Mayor Fulkerth announced the resignation of M. F. Park'er, Jr. as c_ouncilman,
advising he had accepted a positiori in San Francisco and would rio longer be a
resident of Redding. . � :
�Mayor Fulkerth announced the appointmen.t of Robert R. Chatfield as City Council-
man and the Oath of Office was administered to Mr. Chatfield to fill the unexpired
term of M. F. Parker, Jr.
The meeting was called to order by`Mayor Fulkerth with the following councilmen »�

minutes of the adjourned meeting of May 22nd be app.roved as mailed to each of

Shasta Roadsters, Inc. Lease Extension ,
The Shasta Roadsters, Inc. requested renewal of their lease with the City
for us.e of a section of the Municipal Airport as a dragstrip, asking this
be a three yea•r lease and that rent paid be a flat 5% of the paid admissions. '���

Mr. John Fitzpatrick, Jr. , 401 Wilshire Drive, spokesman for the group,out=
lined reasons for their request; that this was a non-profit organization serving
a recreational function in the community's interest and with lower rates a
better job could be done. . �
He advised the City Manager had reques,ted a 90-day release clause whichwas
satisfactory with them.
MOTION: Made by Councilman Kriegsman,. seconded by Councilman Moty
, to approval the renewal of the lease with Shasta Roadsters, Inc. for a period
of:,,three years under terms of a flat 5% and with a 90 day release clause,
lease .to be prepared to the satisfaction of the City Attorney and City Manager.

� Street Tree Planter Square Design . '
Mr. Ovid L. Holmes, Chairman of the Recreation and Parks Commission,
recommended the approval�of the �Street Tree Planter D:esign as prepared . .
by Richard Wood.
- Mr. Wood outlined the design for the street tree.planters, stating it was �to pre-
vent the hazards of people walking without looking; that rocks of the planter .
would be on the level of the curb and sidewalk.
Merritt Nelson stated�there were now between three and four hundred planters
;�., _ in the Gity and it was anticipated 'about a thousand more�wou].d be built; �this de-

�� sign was so prominent with such unusual beauty, it was the Departrr�ent!s desire
to have CouncilTs official approval. �� � .

Re Landscape Design S'ervices - Richard Wood � •
Mr. Ovid L. Holmes, Chairman of the Recreation and -Parks Commission;
requested the landscape des,i.gn. services of Richard Wood be .react'ivated to
the extent of $100 for the purposes of selecting an alternate site for the
Soroptimist Fairyland facility, as the site tentatively set for the S:oroptimist
Fairyland had been challenged by several members of the Recreation and
Parks Commission. . � �

The letter states:; ''The commission feels that occasional consultant services
from Richard Wood is essential for the ultirriate and� complete adoption of the
master plan for Lake Redding Park and Claude H. Caldwell Memorial Park. "

Merritt Nelson, speaking from the floor, advised that City:Council-had r.eferred
the Soroptirniet Fairyland Project to the Recreation and Parks Commission, and
this decision was to be made before the master planning for the park. That the
third phase of the Master Plan for the Park was the "facility" phase, which had
,,Z�f J not been completed, and for tliis. reason the recomxnendation of the landscape
de,'signer was requested.
The railroad company was not willing to accept any encroachment of the area
which had been the first choice for the project; the second area p•roposed� had been
that land west of the swimming pool, west of the Carter and Dimmick property
and some members of the commission felt this area had so many natural oak
trees with the undulating topography the natural beauty might be destroyed.

Request for Space - Fire Cache Bldg. ,
Mr.- Ray E. Hullinger, Chairman of the Civic Arts Commission, submitted
. their r•e,commendation on the request of the Sliasta Community I'layers for '
space in the Fire Cache Building.

of stage sets, wardrobe, tools and so forth.

the use of electricity for lighting or any tools which require the use

subject to the drawing up of a reasonable lease stipulating liability, notice of
evacuation,. etc. in,accordance with the ideas of the City A.ttorney and the Civic .

Gasoline Price Si�ns
; Mr. Wm: J,. Braun, attorney, submitted petition signed .by, seven members of
the Shasta County Gasoline Retailers Association favoring the adoptiori of an .
ordinance. relating to gasoline price signs. He further distributed to councilmen
an article entitled "Statement of California. Federation of Service Stations in
Suppo'rt of Gasoline�Price-Sign B'ill". - � - - � �j�!
Mr. Braun stated it was.the intention of the group this.request be presented to
the Board of Supervisors of Shasta County and the City of Anderson in order the
entire county be covered by the same rules and regulations.
In expla"ria�ion of .the request Mr.. Braun stated the regulation of gasolirie price
signs would greatly reduce the number of advertising signs in any. area; that

it .would tend to.deter price wars, would create.a more 'healthy situation and
greatly improve the aesthetic appearance of any city. �

Mr. Arnold S. Rummelsburg, Chief Engineer Shasta County Water Agency, advised that

of the City's repreaentatives. "
The City Clerk was directed to write the County Clerk of the City's appointments

Mayor Fulkerth recommended that Wilber D. Simons be`reappointed to serve as City's

MESSAGE TO THE YOUTH - Mayor Fulkerth
Mayor Fulkerth requested the following message be incorporated in the minutes as it
was a subject that,had�been`i:n'lzis heart for rriany years: '
"Traditionally and historic'ally the high school graduates of Shasta County will be
celebrating an event that has been'fo'`r many years an�occasion which everyorie' has
looked forward to with much anticipation and pleasure.
Certainly it i.s no one�s intent_to des�troy the purpos'e of this e'vent, a„s it serves as
.� �� a mil�stone in 'the liyes of the graduates. This event is comrrionly known as Senior
Skip Day. We.have all par_tici�ated;:'.in this event in years gone by. A carefree day
when everyone participating acts according to his or her own ood judgmentt It has
been in the past tho that some have exercised this freedom wi�out too much regard
for the rights of others. Young A.mericans live in an age that.is far from simple:
Young.Ameri�cans are writing the record's. of what�they:are and what' they will. be::
Never in the course of history has the word '`tomorrow'' lield such exciting poss-
ibilities - o:r such.,dangerS - and I am certain that never before have the.youthful
citizens. of a single countr.y had such a burden of�resporisibility for the worlcl's future
placed.on their shoulders. Wliat they make of themselves is vitally important to the
future. The overwhelming ma,jority of our young,people are developing into splendid
young citizens. But it is a fact of history�that those who prove" themselves sound �. . �

and responsible must bear the added burdens which the immature refuse to accept.
When one man,e�vades his taxes., his responsible neighbor pays a larger share.
Unfair though.it is, you who are.mature in the acceptance of your responsibility
also carry more than your share of the load. You are, in a sense, on trial, and
you are placed there: by the.irresponsible members of your group. You have to
work harder to "prove'•' yourselves in the eyes of.adults and gain their confidence.
It is beeause I am sure you young people. are responsible that I can speak freely
with you and to you for Amer,ican Fr.eedom is to be preserved. It is �you - the
individual - who fixes the pattern of what is or is not acceptable in your age gro.up.
Your personal standards from which yo.ur conduct springs, are therefore vital to
setting.;group standards. �
It seems, to be that the world in which we live,puts too much emphasis on what we
liave: and� no,t-;en,o,u.gh on what we are. Certainly., it is. .a human�thing, to strive to

better ourselves materially, but is it not more important to strive for,spiritual .
growth? We need only set standards a little higher and make real efforts to meet
these .s�tandards- to,-br-ing:about�a definite. change in the moral,climate of today..

or.vulgar language helps liftr' one�s sights. Isn�t it well to remember that every
day, in everything you do, you are developing the sense of values by which you will
be guided throughout adulthood? It is never easy to go against, the .crowd even when
the .crowd �i.s wrong.. It is.,not. easy...to stand up..to �the taunt of "chickeri'': ' But each
time.it is done, it becomes easier - and the doing of it while one is young s.pells
the difference betwee.n a strong man and a weakling when.one. becomes an adult.
We live today on the surface, � We have s�hort cuts to everything. Indeed, we are j
in.danger of losing many of the satisfactions which are to be found in knowing how, 1
- to do things thoroughly. But we must not let ho�nemaking become one of the lost ,
arts . Think about this, young.people, plan, and think beyond youthful desires of the day.

Mr. Arness briefed council,on>.the .s-treet repair program, and commented_on the
list of streets� submitted July of 1961 which the Public Works Depa_rtment proposed
for,reconstruction. -He s,tates that �$30, 875, remains .in .GA 5.15=48, Rock and Mineral
Products, 1961-62 budget and at the beginning of the fiscal year about $55;, 000 will ��
have �accrued iri Gas Tax Funds. � . , . , . . . „ �

1. Resurface, with City forces, the residential streets Angelo; State,
, Butte and Tehama ,(in the vicinity of parking lot� Oakridge, Lanning and

The City Manage'r advised there was no concr'ete program� or policy to encourage the
formation of assessment districts and explained the City's financing of sxnall assess-
ment districts - that City had established a $50, 000 revolving fund, the interest
rate, the�maximum time for repayment and that the expendifure of' any single dis-
�trict.could not exceed.$5; 000.' � ' � ' �
- The Director of Public Works detailed the policies regardirig pavirig of"streets; that
property owners involved install ed the curbs and gutters, the City completing the
short 20 ft. alley segments. In recommending approval of Item 1, he stated it was
now possible to obtain plant mix and due to the�strike, certairi equipment was avail-

recommendations on the proposal of Shasta Union High School District and College
to use a portion of the former United S�ates Foresb 'Servic`e Fire Cache building for
school purposes. (North side of Fire Cache buildirig):
Mr. Binns, `Superintendent Elect of the Shasta Union High School District and '
Junior College `mad'e the following proposal in a commun.ication dated May 25th,

"--�that the school district be permitted to use the approximately 5, 000
square feet described by Mr. Cowden and that the district be_.permitt;ed
to rewire this, specific area (according to the' specifications of the Gity
electrical inspector) to install lights where necessary, to install air eooling
devices where appropriate, and otherwise paint and clean up the facilities
sufficiently to meet the housing' needs of the approximatel.y ten employees
who would l�e officed there. We would further agree to provide some gardener
services t'o tHe lawn areas immediate�y adjacent to the suggested offices. "
This agreement wou°ld be of a temporary nature until such time as the �
��� dis"trict is in a financial pos`ition which would make it possible to more

adequately house its district services or other arrangements can be made.
. At the time the district vacated the facilities, it would be expected that the
appliances and other installations made by the district would be moved or,

REQUEST - A.rea for Storage of Explosives
City Manager Cowden submitted a memo dated May 28th entitled "Proposal� of the
County, of Shasta to Lease, from the City of :Redding:an�A'rea A.pproximately 200 ft.
Square at the Blue Gravel Mine Site for Storage of EXplosives 'used iri'Construction
Work. " � �
He outlined,the,,r.e.quest..of �J. �W.. Huston, Assistant Director Department of Public
Works,� Shasta County, on behalf of the Board.`of�Super'viso'rs; to 1'ease from the City
an area approximately 200 ft. square at the Blue Gravel 1Vline site for tlie storage
of dynamite and other explosives used far construction work, and would be usecl
by both the ,County's Department of Public Works and the Pacific Gas and Electric

The City�s Fire Marshal and Fire Chief had both approved the site requested, which
would be sufficiently removed from.any City owned utilities that if an explosion �/��
occizrred; no property damage�would result. THe storage area would -be `constructed
in the hillside, adequately protected with a locked steel door; the storage construction
would be concr.ete.steel reinforced box in accordance_with State specifications�. . 7��

There was discussion on the amount of explosives that� could be`st'ored; and it was
sizggested the� Fire Marshal set the�maximum quantity that would be al'lowed to be
stored. � �

standard as well as the dollar standard to maintain. "
