The Vote: Unanimous Ayes. CITY ATTORNEY � Mayor Fulkerth read a. letter from former City Attorney Joseph Redmon, ex- pressing his pleasant association with the City. � � ���� The Mayor. then introduced Earl D. �Murphy, City Attorney of the City of Redding, stating it was a pleasure to welcome him on behalf of Council, the staff and the people of the City of Redding. � CQMM.UNICATIONS. . Petition - Formation of As.sessment District A petition signed by three property owners requested that City Council initiate the formation of an assessment district for the installation of curb, gutter, side- walk, grading, base rock and asphalt paving, and necessary drainage facilities ��� on Skyline, Drive from Sonoma St�ce:et�to Sonoma Street. Director of Public Works Arness advised the property owners were aware of the ' priority system set up by the City for City participation, if the area should qualify. Referred_to the Direetor .o€� Public Works �and City Attorney. Claim for Damages - Larry Lemke Claim for damages in the amount of� $161 .48 was filed with the City Clerk on � October 23rd, 1962, by Larry Lemke, 1100 Trinity Street. �`�� MOTION: Made b.yCouncilman Moty, s�conded by Councilman Kr.iegsman the claim be denied and referred to the City Attorney and City�s insurance . carrier. Comprehensive Tree Plan Mr. Ovid Holmes, Chairman of the Recreation and Parks Commission, recom- ��/ mended the adoption of the Com,prehensive Tree Plan prepared by William Smith and Merritt Nelson. - 1/,2 Pa'r.ks Supervisor Smith advised.the plan had been arrived at after extensive research and as authorit}r quoted.the University of California, Davis Extension ' Service, Sunset, Baileys Encyclopedia of Horticulture and his own thirty years experience. He further stated the list of trees compatible to the climatic condition of Redding vbould grow to perhaps fifty or sixty different types. He sta�ted at the new .t'ree farm they would have the opportunitiy to grow tree's to some six ft. in height for transplanting, which would be much more ecori- omical; the chipper equipment would reduce maintenance labor and would. be a quick and easy way for the removal of brush, which would decompose to mulch. � ` ` ` Planning Director Evans advised that`subdivisions were processed through �he Planning Commission arid that street Tighting, signs, planting, etc: would be brought to the att�ention`of the subdivider or developer. _ ' It was again stated that trees would be planted in new subdivisions when the homes are occupied. ' MOTION: Made by Councilman Kriegsman, secorided by IDr: Martin that Comprehensive Tree Plan be adopted.' The Vote: Unanimous Ayes. Re Carnegie Library Building i � �� The Civic Arts Commission, in a communication dated November 2nd, requested � an extension of time for the Carnegie Library Building to permit furtlier study �� �� concerning the possible use of this building as an art gallery. Item tabled for sixty days: ` � "Presentation of Manuscript ' Mayor Fulkerth advised Acting M�,yor pobbs of San Francisco had presented to him, as mayor of the Gity of Redding, a history of the Borough of Reading, E-ngland, froni 496 A: D, to 1816. (1Vlanuscript printed in 1816). This manuscript was presented to Redding, California, with the express hope ,� � for better understanding and closer relatioriship between the two cities. Major � 7 5 Reading, a California early pioneer and resident of this area, was from a community near Reading, England, for which he was named. There was considerable discussion on the disposition of this manuscript and the City Clerk was directed to contact Miss Esther' Mardon, County Librarian, asking if they would have available space should the book be given. to them on a temporary basis. '. Recommendations of 'the Traffic and Parkirig;Goxrimission • Recommendations of the T'raffic and Parking Commission dated Octobe.r 18th ���� were submitted for council con,sideration: f � � � � . 1. That parking charges on the north section of the SP lot be changed from the present meter system .to a parking permit.policy. �4,3 We further recommend that stiekers be issued at the ,pleasure-of _ the�City Council by proposing a rate of $7. 50 per quarter of the year. Further, that any portion of the quarterly rate may be pro- rated at $2. 50 per month. MOTION: Made by Councilman Moty, seconded by Councilman,Kriegsman that recommendation of the Traffic and Parking Commission be approved and stickers be issued for the north section of the SP parking lot for $7. 50 per quarter, or pro rated at a minimum of $2.5 0 per month. The .vote:. .Unanimous Ayes. . 2. That no parking be allowed on the east side of Athens Street between Locust and 5outh ,Streets. MOTION: Made by Councilman Moty, seconded by. Councilman Kriegsman that no parking be allowed on the eas,t side of Athens Avenue between Locust and South Street.s, The Vote: Unanimous Ayes. Councilmen were advised there had been strong opposition from the tenants of buildings on Athens between .Cypress and .Ti.ocust_and until the landlords provided more�adequate off-street parking the recommendation would be as stated. � 3. Two hour parking restrictions be imposed o.n Court Street, both sides, between Butte and Tehama Streets to be consistent with the present pattern of 2 hour parking between Placer and Eureka Way. Councilman Kriegsman advised when commercial and professional offices encroached in the older residential sections of a town, one of the first problems was the restriction of parking, and this problem had to be faced. C.ouncilman Chatfield advised from his own observations, that certain sections � of Court Street without.parking limitations, were filled with all-day parking. Action deferred on Item 3 until next council meeting, pending further study. Re Assistance in Planning Department , Mr. IAlfred Thies, , Chairman of the Planning Comrnission, submitted a memo to all councilmen dated November 2nd entitled: "Planning Assistance for Review >of the General Plan and Precise>_:. Plans as Adopted to Date". j�j He advises the Planning Commission met for the p�a:r.pose of reviewing the various elements of the General Plan, including items of land use controls and im,plementation of the zoning and subdivision re_gulations, newly annexed areas,. and matters.pertaining to code enforcement and the advance planning program, which ths Commission and staff will formulate upon conclusion of . � , . � the General Plan review. That due to the amount of time and study involved in.such an undertaking �. the Planning Commission requested an additional appropriation to provide funds for Mr., Fred Barber, A.I.P. to_be present in -Redding in order that he may assist the Commission members and staff in reviewing the various subjects as outlined. Amount not to exceed $250. 00. Planning Director Evans stated Mr. Barber had;formerly been a member of the firm of Hahn, Wise and Barber and was now presently employed.as a full time Planning Director in Auburn, California. MOTION: Made by Gouncilman Kriegsman, seco.nded-.by Councilman Moty the request of the Planning Commis.sion for an additional sum�of money for the Planning Department not to exceed $250. 00 be approved. The Vote: Unanimous Aye s. Councilman Chatfield stated from his observation the Planning Department 1 L,L,. was more a processing unit; .that a majority of the time was taken up with eomplaints and matters other than planning; that if it took additional help for Mr. Evans to devote more time to planning, this should be given serious consideration. � City Manager Cowden stated that Jack Penix and Ken Owens were assisting Chris Evans'at this time. f Councilman Kriegsman advised that by law, the County Planning Commission gives clearanc� for any subdivision or development within a three mile limit of the City; that in many cases the� City of Redding has not been notified, or if notified, they have not accepted the recommendations of the City; that it was not required that recommendations be accepted. � He further advised that Mr. Evans was spending a great deal of time on � L � urban renewal;, that people both involved and not involved in the property under consideration for urban renewal had been in to see him. That one property owner had asked regarding the formatiori of an assessment district that upgrading of the area be done by property owners. It was Mr. Kriegsxnan�s suggestion that urban renewai b'e deferred for n'inety days and the government be instructed we don't want the funds right now; that the Planning Commission and the Director of Public' Works pre- pare a plan to submit to the residents of the area to see if they would be satisfied with the proposal: � MOTION: Made by Councilman Kriegsman; seconded by Councilman Chatfield that urban renewal be def�erred ninety days, and the Planriing Director so notify the approp_r.iate agency. It was moved by Councilman Kriegsman, seconded by Councilman Moty the City � Council direct the City Attorney to prepare the necessary ordinance to transfer Gity assessing and tax collecting function to the County of Shasta, for submittal to City Council at their next meeting. Councilman Chatfield stated he was not wholeheartec�'ly in favor of this �move;�that it affected not only�our bondimg limitation which may put City iri a position of not being able to bond for some improvements that we think necessary, but would leave City completely at. the mercy of the County Assessor�s office to reappraise City �� � at intervals that are proper; adjustments might be made only every five years or so, and in his opinion adjustments would paid for the assessor's wages if done at frequerit intervals. � Because he did not think there had been sufficient study, Councilman Chatfield moved to table this item for two weeks . � Councilman Moty withdrew his second on the previous motion made by Councilman Kriegsma�n. Dr. Martin asked the following questions: Is this move irrevocable if City finds it not to City1s advantage:? How has the bonding capacity ceiling been established, and is there any chance of this being changed? Referred to the City Attor�ney. � City Mariager Cowden stated City's boriding capac'ity would be redizced fr�om some $6, 000,•000 to approximately $3, 500, 000; that this was about� all City can hope to handle from the standpoint of bond interest and redemption if we were going to use sales tax-capital. = � � ' Councilman Chatfield stressed that City is alniost surrounded by'Special Districts and Special Districts have no liman�ions on their bonded indebtedness; that City has some outstanding bonds now%many more capital improvements_, are planned, including perhaps a civic auditorium. He suggested a recommendation� be re- ceived from Stone and Youngberg. � , Councilman Kriegsman� asked the City Attorney regarding the difference in bond- ing capacity between a General Law City and a Charter City,. and was told that Alhambra, a Charter City, �had the 15% imposed in its =charter, and the same �devices were avail'a`ble-in the General Law Cities as Charter Cities for the in- creasing of the bonded indebtedness. It was .his recommendation that bid be awarded to Shasta Truck and Equipment Company of Redding.on their low bid for a GMC Chassis and Garwood sanitation packer on the alternate bid with a "Container Dumping Mechanism�� in the amount of $11, 732. 24, .tax included. _ . . . : . - ; , On questioning, the City Manager, stated while he had approved the recom- mendation that low bid be accepted, his personal preference was for the Heil Packer. The City had excellent seryice with the Heil, and it_ had a simpler �� . . . _ .,: .: . , . . . .,. . mechanism. Mr. Fred Wagn�r, repr-esentative of Gar Wood Industries,.�Inc. , stated this was almost a repetition of the last bid and his company had not receive.d.the bid even though they were the low b id. He had been.asked to "sharper�. the pencil" and the company felt as long as;City had asked fo'r bids and they had submitted the low bid, they were entitled to receiye the bid. , They felt that Gar Wood was one of the best packers made, they met all the specifications, they had given good service to Redding, and had always stopped voluntarily when .they were in the area.. . . . , ` Mr. Wayne Evans, Superintendent of the Sanitation Department stated the Ga-r_ Wood was a good packer, but the Heil was a good�packer. That he was working with mem who have a pretty hard time thinking, and the Heil was push button. The Heil could be stopped at any time, �vould not get out. of cycle, was easy to dump and the body was firm on the chassis. The City had very good success with the Heil and he personally recommended the Heil for City's use. Councilman Moty favored accepting the bid on a Heil Packer as the amounts were reasonably close. Dr. Martin stated due to the strong recommendation of the man working the �4� _ equipment, we should give tliem the equipment they want. MOTION: Made by Councilman Moty, seconded by Councilman Chatfield that bid be awarded to Shasta Truck and Equipment Company, Bid Schedule. No. 246,. . on a Heil Packer, in the total amount 'of $11, 768. 64. The City Attorney stated�it was his opinion City could accept the Heil Packer . ' without fear of successful repercussion by the other bidder: Councilinan Chatfield,stated ordina°rily the lowbid should be the criteria, but whe`n you have the situation that Mr. Evans described, the peopTe handling the equipment should be considered when they have sound reasons . Councilman Kriegsman favo'red getting the Heil, but he wanted City to be in a �po'sition of receivirig bids from other firms; that wheri the bids were as close as tfiis, the price�is practically the` same. STREET REPAIR � � Councilman Moty requested information from the Director of Public Works regardin /�j �t the laying of gas pipes throughout the City by the`-Pacific..Gas_and.Electr.ic Company. Mr. Arness stated that due to the storm the PG&E were behind schedule, however ' were making an effort to�become caught up; that they had a blanket encroachment permit with the city.
