Northern California Supervisors Association
The Shasta �County Board of Supervisors invite the City Council to attend the
no-host banquet of the Northern California Supervisors Association on Friday,
December l lth, at 7;30 P. M.' in the Ox Room at the Rite Spot Cafe. The
social hour will commence at 6:30 P. M. � - -
" Regiorial Water Polltit�ion Control Board � - - � - �
The Regional Water Pollution Control Board advise tlaat the conti�nued viola-
tion of the requirements to cover the discharge of sewage effluent from the
City of Redding waste treatinent works to tlie Sacramento River will be
presented to the Regional Board at its next regular meeting�on January 22,
1965. The City is invited to-have a repre-sentative appear- before the Board
at that time to show cause why a Cease and -Desist Order should not be
- issued a�s requirecl under the provisioris of-Sec�tion 13060 of the Water Code.
City Manager Cowden was authorized to attend the meeting.

Redding amending;the Redding City Code, 1959, as amended, by the repeal of
Section 32-6 and the substitution of a new Section 32-6, pertaining to the` erection
of buildings within plan lines and the issuance of building permits for the con-
struction of buildings or other improvements within an area under plan line
consideration. • - � .

Councilman Denny r.ead the report and recommendation of Council Committee
appointed to study proposal by Recreation and Parks Commis`sion that the City
of Redding provide a Site for a;Youth. Center.

I. That inasmuch as any youth center serving the Redding area would necessarily
have to serve areas outside as well as inside the City of Redding, this and
other propo�sals involving such=-extended service areas �should be directed to
, the County of Shasta or to other. agencies, political �or otherwise,� that might

2. That the City of Redding indicate�its willingne s s and de sire�to�participate
in the organization and support of responsible youth agencies or.ganized
under the authority of the County of Shasta to serve youth both outside and

and Shasta Streets to be used by the City in realigning Shasta Street at its

In any event, Council should make a decision in this matter at this time in.
order that the Church's Board of Trustees may decide what course of action
to take regarding their`owri buiTding �plans sliould Couneil elect to acquire this
property at this time. It would be my recommendation that.any realignment
of the street be deferred until a later date when more funds are available for
��� • this'purpose. I would also recommend "that a fee appraiser be emplo}�ed to
� �appraise the property 'ori"behalf of tlie �City prior to acquiring� this property."

employ a fee appraiser to appraise the property before final negotiations are made
for the procurement of the property and the purchase �agreement executed. Since

ELECTRICAL FA�ILITIES - Sharon Annexation
City Attorney Murphy submitted Opinion and Order of the Public Utilities
Commission approving sale of Pacific Gas and Electric Co. facilities in the
Sharon Annexation to the City of Redding for a consideration of $2, 339. 00 plus
sales tax of $93. 56, for a total of $2, 432. 56 and the total cost of any additions
to and betterments of facilities made by Pacific subsequent to February 11, 1964,
and prior to the conveyance of said facilities to City plus sales tax applicable
thereto.
SHASTA TERRACE WATER SYSTEM
City Attorney Murphy reported the application to the Public Utilities Commission
for order approving the purchase by the City of the Shasta Terrace Water System
is being processed and a decision should be made within three weeks.
QUIET TITLE - Benton Tract
City Attorney Murphy requested that urgency be declared and that he''be authorized
to execute and file a Disclaimer in Quiet Title Action to certaim portions of property
in Benton Tract.
