Fire Prevention. � . PUBLIC HEARING = Mesa and Other Streets Assessment District The hour of 8:00 P. M. having arrived, Mayor Fulkerth opened the Public Hearing ori the Resolution of�Intention to amend Resolution of Intention in Assessment District No. 1962-2 Mesa and Other Streets. y�� Affidavit of Publication Resolution No. 3022 on file in the office of the City Clerk. Mr. Ed Ness, Assessment District counsel, advised.the resolution of intention to amend the Resolution of Intention was to include the school district in the assessment district. The City Clerk advised no further written protests had. been received. MOTION: Made by Councilman Kriegsman, seconded by Councilman Chatfield the hearing be closed. The Vote: Unanimous Ayes. Mr. Kenneth Thompson, 1635 Mesa Street, stated the sidewalk in front of his house had been approved; the engineering department now wanted.to change the sidewalk, not for his benefit but for the benefit of. his neighbors. The lowering � of his driveway would make it very inconvenie�t�.and he would not be able to drive his car easily. He contended the sidewalk should.be left straight, that even if he were guaranteed his driveway would be driveable he would still object to the 165 sidewalk being realigned. Associate Civil Engineer Semon said he had understood Mr. Thompson was well satisfied with their proposal; that it was city's intention.to make him a driveway that was as driveable as his present one, at no cost to him. Councilman Kriegsman said on the field tr.ip councilmen.had concurred.that . Mr. Thompson should not be hurt, they would try to work out something that would be of benefit to Mr. Th�ompson.as well as the�entire st:reet.and neighbor- hood. There was the problem of drainage, height,and many other_ inter-.connecting problems. Mistakes had been made in the past and council was now trying to remedy a past�mis�take as be�st as possible: . - , There seemed to be three alternatives, Mr. Kriegsman concluded: 1 - Lighted step and guard rail leaving sidewalk as is 2 - Program as�proposed bythe. Director of Public Works - curved sidewalk with gua_rantee of a driveable driveway 3 - City start back at Placer St�reet, putting sidewalk where ;the parking , ' strip is now , _._ : . ..-_ , - that some compromise must be worked out between City and.Mr. Thompson... There was considerable discussion .on the possible use of rolled .curb in certain areas rather than the vertical curb, because of the ramp problem. Councilman Chatfield stated he did not agree with heavy cross slopes on sidewalks. .. .� , Mayor Fulkerth asked the Director of Public Works and Mr. Chatfield to meet . with Mr. Thompson to work out a satisfactory compromise,_ and a tentative meet- ing was scheduled for Thursday, December 6th at 7:00 P. M. , Director of Public Work's Office. - Many photographs of the area were shown illustrating the situation on Mesa Stre_et; photographs of a similar situation on Parkview were also shown showing how the problem had been resolved by the Public Works office. Mr. Ness� stated that plans�and specifications had been .filed on this project and any change in grade', plans or specifications not in aceordance.with the original plans would entail a further .public hearing; h�e asked that all changes be s,ent to him. � , � . . Mr. Ralph Hoeflich, 1605 Oak Street, told council he represented four property owners of the area and all were heartily in favor of the assessment district. He commended counei'l�for their actions. , He was. assured all pro,perty owners would receive consideration for any eurb,. gutter and sidewa.lk t,hat had been constructed in the past, _and the manhole in .the street would be;taken care of by -the sewer division of the City. . Elaborating on future plans, Mr. .A.rness .stressed the.'12 inch line would not meet City's needs of tomo-rrow; the ultimate plan for the future was the con- struction of,an 18 to-21 inch lirie runxiirig out the Igo Road, then tying:.back,to serve South City with a looped system. . .. . Councilman Chatfield stated ,there seemed to be no way to actually determine what the future needs of the Center�i�l.le Comxnunity,Service.District will be, but in order to help _the distriet get sta:rted .in'"solving their� own'problems, ,it was necessary for council to resolve some questions: 1. Will we serve them water? .. 2. At what •rates? Doub`le rates in accor.,dance:with-our pres.ent:cod-e.? 3. Will city put a, maximum useage on the district, restrie:ting, them to domestic uses? - � He stated growth will occ:ur and their demai�l;°tivill.be greater, however he did not think city was morally-obliged to.provide.them with water for their growth factor. �' `� . , . - It was stressed any costs for the system beyon,d.the `city limits would be. the Centerville Community. Services District expense and would run approximately 1/4 million 'dollars; that an e�stimate 'of cost to: place -a line from;llVisconsin Avenue to the city limits was $7, 000. 00. - � � � 167 Councilman Kriegsman stated the servi�n�g of water. to the� Centerville District appeared financially sound; but it was establishing a policy and "where do we stop? " Did we serve orily in emergencies, and what is an emergency. He thought no action should be taken this evening pending a meeting with all members of the council present. Also, council might wan�t.to .consider a time limit. Councilman Chatfield stressed we:are�not. serving:water on an individual basis �-s� but serving water on a wholesale basis to a political entity, and Dr. Martin said tliis was a humane effort, that Redding�is their onl.y, source of,water. .
