The Pledge of Allegiance to the Flag was led by Maurice Finn. Reverend Virgil Hutcheson, pastor of the Churcii of the Nazarene, gave the invocation. The meeting was called to order by Mayor Moty with�the following councilmen present: Chatfield, Denny, Hummel and Moty. Councilman Fulton was �abs.ent. Also present were City Manager Cowden, City Attorney Murphy, Assistant City 1Vlanager and Director of Finance Gourtney, Director of Public Works Arness, Planning Director Keyes, Traffic Engineer Freeman, Parks Director Smith, Fire Marshal Wade, and Purchasing Director Stewart. The following person signed the Register: Maurice Finn APPROVAL OF MINUTES Mrs. Helen Generes requested that corrections be made to the minutes of September 21 st as follows: Pg. 237, 3rd paragraph, 2nd sentence be changed to read "e�cavate the alley property" instead of "excavate her property". �+�`'� Pg. 236, last paragraph, that letter of protest dated July oth and filed "with Public Hearing Proceedings of July 6th and written in full o�z Paoe 162 of Volume 25 of the minutes be listed as one of the ,documents on file. Pg, 238, 2nd paragraph, last sentence, Mr. Murphy's statement re Mr. Hull's ownership was in error and the sentence should read "there are several owners of reVersionary interests to the west". Councilman Chatfield stated the minutes should reflect what was actually said, not�what someone thinks should have been said. City Attorney said he mis-spoke when he said Mr. Hull in the singular, and that he should have said the �wners of record abutting the alley. Mrs. Generes asked for clarification of the last sentprice;:�.par:ag.r,aph 4;::.Page 239, and was told by Mr. Murphy the owners of reversionary interest of'the westerly half of the alley could build a retaining wall as previously stated, after the abandonment of the alley. C OMMUNICA TIONS Request - Abandonment of Alley John Reiner;;, 2786 Blueview St. , advised he owns a piece �f property on �,`�,5�� the east side of Orange St. , in the 1400 b1ocK running from Orange St. to the alley. Along the north, adjacent to his property the City owns a strip 18 ft. wide and running the length of his property whicn is 200 ft. This strip is practically unimproved which creates a 3ust problem when cars go through and it makes his tenants very unhappy. He requested that City abandon this strip that he might remedy the c�ndition. 247 Letters favoring the proposed abandonment were also received� from Wm. Bell, �143�'Orang�e St. and 1VIrs. Binns, Superintendent of Shasta Union High School�District advised that : "Last Sunday, September 20, due to some maTicious mzs.chief, one of the' new s`p'rinkler systems at °Shasta High School was aetivated. ' The great volume of water,'produced by this` act was quite impres'sive. ; ` �� - � Due to the prompt arid efficient action of the Redding Fire Department, virtually no damage was caused and the whole problem was cleaned up very prornptly. Not only dic� we receive very efficient�ele�n-up work from the Department, but a z�r.eeommendation to -connect the alarm system of the sprinkler system directly to the�fire ha�ll so that, in the future any activation of the sprinkler system will warn the fire s.tation . , .that the problem exists., . - � This type of cooperation is� typical of the firie support-we have received from al'l: your city departments. D, commends Scott Lincecum, Chief•of Police, �a� for the courtes'y and efficiency with which the mernbers of his staff haridled the recent bomb threat in their building at 2005 Court Street. " . Request - Drainage Problem, 2212 El Reno Lane William J. Braun, Attorney for Thornas Schworer, 2212 El Reno Lane, advised that the City of Redding has authorized certain work to be performed in and around a natural water course flowirig in the rear„of and adjacent to '�the 'premises of Thomas Schwoxer. Mr. Schworer has a;previous claim filed - as a result� o'f previous Gity activity in this area. Protests have been lodged previous to the elaim. He fe'els that City activity will again cause damage. .�/�� Therefore, he;'.fe,el"s that steps should be taken .to adequately protect the property in this area before any construction is cornpleted, and an undue burden is placed upon any one person or orga�nization. The letter was referred to the City Manager and City Attorney for report and study. He charged.the Board-of Superviso.rs and the � CityCouncil �have an' obTi�ation to s�ee that service is:�handled.with.consider.ation for the safety of the people before any other interest. He •requested Gouncil to review ordinances to see if regulations can be brought about. 253 Mr: Finn.stated it is unfortunate that a party representing a group said "wetll have to let those people solve their own problems": He asked, "who are those people, the:victims of an accident o"r disaster?" Mr.,- .Finn declared this to be ` �: ai� a matter �of urgency. He stated�he�is not a prophet of doom or, irnpending .disaster but it, is possible the community will be faced with a,real disaster: He asked, "are all victims to go to -one hospital?" He reported at the time. of the..recent bus accident at OtBrien, only seven victims were taken to Mercy Hospital and none were taken to the County Hospital or the Cascade Sanitorium where emer- gency b`eds were: available. He claimed witnesses at. the accident s:aw selection of accident victims�made. These matters must be �.traigntened out, he, said. He further stated the concern expressed by the Highway Patrol, Police Dept. , � 1Vledical Society and Hospitals has` been rieglected. He stressed that the responsibility is to all the people and h� pleaded with .��� Council to straighten out the situation. He reported there is a duplication of Doctors=names-on li'sts at both hospitals r He asked;�„if, there .is andisaster, can � a Doctor be at both hospitals at the same time? Other ambulances are available he' sa'id�, but=who knows of� then3-?; :Fie :as.ked Couricil to do thei.r best to straighten out the mess and requested F�i�f-�_it:_.=:i's; deemed necessary, that�conflict of in.terest be eliminated as far as ambulance service is concerned; that no direct interest in an ambulance service be held by Doctors or hospitals: He again pleaded with Council�to=•proceed as soon as pos-sib'le iivith=the Medical Society, that people can go to the hospital of their choice. He knows of instances where people have expressed a choice of hospital and have been taken elsewhere. T3e concluded, this� Co�neil lzas the reputation' of actingim the: public interest, ,,, ;,,;;,,;;,,,, Mayor Moty expressed deep concern about the serious problem. He said it is not the intention of Council to�sit by and see nothing done. He advised that Councilmen attending the League of California Cities meeting next week will check with other cities to see how the problem has been met. He directed the City Attorney to check Ordinances which have been enacted by other cities. re ALLEY ABANDONMENT Mrs. Helen.Generes referred to page 237 of the Council Minutes of September 21 st and stated that: City Attorney Murphy was in error when he referred to a le;tter from, the � Mayor of the City of Redding in 1952 addressed to Mrs. •Generes ,permitting her to excavate in a described parcel of land, when he refer..red to the :'�..� ;-:description as being the easterly one-half of the alley. 5he stated that in fact, the description in the letter was of a 15= wide strip of land in the alley. She asserted that a portion of the alley had already been excavated prior to 1951 and that the Mayorts letter referred to a 15t portion of the alley as yet unexcavated at the time of the letter. LAND ACQUISITION - Sheridan Street City Manager Cowden submitted recommendation dated September 25th that the City acquire for Cash a parcel of land with a 150� frontage on Sheridan Street and a depth of 145i on the south side of Sheridan Street adjoining the easterly � �� line of the present city-owned Sheridan Playground. �,� Councilmen concurred that if property can be obtained for a reasonable price, it should be acquired.
