Reverend Harold Byram, Pastor of the Assembly of God Church, Redding, gave the
invocation.
The meeting was called to order by Mayor Fulkerth with the following councilmen
preserit: Ghatfield, Martin, Moty and Fulkerth. -Late: Councilman Kriegsman.

APPROVAL OF MINUTES
MOTION: Made by Councilinan Martin, seconded by CounciTmari Chatfield that
minutes of the regular meeting of July 16th and the �,djourned meetirig of July
27th be approved as mailed to`each of the Councilmen." The Vote: Urianimous

COMMUNICATION5
Pukilic Drinking Fountains
The Kiwanis Club of Metropolitan Redding, T. H: Horton, Secretary, re-
quested.permission to install,a few public drinking fountains in downtown
Redding; it was suggested that a masonry enclosed continuous flowing fountain
be installed with a control valve reached by an inspection valve at.the base.
The Glub would pay the cost of �the fountains ,and installation, � but would like
the City' to furnish tYie''water. " ` �,�f �

Dr. Martin stated he preferred a founta'in that could be turned on and off, �:�, �C�
not only to conserve water'but because'o� the problerri of the water run-off.
MOTION: Made by Dr. Martin, seconded by Councilman Chatfield to approve
the request of the Kiwanis Club to install public drinking fountains, and the
Club and the'City Engineer confer in working out'the details. The Vote:

K. Maurice Johannessen,= representing the Alps Fo�reign Car Club, Inc. ,
submitted a proposal for the use of Redding Municipal Airport taxiway
presently being used •by'the 3hasta Roadsters for autocross and jimconas;
this is a form of low speed driving stressing accuracy and handling skill
rather than speed. ,,Z��
A.pproval of the Shasta Roadsters,-'Inc. was obtained and made a part of the � �r�"
proposal. . . . ; � - .
There was considerable discussion whether this organization should have a
contract with the City or perform under the permit of Shasta Roadsters.
It was suggested that schedules be submitted to the Airports Manager to

eliminate conflicting dates.

Re Construction of Shuffle Board Courts
The Recreation and Parks Commission, .Ovid L. Holmes, Chairman, advised
they a_pp;roved the request of..Senior Citizens and recommended that City. con-
' struct two shuffleboard courts in the vicinity of Senior Citizens' Clubhouse as
a ;joint effort.of Senior Citiz.ens� Club and the Recreation & Parks .Departrnent.

the request of Senior Citizens' Club for construction of two shuffleboard

Mr. Byron Engle, President.of Senior Citizens, advised the Construction and
Labor Union>.:. #961 will furnish all labor required and Redding. Transi.t Mix Corp.
will furnish all materials and tr�ck for construction of one shuffleboard court,
so there would be the immediate construction of one court with no cost. to the City.

Joint Meetings-Board of Supervisors and Cities
Jonathan C. Tibbitts, Chairman of the Shasta County Board of Supervisors,
inquired if the City was i�nterested in the continuation of the joint meetings with
the City of Anderson, City.of Redding and the Board of Supervisors,� and sub�
f ?5� mitted a tentative date of October 29, 1962, for the next meeting. ' .

He stated the County would like to place on the agenda for this� meeting the
Master Sewer Plan and the Progress Report on the joint Civil Deferise efforts.
Councilmen concurred on the continuation of the .joint meetings, and the
following additions to the agenda were suggested:

Commendation - City Council
Don Phillips, President of the �'ony League, expres,sed his appreciation to the

and assistance .given them before and during the 1962 A11-Star Tournament.
Annexation - "Frank Magaldi" Area
' A petition signed by six.propert.y owners requested the annexation of uninhabited
territory to the City of Redding and was filed with the City Clerk.
County Clerk Richard B,rennan advised the Shasta County B.oundary Commission
��� � had approved the Frank Magaldi, et al, ,Annexation to,the City of Redding, and
enclosed a copy of the minutes of the Boundary Commission meeting of July
30th when.this action was recorded.
MOTION: M�ade by Councilman Chatfield, ,seconded by Councilman Martin that
Resolution No. 2994 be adopted, a resolution of the City_Council of the City of
Redding giving notice of proposed annexation to the City of Redding of uninhabited
territory described herein and desi_gnated as..'!Magaldi Annexation" and giving
notice of time and place for hearing protests thereto. -

R.e A�nexation Enterprise Area `
Mr. Sherman Holt, 2030 Penn Drive, submi'tted Petitions signed.by twenty-
seven property owners for the annexation of certain descr'ibed inhabited
territory to the City of Redding�. ` , �
A map was displayed indicating the area in Enterprise proposed to be annexed. ,
Mr. Holt stated there were many reasons for this proposal; that�he personally
felt the area was going to compete with'other`communities the same size and
= with the same natural�resources, that competition was very import.ant and
as a united group it would be possible'to face this competition. That growth ����
and development of the area was inevitable and was the main .reason why we
should unite.
City Attorney Redmon explained that State law'required this .be �referred to the
Planning' Commission for report a`nd recommendat'ion to tlie City �Council; that
• proponents for the annexation should file map and_submit legal description to
the-Shasta County Boundary Commission : ' `

Councilman Kriegsman urged this matter be expedited in.orde-r-to`have as
little delay as possible, and suggested the subject be referred to the Planning
Commission and the Boundary Commission at the �same t'ime.
� MOTION: Made by Councilman Kriegsman, seconded by Councilman Moty the
. proposed annexation of the Enterprise area be referred to the Planning Com-
mission with the request�tliey expedite this matter as s�oori as possible.
Mr. Milton Anderson, 1905 Mistletoe Lane, submitted Petitions signed
by over sixty property owners protesting this proposed annexation. �

Offer to P�rchase' City Owned Property '
Mr. Frank C. Machado, 1184 C?range Street, submitted bid in the amount of
$3, 000. 00 for purchase of a triangular lot lying north of the City.of Redding
water tanks and-Foothill Blvd�. The lot is approximately�1801 x .135' x 1051
containing 7, 695 square feet, plus or minus, being a pa�rt o�f a larger parcel
designated for assessment purposes as CR 3-23-1 .

City Attorney Redmon stated the Couricil could set .up its own procedure and
accept the offer �on the basis of Mr. Townsendxs new appraisal, however it
was his recommendation that a public hearing be.held due to the fact the property
had been advertised at a much higher price. �

T. R. WOODS ANNEXATION `
The hour of 8:00 P.1VI. having arrived, Mayor Fulkerth opened the Public Hearing
on the annexation of the T. R. Woods property to the City of Redding.
Affidavit of Publication - Resolution.No. 2987 on file in the office of the

The City Clerk advised one written pr.otest had been received from the Buckeye
County Water District. � �
The letter states as follows:
"At a Special Meeting held July 24, 19.62, by motion of the Board of �
/� Directors, it was their decision.to inforrn the City of Redding and, Tom
�"'�� � R. Woods that if tlie above property is annexed to the City of Redding it
would nullify any rights of Mr. Woods to be served water by the Buckeye
County Water District.
We are objecting to..this proposed .annexation.because it will effect.the
tax basis in our district and it would directly effect the proposed s'ewer'
plan which is now in the engineering stage. _
We respectfully submit this protest to you, and at this time request that
the proposed annexation and proceedings be terminated. "
' Mr. Glenn Rogers, General Manager of the .Buckeye County.Water�District and
also representing the Forward Buckeye-Summit City, Inc. , protested the proposed
T. R. Woods annexation, and requested the City of Redding terminate the pro-
ceedings. ' �

He informed Council they were iri the midst of forming a sewer assessment�.district
and also trying to forrri a 'district for' fire protection and 'requested that any areas
within the boundaries of the�Buckeye County Water Distriet be not considered for
annexation. He stated the people of Buckeye wanted no .annexations -to the north.

Councilmari Kriegsman advised iri his opinion .the Plarini�ng Commission.had erred
in their recommendation; that it was their responsibility by law to go over the
land use plan in January of each year that all zoning be in balance. That he was
opposed to skip over zoning when there was sizfficient unused R=4 zoning. That
his objections were 'riot due to the' people involve'd, but merely a matter of inventory.
That at the present time 18% of Cityts usable land was R-4. .

E. Swann stating acceptable terms for a one year agreement for his operation at

�,��� Parking Lot had been suggested, and it would not be a majo:r problem to locate one

Les Lynch of the Engineering Department�reported on.the four-teen blocks of-

�i checked to find if roof drains were connected to the ,sewer :system; in the com-

Director of Public Works Arness submitted Street Maintenance Program for the
1962-63 Fiscal Year, together with map, red indicating the proposed street

��� Mr. Carl Williams spoke on the ne.cessity for street maintenanee' in downtown
Redding, and the urgency of street cleaning.
Councilman Moty informed Mr. Williams the current budget included funds for a

He advised a petition had been filed requesting curb, gutter, sidewalk paving and
necessary s.torm drainage on the two blocks of 1Vlesa Street north of Placer, �and
a letter had been sent to Mr. Edwin Ness, Bond Attorne�y, regarding.the� iriclusion
of this two-block area in the proposed overall assessment district area.

City Manager Cowden'�ubmitted:a memo dated July 24th entitled "Recommendations

between the time Redding Air Service terminates their present lease ori Aizgust 20,
1962 and the period when a new fixed base operator is located and operating at Redd- �l�

Mr.' Cowden advised it was hoped to have something signed very shortly for the
operation at the Airport.
RE STATE LAND - Departme�t of Pubiic Works ` -
City lYlanager Cowden submitted a memo to all councilmen da£ed July 20th entitled
"Possible Availability from the Department of Public Works, �tate of California, /�
Division of Highways, District 11, 59. 5 acres of excess land acquired b.y the State
for the construction of the new freeway connection to the City�of Redding. "

RE STATE HIGHWAY SYSTEM
Mr. Carl Williams stated that the State has indicated that Market Street will not be
a part of the State Highway System` but in all probability`wi1T revert to the City and J ��
� County when the Fre'eway is built. That Market St'reet will continue to have heavy
traffic and he suggested that City appoint a committee to submit report and recom«� � r�,�
xneridation to Council that this' continue to be a State Highway and that Council so

"The City has had an histori�cally complicated and a very..sensitive
problem in regards Benton Airport,' its facilities a:nd its per5onnel
for some years now. The vote of the citizens of the City of Redding
at a recent electiori has served to alleviate some of the compli-
cations: _ This. lias .not been a proven case of illegal procedu're:on
anyone�s part' especia°lly, but a situation of�gros s confusion.
on the part of all parties concerned. The courts opinion by Judge .
' Richard B. Eaton brought out the fact that there has for sometime
now existed a poli�tical grey area in regards the former operations
(H & H.), the gasol`ine supplier and the City' of Redding: Anyone of
� the'��three could' have, -from:time•to time•, dealt with assumptions ' ;
rather than facts . I am certainly willing, in light of Judge Eaton�'s . `'::"' �

I believe the permit as proposed by Mr. Joseph Redmon, .City

efforts• on their��behalf and would. do everything possible to �cooperate in the future.
