The meeting was called to order by Mayor Fulkerth_with the following councilmen present: Kriegsman, Moty and Fulkerth. Traffic and Parking Commission Recommendations ' Robert L. Miller, Chairman of the T.raffic and Parking Commission, sub- mitted recommendations of the-'Commission dated May 10; 1962. 1 . A. one tw�el�v�e: minute parking meter zone be established on the west side of Pine 5treet in the 1300 block; irrimediately adjacent to the north side i of the entrance to the Thunderbird Motel. 2. That the first two intersections to be signalized should be Court and South Streets, and Tehama and California Streets. 3. A "Stop" sign be erected at the northwest corner of West and Sonoma Streets and the appropriate white painted lines be installed. � � - . . There was considerable discussion on Item 2 of the rec'omxnef�dation, with � councilmen expressing their opinion of which street intersections had the heaviest traffic and the advantages and disadvantages of traffic signals. Councilman Moty stated in concurred in Items 1 and 3. MOTION: Made by Councilman Moty, seconded by Councilman Kriegsman that Items 1 and 3 of the Traffic ancl Parking Comrriission recommendation be approved. Re Bid Schedule #227 - Calif. 5t. Parking Lot � � Mr. M. W. Brown, Redding Sand and Gravel, Inc. , advised upon reviewing their bid on the California Str�eet Parking Lot, they had made an error in the measuring factor on Item #4, and instead of $2. 55, had bid 55�, a difference of $1, 188. 00 on this item. This would change the total bid to $15, 370. 00. _ He advises it was not a request to withdraw their bid, but any consideration would be appreciated on.a possible adjustment. � - � � - �: City Attorney Redmon advised it was his opinion that Council did not have any legal basis for an adjustment of the bid, even if they desired to do so; that had the company requested to withdraw their bid prior to�the awarding, due to an honest error or mistake in the bid, c.ouncil could have permitted withdrawal of the bid. Protest - Road Condition Benton Drive and Barbara Road Mr. Lionel R. Leonard, 1495 Nancy Street, requested that City Council '�. consider the improvement of the road from the intersection of Benton Drive � and Barbara Road to the top of the hill; that on three occasions he had asked ; ,' the engineering staff for some measure of reli�,f, even to the extent of having a grader remove some of the worse bumps . � � Director of Public Works Arness advised_ it-had not been poss'ible;.to. star.t this project until the weather continued to be clear; they were aware this road was a hazar.d, however due to the high water table the work must be done` right to have any permanency. Wbrk on the project had been s�tarted tfiis week, was approximately 50% done and would cost approximately $'500: 00.' City Manager Cowden briefed council on previous action: That .r.esidents of this area had been advised some years ago th`at if�th�ey accepted the package deal for the forrriation of an assessment district this would provide eurbs, gutters, drainage, streets and sewers, however�the district had failed by a very small margin, and the area had voted for sewers exclusively:.. That Barbara Road was the only access road to the area and was used �by fire trucks, load packers, etc. That it was City's plan to -inake the`rbad reasonably ' . passable and safe and take care of the subdrainage conditions. � Councilmen Moty, Kriegsman and Parker spoke on the necessity of an area aiding their owri problems' by tfi'e 'formatiori of an assessment district as other areas have done iri the past. ' ` � MOTIQN: Made by Dr. Martin, seconded by Councilman Kriegsman to author- ize this road improvement and that City send a letter'to every property owner in Reclding Heights that we` feel in the future their access to Redding �Teights is dependent upon the formation of an assessment district for the improvement of their roads. PUBLIC HE.ARING -`Annexation Trinity-Lutheran Church ' The hour of 8:00 P.M. having arrived, Mayor Fulkerth opened the public hearing on the annexation.of the Trinity-Lutheran Church a'rea.' Request for Abandonment I'ortion of Yuba St. - A Petition signed by six property owners, with the seventh and eighth to sign on Saturday, for the abandonment of that portion of Yuba Street between Mesa and Pleasant Streets, was submitted for council consideration. Dr. Martin spoke of the letter. received some months ago� from Siebert Stephens pro- testing the fallout dust from the gravel companies in the nearby areas . The suggested proposal would offer the Centerville Community Services District some 36 million gallons of water per year served from an 8 inch main, at one and one-half times the usual water rate, delivered to them through a meter. This expen- diture would be amortized in 3. 2 �y,ear:s.. � � � Dr. Martin stated this was a logical method by which the Centerville Community Services District could obtain water either from the Sacramento or Trinity Rivers. Hill and A.ssociates. That the City was being forced by the Water Pollution Control Board to upgrade the effluent of the sewage plant,.�and this would,be an:ever,changing upgrading. '- ' � Airports Manager Owens ad'vis�ed the� 10,�000 gallon'storage Atarik would be located ! �' along side of the present tank and should a �ueling' area be planiied on the other side of the field, it would be an additional facility. Based :on discussions of the Airports Comrni'ssion:plan has `been drawn up for the developmerit of the riortlieast �ortion of the field� but for tlie last week the Airports Manage-r has been expanding the plan to show other feasible �ocations�for the aircraft facilities i`n the other flat areas. City- Mariager Cowderi outliried t�ie proposed improvements to the airport:as indicated in "Propositiori"A:" and stated there was divided opinion amongst.the Commission, with some inexnbers feeling� that improveinents shoizld� l�e inade with s'peed and dis- patch, others feeling there should be a development of a plan before City did too much in the way of expenditures. City Attorney Redmon stated he had given his opinion to the A.irports Commission, the Airports Manager and the City Manager to the effect that a sum not to exceed $84, 700 was to be spent for certain'�iternized'and specified improvements; any other improvements, not listed on-arid voted on by the electorate-that eounc'il might authorize must have an additional appropriation.
