The Reverend Lemuel McKinnie, Pastor of the Henry Memorial C.M. E. Church,
Redding, gave the invocation.
COMMEMOR:ATION
Mayor Fulkerth called for one minute of silent meditation for Charles Barry who
passed away this weekend and who had�been a long time employee of the City of
Redding.
The meeting was called to order by Mayor Fulkerth with the following councilmen
present: Chatfield, Kriegsman, Martin, Moty and Fulkerth.
A.lso present were City Martager Cowden, Director of Finance Courtney, Director
of Public Works Arness, City A.ssessor Townsend, Planning Director Evans,
A.irports Manager Owens, Purchasing A.gent Stewart, Superintendent of Parks
and Recreation Nelson, Superintendent of the Electric Department _Dais and
Principal Engineering Aid Hastings.

APPROVAL OF MINUTES
Dr. Martin protested the inclusion in the minutes of the regular meeting of June
18th an article published by Prentice Hall, Inc. , an article which had been requested
to be read during the discussion of the "Redding Redevelopment A.gency". (Volume
24, Pages 42 and 43 of Minutes).
Councilman Martin stated he objected to the privilege of persons ge tting articles
incorpor�.ted into the minutes -,that this article was unproved. Councilman Moty
concurred it was not relevant. �
MOTION: Made by Dr. Martin, seconded by Councilman Moty this article be
stricken from the minutes. The Vote: Unanimous A.yes.
MOTION: Made by Councilman Martin, seconded by Councilman Chatfield that
minutes of the regular meeting of June 18th as amended, and the minutes of the
adjourned meeting of June 25th be approved as mailed to each of the councilmen.
The Vote: Unanimous A.yes.
C OMMUNICA.TIONS
Redding Archery Glub - Request for Bldg.
� Mr. C. T. Wilburn, Secretary of the Redding Archery Club, re�guested
consideration be given.to them for the use of the former Little Theatre
Club House and the adjoining land located at the west end of Butte Street.
��� He states they proposed to repair and remodel the clubhouse;. plans
included the clearing of the area of debris and ultimately landscaping the
site with lawn and shrubs; that future plans called for fencing the entire
area. It was requested City repair the water, lighting. and sewer systems.
The Chairman of the Recreation and Parks Commission advised they
recommended that City Council allow the Redding Archers the use of the

_. building-and the ,21 acre sur.rounding area providing all safety factors

of the archery range and clubhouse are approved by the Public Works
Department�. -
IDr. Martin stated it was his opinion that there should be no archery
activity until a cyclone type fence had been erected around the land
as archery was a great attraction to young people and children and
they. should not be subject to this danger. `
Mr. Rick Riewerts, P. O. Box 11, Igo, stated.he was a member of the
National Field'Archers Association; that rules and regulations covering
archery were very strict and there would be no shooting until the range
. was safe as he was the inspector. . �
City Manager Cowden requested a set.of standard rules covering archery.
Mr. Arnold Braaten explained the safety rules of arche_ry and advised all
points had been discussed with the City A.ttorney including insurance
coverage.
MOTION: Made by Councilman Kriegsmari, seconded by Councilman
Martin the request of the Redding Archery Club and -the recommendations
of the Recreation and Parks Commissiori be approved subject to a
satisfactory lease to be prepared by the City Attorney in which the
interests of the City are to be protected and the City is protected by
insurance cover:age.

Re Formation of Sanitation District
Mr. ,A.. Dexter, Chairman of the Shasta County Sewage Committee,
� requested a joint meeting of the Shasta County Board of Supervisors
and the City Councils of,Redding and Anderson to review in detail the A���
;contents of the.Hill r`eport, the�significance of the recommendations
� � for the formation of a s.ariitation district arid its effect upon existing or
proposed. sewage systems.
Meeting scheduled for Monday night, 'July 9th, .8:00 P.M': Shasta County
Public Health Building, adjacent to the Courity.Ho'spital. ` � � '
Request for Lease Extension - Shasta Co. Safety Couricil
Mr. Edward.J. Hanly, pres'ident.of tk�e Shasta County. Safety Council,
requested extension of their present lease unde'r the same terms and -' ��
conditions for use of Room 9, old City Hall.
'MOTION: Made by Councilman Martin; .seconded by Councilman Moty
the request of the Shasta County Safety Council for extension of their
present lease be approved, and referred to the City A.ttorney for approp-

Request for C�onstruction Shuffle Board Courts
Mr. Byron E. Engle, President of Senior Citizens of Shasta County, Inc. ,
requested council'consider the construction of two shuffle board courts
for the use of the Senior Citizens in the vicinity of their club house, .,����
830 Parkview Ayenue, if not in contravention of present planning.
MOTION: Made by Councilman Martin, seconde'd by Councilman Moty
the request of the Senior Citizens for construc.tion of two shuffle board
courts be referred to the Recreation and Parks Commission. The Vote:

Planning Director Evans reported on the Planning Commission meetings
of May 22nd and June llth and the action taken by them at these meetings.
Mr: Charles �Denny, 'xr�ember of the Planriing C:ommission, appeared be-
� - - fore council.fo.r the �purpose`of ins-uring that the conside�rations that
influenced him in moving for the approval of the application of the use
' permit be represented to council. �
• He stated the issue was not whether -a gas station should be permitted
adjacent to R-1 zoning; it revolved around comrriitments made or implied.
That gas stations have been :canst:r'u��tl.'immediately adjacent to R-1
District zoning in several�locations in tlie Cit}r and if only the gas station
,
was involved, it could be resolved by the Planning Commission.
. � T�he Council and the Planning C,ommission had approved.a shopping center
in this area; because there w.as a resid,'ential area:imme.diately to the
north, Mr. Trisdale had entered into an agreement with the City which
' : contained specified conditions; these conditions had been.met.
- For these reasons,� Mr. Denny-stated, he was of the opinion the applicant
had every reason to:�believe he coul-d-secure a permit to coristruct a gas
station at this loc ation: � .
Mr. Wm. Engelbert, 455 South Street, stated he had appeared before council
. . in 1959 vvhen the,shoppirig center was pr�posed and they had a buffer zone
on paper. He was of the opinion the residents deserved more protection
having been given the promise that doctorst offic;es or a like type of con-
struction would be most likely.
Mrs'. Pat`G'lunt, 2298� Tham:es Drive, suggested the permit be granted
elsewhere`in the shopping center area as there was a great deal of un-
developed land.
Mr. Linn'Alexander , proponent fo�r the construction of the service station,
stated he was happy to contribut e to the development of the area; that

additional facilities were being planned for the not too distant future.

- Councilman Kriegsman advis�ed before 1959 Mr. Trisdale planned to
develop this area as residential and•these plans had been approved
by the Planning Commission; model homes had been built and sold by
Mr. Trisdale. �
However; this area was not developed as originally planned and the
Planning Commission had approved commercial, providing the residents
were protected. The "U" Unclassified District zoning had been estab-
lished for very definite reasons to keep-it for parking; any other use �
would not be keeping faith with these people. � '
Mr. John Spann, attorney, stated the commissions and the appointees
had spent a great deal of time on their recommendations; that commit�
ments could not be everlasting, as there were eve;r..chang.ing.facts and
situations. ° ` - - ' �

The City Clerk advised one protest had been received from Mr. and
Mrs. E. Bullert, 3081 Henderson.Road. Assessment on Lot 5, Block
4 Park.Subdivisiori._ (Protest .read by City Clerk). .
Director of Public Works Arness advised the dri�veway �of the Fried's
is adjacent to the property line and had been in the area for many
years, and the driveway as we _placed .it was in such a position to con-
tinue the�usability of the existing driveway; the top of the taper extended
in front of what would be Bullert property. � That the Engineering
Department had notified property owners along the construction route
that curb and gutter was_ to be installed and everyon.e else had notified
the City as to the locations of their driveway. This is a vacant lot.
_ Mayor Fulkerth a�scertained no further protes,ts had been�received
by the City Clerk and no one in the audience protested.
