The Redding;Jr. Chamber of Commerce requested permission to use Lake
Redding Park during their annual 4th of July celebration, Wednesday, 7uly
4th, the celebration to include the following events and, use of the park:

2. Beer, soft dr'inks and cotton candy sales ' '�� `�
3. Boat races
4. Fireworks
They further advised liability insurance is carried to protect the City and hold �
the City harmless; they also requested the bridge be closed no later than 5:00
� P.M. on this date. �

request of the Redding��rh�.mber of Commerce to hold their annual 4.th of
' July celebration at Lake Redding Park be approved iri accordance with their

Councilman Moty <}referred to the report from Lockheed-Quinton Engineers that �
City analyze all leases, including the Gun Club lease, before renewal. It�was

Mr. Braun itemized;the various ranges on the land, and ,asked if ten year

Request - Sale of Beer Lake Redding..Park
Mrs. Bernice Schumann, President of the Shasta Cascade Aid for�:tRe:tar�de�`d
Childre�n , Inc. , aclvised their organization had been asked by the R.edding
Outboard Motor Boat Association to sponsor the regional championship out-
board motor boat race to be. he�.d July 28th and 29th, Lake Redding Park: .
�� � Approval has been.granted .to hold this race, she advised, and other service
groups will be operating concessions with all the proceeds to go to the- "Aid
for Retarded Children". She asked that City Council grant permission`.to the
5hasta Cascade Aid for Retarcle,d Children to sell beer in Lake Redding,Park
on July 28th and 29.th.

Protest - Issuance of Use Permit Athens A.ve.
Mr. Wm. E. Engelbert, 455 South Street,. protested the action of the Redding

Planning Commission in granting a use permit for th,e ..c.onstruction of a service
station on Athens Avenue, 100 ft. south of the southeast .corner, and requested
,�C��S� that City Council hold a public hearing thereon at the earliest possible date.
MOTION: Made by Councilman�Martin, seconded by Councilman Moty that a
Public Hearing be held on Monday, July 2nd, at 7:30 P.M. on the appeal.;of.Wm.
Engelbert as outlined. The Vote: Unanimous Ayes.
Request - Renewal .of Permit Redding Wranglerettes
Miss Ernestine I..udwig;�, .Secretary of the Redding Wranglerettes, advised their
, %/�� permit to use City pr.operty expires June 14, 1962 and requested renewal of the
permit under the same terms and conditions.
MOTION: Made by Councilmari Martin, seconded by Councilman Moty that City
enter into a renewal permit with the Redding Wranglerettes for a use of certain
City owned property. The Vote: Unanimous Ayes.
Civic Arts C,ommission - Re- Carnegie i,i�brary�Bldg. " ' �
The Civic Arts Commission, in ac:ornm:uni�e:a,ti�ondated June 13th, submitted. �,
f��) j recommendation concerning the '�G:a�r-n�e;gi'� Library Building. Mr. Hullinger,
chairman of the Commission, outlined reasons why their preference was for
L``� j a rnuseum located in Caldwell Memor'ial Park, rather tlian'the Carnegie L;ibrary
site. . , .
The letter states: "The Civic Arts Commission recommends that if a use can

be suggested to the City Council for the Carnegie Library Building ot�her
than a museum (as we cannot recomme.nd,the City support two museums)
then the retention of the building� could be considered possible. "
The letter then suggests tliat if.a use can be found for the building, a
study should be made on the structural soundness of tlie buiIding by an
outside structural engineer; that if the building is found to be sound
and the cost to rehabilitate feasible in relationship to the proposed use,
that the building be retained as it is an excellent example of the architecture
of the time ir� whieh it was built.
The letter conc,ludes: "The building and`the park must ,be'considered a
unit. We feel that tlie�re is a definite and positive need fbr a park in the
core area of Redding. We recognize the problems and defect�s of �the.
existing park, but we. cannot justify.its removal until an alterriativ'e park
is established in, or adjacent to, the downtown area: "
Councilman Moty referred to Clair Hi111s letter and a report from the
former City Engineer, Dick Ward, . on the construction "deficiencies of
this era". �
Mrs. Rice, speaking as an individual; emphasized the.historic value of
�ol.der buildings and the part they serve _in preserving our heritage._ She
stated she was satisfiec� with the major portiori of the Civic Arts Commission
recommendation. .
MOTION:, Made by Councilman Kriegsman, seconded by Dr. Martin that for
sixty days City will entertain ideas of civic groups or private investors for
the utilization of the Carnegie. Library building. The Vote: Unanimous Ayes .
Civic Arts Commissio.n - Calif. 5t. .Parking Lot
The Civic A.rts Commission recommended the plan for the beautifi-cation of the
California Street Parking Lot include the planting of trees on the east side of
the lot.

Councilman Moty stated the planting of trees on the east side of the lot did
no.t appear feasible due to the high power line; that trees that attained height
would interfere with the power line,. that shorter trees would not screen and
would cause a traffic problem.

City Council thank the Civic Arts Commission for their recommendation but �'S /
they be notified that because of the high power line it would be impossible to

Request - Use of Lake Redding Park
'Tlie Redding Chamber of Commerce advised the Fireball Trailer Group, con-
sisting of approximately 100 trailers and 350 people,� would be parked overnight
in Redding City Park on June 26th; Mr.; C. M. Laird was to.cater,a dinner for �S�
them, and permission was re.quested from the City Council that beer be
served,
MOTION: Made by Councilman Kriegsman, seconded by Councilman Moty the
request of the Redding. Chamber of Commerc.e'be.�granted, and permiss.ion
given for the serving of beer to ,the Fireball Trailer Group in Lake Redding

Traffic and Parkin�: Commission Recommendation
Mr. Robert L. Miller, Chairman of the Traffic and Parking Commission,
submitted a report on their meeting of June 13th.
The following recommendations were adopted for council consideration:
. 1 . That "Warrants for Traffic Control ,Signals" be adopted
_ .by Council as the standard criteria for the Redding Traffic,
, , and Parking;Commission to recommend .to the City Council

Dr. Martin advised he abstained from voting as he had a special interest in

Re Grant Program - Boat Launching Facilities
Mr. John Reginato briefed council on the grant program being initiated by
the Division of Small Craft Harbors for the development. of boat 'launching
facilities i�n areas..that do not have fisheries involved.

A communication dated June 12th from Mr. Reginato states: "It would appear /.�� .
� to us the City_of R.edding should giye consideration'to applying fo.r a grant for
the development of a launching facility at Lake Re_dding park. In my opinion,
the city should write to Mr. Lachlan Richards, Chief, Division of Small Craft
Harbors, State Building No. 1, Sacramento,. 14., Calif..,: requestin-g that a grant
. be• made for deve,loprnent of s_uch a facility. In turn,..the..Division would pro-
-vide_ the City of Redding.with the necessary information -as to the application
for this particular project, and the procedures to follow in ma.king a request
for a grant. "

to investigate and petition for the acquisition of a boat launching facility. The

Mr. T. R. Woods submitted preliminary map of the first unit of the T. R. Woods
parcel of land to be annexed to the City: of Redding; he advised that tentative map will
-be submitted to the Planning.Commiss.ion on June 26th, however he would appreciate
it if Council would direct the Department of Public Works to proceed wi�th`§tudies
�/L�� regarding the utilities and general conformity of the subdivis�iori with tlie ordinance
�p t�iat he could proceed with the construction subject to�the-approval' of tlie'C'ity

He concluded with the comment he was desirous of installing all of the underground
work before the rainy season. � - - �� � •
Mayor Fulkerth appointed Councilman Chatfield to work with .the City Manager and
the Director of Public Works to submit a definite recommendation to Council on
Capital Improvements and other public facilities pertaining to the proper develop-
ment of Mr. Wo'odis subdivision and to determine a �policy for subdivisions within
the City and areas proposed to be annexed to the City. '

Mr. Woods advised councilmen he proposed to develop 93 acres as a residential
subdivision.
PUBLIC HEARING
Kutras Tract Assessment District 1962-1
Mr. Edwin Ness, Counsel for the Kutras Tract Assessment District 1962-1
having arrived, Mayor Fulkerth op�ned the public hearing.
Under date of June 18th, the Director of Public Works submitted analysis and
recommendation on award of bids - Bid Schedule No. 229, Kutras Tract
Assessment District.
There was considerable discussion of the merits of vitrified clay pipe and
asbestos cement pipe. ,���
Councilmen were advised because it was necessary to obtain an easement,
it was Bond Counsel's recommendation that bid not be awarded this meeting.

Mayor Fulkerth ascertained no written protests had been received, and no

Mr. Sim Nathan Jr. and Wm. Engelbert, Jr. asked regarding the methods
used to determine the assessment costs, and were advised by the Director of
Public Works it would be based on the square footage.
Mr. Ness submitted a tentative schedule of this project: Award of Contract
July 2nd; 15 days for contractor to sign contract and start work; 90 working
days to complete project; assessment spread; public hearing; 30 days for
cash payments; then project goes to bond. - '
MOTION: Made by Councilman Chatfield, seconded by Councilman Martin

MOT-ION: Made by Councilman Kriegsman, seconded by Councilman Chatfield
that Resolution No. 2973 be adopted, a resolution ordering the work, Assess-
ment District No. 1962-1, City of Redding, Shasta County, California

REDDING REDEVELOPMENT AGENCY -
Planning Director Evans advised that at a regular meeting of the Redevelopment
Agency held on May 28, 1962, the Agency unanimously recommended that the City
Council approve the submission of the Workable Program for Community Improve-
ments with the following prov'rsions: ' ��S
a. That the City Manager be authorized to sign the Workable Program
(review) that is to be submitted to the Housing and Home Finance Agency for
recertification; � -� ' -
b. That the Mayor, with approval of the �Gity Council, appoint a sub-committee
-on minority group housing by the next regular Council meeting of July 2,
1962, the number of which will be identified in a supplement submission to
t his report.
c. That certain local committees such as the annexation, committee, Capital

Improvement Committee and the Civic Affairs Committee, be incorporated
with the Citizens Advisory Committee as appointed by the City Council on
October 17, 1960.
MOTION: Made by Councilman Martin, seconded by Councilman Moty to approve
of the submission of the Workable' Program for Community Improvement as
outlined.
Planning Director Evans stated this workable program does not specify any
particular area, but. is just an updating of the program which would include:
1. Reactivating the Citizens Advisory Committee
2. Systematic code enforcement program
3. Adopting by City Council of a long range. capital improvement
program
That tla�e $50, 000 planning advance was only a feasibility study and was not
repayable to the federal government in the event the project area as desig-
nated did not prove feasible. He further stated the Redding Redevelopment
Agency must have active citizen support_- the support of local agencies.
Mr. David Beauchamp, 830 Overhill Drive, stated he was of the opinion the
plight of blighted areas should be resolved by the City, that the "glittering
practices of redevelopment was often fool's gold. "
Councilman Kriegsman reaffirmed that certain conditions of blight must exist
in 60°�0 of the area; that substandard housing, street pattern, sewers, drainage,
etc. , were such that it could not be developed logically or financially without
some help from some place, and urged that citizens check some of the areas in
Redding that might be considered "blight". " It will take a lot of work - a lot
of money" he concluded.
Dr. Martin stressed that no local group could possibly handle the problem of
urban renewal as it entailed much planning, however it would be a real advance
in peoples housing. "Crimes and illness come from this type of living" he
stated.
Mr. John Roach, 1422 Willis Street, s.tated this is one more encroachment
by the Federal Government on cities - one more encroachment on our own
free will, on our way of living.
Mr. Frank Wilson, 1770 Barbara Road, advised he had taken considerable
time to look into this; that federal aid will pay 3/4 of the costs, and property
values would be raised 100°fo. . That it was more than just housing, but.n�arrow
streets, e.tc. , and twenty years from now there would still be the .same pro-
blems .
Mr. B. C . Foster, 1100 Trinity Street, stated improvements of the area
needed group planning and most needed was the realignment of streets and
improvements in drainage.
Mrs. Elea;nor Parker, 2220 Vista Drive, stated this would be Federal Housing
to clean up the slum areas, however a change in living eonditions did not
change people. "This is jus.t socialized hosing" she concluded.
Councilman Moty stressed this was not socialized housing, as the develop-
ment of the area will be by private developers.
Mrs. Robert Stanley, 1067 Pine Street, requested that a portion of an article
published by Prentice-Hall, Inc. , Englewood Cliffs, N. J. be read.

Councilman Kriegsman spoke of the need for an education program
to acquaint people w.ith the program as planned.

MOTION: Made by Councilman Martin, seconded by Councilman Moty that the
Redevelopment,Agency proceed with the survey and planning of the project area
as designated by Resolution No. 2862 of the City Council.

WATER SUPPLY - 5hasta Terrace
The Director of Public Works read a copy of a letter sent to all persons receiving
water from the temporary line installed in 1960,,:to the Riviera Drive area.
The letter states that fouxt sections of the pipe had burst during a pressure .test `� 1 Z
and it was found the pipe was badly corroded; that the pipe had provided good
service, however it had never been intended as a permanent installation. "We �5 t[
do not believe that you will be able to continue irrigation and all other water use �
functions as you have in the past. The use of irrigation water will probably
have to be curtailed; at least to the extent that some procedure is adopted assuring
everyone his fair share". the letter states.
Mr. George Van Eaton, 1426 Riviera Drive, stated he would contact the Director
of Public Works re this subject.
AIRPORTS COMMISSION RECOMMENDATIONS
Airports Manager Owens submitted "Recommendations of the Airports Commission"
dated 7une 15th to all councilmen.

No. 1 Request of H & H Air Service to operate temporarily at Benton Airport
� MOTION: Made by Councilman Moty, seconded by Councilman Martin
that all requests for temporary permits be tabled and all operators
submit their applications for permanent permits. The Vote: Unarrimous
Ayes.
No. 2 That Chas. Bull be given a ten year ground lease of an area 100' x 200'
at a rate of 3/8�` per square foot per month ($75) and 2� per gallon
flowage fee on fuel sold. Mr. Bull t� install tanks, pumps, air and
water facilities and surface a parking area. Rate of ground rental to
�� �� be renegotiated three times during the agreement (3rd, 6th and 9th
year. ) Mr. Bull would not be r•equired to rent additional parking
spaces as provided in Rates and Charges: The facility would cost
�`f� $6, 000 and would revert to the Gity at the end of the ten year agree-
ment.
MOTION: Made by Councilman Moty, seconded by Councilman Martin
that Charles Bull be given� a ten year ground lease as itemized. The
Vote: Unanimous Ayes.
Councilmen noted there should be architectural conformity of the
building, subject to the approval of the Airports Commission, Planning
Commission and the Director of Public Works.
Nq�, . 3 That services of a consulting engineer from Quinton Engineers, Ltd. be
engaged to assist in the master planning, and that the maximum amount
spent be $720.
MOTION: Made by Councilman Moty, seconded by Councilman Chatfield
to approve the recommendation of the Airports Commission to budget
$720 for the services of a consulting engineer to assist with the master
pianning of�Benton Airport. The Vote: Unanimous Ayes .
No. 4 That Radio Electronics Corp. be allowed to begin operations at Benton
Field on a temporary basis.

this item be tabled, pending application for a permanent permit.

No. 5 Aero Union's request to be allowed to maintain a fueling facility for their
own us e. It- was recommended that Aero Union be allowed to have its
own fueling facility to fuel their own aircraft and not for resale, be
allowed to negotiate with a major supplier of aviation fuel, paying the
City a Flowage Fee of 4� per gallon and.pest a sui.table liquid security
bond to guarantee the payment to the City of the 4� per gallon Flowage
Fee. �
It was stated Redding Air 5ervice had no objection to this arrangement
and Aero Union stated they would rather deal through Redding Air
Service than set up their own storage, if Redding Air Service were
able to give them a discount on bulk purchases of fuel for their. own
aircraft. Redding Air Service advised under the terms of the present
agreement with Standard Oil Company this was not possible.
Dick Foy, Dale Newton and Ken Otten all spoke on the urgency of this
matter and the need for settlement before the fire season was over.

It was stated two problems were involved, one, the monetary
consideration, 'and two, the high peak period fueling problem. That
during the time of fires, they monopolized tlie equipment.
MOTION: Made by Councilman Moty, seconded by Councilman Martin
to approve temporarily the request of .Aero ,.Union-�..to maintain a
' fueling facility� for their own use, paying a Flowage Fee of 4�` per
' gallon to the City, and posting a suitable liquid 'security bond until
contract with Standard Oil Company expires. The Vote: Unanimous

No. 1 That Redding Air Service build a shop building adjoining the north 50 ft.

They in turn would receive 8 1/2 years use of this addition without
charge. If at the end of five years tFie City did not wish to renew the
agreement, the City would reimburse Redding_Air Service in the amount
equal to the amortization of the building at $1, 000 per year for the
remainder of Redding Air Servicets building lease.
