Mr." Ovicl HoTme's; Chairman of tfie Recreation and Parks Commission advised the recreation budget will be seriously affected this year due to�the $4, 000' � �� `� financial setback, and for this reason urged the City Council to attempt to re- � activate the officially appointed .1961 Study Committee for the _formation of a Recreation District. ` , Mayor Fulkerth directed this be an agenda item for the October 29.th meeting of the Board of Supervisors and the City Councils of Anderson and Redding. Location of Proposed Boat Ramp Mr. Ovid Holmes, Chairman of the Recreation and Parks Commission,� advised it was their recommendation that the proposed boat launching facility be located on the-north shore adjacent to the east of the former S. P, pump house under �� �� the railroad trestle, at the easterly entrance to Lake Redding Park, subject:t to obtaining permission from the S. P, for a parking lot on.the narrow but lengthy strip of S. P, property inland 300 to 600 ft. from the boat launching . facility. Merritt Nelson stated he had spoken to Mr. S. B. Burton, Superintendent of the Southern Pacific Company, who had stated he was certain the company would be agreeable and amendable to this, however requested that City present 95 plans in order to obtain approval from the So,uthern.Pacifi-c�-Lease«�Agreement Department. ' MOTION: Made by Councilman Martin, seconded by Councilman Moty that City Council definitely approves the Recxeation and Parks Commission recom- rriendation on the location of the proposed boat launching facility,. and that the Recreation Director be ernpowered .to e�plore the possibilities of working this out. The Vote: Unanimous Ayes. - � Re California Street Par,king Lot Mr. Ted Garlington, Manager of the Redding Chamber of Commerce, advised the Downtown Merchants Gommittee had made the following denisions: 1 . The grand opening of.the parking lot coincide with the scheduled Dollar Days, Sept. 14 arid 15. 2: That hooded meters be .elim'inate.d �t_j j 3. Ribbon cutting ceremony be scheduled Sept. 14 at 9:00 A. M. , with invitations to be extended to. the City Councilmen and City Manager, with Mayor Fulkerth to; cut the �ribbon; . 4. Permission.to install a sign at each parking lot, 22 x 28 inches, reading "Shop Downtown'r. ' It was requested=location of the signs be approved by, someone in.the City (Director of Public`Works) and that the Chamber would assume the mainten- ance of the signs. Absent: Councilmen - None ANNUAL BUDGET �- Fiscal Year 1962.�63 Director of Finance Courtney submitted the Annual Budget for the fiscal year 1962- 63 to all c ouricilmeri. ll� REFRIGERATED AIR CONDITIONER - Estima te of Cost� 'Purchasing Agent Stewart�advised the cost of a refrigerated air conditioner for the Couricil Charribers would be approxirnately $2, 400, -using_ City forces for".the in- • stallation. The unit proposed is a 7 1/2 horsepower self contained compressor, condenser and blower unit and would be installed in the northeast corner of the ��r�. Council charnbers . PROPOSED ENTERPRISE AREA• ANNEXAT.ION � Planning Director Evans advi's"ed'the.Planni�ngCommission:had reviewed the , boundaries�of-the propbsed 'Enterprise Area Annexation and it was unanimously recommended that the City'Couricil proceed with t�ie subject annexation as delineated and described ori' the`map presented and m� rked Exhibit A. < � � _; _ . � . _ . Mayor Fulkerth made the following 5tatement: ; "For some weeks now there has been much interest generated on the part . of a number of people in 'regards to a�proposal that a certain area, namely � � Enterprise; be annexed to the City of Reddirig. . C.ertainly the City.of . � ' Redding does not intend to follow any procedure other. .than that procedure � prescribed by law. The people of the City of Redding did not initiate this proposal. It is not our lawful position to propose annexation. As. you are aware, some folk within the Enterprise area petitioned.the City to annex. / These people had and have reasons, based on facts. Not just economic ,. .__ . _ .. . ��l"� facts, but social facts as well. They believe basically .that from a pro- gressive, orderly developed, .p"roperly planned, visionary standpoint the best interest of the whole community of Redding, not just.within its.present legal boundaries but also the area next to it, might be best served if we became one-------. There are some who resis:t' change.; .This is their .� prerogative. . No one wants to�be� told:what to.do, but as.we all learn in life; .when tliose wlio are. coneerned with our well.being pr.esent us with � facts the picture sometimes changes-----. . What the people need now, are:facts and through public discussion before any decision can be made. Please do not settle.the, cas.e.in�your own mind before youu are presented with all the facts availabTe. These facts._will be presented to you in a democratic manner prescribed by law. The Redding City Council must at this time remain in a neutral position. We, too, need all the facts . We do not have all the facts, either, at the present time: It is too early to make a decision now on anyone's part. _ �City Attorney outli,ned the 'steps. necessar�y for�the annexation of an area; that � aften receiving report arid�recoxrimendation from the Planning Commission, the Council was in a position to legally consider co�senting to ;the.commencement of annexation proceedings. Dorothy Rowland, 2985 Noel Avenue, asked regarding the original petition for arinexation;� and 'advis'ed she had a petition against the ann'exation signed �by`480 persons : � City Attorney Redmon.advised Mrs. Rowland by filing the petitions slie would not thereby be cutting off the annexation proceedings, however she would achieve s omething by filing the petitions. � � '� Petitions, consisting of 29 pages, filed with the City Clerk, against annexation of the Enterprise District into the City�of Redding. City Attorriey Redmon advised' Couricilman. Kriegsman,that people were not bound by their signatures on a petition. AIRPORT APPROACHES ZONING GOMMIS5ION Airports Manager Owens advised that Government Code Section:50485. 6 requires . that where the City or County has a Planning Commission that this body be - " appointed as the Airport Zoning Commission and this appointment must precede the zoning of any airport hazard area. - � " He further advised the preliminary report on the Airport approaches zoning '� �` � ordinance was given to.the Planning Commission August 28th and has'been set ; for public hearing September 1l.th:. - ��-� MOTION: Made by Councilman Moty, seconded by�Councilrnan Kriegsman the Planning Commission be appointed as the Airport Zoning Commission. Blevins, Rt. 2 Box 255;. Cottonwood, for the hangar and gasoline concession at the Redding_.Municipal Airport under the .term:s ..set forth to Robert Swann. " ' � � He s-tates tha't the Reddirig�Air Se'rvic'e, Iric. , entered a contract with Standard..0i1 -Compariy to purchase'`a Clievrolet Model 194? wliich is. a two compartment 1100 gallon capacity fuel truck in�whic�i both low and high octane fuel may be stored at the same time; the truck is equipped with fairly high speed. pumps adequate to fuel aircraft during the fire season.
