MOTION: Made by Councilman Kriegsman, seconded by Councilman Moty that

Re Acquisition of State Land
H. S. Miles, District Engineer State Division of Highways, advised upon
I��, `� completion of the Interstate Freeway and the new Route 44 connection to
Redding, he will contact the City regarding possible acquisition of 59'. 5
acres of excess land.
Recommendations Traffic and Parking Commission
Recommendations of the Redding Traffic and Parking Commission dated
, August 9th and 13th were submitted for council consideration:
1. That parking be restricted on both sides of Locust Street from Athens
Avenue east to a point 30 ft. immediately west of the driveway of the
residence located on the northwest corner of Canal Drive and Locust Street.
MOTION: Made by Councilrnan Moty, seconded by Councilman Kriegsman
that Item 1 of the Traffic and Parking Commission recommendations be

That no parking signs be posted prohibiting parking from the north
side of the south Safeway entrance on East Street to a point at the north
end of the Safeway Parking ,Lot.
MOTION: Made by Councilman Kriegsman, seconded by Councilman Moty
that Item 2 of the Traffic and Parking: Commission recommendations be
approved. The Vote: Unanimous Ayes.

3. That one more row of TO hour parking meters be installed on the east
strip on the Pine Street Parking ,Lot. �

4. That tlie Director of Public Works be authorized�to select location, the
size and proper placement of signs indicating the location of all City parking

The memo advises the following subjects were discussed, but no recommenda-

1. The nuisance problem at the intersection of Market and Trinity. Streets;
northbound traffic making left turns into Trinity.Street we'st causes bottle�
necks, and so�thbound traffic turning left from Market Street into Trinity
Street creates traffic problems. Chairman Miller stated this item will
again be on the agenda at the next Commission meeting, after Mr. Chester,
Division of Highways Traffic Engineer advised additional traffic counts,
destination checks, etc. will be made. ���
Counci'lman Kriegsman.advised it was his opiniori the problems and congestion
could be 'solved by the elimination of turns off Market Street .

Councilmari Chatfield sugge'sted a median strip from� Eureka V1�ay intersection
to t�ie bridge to elirriiriat`e turning into private property, ` He stated he did not
think this was a temporary summer problem. - '
Referred to the Traffic and Parking Commission for further study. �
2. Mr. Chester also discussed the possibility of-erecting signs ori'Pine
Street designating State Highway lanes, showing proper traffic lanes to
different areas of the City as well as for through traffic to 99N and 299W.
Mr. Miller, speaking from ,the floor, stated the signs may be erected near
the approach to the Pine Street hill, with the center lane designated'as
through traffic to eliminate lane switching. That sign�s would be srected
on the side of the highway, not overhead.
Traffic - California Street
H. S. Miles, District Engineer Division of Highways, advised they were making
progress on the study towards a truck route on California Street in Redding.
That special manual and machine counts on Market and California Streets have
been made, and they were now working on possible signal timings for the
three north-south streets, and further studies are being made to see if im-
proved cross street progr'ession is possible. The letter continues: ' `''The ���7
effect of a truck route on our alternate route around Market and Eureka Way
via Trinity Street must be considered. The long-term effect when"t�e fr.eeway
connects to Redding on 5hasta and Tehama Streets is yet another factor. "

California Street, statec� he personally was objecting. very much to California
Street being marked a�s a truck street, tliat this. pTan was actually being pro-
moted by merchants on Market Street to the detrirrient .of property owners on
California Street.

Mr. Miller stated he did not think the.merchants as a group,are anxious to
have Market Street two-way; that he had not been-advised that truck;traffic
was to be directed from Market Street.

Centerville Community.Services District
Kenneth Amick, Chairman of the .Cente:rville Community Services District,
requested a confirming letter re City Manageris memorandum to City
l� `� Council dated May 15th "Information. pertaining to cost of furnishing City water
to Centerville Community Services District and justification for rendering such
a service. " He further.advised if. another meeting is required they will be
glad to meet at_a mutually convenient time.

Councilman Kriegsman said he believed that prior councils had required
some developer�s within the �City to bring their own water lines-to the Cityts
main; he therefore asked, how can`City, for an area outside the City, an
area that is not annexing, bring water trunk lines to them, yet`require
subdividers in the Gity to furnish their owri iines-to City=s tru:nk-lines. He
emphasized that he did not dis'approve of furnishing water to this District,
but merely that he wants council to be consistent with the developers within
the City,�'to establish a policy City can live�with°.'�' - - �-
. ,
City Manager Cowden briefed hi's' reasons for justificatiori to serve this
area (City Manager's memo to Dr. Martin dated May 15, 1962).
' Dr. Martin, speaking as a member of the water commission; told` of the
desperate rieed for water; that at certain times it was necessary to shut down
� the school,� the area was witliout fire protection, and there was a crying need
for water within the entire district. He stated the Trinity, water study had
not included the Centerville District and left them without water unless
Redding stepped in, and the Genterville Community Services.Dis.trict only
asked for� some assurance that City will give them water.' �
Councilman Moty advised this proposed w'ater line to the City limits was
shown on the Layton Mas�ter Water Plan, and while construction at this time
was before their schedule, it had been planned for the future.
Dr. Martin directed a representative group of our councilmen meet with
the Genterville Community Services District at their next regular meeting,
and�requested the City Manager to set up tliis meeting.
Resolution - Redding Chamber of Commerce-`" � V � �
The Redding Chamber of Commerce submitted a copy of a resolution to
� Gove�rnor Edmond G. Br'own regarding Senate Reapporti'onment'Initiative
Constitutional Amendment Proposition No. 23, in which the 'C�hamber goes ;
on record as being unconditionally opposed to this proposition. '� 7� '

Mr. Lloyd H. Riley,� Law Librarian, Sacramento County Law Library,

Resolution - Re _Carnegie Library, Building �
Jack Reiser, President of the� Redding Ghamber.of-C`ommerc;e, .submitted a
Resolution of the Board of Directors of the Redding Chamber of Commerce
recommending the City Council tear down the, old library building on Yuba
Street and use the spac.e for parking-lot with appropriate landscaping.
Resolution dated�August 13,, 1962.
Councilman Moty.stated he personally feit until City can acquire a better piece
of property,for a downtown park, this sh'ould be retained as a park, the building
�/� �� torn down and the bricks salvaged and used as an addition to the Carter Building
as an art center and museum. That no one had come up with a logical use
for the building, and no one had come up with an .offer. ,
Councilman Chatfield said he was not ready to make a decision until we had
a report f.rom a ,eompetent structural engineer.

It was suggested a two man committee be appointed to explore ideas for the
use of this property, to meet with realtors to ascertain if the property was
tradeable without the building.

Councilman Moty stated unless the parking lot was replaced in like, he would
not approve getting rid of this area.
Dr. Martin, Mayor Pro Tempore, appointed Councilmen Moty and Kriegsman

Request for .Concession - Lake Redding Park
Mr. Tony Jaegler, Commodore, Redding 0utboard Club, requested permission
for the beer„concession September 2nd at the Lake Redding Labor Day Regatta
to be held at Lake Redding Park.
�� `� Mr. Burton L. Smothers, Commander of Veterans-of Foreign V�irs, Redding
Springs Post #7169,. requested permission to have the beer •concession on
Septembex 1 st and 2nd during the hydro boat races at Lake Redding�Park.

and the same, and if one request was turned down, asked it be the Redding

Legislature=s Senate Fact Finding Committee on Transportation and Public Utilities
in Stockton, September 6th. Senator Randolph Collier had asked Yiim to testify

sources to cor-rect critical city street deficiencies on streets of major import-
ance. He and Dori Cliamberlin, Shasta County Director of Public Works, are to
correlate their joint presentations. ._

Councilman Chatfield advised the.committee appointed by Mayor Fulkerth to investi�
gate the formulation-of a policy�for City=s�participation in small projects had met
three times, and had finally reached cer.tain eonclusions: .That City would participate
in small assessment;districts to the �extent of._paving o.nTy.;. that a, $50;'000.:00 fund
be established yearly to finance�City;s yshare of,this co.st. Further, that priority
points credited to the area be .the determining factor in establishing the areas that

Mr. John Roach corrimented on the inadequacy of the cooling ,system in the Council �.
Chamber.s, stating it should receive consideratiori from .the City Councii because -���

Councilman Chatfield spoke on a street connection between West Stre;et and RiverM
side Avenue that would, bypass Eureka Way.. ,

Councilman Kriegsman_ advised the Planning Commission in.�19,55�.1956 had made
several field trips to this area, and it was felt by Hahn ,` Wise and Barber,
Planning Consultants an.d the City Engineer this. was not a feasible project, however
that circumstances had changed. � _
The City Engineer was directed to work out cost estimates.
PERMISSION TO LEAVE COUNTRY
MOTION: Made by Councilman Moty, seconded by Councilman Kriegsman that
Dr. Martin be granted permission to leave the country August 29th for. .a period ���
