The meeting was called to order by Mayor�Moty with the following councilmen
present: Chatfield, Denny, Fulton, Hummel and Moty. �
Also present were City Manager Cowden, City Attorney Murphy, Assistant City
Manager and Director of Finance Courtney, Director of PubYic Works Arness,
Purchasing Director Stewart, Recreation Director Nelson, Parks Director Smith
Traffic Engineer Freeman, Airports Manager McCall and Fire Marshall Wade.

CQMMUNICA TIONS -
Request for Water Line
Six property owners indicated their desire to have city water piped to
their property, located on Placer Street in the 3300 block through the
4000 block. .

Director of Public Works Arness advised.the proposed:extension would ���
require installation of 2600 feet of line at an.approximate gross cost.of
$23, 000. City would contribute $5, 000. for oversizing. He said two
segments of the water system would be brought together if the request

Councilman Chatfield expressed concern that development in the area
is stifled by lack of sewers and water: He asked for a rsview of City
policy re extension of sewer and water lines.

formal petition for the property owners for the fo.rmation of an assessment

Mayor Moty appointed City Manager Cowden, City Attorney 1Vlurphy, Director

to �explore the fields of� sewe� and water line extensions and to� present a
� policy for council consideration. � �
Local Agency Formation Commissions
The League of California Cities advise hearings will b.e held by the Assembly
Interim Cominitte on Municipal< and County Government re evaluation of the
performance� of the Local Agency F�ormation Commissions and suggestions �5;.�
for legislative' c'hanges in 1965. The Northern California Hearing will be
in San Rafael, November 13th, 1964. .

� Councilman Denny, City of Redding representative on the Shasta County
. Local Agenc}r Formation Comrriission, stated that the broad wording of
the .original legislation creatirig the Commissions, makes it difficult to
ap.ply.the guide lines set forth in the legislation to specific situations. He
said there are problems of interpretation compounded by problems of the '
varied interests of Commission members. He reported that Governor �
• Brown at the League of California Cities meeting in Los Angeles, .indicated
the legislature is now of a mind to make some changes in legislation. Mr.
Denny said, riow .is the time to eXercise influe.nce�: to make.helpful .changes
r- and that he would work with City Attorney Mu,rphy in the preparation.of a
presentation for the Assembly Interim Committee Hearing. He requested
that the Local Agency Formatiori Commission be advised that if he attends
the meeting, he will.be acting as a representative of the� City of Redding.

of paving with asphalt an area around the open "T" Hangar at Benton Airport in

Mayor Moty advised the funds requested by the Greater Redding Chamber of
Commerce is for services rendered on behalf of the City in connection with

the establishmen't 'of a brarich of the Uriiversity-af California in this area. He_
said financial support had been requested from ot�er agenci:es representing
an area larger than the City of Reddir�g but that each agency had budgetary
problems. It was felt that this should be handled without problems in the interest
of good public relations.

AUDIT REPORT
Councilman Hizrnmel �presented the Audi�t Report-for the fiscal year eriding June 30,
1964, submitted by Villars; McDaniel and Anderson, C. P. A.
He commented that he is pleased with the statemerits made re control of cash and �9�
expenditures and revenues. He suggested that values of City owned equipment
be established.

of County 5anitation Districts be reactivated. He asked that City�of Redding.be
represented ori any cbmmittee designated to accomplish.such purpose.

Purchasing Direc.tor Stewart reported� that invitations to bid were.sent to .twenty
tractor dealers in California, C�regon and Washington; that two bids were re-
�' � � ceived on Schedule No:. 31 1, one from Moore Equipment G,o. for a new unit
and one from Peterson Tractor Co. for a used unit. He advised the bid of

Peterson Tractor Co. exceeds the specifications.
Staff was authorized to accept .the invitation of Peterson-Tractor Co. to be
`� flown.to. San Leandro for an on-site inspection of the unit offered and to report
to Couneil on November 16th. .
LIABILITY INSU,RANCE - � �
Director of Finance Courtney advised that arrangements have been:made with our
local insurance agent to extend both our General Bodily Injury and Property
Damage coverage and our Airports Liablility and Hangarkeepers Liability
„ZS� coverage to December 10, 1964. Our, present General Hodily Injury and Property
Damage policy is scheduled to expire November 10, 196_4; and our Airpo•rts policy
has been handled on an extension basis for almost one year. He reported,that
Bids for insurance coverage will be opened December 2nd and awarded December
7th.

The Planning Department submitted Planning Commission recommendations
dated October .30th for urgency measure lirniting building along portions of
/ Athens Avenue between Cypress Avenue and South Street until Plan Lines
/�[� are adopted and to amend Official Plan Line Regulations so as to: limit
� building construction during time of consideration of P1an.Lines.

The Planning. Department advised the Consultant Selection.Committee has
agr�ed to recommend the.firm of Williams, Cook and Mocine to prepare
the scope of the General Plan pro�ject and the 701 application. A letter

for an amount not to exceed $1500.

Youth Genter � . . . . .. �
In a letter �dated.October 28th, the Recreation and Parks Commission recommends
that,:a site,comrnittee for a. youth center be�appointed arid that the City of Redding
provide just the land for a proposed new youth center. �They advise they are
convinced that the community is ready, youth are as worthy, are more able ,
than ever, and 'that the time has now arrived for serious & .decisive action.
.Bob Cas�kie, Pre'si.d-ent of the Redding,Teen� C�enter.said, "The need of a Youth
Center is evident. .;.There i;s, no pl,anned,place.for kids .to go to spend their idle
time const'ructively. It is � _._ _. _<; that other organizations could use .such
a building to hold functions. The �;ime is right. Organizations are calling,
inquiring what .they can do to help. � The Chico Teen Center, in existence for
. five yea�rs and with a place to hold dances has acquired.$38, 000 in.their
treas.ury.., .The Redding Teen.Center,_four:yea,rs old, has, had no available
place.to hold re:gular.dances and ,has $,600. in.their,;.treasury. The young .
people have recently been contacted by a Contractor who will donate his
services to oversee construction for one year. The unions say they will not
oppose th�e use of donated labor. An architect has o.ffered to draw the plans.
A bank manager will aid in financing. If suitable .ground .can be. obtained, it
is now reasonable to start putting all the pieces together.I The schools are
reluctant to let the group use school buildi•ngs because of janitorial problems
-and• the National Guard Armory is no.t. available because of a minor incident . " �/�
Mayor Moty stated that while choosing a suitable location would seem a
simple decision, many�problems loom which_will require a great deal of study.

resentatives of youth.groups re the problems and needs and they have formu-
lated a number of questions. � A particular .question is what area would be

for youth that �would�serve an area larger than the City? He advis.ed that the

Chieo area formed a recreation district to accom.odate the:large area which
would logically be served. He concluded that Council understands the need
for facilities and they advocate that a solution be found�through formation of
an entity that would serve an area larger than the City of R.edding and.that it
may be that'provi'ding land w,ould be; a reasonable degree of City participation

in the program in the absence of a recreation district._
Recreation Director Nelson was instructed to arrange a meeting of interested

Airports Manager McCall submitted Airports Commission recommendation
dated October 29th that the F'ill�and�Preparation "of tlie Hangar Site and construc-
tion of the Hangar at Redding Municipal Airport be placed as the Number One
Priority of. all projects and that any Municipal Airport appropriations �now existing
�or anticipated be'applied towards' tYi`e�hangar q�roject and that preparation of the
site area for hangar #2 at R.eddirig IVlunicipal Airport be�started as'soon as

�Mayor Moty said he understands the anxiety of the Commis'sion that the T Hangar
be coristructed'as �s'oon�as possible �ut he questioned the wisdom of an expenditure
of funds for site pr`epa'ration prior to hav'ing funds available fox� the hangar. He
thought it more prudent to leave money in.the bank to draw interest until the

Airports Comxriiss'ioner Joe Patton advised the Commission is concerned that
funds, will be used to correct a"'�'d'o�g leg"' which bothers some people in taxiing.
He conceded the dog leg is a nuisarice� but it has been there for 22� years and
the Commission feels tlze hangars�are much more needed and a're a revenue
produeing facility.

LEASE - Andrew Scott request
Andrew. Scott,requested permi'ssion to lease for pasturage at $12A. 00 per year,
a portion of the Metz groperty lying beneath the embankment and along the river, �/�
north of the Trisdale property.
MOTIQN: Made by Councilman Hummel, seconded by Councilman Denny approving �
request of Andrew Scott to lease certain city owned property and instructed the
City Attorney to prepare a lease with the necessary cancellation clause and.auth-
orized the Mayor to sign. The Vote: Unanimous Ayes.
LEGISLATION
City Attorney Murphy was requested to place on the agenda for November 16th,
consideration of Senate Bill No. 1275 in the 1963-64 sessions of Congress concerning
amendment to water rights of the federal government. � 7�

GIRL SCC?UTS
The Sierra Cascade Girl Scout Council invites the City Council to attend .a meeting
at the Methodist Church on November 7th. This is an advisory meeting. �//,
EXCEPTIONAL CHILDREN
The Shasta County Chapter Council for Exceptional Children invites the City
Council to attend a meeting at Shasta Jr. College on November 19th at. 8:00 P.M.
Mr. ;John.J. OTHare, Associate Director of the Hanna Boys Center for emotionallyy/�
disturbed and neglected boys at Sonoma, California will be the speaker.
ALLEY - West Court
Mrs. Edith Edwards, property owner, complained that the alley between Eleventh
Street and Eighth Street is in need of being black topped.

City Manager Cowden.and Director of Public Works Arness were instructed to
review the condition on Wednesday and advise Mrs. Edwards of what can be done
by letter.
