The Vote: Unanimous Ayes. . � C OMMUIVICA TIONS Alcoholic Beverage Control ` The Department .of �.4lcoholic Beverage Control advised application for license /j'� . had been received from Roland Brousseau and Thomas Gay, the Old Crow, 1523 California Street.. Request of Redding Youth Baseball, Inc. Mr. Bill Brickwood, �ice President of Redding Youth Baseball, Iric. requested help for the renovation of Little League Field situated in South City Park; he advised it was their intention to rebuild the park completely, however needed Gity�`s par.ticipatiori. The immediate need was turfing which lia'd to be done this fall to insure a playable field by next spring. The Parks and' Recreation Department was ready to proceed with this project, but there was no suitable �,,��.� . system of irrigation and any s,ystem to be installed must be accomplished be- fore planting. of the grass seed.. ` He concluded by advising they.were comrriitted to approximately $2000. 00 for the purchase of chain link fence and other materials to replace all fences, scoreboard and concession stand, and the addition: of a sprinkler system was beyond their capacity. Councilman Chatfield advised an estimate of cost was being prepared for an automatic sprinkler system for both the Little League and Poriy League Parks and suggested this item be deferred pending further information; that sliould the ball parks ever be removed, this land would remain as grass areas: City Manager Cowden stated the estimate of cost would be completed within two weeks and further, that no funds had been budgeted- for this project. � , 130 1'ROCLAMATION United Nations Day - October 24, 1962 MOTION: Made by Dr. Martin, seconded by Councilman Chatfield that /�` }� Proclamation declaring October 24, 1962 as United Nations Day be approved. � The Vote: Unanimous yes. Mayor Fulkerth advised that Mrs. R. U. Braithwaite had been named Chairman of United Nations Day in Redding. Dr. Martin spoke of the,inaugural of United _Nations at the San F:rancisco Opera House and compared the sizes of many of the nations civic auditoriums with the proposed.Redding Civic Auditorium. September 30th showing- Total Treasurer�s Accountability of $1, 844, 190. 37. �� / WATER REP�RT - Centerville Community Services Dist. � � Dr. Martin advised the committee had been requested to approve .the final recom= mendations of the Centerville Community Services District which erivisions the , L/ contractural arrangements with the District for supplying an amount of water �5 that may strain City{s present water resources; the present requiremerits:are- reasonable and can be met, however the slated future demand on the City may be more than City can deliver. - He�stated an additional five or six weeks time would be required to meet with. these people to actually determine what their. reasonablere,quireinents may be; that with the demands that have been made on the City it was necessary to study the internal pr.oblems of additional capital`investments:. � . � . � COMMENDATION Mayor Fulkerth, on. behalf of the City Council and the people, of Redding,� commended the Director of Public Works and the departments under his control for their splen- �� �r did cooperation during the stormy w.eekend. Director of Public Wo.rks Arness stated he could not speak highly e.nough of his department heads and their crews; he'submitted to Councilmen a li'st of the men and divisions who had worked over.the weekend and particularly commended Diane Bernardi who had .worked about twelve hours without. a break and had done a !'tre:= mendous job��.. . � MASTER SEWER PLAN - Kennicott Request '� Director of Public Works Arness submitted a memo to all eouncilmen dated Oct. 5th entitled "Master Sewer Plan ,- Kennicott.Request - Clctober. lst". He states ���� the developer would have to provide the following: a. Treat.me.nt facilities designed by a private engineering firm and approved by all applicable State or Federal authorities. ,b. . A-guarantee tha,t the plarit would provide adequate treatment at all times . during the 1i_fe af the treatment facility. c. The location of either the ponds or the effluent line shall conform to` the Master Sewer Plan. � d. The completecl unit would have to be built on lands owned by tlie developer, and the constructiori should include, all access roads, all fences, and a 131 treatment unit capable and ready to.treat all wastes rec.eived. (Memo on file in the office of the City Clerk). � _ e In sur�marizing preyious discussions of this subject, Councilman Chatfield said the � . : question was this: "Wouid the� City accept this type of operation if Mr. Kennicott had one designed and-built?" That he, personally, felt this. wa,s a satisfactory method of treatment. Dr. Martiri said he wanted to go on record as opposing an operation�-such as this as not being in the best interest �f the Ci ty; that the subdivider owner s�l�uld assume maintenance. Further, the sewer plan should be met head on, and if a trunk sewer line was necessary every possibility should.be exp�ored that the effluent l�e taken care of properly. f _ . Councilman Kriegsman said in his opinion if a person put in a sewer plant under Cityts restrictions, City would probably.prefer to maintain control. Councilman Moty.stated if it was a choice between s:eptic tanks and a treatment plant, hE was against septic tanks; that it would appear treatment plant provided adequate � . � treatment of the effluent. ' � < < < < MOTION: Made by Councilman Chatfield, seconded bp Councilman Kriegsman the request of Mr. Kennicott be granted as long as it meets the conditions of the Dept. of Public Works as outlined and any other provision he might wish to impose and that at the time the treatment facility is completed and accepted the sewer fee shall be paid by the developer in accordance with Cityis ordinance on trunk sewer fees. That he was not in favor of the formation of the assessment district, had voted against it, and it was his opinion the existing street on Mesa was better than`a� great many streets City had accepted. ` � Mr. Edwin Ness, Bond Counsel, advised this assessment district was being formed under the Improyement Act of 1911;: that two hearings will be held, and this is the first hearing. That tonight only two items were under corisideration, the bound- aries of the district and the amount of work to be done. That costs were not an i.ssue, at this point. He stated the work would be dorie according to public contract, the costs calculated at the end of the work; the Engineering Department theri would spread the costs according to the benefit accrued to the individual property owner. That second hearing would then be held and the costs would be an issue. SALARIES - Police Personnel ' � /� �; Councilman Moty stated he would like to recommend that meter maids be paid ,; f from the Gene'ral�Fund rather than 1'arking'Meter Funds; that parking 'meter fines go into the general fund, and this was a point of logic. �� � MOTION: Made by Couneilman Moty, seconded by Councilman Kriegs man that the meter maids be paid from General Fund as of January 1, i963. Mr. Glenn Rogers, General Manager of the Buckeye County Water District, stat�ed a letter had been received from the City of Redding referring to an ordinance approving the annexation of certain areas to the City, and offering certain con= ditions to the Buckeye Water Di'strict.. That it was the opinion of the City Attorney that annexation does not in effect afford exclusion in the Buckeye Water District, so at this point the Buckeye District will refuse to come to any agreement on the 137 time lim�it as far as the tax base does ..
