Morgan, Vice-Chairman�of the Shasta County �oard o£ Supervisors, stated the request of the City:Manager that the. Board consider --��.5�- � spending a portion of the in lieu tax collected by the County and State. gas �y tax funds ori City street construction work had been studied. However, at �� ��/ this time the County felt it would be very difficult to par.ticipate but perhaps in the future it would'be possible to cooperate in some :othe'r manner on street construction work. RE MAINTENANCE OF TRAFFIG SIGNALS City Manager Cow.den submitted a-memo to all councilmen dated July 16th entitled "Recommendation regarding the proposal of the State of California Dep�. of Public Works, Division.of Hi ghways, District 11,• to transfer maintenance of traffic signals from the Electrieal,Department of the City of Redding to the State Division of Highways. " ,,j�� He advis.ed City had maintained pretimed traf�ic sigrials on 1Vlarket and Pine Streets and Eureka Way, however it had been suggested tliat this work �in the �� �� future be performed by maintenance crews of the State Division of Highways rather than.by City forces of the Electrical Department. �� '� It was.Mr. Cowderits recommendation that City,Council approve the City entering into a maintenance agreement with the State Division of Highways for the main- taining of pretimed traffic signals on Market and Pine Streets'and Eureka Way. � MOTION: Made by Councilman Chatfield, seconded by Councilman Martin the recommendations of the City Manager 'be approved and the Mayor be authorized to sign maintenance agreement with the.State Division of Highways. The Vote: . � � �- _Unanimous A�yes.. , , . , , RE FOR.MATION SANITARY SEWER DIST. -� South-Central' Urbari Area Under date of July 16th City�Manager Cowden submittecl the following memo to all Councilmen: r'Recommeridation regarding the Redding City Counc'il's approval of /� , ' the Shasta County Board of Supervisors' Intention to form a Sariitary Sewer District %��� for the South-Central Urban area of Shasta County. " The following recommendations were submitted: 67 1.. .That City. Council go,on record as endorsing contemplated a_ction by , the Shasta County Board of Supervisors to form a sanitary sewer district ' to provide adequate sewage facilities to�correct existing sewage deficiencies in the South-Central urban area of Shasta, County. . 2. That the letter addressed to the, Board of Supervisors contain the follow- ; ing stipulations, and/.or..obse_rvations: .,; . . . a. The City of_.Re.dding recog.nizes the inadequacies and/or lack of sewage treatment facilities in the unincorporated,area proposed to be included in the sanitary sewer district. b. That the City of.Redding r..ealizes that it is' in the public interest gf all citizens_of Shasta County to take whatever steps::that are necessary to construct adequate sewage disposal facilities to correct these inade- _ . . quacies. . � . , . . - e. .. Councilman Chatfi,eld aclvised the District has to be in existence ten years before _ the Gity can withdraw from .the.District; that he was of. the_opinion City had ade- quate protection because of the benefit theory for the issuance of�bonds for the construction of the sanitary sewer facilities . Councilman Kriegsman state.d the recommendations of the City Manager are more restrictive than the code; that the letter recommended to be written was really , just a vote of confidence. MOTION: Made..by Councilxnan Martin, seconded by CounciTman Kriegsman the recommendations ,of the City Manager be approved and�the Ma.yor be authorized �to write a letter to the Shasta County Board of Supervisors as previousTy item- ized. The Vote: Unanimous Ayes. _ - - Council instructed the City Manager to speak with the County Executive Officer _ or members of the Board of Supervisors whether a letter such as this would con� flict with what they re.ally desired; if in conflict, to .check with them that City work out any little conflicts together. DISTRICT_ Director .of Public Works A.rness submitted a memo to all counci�lmen entitled "Mesa Street and Sacramento Street Assessment District" dated July 13, 19.62, attaching a map showing the location of the two stree.ts which abutting property owne.rs.have petitioned for improvements. , ' Mesa Street. -.Placer, Street to South Street , �� C' Sacramento�Street - Pleasant Street to Oak Street Imp-r.oveinents�to:c:onsrs�t`of g:rad'i�n'g,,, bas�e rock; paving, curb and gutters; sidewalks, and necessary storm drain facilities. � � ' He advises" 62. 5% of the property owriers on Sacramento St"reet have signed_the petition for the formatiori-of the district; �69. 3% of the property owners on Mesa Street have signed the petition, not counting the property in escrow, 73: 7°�0 counting,the property in escrow. Es.timated cost was $25, 000. 00. It was recommended that City Council approve the formation of this proposed street assessment district and the commencement of assessment district pro- ceedings. . 68 MOTION: Made by Councilman Chatfield, seconde.d by Councilman Kriegsman to approve the formation of the Mesa 5treet arid Sacramento Street Assessrrlent District, City to absorb the engineering and inspection costs; plus reirriburse- ment if and when the City adopts a policy for City�participation in the costs �of the construction of improve�nents in assessment districts to be formed in th.e older sections of town, if they should qualify. At the suggestion of Councilman Chatfield, Mr. Arness advise th'ey would contact the property owners ori Plea�sant and'Oak Streets regarding their partiCi:pation in this proposed assessment distri�ct. CALIFORNIA ST. PARKING LOT Director of�Public'Works'Arness'advised the contract for`'the cor`istruction of the � California Street Parking Lot required the contract'or to coinmeriCe wor� within 15 �days afte'r receiving noti'ce of contract approval and'th'ey were permitted 25 working days starting on the day of contract approval. He further states the con- tract.was awarded on May 7th, and finally executed by the City on June 4th. Due to strike�coriditions, it was` Mr. A.rness: recommendation the City consider July 2nd 1962 as the date `of contract approval and that the counting of 25 working days ,;2��� granted in the contract commence'as of that date. ' � ,/ Councilman Moty agreed with Mr. Kriegsman stating that some .areas 'of .Red'ding �'��� having formed Assessment Districts for 'improvements were subsidizing�areas who required these improvements: ` � Councilman Chatfield said they were not talking about rebuilding the st�reets; that in his opinion curbs and gutters should not be the criteria, that City should encourage the construction of curbs and gutters but not`as'a condition of street maintenance. , _ .. _ � _ Mr. A.rness-advised-that to protect the present eondition.of some streets,.. it.was, necessary to do a certain amount of maintenance work•� Council discussed at length the ado.ption of a policy on street improv.ements and. stated when_this policy. was adopted residents could be approaehed.with a concrete program. : . . .. _ . . . . _ . , , �� Action deferred pending submittal of a map showing the present condition of the streets indicated by a color code. ., 69 Mr. Charles O�B'rien as•ked if CouneiT had ever acted on the Forward Redding -- Committee recommendation on the street maintenance program. � Mr. Harry Doughty, 2050 Sonoma Street, stated while the overall .idea sounded good, it needed to be analyzed. That Sonoina Street was well traveled, yet practically no maintenance work had ever been done. The necessity for curb' '� and gutter coui_d be overdone, he stated, but if a realistic pl2.n were presented, ' in his opinion, there would be very little opposition. He then asked regarding the feasibility of rolled curb. � PUBLIC HEARING - South City Annexation.l-1962 - The hour of 8:00 P.
