Reverend George A. Egan, Pastar of the First Presbyterian, Red�ling, gave
the invocation.
The.rneeting was called to order by Mayor Fulkerth with the following councilmen
present: .Chatfield, Kriegsman; Martin, Mot.y and Fulkerth.
Also present were City:Attorney Redmon, City Manager Cowden, Assistant
City Manager and Director of Finance Courtney, Director of Public Works
Arness, Purchasing Agent Stewart, Planning Director Evans, Superintendent
of the Electric Department Dais, Recreation Director Nelson, Working Parks
Supervisor Smith, Airports Manager Owens and principal Engineering Aid

Claim for Damages

Washington .Street Improvements
Linn C. Alexander and Associates, Inc. , submitted plot plan designating
the portion of Washington Street they wish to improve at this time.
Mr. Carl Cunningham, representative of the Victor Industries outlined
the agreement of "1959" for Stage 2 development of Village Plaza Shopping
Center requiring extension of Washington Street. He requested an amend-
�� `�L ment to the "1959" agreement to allow developer to extend Street to the
Montgomery Ward property line only� at this time. He stated, his firm
is willing to post bond that Washington Street improvements will be com-
pleted within three years.
Planning Director Evans recommended that the entire Washington St.
improvements be made now in accordance with Council wishes.

Mr. Cunningham further stated there�is no need for the complete extension
of Wa'shington Avenue 'at this time. � His firm is asking latitude to�enable
Montgomery Wards to be built on schedule. The balance 'of the property
will then become desirable for development. ' He advised the prope�rty is
all owned by the same owners and. owners agree that `.obligations are with
the land. �

City Attorney Redmon suggested possibility of completing balance of Street
. under ane:.Assessment District.
MOTIQN: Made by Councilman Moty, seconded by Councilman Kriegsman
to approv:e�:�_;, reques;t of Linn C. A1°exander to improve Washington Street
as shown on plot plan from the existing impravements on a� portion of Locust
Street in a northerly direction, terminating at the proposed Montgomery
Ward property�lirie; suitable bond to be posted with completion•date for rest
of Washington Street set for December 31, 1964 and to consider completing street
under an.assessment district.

City Attorney Redmon was directed to prepare agreement as outlined cin

Police Department - Facilities �
A letter from' Bill G. Minton, Shasta County Executive advised the Board
of Supervisors appointed Supervisors Henry Keefer and Norman Wagoner,
Sheriff John Balma and Mr. Minton to servc on a committee to discuss
with the City the possibility of providing space for the Redding Police `���
Departm�nt in the new wing of the Court�House. �
Mayor Fulkerth appointed Councilmen Moty and Kriegs�an , City.Manager
Cowden and Police Chief Lincecum as .City repre�senta•tive"s.for a.joint
discussion. � -
Request - Shasta-Cascade Wonderland Association �
Mr. John F. Reginato, General Manager of the Shasta-Cascade Wonderland
Association stated Richard C. Brennan, Shas'ta�County Clerk has inquired j��
re� the availability of the Tourist Information-Office, South Market and
Parkview Streets, as a voting place. The Assoeiation has no objections and /��
reques;ts Council approval that a portion of the building be made available
as a polling place. � �
MOTION: Made by Councilman Moty, seconded by Councilman Chatfield
approving request of Shasta-Cascade Wonderland A.ssociation to use portion
of their building as a polling place during elections. „

The State .Board of Equalization reported a decrease in actual cost of
administration of Sales & Use Tax from 1. 60% in 1960-61 to 1. 57% in. 1961-62.

In a letter dated September 24th, the Redding.Chamber. of Commerce
expressed interest studying possibili�ti:es��o�fa second. Southern Pacific �
Overpass. They offered servic;es of an�"overpass committee" to work

Southern Pacific Co. to move their switching operation �south`of the Placer
� Street �rossing. There followed discussion re speed of trains through the
�� City, how long trains may block a .cros sing. and how long they-do block a
crossing. It was generally felt the crossings are bein'g block.ed•for unreason-
able leizgths of time. Councilman Kriegsman requested the legal department
to exhaust every possibility in an effort to force the switching to be moved
south. ' : .

umented evidence of unreasonable blocking o� the grade crossing.

TAXI RENTAL - Municipal Airport
Mr. Owens state`d 'the Airports Commission reviewed and reaffirmed the Permit
Rates for. taxi�rental car and' limousine service at Municiipal Airport as follows:
- Permit - $25 per year with a minimum of one $10 a month prime
parking space.

DEL MAR SUBDIVISION
In.a letter to City Council dated September 28th, City Attorney Redmon reviewed
the terms by which the City woulcl construct a trunk sewer line from a point on
Del Mar Avenue to the nearest point in the Del Mar Subdivision with the under-
standing that the Green Valley Sales Company would deposit in escrow, to the
- credit of the City, the sum of $8, 347. 30.
Mr. Redmon advised that City has fulfilled terms of said escrow and, although
demand has been made on the title company to disburse said sum to the City,
the title company has refused to do so unless the���Green V'all'ey Sales Corripany
gives written consent to such disbursement. The Green �Valley'`Sales 'Company `� `�y
apparently refuses to give s�uch written consent.
Mr. Redmon requested authorization to prepare litigation to effect a collection
of s aid sum. He stated the Title Comparny will release money to the City if
the City will defend the Title Company in the event of litigation.
MOTI�N: Made by Councilman Kriegsman, seconded by Councilman Moty to
assure the Shasta County Title Company that City will defend said Company in
_ the event of litigation as a result of release to City the sum of $8, 347. 30.

RESOLUTIQN -Small Craft Launching Facilities
MOTION: Made by Councilman Chatfield, seconded by Gouncilman Martin
that Resolution No. 3020 be adopted, a Resolution of the City Council of the
City of Redding establishing the proposed location for small craft launching
facilities on the Sacramento River and authorizing filing of application with �
small craft Harbors Commission for grant of funds in connection therewith. �-�
