The meeting was call•ed to order by Mayor Fulkerth with the following councilmen present: Chatfield, Kriegsman, Martin, Moty and Fulkerth. MOTION: Made by Councilman Martin, seconded by Councilmari Kriegsman that minutes of the last regular meeting of November 5th be approved as mailed to each councilrrian and' as 'recorded. CC}MMUNICATIONS � - . � �� Traffic & Parking Commis sion Recommendations 1 1/15/62 The Redding Traffic and P,arki•ng Commission submitted recommendations . dated November 15, 1962: 1 . That a Stop Sign be installed compelling motorists to stop before entering Canal Drive at Lincoln. MOTION: Made by Councilman Moty, seconded by Councilman Kriegsman that Recommendation No. 1 of the Traffic and Parking Commission be _ ---�-_ .... .. ..... adopted. The Vo.te: Unanimous Ayes. �� � � 2. That for the month of December only, the center 10 hour section of the California Street Parking Lot be limited to 3 hour parking. Councilmen were advised there were 29 -,5.hour,parking meters, ,. 28 - 2 hour parking meters and 50 - 10 hour parking meters (the � center sections) on the..lot. Councilman Moty concurred with this recommendation, stating it was an effort to get all day parking off the lot during the holiday season and the north Tehama Street lot was now available at $2. 50 per month. City Attorney Murphy stated that the signs posted on the lot and on the individual meters�;. should read the same in order to make law enforce- ment possibYe. . . 153 MOTION: Made by Councilman Moty, seconded by Councilman Kriegsman that Recommendation No. 2 be adopted, The Vote: Unanimous Ayes. � . , � _ 3. That someone of the present personnei be assigned on a part time basis the duty of collecting the meter mon'ies, thereby freeing our meter maintenance man to spend all of his time maintaining and repairing our p�rking meters. Councilman ivloty advised that council action was not required on Item No. 3, that steps were being taken to take care of the problem. Councilman Chatfi�ld suggested the Traffic and Parking Commission study the following crossings used by school children where certain traffic hazard conditions existed. - Placer at Pleasant Streets � Lower Sunset Terrace - Overhill Drive at Highway 299W Councilmen were advised the recommendation the quarterly permit being issued by the Police Chief for the north Tehama Street-�Municipal �arking Lot was because it was more centrally located; and also be- cause the Police Chief has to appro've the extension:of special parking privileges during conventions. Councilman Kriegsman asked the City Attorney this question: Could a citation be voided? If a ticket was in the process of being written out when the `owner of the car walked up, could the police .offic.er at his � discretion either allow money to be put in the meter, or eould the car be driven away and the ticket voided? He stated he thought.:this a matter c£ public relations, that police officers should be schooled in. diplomatic . courtesy. However,, he understood that police officers have quoted that citations must be completed. Dr. Martin stated it was his opinion this is the way it should be. City Attorney Murphy stated� this was a matter�of police departrrient policy and regulation. That if citations were voided and this beeame public knowledge it might put considerable pressure on the police officer. RE CENTERVILLE WATER � � ` ` Councilman Chatfield advised the water committee on the Centerville problem do not have a completely finalized.recommendation; tliat there a�re two probTems: 1.� The City Code does set down the rates we serve water �outside tlie city � 'limits ' _ . �_ . . _ _ . . � , _._ , .. � . 2. We do not have from the Centerville District the concrete, maximum i� Yearlyidemands3 ::� . . . . __ _ .,. , . . . _ . ... , , .. He stated a yearly demand estimate had been received, however the Director of Public Works did not feel it was adequate for the purpose �,nd a more realistic figure was ,essential. The Code sets the rate for water service outside the City at double City�s rate and the Committee would like to have council's reaction to j�.y , this provision of the Code. He then further stated he would like to see an escalator clause at the point of maximum demand to avoid excessive use of the water in the area. That City may have a moral obligation to serve water for domestic purposes, but he dicl not think there was a moral obligation to serve water for irrigation. At double the rate City could amortize any expansion of the system that we may think necessary, however on a straight rate he did not think this possible: That at the present time there were only 150 existing water extensions . Director of Public Works Arness stated the Clair�Hill Trinity River Feas'ibility Plan would still serve Centerville from Hill 900; the Trinity River line terxninat- ing at Hill 900 arid Geriter�ille wou`ld be served`fro'rri Pressure Zone 2 in the same manner that it would be if provided water today. If..Centerville requi"red 800 gallons per minute maximum water demand, the City today would not be capable of supply- ing it through its present system. 800 gallons per minute was the estimate for � the year 2000. A 10 inch line would be required to furnish 800 g.p.m. to the City limits from Hill 900, with an estimated cost of $30, 000. 00.. 156 Councilman Moty stated an expression had been requested from the individual counciTlnan. That he.-would be very reluctant to serve,water outside the City of Redding, even at twice the rate.. In his estimation, this�.was subsidy.by the tax payers of the City of Redding. Serving water' to this area would cause a great deal of expansion.to the detriment of the available ]�and within th� City limits. That our first responsibility was to the citizens of the City. He suggeste.d because the area would not be critical until next fall, we delay action uritil a further repo:rt is re- ceived from Mr. McDonough, water attorney. Councilman Kriegsman stated in his opinion water should be served only for emer- gencies or in case of m�ercy. That he concurred with Councilman Moty, except for a real act of inercy and further, he thought the incentive to annex would still be with the Centerville area. Dr. Martin s.tated that whether Zone 1 becomes a reality or not, Centerville would still need water from the City; that this district has a great demand for water, they have no underlying reserve and they must have a pipe line .in order to keep their schools open. Around Sept.ember or October they are desperate. That he feels it is incumbent for the City to answer these questions: "Will we, or will we not supply them with water? "Either negotiate with them, or tell them "no". That�the Committee was, trying to get some solution; the solution was in the Hill Report and in the Zone 1 Report; that whether they received Sacramento Riyer water or Trinity River water was only incidental. He urged that Council rrieet as a whole to discuss this with the Centerville District. � ' May.or Fulkerth .said he was. of the opinion Council should move in an unselfish way y --t� to help their neighbors. That he would like the entire City Council, and tlie Director /,� of Public Works to meet with the Centerville District to work oizt a concrete'pro- posal. � Councilman Kriegsman asked if it would'be pos`sible for the Director of Public Works to prepare plans, an estimate of cost for the present users of water, an estimate of the ultimate needs of water outlay, rates they should be charged, . amortization rate, maintenance cost, etc. _. Mr. Arness said to obtain an answer to questions_ such as these, he would tiave to practically lay out an entire water system. In answer to a question from the City Manager, he said he could get the iriformation requested by Mr, CYiatfield.' . City Attorney 1�Iurphy read a portion of the Municipal Code relating to 'charge s _ for water outside the City and advised that Section 29. 6 states that:cxty council may from time to time establish a policy applicable to the service of water to. users located outside the limits of the city. Ab sent: Councilmen - None � REPORT - Bureau of Fire Prevention Fire Marshal Wade advised that upon.completion o.f the indexing, �the Rep.ort of ( � � the Bureau of Fire Prevention would be again submitted to all councilmen. 157 RE ACCESS ROAD - Municipal Airport Airports Manager Owens submitted a memo to all councilmeri dated November 16th entitled "Locatiori of Proposed Access Road - IVlunicipal Airport". The memo states it is the recommendation of tlie staff th�at this road serving the area south of the Terminal Building be located east of and parallel to the north/ south taxiway at a distance of 200 ft. from the aircraft use zone. That this would provide 200 ft. deep lots for ground lease and aircraft parking areas could be constructed in the western most 100 ft. of the aircraft use zone, leaving I50 ft. ' clearance from the taxiway centerline to parked aircraft. � /��% He further states bhe road would be constructed�to a� miriimum standard to serve ground lease areas, and'its location would be reviewed before a pe�manent sur- face is applied. That we need the development of a plan. PARK IMPROVEMENTS - Little I�eague 'arid Pony League �Ball Parks City Manager Cowden submitted a memo to all couricilmen` dated November I3th � entitled: 'Recommended Improvements for Little League and Pony League Ball � Parks". The total cost to improve the Little League Ball Park was $4095. 00 which vvould � include a chain link fence, bacic stop materials, bleacher"s repairs, turfirig and automatic sprinkler system. ` The total cost to improve the Pony League Ball Park was $5480. 00 whi�h would - include a chain link fence, back stop materials, bleachers, turfing and automatic ��. , sprinkler system. � ' � � ' ' ' � ' � The memo continues "The total cost for all materials and/or. materials and labor in the case of the automatic sprinkler systems totals $9575. 00; since Redding Youth Baseball Iric. will contribizte $2, 000 towa�rd th'e total cost;�-�the total cost to the City would be in the amou:nt "of $7'; 575. 00. That this had been worked out with the City Attorney and H,arry Hazeltine and he was satisfied with it. (This has been completed) 4. Proof by the applicant that the street signs have been ordered and paid for. (This requirement has been met. ) Mr. Harry Hazeltine concurred with this recommendation and stated the Real Estate Commissioner would put any new owners of.lots on notice that building permits would not be issued until certain conditions had been met. That this was an industrial site of 11 lots on a newly constructed street, east of the Lutheran Church. That a c_ drainage easement had been obtained, faithful performance bond in the amount of �/ C/ $16, 291. 54 had been submitted and approved and that subdivision!::ag:�reement had � been executed by the president and secretary. , _ . . T.here was considerable.discussion on the final.map of the Remor 5ubdivision as submitted and certain changes were requested that city limits include Lots 1 and 2 on Hilltop Road, Ottonello Subdivision.
